ith the National Oil Company of Liberia now set to


announce successful bidders in the sale of offshore
blocks LB-6, LB-7, LB-16 and LB-17, the company has
been dragged to court by Mr. Harry Greaves Jr., a former
Managing Director of the Liberia Petroleum Refining Company, who
has filed a Writ of Prohibition against NOCAL by and thru its President,
Randolph McClain and any authorized officer.
Mr. Greaves in his petition filed before the Supreme Court through his
legal counsel, Cllr. Frank Musah Dean, Jr. and the Dean and Associates
Law Firm, is praying the high court to restrain NOCAL from proceeding
with the Bid round due to what it is terming as the manner in which the
company started the process.
In the petition for the writ of Prohibition filled November 24, Greaves
through his lawyer argued that the bid round by NOCAL was
characterized by secrecy and therefore deprives Liberian citizens the
right to participate in the process and benefit from their resources as
provided for in the Liberian constitution.
Presiding Associate Justice Holds conference
Acting on the Writ of Prohibition filled by Graves through his
legal counsel, Presiding Associate Justice Philip A. Z. Banks in a
memorandum from the high court issued November 24 is citing Greaves
and his lawyers and NOCAL to a conference on today (Wednesday,
November 26).
The high court memorandum stated By directive of His Honor Philip A.
Z. Banks, III, Associate Justice Presiding in Chambers, you are hereby
cited to a conference with His Honor on Wednesday, November 26,
2014, at the hour of 9:30 a.m., in connection with the above captioned
case.
The memorandum signed by Martha Bryant Henries, Clerk, Supreme
Court of Liberia warned all parties to desist from any action that will
compromise the outcome of the conference.
Meanwhile, the parties are admonished to desist from any action that
will compromise the outcome of the conference declared the high court
memorandum.
NOCAL Violates Liberians Rights
In the petition for Prohibition filled by Greaves and his lawyers, it states
that the action by NOCAL is in violation of provisions of the Liberian
constitution
Count Two of the petition states Petitioner says Chapter II Article 7
of the Liberian Constitution of 1986 mandates The Republic shall,
consistent with the principles of individual freedoms and social justice
enshrined in this constitution, manage the national economy and the
natural resources of Liberia in such manner as shall ensure the maximum
feasible participation of Liberian citizens under conditions of equality as
to advance the general welfare of the Liberian people and the economic
development of Liberia.
According to Greaves through his lawyers, Chapter II Article 22 of the
Liberian constitution of 1986 states that all mineral resources including
under the seas and other waterways shall belong to the republic for use
of the entire population.
Further to count two (2) herein above, petitioner says Chapter II Article
22 of the Liberian Constitution of 1986 defines the limitation on private
property rights when it states: Private Property rights, however, shall
not extent to any mineral resources on or beneath any land or to any
lands under seas and waterways of the Republic. All mineral resources
in and under the seas and other waterways shall belong to the republic
and be used by and for the entire republic count three of the petition

NOCAL, was shrouded in mystery, secrecy, and privacy to the extent

that either no or little effort was made to undertake publicity through the
print (newspaper) and broadcast (radio and television) media.
The former head of the LPRC stated that as a Liberian, he got to know
about the bid round through casual conversation with one of the Vice
Presidents of NOCAL, Pete Norman before following up on NOCAL
website where the bid round information was posted.
Stated Greaves Petition Further to count five (5) herein above,
Petitioner says he recently learned, through casual conversation with
one of NOCALs Vice Presidents, Mr. Pete Norman that NOCAL
was conducting a bid round. Petitioner immediately visited NOCALs
website and discovered that the Liberia Basin Bid Round 2014 for
offshore blocks LB-6, LB-7, LB-16 and LB-17 closed on October 31.
NOCAL, the petition further stated has declared the Bid Round closed
and is in the process of evaluating bids and notifying successful bidders.
Injustice to Liberians
The action of NOCAL has been described by Greaves through his
lawyer as an injustice to Liberians.
Petitioner says unless this Prohibition is issued to restrain NOCAL from
proceeding, substantial injustice will be done to the rights of Petitioner
and all interested Liberians.
Based on the numerous counts the petitioner sated that the petition
was filled to ensure that the provision of the constitution and rights of
Liberians to equality is adhered to.
Petitioner says this Petition has not been filed for the mere purpose of
delay; but instead, to ensure that the provision of the 1986 Constitution
mandating the Government and its instrumentalities to manage the
national economy and the natural resources of Liberia in such manner as
shall ensure maximum feasible participation of Liberian citizens under
conditions of equality is adhered to. Our Supreme Court has held that a

