1.

SCOPE
This specification covers the design, manufacture, factory tests, supply (with spares)
and site assistance of a Power Management System (hereafter called the PMS). The
PMS will help the operator to manage the 20 kV switchboard and the 380V main
switchboard. This specification deals with the S3 station. S6 station is - power
management wise - identical to S3 Station. Therefore, this document is applicable to
S6 station.
Theses stations are components of the second Iranian Gas Trunkline (IGAT-II).

OVERVIEW
The two switchboards, as introduced in the scope, HV301 20kV and LV 301 380V,
are shown in the over all single line diagrams quoted in 3.3 Referenced Documents.
An outline sketch is resumed below.
The operators work station is in the control room. In this control room there are
other instrumentalist's work stations belonging to the SCS (system control stations).
Manual control :
From the work station, the PMS shall help the operator to switch on and switch off
by key board the following circuit breakers :
- 20kV switchboard : 7 circuit breakers
- 380 V main switchboard : six 4000A main circuit breakers .

control, in addition to above 13 apparatus, the circuit breakers associated to load
shedding.

MONITORING
The following diagrams may be displayed on the screen by order of the operator:
- General single line diagram,
- Single line diagram of the 20kV switchboard,

Many zoom views of switching areas shall be developed as required for a safe
reading and unmistakable switching operation on a 19 monitor.
Remote reading on the screen are :
a) On each of the seven 20kV circuit breakers :
- Phase currents Ia Ib Ic,
- Total active power,
- Total reactive power,
- Total apparent power,
- Position : open, closed, withdrawn.
b) HV voltage :
- Line 1 phase voltage Uab, Ubc, Uca,
- Line 2 phase voltage Uab, Ubc, Uca,
- Bus A phase voltage Uab, Ubc, Uca,
- Bus B phase voltage Uab, Ubc, Uca.
c) On each of the six 380V main (4000A) circuit breakers :

REMOTE SWITCHING

7.1

MANUAL SWITCHING :
As stated above 5, manual switching from operators key board deals with 7 HV
circuit breakers and 6 LV circuit breakers .

7.2

20KV AUTOMATIC SWITCHING :


The automatic change over of 20kV source is handled outside this PMS, by
programmable relays. When there is total network failure, one request : start
emergency generator may come the from high side (20kV bus tie relay) to the PMS.

380V AUTOMATIC SWITCHING :


The 380V automatic switching are the sequences stated in 5 above.

8.

LOAD SHEDDING
As stated in the Electrical Philosophy Specification, this PMS shall carry out the two
kinds of load shedding :
- Load shedding by transformer overload criteria and
- Load shedding by abnormal low voltage of the supply network.
Set point under any criteria shall be easy adjustable by the operator.

The PMS shall continuously compare set point with measurement which is apparent
power at each step down 2000kVA transformer.
Load incremental :
Any load incremental above set point shall be signaled by a flash message with
indication of kVA increment. A mode selector shall be available to the operator :
auto / to confirm . Auto means switch off the subsequent step (or else the first step)
after an adjustable time delay. To confirm means that the PMS awaits for the
operator's confirmation (yes on keyboard).
Load decremental :
In this reverse way (unshedding), intervention of operator is not required. Any load
decremental below set point shall be signaled by a flash message with indication of
kVA available. For each load previously shed, the PMS shall compare available
capacity with supposed added load and if acceptable, then switch on that feeder. If
air coolers were previously shed, one message shall be sent to the SCS : Power
for *** fans is available again (Reminder : the PMS has no way to switch on these
fans).
The quantity *** shall be calculated by the PMS by dividing the available capacity to
fan rating (40kVA).
8.2

LOAD SHEDDING BY ABNORMAL LOW VOLTAGE OF THE SUPPLY


NETWORK :
Explanation :
The public network may deliver a very low voltage. Process motors shall be underpowered. Any voltage increase is welcomed, specifically Turbo-compressor motors.
Any load decrease shall decrease line current and hence decrease line drop voltage.
As a result, there is voltage improvement on motor terminals.
Line Drop Voltage Calculation :
The network transformer 63/20 kV is at some distance away.
- S3 :

24 km of overhead line

20 kV 120mm

ACSR conductor

- S6 :

33 km of overhead line

20 kV 120mm

ACSR conductor.

