1 Abstract
This article include the factors and strength and weakness in
organization in public sectors so what kind of steps should
be taken to improve the public sectors. which govern
positive changes in public sector organizations, and how
these changes rotates world directions to desired positions.
These factor are given below;

World is going developed day by day and making progress
fast. These fast developing progress make ease of access in
telecommunication throughout the world. Now people can
communicate with many ways through internet, by phones,
and many ways. These cheap communication make it
possible in public sector to communicate more with more
people to do more business.

3 Information Technology (Larson & coe, 1999)


Information technology is spread more fast for last decade
and it helps not only manages organization but also help
many ways to organize public sector fast and improved
ways. Which make it easy to organize and fast.

4 Globalization (Painter & Barnes 1993)


All people are knowing and communicate and share their
ideas through out the world and this is called globalization.
It make very much impact on people on public sectors as
their opportunities are going more and more to server and
get resources and use others resources even with ease of
access. Internet make this impossible possible.

5 Economic changes (Painter & Barnes 1993)


If any changes coming in economic sector of any country
then it direct approach to public sector changes. Like if any
war coming in any country then its economy falls and it lay
down the public sector.

6 Political changes (Painter & Barnes 1993)


If changes in political sector are positive then it lead to
good changes in public sector and if changes are bad then
they lead to worse changing.

7 Social changes (Painter & Barnes 1993)


It depends upon cultural and people behavior as people
want to do service or mostly people want to do their own
small business, or people want govt job if govt is high
position and strong.
Now we will see how these factors changes face of world

These changes effect leadership as country economy


depends upon these facts. If facts changes rapidly these
effect on leadership. (Lau, 2000)
Bad economy and good economy leads leadership to
different directions.
Good economy give successful changes which leads
leadership to more better options for progress hence
positive change in public sector for a long time. (Nadler &
toshman 1997)
When direction of leadership is changes then economy
direction changes its direction to more suitable position.
Most of public sector organizational behavior changes at
end of 1980 due to change in economical crises. (Good
stein 1991)
We can see as above that there are many factors which
moves the direction of organizational behavior to positive or
negative side so using new technology in public sector
increase performance and making ease of access.

8 Strength;
1. One research said if we make changing in organization
structure or functions then performance of organization
will be improved.(OECD 1993)
2. Some people say if management changes in bad
public sectors then performance can be improved.
(Ingstrup 1998)
3. A good advice say why not we change rules of
organizations instead of changing all management

inside organizations (Reger, Mullen 1994) because if we


change management then we can see two out of
three try are not successful to improve performance of
public sector organizations. (SirKin 2005)

9 Weakness include following steps as;


1. Following the flawed guiding theory which express short
and middle term situation if organization want to
achieve long term goals.
2. If we have want to change in organization structure
and we dont see other changing organization, who
change themselves with passage of time to be
succeeded in life, our efforts ruin.
3. If management have not any competition among
themselves, change will not come in organization.
4. If management have no sense of take care of
independent variables which are different in every
organization which is combination of individual
variable and group variable which govern organization
behavior or variables.

10 My point of view
I have read all article and my judgment is if we trained the
management in such a way that they have knowledge of
independent variables and have positive competition,
workers have full knowledge of organization structure and

company goals then any goal can be achieved in


organization in public sector. I am agreed with study of
OECD.

11 Example
Let me give an actual example, if we looking at Pizza hut, it
is largest Pizza organization in world. Its all workers know
what are goal of company and what is infrastructure of
company as to keep customer happy and keep everything
maintained which customer need. And managers know
what are the products which provide more profit so they
offering deals to customers to attract, so they will come
again and again.

12 Conclusion
If we are looking for positive changes in public sector now a
days we should use not only latest technology in our work
field but also trained management and workers to make
sure that they know and do what are their duties.