In conclusion, the petitioner prayed the high court for the issuance of
Alternative Writ of prohibition against NOCAL.
Wherefore and in view of the forgoing, petitioner prays for the
issuance of the Alternative Writ of Prohibition against the respondent,
restraining and prohibiting NOCAL from further proceeding with the
Liberia Basin Bid Round 2014 and/or awarding any oil blocks pursuant
to the said Liberia Basin Bid 2014, pending a hearing by Your Honor
on the issues involved, on a date and time to Your Honors convenience;
and after a hearing, Petitioner prays for the issuance of the Peremptory
Writ, prohibiting and restraining the Respondent from ever proceeding
with the Bid Round in the manner and faction it started to conduct same.
Petitioner also prays Your Honor to grant unto Petitioner any other and
further relief as in such cases is made and provided by law, with cost of
these proceedings ruled against the Respondent the Petition concluded.
NOCAL has been persistently accused by Liberians of managing
the emerging oil sector of the country in a secret manner, generating
millions and contributing less to the National Budget.
The Oil Company is one of the agencies of Government with a huge
budget and fabulous salaries and incentives paid for its small workforce.
Because FPA has always maintained a strict level of credibility and
honesty with our readers, it is important for us to note that we have
published (in print and electronically) nine stories on the NOCAL
bid round from August 12th (the bid round opened on August 5) and
November 18th, 2014 (the bid round closed on November 14th),
including one based on a open letter sent to the Chairman of the
Board and CEO of NOCAL by Mr. Greaves titled Harry Greaves Eye
Extension of Oil Bid Rounds.
In the open letter, Greaves stated I want first of all to commend you
on the very creative manner in which you have approached the vexing
question of how to enable Liberians to participate meaningfully in the
current bid round for the 4 remaining offshore oil blocks: LB-06, LB07, LB-16 & LB-17, both as regards local content of services to be
provided and direct equity participation by Liberian citizens alongside
international
oil companies (IOCs) in our fledgling oil industry.

Confirmation Snub of Health Minister Nominee


Continues a Pattern that has made the national
Legislature a Laughing Stock in a recurring bad
political play in post-war Liberia
THE LIBERIAN Senate is losing a lot of respect among Liberians
today.
POTENTIAL VOTER FATIQUE, in a crucial election year, stained
by a deadly Ebola virus outbreak, is being widely attributed to the
fact that many Liberians are growing weary in their lawmakers and
fed up with the fact that the more things change, the more they
remain the same.
A RECURRING THEME that has been played over and over again,
since 2005 went into gear Tuesday when the Senate Committee on
Health outright rejected president Ellen Johnson-Sirleafs nominee
to head the Ministry of Health.
MR. GEORGE WERNER, tipped to replace Dr. Walter Gwenigale
was told that he simply lacks the qualification to do the job. The
committee made the recommendation days after conducting
confirmation hearings with the nominee and according to the
Committee in its report read in plenary, the nominee, does not have
the requisite qualification to fit the job of health minister.
SAID THE COMMITTEES REPORT: After a careful scrutiny of
the resume and credential attached thereto and critical examination

IN ANY DEVELOPED WORLD or modern democracy, Werners
rejection would have been the end. In Liberia however, its more
than likely, Werner would be confirmed in the coming days.
IT IS A SCENE straight from a Senate B-Movie we have seen time
and again.
EARLIER THIS YEAR, it was the case of the rejection of
the re-nominated board of the Liberia Telecommunications
Authority(LTA). The rejection made headline news but soon fizzed
after the same senators who rejected Angelique Weeks and her
peers, made a 360-turn to secure her passage for a return to the
position.
THIS WAS A FAMILIAR REFRAIN in April 2010 when Daryl
Ambrose Nmah was nominated by the President to head the Liberia
Broadcasting System.
NEEDING 20 votes to reverse a tide which saw the Senate
Executive Committee rejecting Nmahs bid for the post previously
held by Charles Snetter, lawmakers gave no reason why Nmah was
rejected although some Senators pointed to what some alluded to
as Nmahs poor human relations as a reason why he was rejected.
A SIMILAR TREND surfaced when the Senate twice unanimously
rejected Sirleafs nominee to head the Ministry of Labor citing
among other things that Taiwon Gongloe was incompetent to
serve as Labor Minister, based on his experience and professional
background.
DURING THEIR SECOND rejection of Gongloe, fourteen
Senators voted against the motion of reconsideration and eight in
favor while the rest abstained during session. A third motion to
reconsider was filed.
REMEMBER Marc Amblard? The former Inspector General of
Police who was taken to task by lawmakers over his admission that
he did not undergo police training. Amblard actually had a degree
in Agriculture and the same Senate made a 360-turn to confirm
him.
THE MYSTERY OVER the Senates sudden turnaround when it
comes to rejections has been widely attributed to the controversial
Motion for Reconsideration in which many left for dead have
resurrected to win safe passage.
AS WE HEAD into a crucial Senatorial elections, it is important
that those elected to serve, say what they mean; and mean what
they say.
IT SPEAKS VOLUME when elected men and women consistently
have to make 360-turns in matters involving confirmation or any
other issue that affects Liberia and Liberians.
GOOD LEADERSHIP is lost when leaders show that they are
unstable, that they lack consistency and that they persistently
develop the knack of flip-flopping.
WE HOPE that going forth, Senators will think about the reputation
and credibility of the body to which they were elected before
pondering a somersault to their advantage but to the detriment of
Liberia.

