More than 100 species of insects infest, multiply and damage the rice crop in
India, especially in Andhra Pradesh in south India, which is described as Rice
Bowl of India. In the first of a two-part series, Dr. N. Mallikharjuna Rao,
Programme Coordinator, Krishi Vigyan Kendra, Wyra, Khammam district,
discusses the notorious pests that affect the rice plant and gives us tested
solutions to it.

Oryza: What is the current scene of insect species on rice crop in India?
Dr Mallikharjuna: Rice is the most important food crop of more than 65 per cent
of the people of India. Insect pests are the significant biotic stresses which not only
limit the productivity but also destabilize rice production. The tropical warm and
humid climate prevalent in the country is very favourable for insect diversity and
abundance. More than 100 species of insects infest and damage the rice crop in
India. About 20 species are of major economic significance.
Oryza: From your research at your Krishi Vigyan Kendra [farmers information
centre) what are the pests that are Indias biggest concerns?
Dr Mallikharjuna: The important insect pests which attack rice nurseries are
yellow stem borer, Gall Mmidge, thrips, hispa and swarming caterpillar.
Oryza: Is the Yellow stem borer as dangerous as it is made to sound?
Dr Mallikharjuna: Rice stem borer occur regularly and attack plants from
seedling stage to maturity. The Yellow stem borer, Scirpophaga incertulas and
Pink stem borer, Sesamia inferens are important stem borer species in Andhra
Pradesh, which is known as the rice bowl of India. The female adult moth is in
light yellow with black spot on fore wings.
Oryza: When should the farmer get alert about Yellow stem borer?
Dr Mallikharjuna: When he spots tiny larvae congregate and enter the leaf sheath. There they
feed for about a week and then bore into the stem, young larvae feed on leaves and leaf sheaths.
Medium aged larvae penetrate the leaf sheath and feed between the sheath and live for several
days before entering the stem. Older larvae feed inside the stem near the base of the plant.
Affected plants show typical drying of the central shoot called as "dead hearts" in the vegetative
phase and "white ears" with no grain filling the reproductive phase of the crop.
Oryza: Is it specific to the crop season?
Dr Mallikharjuna: Rabi crop may have three broods, while Kharif crop has two broods. In

Kharif crop, white ear damage resulting from second a d third broods is much severe than the

Oryza: What are steps should comprise management of the pest?
Dr Mallikharjuna: It can be done in various ways.
- Picking up of egg masses in nurseries.
- Clipping of tips of seedlings at planting
- Ploughing the stubbles soon after harvest
- Avoid excessive nitrogen fertilizers
- Depending on the need (One egg mass or adult moth/sq.m) spray chlorpyriphos 2.5 ml or
acephate 1.5g or profenophos 2 ml/lit
- Apply Carbofuran 3 G @ 160 g per cent one week before pulling of nursery.

Cambodia Exports 304,788 Tons of Rice in January - October 2014; Up

3% from Last Year

Cambodia exported around 304,788 tons of rice in the first ten months of 2014, up about 3%
from around 295,154 tons exported during the same period in 2013, according to data from the
Secretariat of One Window Service for Rice export Formality (SOWS-REF). Cambodia exported
379,856 tons of rice in 2013.
In October 2014, Cambodia exported around 35,418 tons of rice, slightly down from around
35,511 tons of rice exported in September 2014 and up about 22% from around 29,031 tons of
rice exported in October 2013. Cambodia exported around 14,408 tons of long-grain white rice,
around 11,118 tons of jasmine rice, around 8,580 tons of fragrant rice and around 1,312 tons of
long-grain parboiled rice in October 2013. Major export destinations for Cambodian rice so far
this year were European nations, China and Malaysia.

Brazil Exports 985,907 Tons of Rice in First Ten Months of 2014

Venezuela remained the largest importer of Brazilian rice in January - October 2014 with
141,524 tons, or about 14% of total Brazil's rice exports during the period. Sierra Leone

accounted for 116,835 tons (about 12% of total Brazil's exports during the first ten months of
2014); Cuba accounted for 115,329 tons (about 12% of total Brazil's exports during the tenmonth period); Senegal accounted for around 98,738 tons (about 10% of Brazil's exports during
the ten-month period); and Gambia and Nicaragua accounted for 9% and 7% of total rice exports
during the January - October 2014 period with 90,782 tons and 65,739 tons respectively.
Brazils National Grains Supply Company (Conab) has forecasted the country's 2014-15
(November - October) paddy rice production at around 12.51 million tons, down about 3% from
around 12.162 million tons in 2013-14.
USDA estimates Brazil MY 2014-15 (April March) paddy rice production at around 12.28
million tons (around 8.35 million tons, basis milled), slightly up from around 12.2 million tons
(around 8.3 million tons, basis milled) in MY 2013-14. It estimates Brazils 2014-15 paddy rice
acreage at around 2.45 million tons, up about 2% from around 2.4 million tons produced in MY
2013-14. USDA estimates Brazil to export around 900,000 tons of rice and import around
700,000 tons of rice in 2014.