Such a line has an impedance (assuming 1.2 m spacing phase to phase) equal to :
0.240 + j 0.332 ohm per km.

Lets assume a plant load of 2 000kVA at abnormal voltage of 18 kV (-10%) at the


source (63/20 kV Transformer)
Full current : 2 000 kVA /(3 * 18 kV) = 64 A
Overhead line, worst case : 33 km : ( 0.240 + j 0.332) * 33km = 7.920 + j 10.956
Zline = 13.52
Full line drop = 13.52 * 64 A = 867 V, or in percentage : 867/ (18 000 / (3 ) =
8.3%
Voltage at S6 : 18 000/3 - 867 = 9 525 V or 16.5 kV
At S6, full load shed is 1208 kW . After full load shed, remaining load is 658 kVA
and current, under 18 kV is : 21A.
Line drop is : 21A * 13.52 = 285 V, or in percentage : 285/(18 000 / (3 ) =
2.7%
At S6, after full load shed : 18 000/3 285 = 10 108 or 17.5 kV
Improvement : from 16.5 kV before load shed to 17.5 kV after load shed.
For motor performance, the improvement is quite appreciable .
Set point may be : 18 kV
The PMS shall continuously compare set point with measurement which is line
voltage at incoming 20kV breakers.
A voltage decrease below set point will prompt a calculation as shown above. The
PMS shall display the expected voltage improvement. The operator shall appreciate
the situation, and if confirmed, the PMS shall activate a first step, then second
calculation, second confirmation, second step, etc . . . (step as above)
The set point shall be easily adjustable without any kind of knowledge in
programming.
Calculation parameters shall be easily adjustable without any kind of knowledge in
programming.

9.

GENERATOR SUPERVISION
The generator supervision deals with synchronization, loading and unloading.
In this compressor station, there is an emergency generating set connected to the
380V bus. There are five cases where the generator set may be called upon to rescue
the public network :
- Sudden loss of public network,
- Public network comes back,
- Planned outage of network incoming lines.
- Abnormal low voltage of public network,
- Loss of all three step down transformers
In all cases, the PMS has to supervise the generator taking over the load (loading
sequence) or the generator releasing the load (unloading sequence). In each case,
synchronization through the PMS is required to change over the power source before
loading or before unloading.
There are six points of synchronization. They are on the 380V main bus.
Point 1 : one Generator breaker :
- remote synchronization through the PMS
- local automatic synchronization (at generator control panel)
- local manual synchronization (at gen. control panel)
- local switch on at permit of synchronism check relay (at LV301 switchboard)
Points 2 to 4 : three Transformer breakers :
- remote synchronization through the PMS
- local switch on at permit of synchronism check relay (at LV301 switchboard)
Points 5 and 6 : two Bus tie breakers :
- remote synchronization through the PMS
- local switch on at permit of synchronism check relay (at LV301 switchboard)
The synchronization, by itself, is the task of the automatic synchronizer located in the
generator set control panel. This PMS plays the role of a supervisor. S3S6 Typical
wiring diagram quoted in 3.3 Referenced Document shows the implication of the

PMS in the remote synchronization. The programming shall be done according to


these diagrams and I/O list at the end of this document (Appendix).
9.1

SUDDEN LOSS OF PUBLIC NETWORK


There are two network incoming lines. When one line is lost, the 20kV protective
relays shall switch on the bus tie breaker, restoring by that way, power on the no
voltage bus.
When two lines are simultaneously lost, there is the condition of total loss of public
network . The bus tie relay shall sense this condition . It shall send a request to the
PMS: start the emergency generator. The role of the emergency generator set is to
supersede the public network in this case. The PMS by its own information shall
confirm that request, shall switch off any required breaker and then order the
generator set to start. Upon reception of the start order, the generator set, by its
own control panel, comes up to speed, frequency and hangs itself onto the 380V
main bus C
The PMS, through voltage and breaker positions, knows that it must load up the
generator. The PMS shall inform the SCS Power is available again since motor
start is a prerogative of the SCS . For its own part, the PMS shall carry out the
generator loading according to a priority load list. This load list takes into account
the plant priory and avoids mechanical stress on the engine. See Electrical
Philosophy referenced in 3.3.
The outage time shall be no more than speed up time of the generator set.