rofessional ladies and gentlemen of the Press, partisans, sympathizers, and


well-wishers of the Mighty Congress for Democratic Change, eligible voters
of Montserrado County, supporters of other political parties and independent
candidates, our international friends, civil society stakeholders, other partners,
opinion leaders, my fellow countrymen, one and all in radio land. I bring you profound
greetings from the peak of patriotism and the oasis of hope for a different Montserrado.
Whenever I have an opportunity to pledge my allegiance and loyalty to my country
through public pronouncement like this, I do so with a high degree of sincerity,
commitment, and conviction. Today marks another defining moment in our history as I
proceed to discharge a unique function in the utmost interest of our nation. In fulfillment
of my constitutional duty and national responsibility, I have come to make known my
political identity during this period of electioneering.
Before I go any further, I would like to earnestly recognize the priceless effort of
health workers who lost their precious lives while fighting to save others from Ebola.
Surely, they fought a good fight and today I have no regret to equate their selfless and
invaluable contribution to Jean Henri Dunant and Florence Nightingale. Furthermore,
I am compelled to remember fallen comrade James Gray who is no longer around to
witness what is about to go down in history as a tsunami victory for a party he stood
in defense off till death. May the souls of these martyrs rest in long lasting peace as we
together envisage a new hope for a different Montserrado.
Uncovering Falsehood about Amb. Weah
Members of the Press, the recent resignation of candidate George Manneh Weah as Peace
Ambassador brought an end to cheap gossips, falsehood, and lies about his participation
in our upcoming midterm election. There was a widespread rumor emanating from an
unpopular political camp, indicating that Amb. Weah has already commercialized his
senatorial ambition to a little known individual who has taken advantage of a corrupt
system under Africas first female President. While they were busy planning to reinvent
and speculate another broad day lie about our candidate in order to weaken his courage
and unpopularize him, they forgot to recognize his strength and political potency in
Montserrado County and beyond.
It is not an easy thing to destroy a selfless statesman who understands the plights of his
people. It is a waste of energy and resources to even think about damaging someone who
never stops showing concern and care for downtrodden citizens. Amb. Weah knows
what it means to eat gari, dry rice, bucker wheat, drink unsafe water, sleep under candle
and mosquito coils, and hustle for survival. He knows what it means to live in abject
poverty. He is a real character of grassrootism. This election is not about advertising
lies and falsehood in order to pull more votes, but it is about reviving lost hope through
a true patriot.
Why I Support Amb. Weah Candidacy?
Members of the Press, my support to Amb. George Manneh Weah today is a clear
indication of my steadfast commitment to promote inclusive change, good governance,
equality, and societal growth. Amb. Weah presence among 30 senators after January 12,
2015 will take Montserrado and its citizens to another level. I am giving my support to
this devoted statesman because of the following reasons:
a. Amb. George Weah is a true Patriot
b. He is an educator
c. He is a Philanthropist and Humanitarian
d. He is a Youth Promoter
e. He is a Peacemaker and Reconciler
f. He is an International Icon and a Lobbyist
Pressmen and women, my fellow citizens, permit me to justify why I have said all
these good things about someone I have not met before. I have no personal contact
with Amb. George Weah and I am not a partisan of the CDC, but I am one citizen who
believes in his ability to give residents of Montserrado a new beginning. He is not a
pseudo humanitarian moving from one place to another misusing state resources to run
campaign and entice voters with illicit cash. I support Amb. Weah, because I dont intend
to see a direct replica of an oligarch becoming our next senator. We must put an end to
family succession now, otherwise the effort of Albert Porte, Dio Twe, Wewe Debah, Wuo
Garbe Tappia, G. Baccus Matthews, and other great revolutionaries will be vainness. It is
time to say YES to Amb. Weah and NO to Oligarchy!
Ambassador George Weah as a Patriot
Fellow citizens, whenever we talk about patriotism, we talk about firm devotion and
loyalty to ones country. Unfortunately, we misuse this word sometimes to describe
individuals with an infamous legacy. A patriot is someone who stands in the gap for his
people and defends them at all times even when it seems difficult to do so. You know
and I know that Amb. George Weah is a shinning image of patriotism judging from his
track records. Yesteryears, candidate George M. Weah took Liberia where nobody could
through his excellent talents. Many foreigners got to know a small country call Liberia
because of Amb. Weah. He did not only make Liberia proud, but Africa as well. In 1995,
our candidate was named FIFA World Player of the Year and won the Ballon d'Or. He
won African Footballer of the Year three times. In 2004 he was named in the FIFA 100
list of the world's greatest living players. Besides, our aspirant has bagged several other
international awards that continue to bring pride to all of us. His contribution to the
Lonestar is replete. No citizen in this country has contributed to the National Football
Team of Liberia more than Amb. George Manneh Weah. Our candidate played 60 games
for Liberia over 20 years, scoring 22 goals. He has been the team's star player, a coach
and to a large extent, funded the team. He has spent his time, energy, and resources
to build a vibrant national team and put Liberia on the world map through sports. He
has sponsored several sporting programs in Liberia and sent local players abroad to
advance their career. What more can we expect from a patriot other than these selfless
contributions?
Amb. Weah is not only an Educator, but he is educated
In our society today, some of you still believe that Amb. Weah does not deserve an elected
position because he is uneducated. Those you claim to have gone to Harvard, Howard,
Cambridge, Cornell, Princeton, Oxford and other global Universities, what have they
done to improve the living condition of our people? For almost 12 years now, our people
still do have access to quality education, safe drinking water, employment opportunities,
better health care, social security, etc. With all the book they know, corruption is eating
our country up like cancer as abject poverty increases at a disproportionate peak. I am
not one of those who believe in big degrees, but what I believe in most is, what can those
degrees do to engender change and impact mankind. The character behind the degrees
matters most.
Our candidate has used his talent and resources to bring happiness and promote
education for children in Liberia. In 1998, Amb. Weah launched a CD called Lively Up
Africa featuring the singer Frisbie Omo Isibor and eight other African football stars. The
proceeds from this CD went to children's programmes in the countries of origin of the
athletes involved.
Additionally, Amb. Weah has the educational sophistication to make a big difference as a
senator. Weah has received an advanced diploma in Sports Management from Parkwood
University in London. In 1999, our candidate got an Honorary Doctorate in Humanity
from the A.M.E. Zion University College in Liberia. On June 25, 2011, candidate George