Flood, Drought Resistant Rice Varieties Developed for Indian Eastern

The Central Rice Research Institute (CRRI),

based in the Indian eastern state of Odisha, has
developed three new rice varieties - CR -204, CR
-205 and CR -306 - which can withstand extreme
weather conditions of Odisha and yet provide
higher yields, according to local sources.Odisha
rice farmers often struggle with drought or
floods, which tend to affect yields in the
state.Sources from the CRRI were quoted as
saying that varieties CR -204, CR -205 are
drought-resistant strains, require very little water
to grow and are ideal for drought-prone areas of
the state. These are fast growing varieties and
can be harvested in 105-110 days, and can
produce an yield of around 6 tons per hectare. They require only 3,000 litres of water compared
to 5,000 litres needed by traditional varieties.
Strain CR -306 is flood-resistant and can thrive in excess water and can remain submerged in
water up to a maximum of one meter while sustaining blowing winds, and can produce an yield
of about 5-6 tons per hectare.Odisha produces accounts for about 7.5% of total India's rice
production. The state produced about 7.6 million tons of rice in 2013-14, up about 3% from
around 7.3 million tons in 2012-13, according to the Indian Ministry of Agriculture.
India produced around 106.54 million tons (91.69 from kharif and 14.85 from rabi) of rice in
2013-14 (October September), up about 1% from around 105.31 million tons in 2012-13.

higher, wheat is listed about 0.9% higher and corn is noted about 1.7% higher. U.S. stocks traded
nearly 1% higher on Friday after China's central bank made its first interest rate cut in more than
two years and the European Central Bank took action to stimulate the economy.
The People's Bank of China cut its benchmark interest rates Friday for the first time in more than
two years on Friday to lower borrowing costs and lift a cooling economy back on track. The oneyear benchmark lending rate has been trimmed by 40 basis points to 5.6%. One-year benchmark
deposit rates would be lowered by 25 basis points, the PBOC announced, adding that the
reductions would be effective on November 22. Major European national stock indices gained
more than 2 percent after European Central Bank President Mario Draghi reiterated dovish
statements in a speech at a European banking conference in Frankfurt on Friday. Later in the day,
the ECB also announced that it has begun buying asset-backed securities.
The S&P gained 16 points in the open, or 0.82%, at 2,069, with energy leading gains across all
10 sectors except telecommunications. The Nasdaq pared gains to rise 31 points, or 0.68%, at
4,733. Gold is currently trading about 1.1% higher, crude oil is seen trading about 0.7%
higher, and the U.S. dollar is currently trading about 0.6% higher at 10:00am Chicago time.

Oryza White Rice Index Quotes Continue Lower as Thailand Struggles

The Oryza White Rice Index (WRI), a weighted average of global white rice export quotes,
ended the week at about $447 per ton, down about $3 per ton from a week ago, down about $11
per ton from a month and a year ago.
Thailand
Thailand 5% broken rice is today shown at about $410 per ton, unchanged from a week ago,
down about $15 per ton from a month ago and up about $5 per ton from a year ago.
After losing a significant share of jasmine rice exports to Hong Kong during the last three years,
Thailand hopes to revive exports there by working with Thai exporters and Hong Kong importers
and possibly certifying Hom Mali rice.
In the first nine months of 2014, Thailand rice exports increased about 15% from last year in
terms of tonnage but declined in value. During January-September, Thailand exported about 7.6