9.2

PUBLIC NETWORK COMES BACK


When the public utility comes back, plant operation must not suffer any power break.
Through voltage and breaker positions, the PMS shall know that it must pick up one
transformer breaker to use as the synchronizing point. At the prompt of the PMS, the
operator has to confirm OK synchro or else the operator can choose the other
option : full automatic. By order from the generator set automatic synchronizer, the
PMS shall close the chosen breaker. After successful closing, the PMS shall order the
generator to unload. [The unloading sequence (fuel decrease) is inside the generator
package]. When generator load is sufficiently reduced, the PMS shall switch off the
appropriate tie breaker. The PMS shall repeat this sequence a second time with the
other symmetrical side. When both tie breakers are open , the PMS shall order the
Genset to stop. The full sequence may be made automatic by one single operators
order on his key board.

9.3

PLANNED OUTAGE OF NETWORK INCOMING LINES


Plant operator may know ahead of time planned outage of either one or two network
incoming lines (Example: network maintenance). In order to avoid power break, the
generator set must initially pick up the load. The PMS shall deliver a start order to
the generator set. The generator set, by its own control panel, shall comes up to
speed, frequency and hangs itself onto the 380V main bus C. The PMS then proceeds
to synchronize with tie breaker A/C. After successful synchronization, the network
and the generator set are in parallel. The PMS shall then request the generator set to
take over the load . [The loading sequence (fuel increase) is inside the generator
package]. When the loading sequence is over, the PMS shall switch off the TR01
transformer breaker. Now the generator set is alone on Bus A + Bus C.
The PMS shall repeat this sequence a second time with the other TR03 transformer
breaker. At the end, both transformers are idle and the PMS can switch off the two
incoming 20kV breakers.
The full sequence may be made automatic by one single operators order on his key
board.

9.4

ABNORMAL LOW VOLTAGE OF PUBLIC NETWORK


The public network may deliver a very low voltage. When load shedding stated in
8.2 above gives no result, then the generator set may be used to supersede the
network. An initial run in parallel will be useful before getting rid of the network.
The operation is the same as previous 9.3 Planned outage of network incoming
lines. However an automatic synchronization may not succeed because of voltage
discrepancy between too low network and regulated generator. A manual
synchronization with oscilloscope at the generator control panel probably is required.
When the public network delivers a good voltage again at the 20kV bus, we come
back to the above sequence 9.2 Public network comes back
Operator judgement is required in this circumstance.

9.5

LOSS OF ALL THREE STEP DOWN TRANSFORMERS


When all three transformer are unavailable, the generator set shall be the supply
source.
The PMS detects this condition through unusual breaker positions. Upon this
detection , the PMS shall send a start order to the generator set control panel.
Upon reception of that order, the generator set, by itself, shall comes up to speed,
frequency and hangs itself onto the 380V main bus C.
The PMS then loads up the generator set just the same way as 9.1 Sudden loss of
public network above.
When one transformer is back in service, the PMS can supervise a synchronization
and partially or totally unload the generator. Operator judgement is required in this
circumstance.

380V EQUIPMENT FAILURE


Reminder :
- When one transformer fails, the stand-by transformer supersedes the failing one.
- When two transformers fail, the remaining one is the supply source.
- When three transformers fail, the emergency generating set is the supply source.
- When one bus section fails, the PMS isolates the faulty bus.
- Downstream, ATS of subpanels transfers load to the healthy main bus.