Weah graduated with distinction from DeVry University, obtaining a Bachelor degree
in Business Management with emphasis in small business and entrepreneurship. In
furtherance of our candidates commitment to pursue higher education, he received a
master degree in Management from the Keller Graduate School of Management, DeVry
University in July 2013.
Amb. George Weah is a Real Humanitarian and Philanthropist
Ladies and Gentlemen of the Press, Amb. Weah is not one of those overnight
humanitarians and false philanthropists. He did not acquire riches overnight by stealing
public resources. Our candidate outstanding commitment to humanity, especially in
Liberia and Africa, has earned him intercontinental respect and honor. He was called
African Pride by the late Nelson R. Mandela because of his philanthropic and
humanitarian contribution to Liberia and Africa in general.
Amb. Weah has been at the forefront of publicizing immunization campaigns in Liberia
since 1994. His appointment on April 7, 1997 as Goodwill Ambassador of UNICEF
increased vital support for HIV/AIDS education programmes and other projects in
Liberia and Ghana. For instance, in June 1997 while in Liberia to coach the national
team, he promoted vocational training schools where former child soldiers and other
war-affected youth learnt new skills. He played in a football match between teams
of former child soldiers. Through his intervention, more than 50 primary healthcare
facilities were revitalized by UNICEF. Due to his humanitarian passion and devotion to
his war-torn country, he won the Arthur Ashe Courage Award in 2004.
Amb. Weah as a Youth Promoter
Fellow citizens, while it is true we cannot recount all of Amb. Weahs contributions to
his homeland and humanity in general, but I find it necessary to reveal some of them
as I go along. It is an open secret that our candidate has spent his lifetime investing in
youth empowerment, education, and employment. Amb. Weah has been running two key
organizations in Liberia: the George Weah Children's Foundation, which pays school
fees for children, and the Global Institute of Vocational Education, which develops
career opportunities for young people, including former child soldiers who were forced
to fight in Liberia's civil war.
Aspirant Weah is a Peacemaker and Reconciler
Ladies and Gentlemen of the Press, let it be known today and always that our candidate is
an anti-war character. While others were aiding and abetting war in Liberia, Amb. Weah
was making us proud. Unlike other greedy politicians who are running our country today,
his name is never found within the 347-page TRC report. When the mother of one of the
senatorial candidates gave $10,000.00USD to the NPFL to buy arms and ammunitions to
wage war on our people, Amb. Weah was busy partnering with international stakeholders
to put an end to bloodletting in Liberia. Isnt he a Peacemaker and Reconciler? Of course,
he is!
Amb. Weah remains an illuminating image of peace and reconciliation in Liberia. Our
candidate has used sports as a driving force to reconcile and unite all of our people.
The appointment of Amb. Weah after Co-Nobel Laureate Leymah Gbowee resigned in
2012 is a testimony of his endless commitment to national peace, reconciliation, and
regional security. Surely, our candidate is a true catalyst of Peace! During his leadership
as peace ambassador, there were several interventions meant to promote genuine peace,
reconciliation, and unity. Under his Peace Ambassadorial stewardship, a soccer match
featuring Africa's best including Roger Miller, Samuel Eto'o, Dedier Drogba, Kolo Toure
and others, alongside a musical concert featuring Liberian musical artists was held.
Fellow citizens, when members of the Congress for Democratic Change (CDC)
threatened to protest against unfair electoral practices in 2005 and 2011 elections
respectively, Amb. George Weah told partisans and supporters to accept the results for
the sake of peace. He did not send gunmen in the forest to rebel against this corrupt
regime like others did in the past. We must reward him for his stance to consolidate our
fragile peace and maintain stability.
Amb. George Weah as an International Icon and Lobbyist
Pressmen and women, the house of senate needs someone with a longstanding
international contact. Our candidate is well-known locally as well as globally than
anyone of the candidates in this race. He has the influence and affluence to lobby with
world actors to assist his people. This is not a strange thing for our candidate. He has
done it and he can do it again if residents of Montserrado mandate him to do so through
their ballots.
Amb. Weah as a former FIFA World Best Footballer of the Year 1995, African Player
of the Year 1989, 1994 and 1995, European Player of the Year 1995, African Player of
the Century, FIFA Fair Play Award winner 1996, 2004 ESPY Award winner, UNICEF
Goodwill Ambassador, Liberia Peace Ambassador, and current Political Leader of the
largest opposition political party in Liberia can use his contact to give Montserrado a
new start. I believe this so much, and I have no doubt that he will bring a different kind
of hope to the table.
A Quick Glance at one of the Candidates
Ladies and Gentleman of the Press, I find it difficult to bring this press conference to
an end without taking a quick glance at one of the candidates who is busy misusing
state resources to run campaign. I wrote an open letter about two days ago requesting
President Sirleaf to prevent her son from using state properties to run campaign in
Montserrado. I hope the International Community and all Liberians are taking note of
these glaring violations. How can any Liberian think about voting for a Robert Sirleaf
who has played a major role in subjecting our people to abject poverty, unemployment,
inequality, injustice, and hardship. With the exception of Wologosi Mountain, Bong,
Nimba, and Putu Mountains have been auctioned cheaply to foreign companies without
the economic impact being felt. There is an ongoing bidding process of the last 4 out of
17 oil blocks in London.
Fellow citizens, Robert Sirleaf is not a senatorial commodity to buy and I encourage
you to give him a bad check by voting for Amb. George Manneh Weah. What he did
not do for you while serving as Chairman of NOCAL and Senior Advisor to his mother,
he cannot do it for you as a senator. He has an inherent trait of leadership failure. His
mother has failed you for almost 12 years now and he will fail you for additional 9 years
if you ever elect him as your senator. If even Amb. Weah was not in this race, I would
have supported Hon. Christopher Neyor or Mr. Benjamin Sanvee, but not Rob Sirleaf.
This election is not about cash and unnecessary showoff. This election is not about taking
advantage of our peoples economic status. It is not about buying voter registration cards
from unemployed youth. It is about taking the right action and electing the best choice.
In keeping with Article 81 of our constitution, I hereby join Hon. Saah Joseph and other
true patriots to declare my overwhelming support to the candidacy of Amb. George
Tawlon Manneh Oppong Weah. Fellow citizens, come out from wherever you and say
NO to family succession and leadership failure by voting Africas pride, our patriot
and peacemaker, Amb. George Manneh Weah.