Vietnam
Vietnam 5% broken rice is today shown at about $410 per ton, down about $10 per ton from a
week ago, down about $30 per ton from a month ago and unchanged from a year ago.
Vietnam exported around 5.49 million tons of rice during January 1-November 11, down about
11% from January-November 2013. The average rice export price so far this year stands at
around $436 per ton (FOB), up about $5 per ton from the same time last year.
Pakistan
Pakistan 5% broken rice is today shown at about $395 per ton, down about $5 per ton from a
week and a month ago and up about $15 per ton from a year ago.
The National Space Agency of Pakistan estimates the countrys FY 2014-15 (July-June) milled
rice production to decline about 19% from last year to about 5.65 million tons.
The Pakistan government is planning to provide subsidies to basmati rice farmers to help them
wade off the effects of declining rice export prices.
Central & South America
Brazil 5% broken rice is today shown at about $550 per ton, unchanged from a week ago, down
about $60 per ton from a month ago and down about $135 per ton from a year ago.
The Brazilian paddy rice index maintained by CEPEA reached around 37.25 real per 50
kilograms as of November 17, 2014, up about 0.8% from around 36.94 real per 50 kilograms
recorded on November 10, 2014. In terms of USD per ton, the index reached around $286 per
ton on November 17, 2014, down about 1.7% from around $291 per ton recorded on November
10, 2014.
Five percent broken rice from Uruguay and Argentina is today shown at about $600 per ton,
unchanged from a week and a month ago and down about $30 per ton from a year ago.
The government of Venezuela has fixed the maximum retail price for rice at 9.63 Bolivars per
kilogram (around $1,352 per ton) for paddy rice for producers and/or primary importers and at
26.25 Bolivars per kilogram (about $4,175 per ton) for milled rice for the agribusiness wholesale
distributor.

U.S.
U.S. 4% broken rice is today shown at about $545 per ton, unchanged from a week ago, up about
$25 per ton from a month ago and down about $45 per ton from a year ago.
The U.S. cash market firmed up some this week, especially after news broke that the Iraqi Grain
Board agreed to buy 120,000 tons of long grain milled rice from the U.S.
Chicago rough rice futures for January delivery also responded to the Iraqi tender award to the
U.S., with large gains on both Wednesday and Thursday. Futures opened at $11.935 per cwt
(about $263 per ton) on Monday morning before jumping to a high of $12.450 per cwt (about
$275 per ton) Wednesday and continuing to climb Thursday and Friday. They closed the week
with a gain, at $12.600 per cwt (about $278 per ton), for the first time in over a month.
Other Markets
Cambodia 5% broken rice is today shown at about $460 per ton, unchanged from a week, down
about $10 per ton from a month ago, and unchanged from a year ago. Cambodia exported around
304,788 tons of rice in the first ten months of 2014, up about 3% from around 295,154 tons

Myanmar plans to set up a National Standardization Council to comply with the Standardization
Law passed this summer, which has a goal of standardizing several products, including rice,
production technologies, and services. The Chinese customs authority has threatened to seize
rice imports through Myanmars Muse border.
During the first two months of 2014-15, the European Union has imported around 45,438 tons
of rice from the Asian Everything but Arms (EBA) countries, such as Cambodia and Myanmar,
an increase of about 7% from the same period last year.
The free trade agreement China and Australia have just signed removes tariffs on dairy
products, gold, energy products, and other items, but maintains the tariff system for agricultural
products such as rice, sugar, wheat, and cotton. These agricultural items may be considered
during a review three years down the road.
Iraq has purchased 150,000 tons of rice of U.S. and Thailand origins in a tender. The Iraq Trade
Ministry has issued a new international tender to buy at least 30,000 tons of rice from Uruguay,
Argentina, Brazil, Vietnam, Thailand, and the U.S. with a closing date of November 24.

Separately, the Iraq government will buy rice from local farmers at above-market prices during
the 2014-15 season to encourage farmers, according to Bloomberg.
Bangladeshs Ministry of Commerce has amended a Statutory Regulatory Order, under which
the government banned the export of non-fragrant rice exports until June 2015. The amendment
will allow rice exports to Sri Lanka.
The UNs FAO has forecasted paddy rice production in 2014 in Laos to decline about 3% from
last year to 3.3 million tons.
The government of Indonesia is planning an agricultural stimulus package to boost rice
production in the country, targeting an increase of about 4% in 2015 to around 73.4 million tons
from 70.61 million tons in 2014. The state-owned logistics agency Bulog is aiming to procure
about 3.2 million tons of rice from local farmers in 2015 to maintain its stockpiles.
Paddy rice production in 2014 in the Philippines is estimated to be about 18.88 million tons, up
about 2.4% from 2013, according to the Philippine Statistics Authority. Meanwhile, average
domestic rice prices in the Philippines showed diverse trends in September, according to the
Philippines Bureau of Agricultural Statistics, with retail and wholesale prices of well-milled rice
increasing marginally and regular-milled rice price declining marginally.
The 2014-15 paddy crop harvest in Italy began September 1 and as of November 11, 393,022
tons of rice have been sold.