10.1

TRANSFORMER FAILURE
When transformer TR01 fails, stand-by transformer TR02 shall supersede TR01.
After checking position of TR01 breaker, of bus tie B/C, and confirmation of lockout
relay 86 from 20kV side, the PMS shall close tie breaker A/C, restoring by that way,
power supply on bus A
When transformer TR03 fails, stand-by transformer TR02 shall supersede TR03.
After checking position of TR03 breaker, of bus tie A/C and confirmation of lockout
relay 86 from 20kV side, the PMS shall close tie breaker B/C, restoring by that way,
power supply on bus B.
When transformer TR01 fails, and subsequently, transformer TR02 fails,
Transformer TR03 resumes full plant load.
When transformer TR03 fails, and subsequently transformer TR02 fails, transformer
TR01 resumes full plant load.
In winter time, plant load is less than 2000kVA. Hence everything is correct. In
summer time, plant load may exceed 2000kVA because of air conditioners. Load
shedding is required. See above 8.1.
When all three transformers are unavailable, the emergency generating set shall be
the supply source . See above 9.5.

10.2

380 V BUS FAILURE


When 380V bus A fails, connected non priority loads are sacrificed. ATS of
downstream sub-panels shall switch over to bus B. Both main bus ties shall stay
open. The PMS merely recognizes the situation on the screen.
Symmetrically, when 380V bus B fails, connected non priority loads are sacrificed.
ATS of downstream sub-panels shall switch over to bus A. Both main bus ties shall
stay open. The PMS merely recognizes the situation on the screen and sound an
alarm.

10.3

20 KV BUS A FAILURE AND 20 KV DISCONNECTING SWITCH


When 20 kV bus A fails, the PMS shall switch off TR01 transformer breakers, high
side and low side. The PMS shall read the line 1 breaker open position and if so,
shall give the operator permit to open the disconnecting switch by hand. After
confirmation by the operator disconnecting switch open the PMS shall close 20kV
tie breaker, shall close both transformer TR02 breakers (high and low) and finally
close 380V tie breaker A/C restoring by that way power supply on 380V bus A.
Otherwise ATS of 20kV switchboard shall be programmed into the 20 kV relays.

10.4

DENY TRANSFORMER PARALLEL SWITCHING


380 V bus tie circuit breakers may be switched on in some cases and not permitted to
do so in other circumstances : This PMS shall deny any 380 V bus tie switching
which would put any couple of transformers in parallel.

ARCHITECTURE
This PMS control power supply of one compressor station. As described above, this
PMS communicates downward with five power components :
- One 20kV switchboard
- One 380V switchboard
- One emergency generating set
- Two identical MCCs
Data gathering are per above paragraph.
Collateral, it communicates with an SCS computer to deliver passive information :
Modbus RS 232.
The PMS shall have system CPU Intel-based micro-processor with a battery-backed
real time clock. There shall be three levels of password protection : shift operator,
maintenance service, operation manager.
The computer shall have power distribution, good memory, good data storage,
appropriate for this application . Display is 19 high resolution (1280 x 1040) color
graphic monitor.
The station is capable of accessing all graphics, alarms, events, reports, and historical
data.
The work station can be configured to display by default a set of available
information as dictated by operational need.
For data acquisition, the PMS shall have as a minimum :
- 1 serial port Modbus RS 485 for 20kV switchboard
- 1 serial port Modbus RS 485 for 380V switchboard and emergency generator
- 1 serial port Modbus RS 485 spare
- 1 serial port Modbus RS 232 for SCS
- 4-20mA and DI/DO per I/O list

- Softwares.
Cabinet shall be hot dip furnace painted inside and outside. Steel sheet minimum

This PMS is Master. So is Supplier. Power components of 12 above are slaves.
Supplier shall deploy every means to make the communication get through. Site
acceptance test is his end responsibility.

INSPECTION AND TESTS IN FACTORY


The PMS shall be subjected to acceptance tests in the factory.
A PLC equipment simulator (switchboards, transformers, generator) shall be
provided during factory acceptance test.
- Conformity check between order and product.
- Check of completeness : hardware, software, drawings, certificates, printed
matters.