ver the last few weeks, increasing numbers of discontented


Liberians have expressed to me their frustrations with the
Liberian government's management of the Ebola crisis.
It is only normal that we point fingers during times of
crisis, but we must remember that hope is on the horizon and political
turmoil will only serve as an obstacle to our recovery.
Last week, for the first time since the start of the outbreak, the World
Health Organization reported that infection levels are beginning to
slow. This is welcome news. We must take this opportunity to wage
a different kind of fight for our future, one where we look past our
differences and work together to solve Liberia's problems.
I understand Liberians' frustrations and growing lack of trust over
the years. Our hospitals, infrastructure and sanitation facilities were
not equipped to protect our country from an outbreak of this severity,
let alone deliver even the most basic health care services. We can
ask why we found ourselves in this place. We can blame our civil
wars. We can blame our government. We can blame one another. But
how does this create a solution for the problem at hand? We need
to work as one nation to create a better future for our children and
grandchildren.
Our government could have and should have done things differently.
Certainly they could have better communicated the severity of the
disease. They could have set up accounting mechanisms to protect
Ebola funds earlier. They could have provided better resources to our
everyday heroes, the health care workers who are fighting to protect
all Liberians from Ebola.
But rather than find blame we need to redirect and harness our energies
for positive change. It is our job to demand these changes, and we
now have the attention and support of the international community to
rebuild our country's health systems, stop this outbreak, and prevent
another from happening again.
I offer my deepest gratitude to local health workers and the
international community for medical services and support they have
provided to Liberia. I know very well the logistical problems they
encounter every day in delivering these services countrywide, and I
hope that Liberians from the most rural areas to the highest levels
of government cooperate with the thankless work they are doing. I
know that our country is filled with everyday heroes who seek only
the satisfaction of making a difference in the lives of others.
I ask our countrymen that instead of protesting, they help teach fellow
community members about hand washing and disease prevention.
Instead of getting angry, they speak with the candidates running in
the upcoming senatorial election about what they will do to protect
communities from Ebola. Liberia does not need to experience political
tremors on top of an already unstable and unpredictable health crisis.
Let's instead work together with our community and government
leaders to solve the issues we face.
In this time of monumental crisis we must put aside political

maneuvering and persistent discontent. If we feel the administration


we elected has failed us, it is our job to stay engaged in the political
process and make sure our needs are heard. But if our goals have not
been met and progress has not been made, our voice will be heard.
There is a senatorial election in December and a general election in
2017, and I expect Liberians to come out in full force to demand the
change they need and deserve.
Let us all come together to do our part for future of our country, our
children and our grandchildren. But let's make sure we do it right. My
prayers stay with every Liberian and our friends in the international
community who put their lives at risk every day helping us fight
Ebola.