FAO Estimates Mozambique 2014 Paddy Rice Production to Decline 2%

The UN's Food and Agriculture Organization (FAO) has estimated Mozambique's 2014 paddy
rice production at around 343,000 tons (around 223,000 tons, basis milled), down about 2% from
around 351,000 tons (around 228,000 tons, basis milled) produced in 2013 due to rainfall deficits
in some rice-growing parts of the country.
Planting for 2014-15 main cropping season (October - September) has begun and is underway in
southern and some central provinces. Planting in northern provinces will commence in late
November and December when seasonal rains occur. Based on estimates of normal to abovenormal rains across most of the country between December 2014 to March 2015, FAO estimates

Pakistan Approves $98 Million Subsidy for Small Scale Basmati Rice

Committee also approved to extend power subsidy to rice farmers, under which they can avail
electricity at a special rate of Rs.10.35 (around $0.1) per unit until June 30, 2015.Early this week,
Pakistan Prime Minister had promised to provide subsidies to basmati rice farmers to help them
combat the declining global rice export prices.
The President of the Union of Small and Medium Enterprises (UNISAME), who appreciated the
efforts of the Prime Minister in supporting the basmati rice farmers, said the government should
fix support price for basmati and other varieties of rice to support the SME farmers and help
them receive fair price for their paddy. He also urged the government to help SMEs receive preshipment and post-shipment finance from commercial banks to carry out export activities.
Pakistan is a major exporter of basmati rice after India. Pakistan exported 145,224 tons of
basmati rice in the first three months (July - September) of FY 2014-15, marginally up from
around 144,666 tons exported during the same period in FY 2013-14. Pakistan exported 622,602
tons of rice in FY 2013-14.
Average Pakistan basmati rice export prices declined about 1% to around $1,435 per ton in
October 2014 from around $1,450 due to increasing supplies from ongoing harvests and falling
export demand.

countries have recognized it as an important agricultural product, which needs protection.

Protesting farmers say the government has taken both the decisions unilaterally without taking
agricultural associations into consideration. Both the decisions "would eventually hurt the local
agricultural industry," a farmers association was quoted as saying. They demanded that the
government suspended the FTA with China as well as streamlined process of local rice and other
staples procurement as measures to protect local agriculture sector.
They are also protesting against the proposed FTAs with New Zealand and Canada.However, the
government says the FTA with China will allow for removal of investment barriers in various
economic sectors, including services, finance and communications. It has also defend its move
for opening the rice market for imports saying it is important to avoid obligatory rice imports
under World Trade Organization (WTO) regulations. It is also important to safeguard the
country's rice production in the light of declining consumption, said government sources adding
that another waiver at the WTO would also be associated with a host of concessions to other
WTO member countries.

Pakistan Rice Exports Increase Sharply in October 2014

Pakistan exported around 289,884 tons of rice (including basmati and non-basmati) in October
2014, up about 31% from around 221,715 tons exported in September 2014, according to
provisional data from the Pakistan Bureau of Statistics (PBS). In terms of value, Pakistan's rice
export earnings increased to around $154.7 million in October 2014, up about 16% from around
$132.9 million earned in September 2014.
Year-on-year, Pakistans exports increased about 18% from around 246,524 tons exported in
October 2013. In terms of value, they increased about 11% from around $139.63 million in
October 2013.Pakistan exported around 47,459 tons of basmati rice in October 2014, down about
13% from around 54,663 tons exported in September 2014 and up about 6% from around 44,687
tons in October 2013. In terms of value, Pakistan's basmati rice exports earned $46.8 million in
October 2014, down about 12% from around $52.95 million earned in September 2014, and
down about 6% from around $49.94 million earned in October 2013.
Pakistan exported around 242,415 tons of non-basmati rice in October 2014, up about 45% from
around 167,052 tons exported in September 2014 and up about 20% from around 201,837 tons in

October 2013. In terms of value, Pakistan's non-basmati rice exports earned $107.85 million in
October 2014, up about 35% from around $79.92 million earned in September 2014, and up
about 20% from around $89.69 million earned in October 2013.
Pakistan has exported around 892,643 tons of rice, including basmati and non-basmati, in the
first four months of FY 2014-15 (July 2014 - June 2015), up about 1% from around 882,161 tons
exported during the same period in FY 2013-14. In terms of value, Pakistan's exports earned
around $517.46 million in July - October 2014, down about 5% from around $544.27 million
earned during the same period in 2013.