travels, $2 million for presidential office use, and $72, 000.00 annual
salary. And then her Ministry of State for Presidential Affairs got
$325, 000.00 in August this year from the $5 million Ebola money.
But you some these blind worshipers of Ellenism that see Ellen as
a Messiah with her hands deeply soaked with the blood of 250, 000
Liberians but was rewarded with the presidency. You question the
mentality of these Ellenites and Ellennazis who cling to this failed
doctrine and philosophy of Ellenism and its corresponding failed
Ellenomics or voodoo economic policies. Yes, we will stay long
inside.

nominee, does not have the
requisite qualification to fit the
job of health minister.

Social Welfare, women and

the nominee lacks the requisite
qualities to be able to perform

Health minister designate to do
an apology letter for his actions
against the body for what
they referred to as a contempt
when he appeared before the
Senate Plenary as Civil Service
Agency

Johnson of Bomi County as

his argument, the perusal of
the indictment alleges both in
count 1&2 that co-defendant
Beyan Taylor acted jointly and
was on the crime scene during
the effect of the crime, and that
this averment contained in the
indictment is sharply at variance
with the defense of co-defendant
Beyan Taylor.
The defense lawyer further
argued that because co-defendant

Recently, Barsi-Giah emailed
FPA about his decision to pull
out of the race. He had earlier
lashed at the government and
NEC for arranging the election
despite the ongoing Ebola
crisis.
Writes Barsi-Giah: We write
with dissatisfaction that we
are not going to participate in
this demanded December 16,
2014 elections by the Liberian
government and the National
Elections Commission on the

people of Liberia. We think


the arrangement is not only
disrespectful to the citizens but
the world as a whole.
The entire process to demand
elections in these times that
seem to be the most fearful
time in the history of Liberia
and surrounding nations, not
forgetting the world body
is such a cruel scene to see a
group of people who were
elected to serve a nation and
her people instead of hurting

Angry Rivercess Constituents Throw Jabs at Incumbent Senator Barney

that will fill the bucket, after the
rain goes? Meaning when you
had daylight to work; you did not
work, but you work when night
cometh, when no one can work.
With the senatorial election
approaching, many senators who
have failed to deliver for their
constituents are making lastminute adjustments to lure voters
in their corner.
During a recent visit to Rivercess
County, some residents in the
Yarnee District threw jabs at
incumbent Senator Jonathan
Barney, who they accused of not
visiting the county on a regular
basis.
Residents point to Barneys
failure to put up a permanent
home in the area as one of their
biggest frustrations.
Instead
they say he has deployed foot
soldiers to run his campaign in
the county.
I rather vote for chicken instead
of voting for Senator Barney,
because he is no use to the people
of Rivercess, wails Yassah
Johnson, A citizen of Rivercess.
We put him in the seat for nine
good years and he does not
even have a kitchen before I
say a house to stay in. He does
not even have a fowl house for
chicken to live in; so there is no
need of carrying him because his
time is out.

Yassah is just one person
among many the county who
are bitter toward the incumbent.
Some college graduates in the
County are also blaming him
for their unemployment in the
County, because, according to
them, he has blacklisted them
to construction and mining
companies not to be employed.
Therefore, they are waiting for
him in the County during this
Senatorial election.
Addressing
the
allegations
of blacklisting the college
graduates via mobile phone,
Senator Barney, who said he
was in a meeting, sounded
angry and blame journalist for

wasting his time, with what he


termed as nonsense from his
accusers. Did these college
graduates show you any proof
from companies that showed that
I blacklisted them? You know
this is Election time, so people
will say a lot of nonsense. I cross
the Cestos River and visited the
District in March of this year,
so was I supposed to live with
them to show that I was there,
when I have my work to do as a
Senator?, asked Senator Barney.
Despite the Senators rants,
Yassah suggested that the reason
Rivercess is under developed is
because Senator Barney is from
Yarnee District, the least District.
When it comes to development
in the county, there are no
canoes to carry people across the
Cestos River. He is suppressing
the County legislative caucus
because he is the head, and he
is also suppressing the former
superintendent not to carry out
development, because of the
county development fund.
Senator Barney is not doing
anything for the county; he does
not even reach in Cestos when
he comes to the county because
he cannot even face us for his
dirty deeds in the county. He
only stops in Yarkpah town, and
sleep in Buchanan or goes back
Monrovia.
A visitor to Rivercess recently
crossed the Cestos River into the
Yarnee District where Senator
Barney hails from and noticed
that the District is cut off from
the rest of the County. There is

no bridge, or roads for vehicles


to ply but only footpaths for
motorcycles. A
Youths in the area also
complained that Senator Barney,
after winning the 2005 elections,
used to sleep in an old and red
zinc house, whenever he visited
the county, because he had no
house. Some youths took a
visitor to a red zinc house with
a makeshift bathroom made
of palm thatch, referred to as
outside bathroom. They also
took the visitor to a site where
the senator has a foundation,
which they said he put up since
a year ago, but has not done
anything to finish it.
All these year, he did not build a
house; but he used to stop in this
old red zinc house, and outside
bathroom build with thatch. Is
it now, he wants to build when
he is already on his way out?
Who does he think he is fooling,
because it will not help him,

The Senator recently distributed
150 sanitation buckets to Timbo
District in Rivercess as part of his
contribution to fighting Ebola,
but citizens remain skeptical
describing the gesture as a trap
into fooling them to vote for him.
The Ebola is almost gone, then
Senator Barney bringing these
buckets for us. Why now and
not before when the Ebola was
high? Or is he doing this because
elections are around the corner?

EBOLA IN REMOTE LIBERIA, THROUGH


THE EYES OF A LOCAL HEALTH WORKER

ven as encouraging reports come out of Liberia that Ebola


cases appear to be leveling off or declining, it's not the full
story. In recent weeks, there was a major outbreak of Ebola
in scattered villages of Rivercess County, in the remote,
southeastern part of the country where Lorenzo Dorr, a Liberian
health worker with decades of experience, is helping to improve local
health systems.
Goats and Soda introduced Dorr back in September. He's been
working with Last Mile Health, known in Liberia as Tiyatien Health, a
nonprofit started by a Liberian-born physician that trains and deploys
community health workers in remote areas. That kind of approach
is more critical now than ever not only to keep Ebola in check
but also to prevent future epidemics. Liberia's southeast has been
relatively unaffected by Ebola but this outbreak, with 24 deaths
so far, shows that even far-flung areas are not immune. Dorr spoke
with Goats and Soda from Cestos City, the Rivercess County capital.
How did the outbreak begin?
On Oct. 21, a lady who came to the county from Monrovia fell
sick. She didn't seek care from a health facility. Instead she relied
on traditional medicine. She sought treatment from drug peddlers
and traditional healers. She eventually died. News came to the city.
The traditional council spokesman in the area, when contacted by
the Rivercess County Health Team, instructed the community that
nobody should touch her body, but the people didn't listen. Before the
response team from the county health team arrived to the community,
they bathed and buried her. A few days later they all started to get sick
and began dying, one after the other.
There's a patient now who is positive and his wife is showing signs
and symptoms, their child is a probable case. They are living in their
home in a town about five hours' drive from Cestos City. We want to
get them out but have not been able to do so. The roads are so bad that
the ambulance could not access the community when tried to move in.
The bridges were broken.
A total of 94 contacts were identified. Twenty-three who were
considered strong contacts were sent to the Ebola treatment unit
in Monrovia. Currently, 71 contacts are being monitored in the
community. But some unidentified are still on the run, and they could
infect other people. So there might be other deaths in the days to
come.
What's the overall mood in the county?
It's 100 miles away from Cestos City to the affected area, five hours'
drive, so the mood is quiet. Not many people have a real sense of
the gravity of what is happening because they are so far from it. But
health workers know the gravity of the issue. The level of care has
not increased since the outbreak. There is no proper isolation center
here. They use the hospital emergency room for isolation. That is
not recommended. An isolation unit should have its own sanitary
facilities. It should not be sharing latrine facilities. So there is still a
huge gap in the system. And not only here, but also similar gaps are
present in other parts of the country.
What are the conditions in the affected area?

Diplomatic Service appointment. Mr Belgrove will take up his
appointment during April 2015.
Mr Belgrove joined the FCO in 1982 and has served in the
Czech Republic, Kuwait, India, Canada, Afghanistan and
Liberia. Most recently he has been Deputy Head of Mission
and Consul General at the British Embassy in Khartoum. He
was awarded an OBE in 2010 for his work in Afghanistan.
On his appointment as Her Majestys Ambassador to the
Republic of Liberia, Mr Belgrove said:
I am delighted to be returning to Liberia, this time as the
British Ambassador. The people and Government of Liberia
face many challenges. I look forward to working with them
and international partners to help them and their neighbours
recover from the current crises and fulfil their potential for a
peaceful and prosperous future.

Food security has become a challenge as farming activities have been


abandoned. A traditional healer reported that because of fear of Ebola,
people are not going to work on farms. People normally are working
in groups, they get together but in this time people are not moving
from place to place. They stay in one place as the entire region has
been temporarily quarantined. The food situation is very serious in the
areas that are worst hit.
Food security is also a problem for those held in isolation [because
of suspected Ebola]. The logistics to move food to isolated areas is
rather difficult. Even when food is available, delivery is affected by
lack of good roads. Even if there are vehicles, they can't move in
because of broken bridges.
The dry season has begun to set in, and the rainy season is fading
away. But the roads are still bad. I just feel for those being affected.
Even to get an ambulance to pick up the sick continues to be a very big
challenge. An MSF [Doctors without Borders] truck could not pass on
the road, it could not enter a town and had to unload the truck to get
materials into the town. The villages are scattered, without roads, so
contact tracing is also difficult. You can't easily communicate due to
lack of access to the mobile phone network in the affected area and
surrounding towns and villages.
What are the other challenges?
There are a lot of misperceptions about the Ebola response process.
The community has its own perceptions about the whole Ebola issue.
Initially people didn't listen to health workers' advice. They didn't
understand what it means to protect yourself. Some didn't believe the
disease exists, not until a lot of people began to die.
Many people believe health workers are carrying the Ebola virus. In
one of our daily health coordination meetings held at the county health
team in Cestos City, it was reported that some community members
were resentful because of the new thermometers, they point it to your
head and people said it's like an Ebola gun stuck to your head and
will give people Ebola. It's the first time this kind of thermometer
has been used in Liberia and some people didn't understand what it
was. It takes so much to help people understand when you are doing
something that is unusual. People are gradually accepting the use of
the thermometer. These are some of the challenges we health care
providers are faced with.
What's your focus at this point?
Our concern is to help the Rivercess County Health Team prepare to
respond effectively. The team is very hard-working, very passionate
about the Ebola response and about bringing this situation to an
end. We're going to roll out infection prevention control training
to healthcare workers. And we will be training community health
workers on contact tracing. For community health committees,
midwives, traditional and prayer healers, drug peddlers and other
key stakeholders at the community level, we'll do training on contact
tracing, infection prevention control and establishment of referral
systems from the community to medical facilities. We are training
health workers how to break the transmission chain. This will be an
important step at this critical time. There is a lot more to be done. It
needs a concerted effort.

China Dedicates Durable State of the Art ETU In Monrovia

first of its kind durable Ebola
Treatment Unit in Liberia.
Officials of government and
eyewitnesses at the ceremony
held at the S. K. D. Sports
Complex in Paynesville, were
speechless when the 100-bed
ETU was unveiled, with some
even suggesting that the facility
was too sophisticated to treat
Ebola patients.
Speaking at the opening of the
facility in Monrovia, President
Ellen Johnson Sirleaf praised the
Chinese government for being
one of the first responders in the
Liberias fight against Ebola. She
said when the rest of the world
was still studying the situation,
China braved the storm, moved
quickly to bring relief to Liberia.
All of this could not have
been done except with the
endorsement and support of the
Chinese Government led by the
President, H.E. Xi Jinping who
gave full endorsement through
the Ambassador and his staff,
she said.
Continued President Sirleaf:
We reached out to our partners
and one of the first to respond
was China, because China sent
an aircraft that brought some of
the first equipment materials,
medicines that enabled us to
respond. So we particularly
want to point this out, that in
setting that example, which also
helped to encourage many other
partners to join in the response.
The President seemed to be
swept off her feet when the ETU
was unveiled to her and as the
Chinese showed her around on
a guided tour of the facility, she
said excitedly: This looks like
First-Class Treatment for our
people.
As I look at the quality of the
construction and the quality
service that will be rendered, this
looks like first class treatment
for our people. This is something
commendable and exemplary
which we will always be grateful
for.

Glad to serve
Bao Yan Xu is Team leader of
the Out Patient Section at the
China ETU and among the over
one hundred Chinese military
personnel and health workers
serving in Liberia; she said she
was happy to be working in
Liberia.
As we know, this disease is high
risk, but we know how to treat
the disease and how to protect
ourselves; which we can do
professionally.
She said she has been treating
infectious diseases for many
years and is familiar with most
infectious diseases but this
would be her first time treating
Ebola and she is not afraid.
Zhao Hua He, is another officer
helping in Liberia and Laison
Officer for China at the National
Ebola Command Center in
Monrovia. He said this is his
second time in West Africa and
was happy to be contributing to
the fight against Ebola.
I feel very proud to be part of
our team, to do some job for the
African people, especially the
Liberian people because they
need the help, he said. I am
also very proud to work with
other international partners to
achieve the final goal set by
the Liberian government- zero
transmission of Ebola before
Christmas.
Looking beyond Ebola

Difficult days
President Sirleaf said when
Liberia faced its most difficult
days in the fight against Ebola
in July,
August and September, China
was a major partner. She said
at this time the country was
confronted by the deadly Ebola
virus and did not know what to
do or where to turn adding that
China and other partners stepped
in to fill the void. She said this
was a time Liberia lost some
of its brave doctors and nurses
because they lacked proper
equipment to respond to the
outbreak in the early days.
She said many health workers
died, while others got infected as
many abandoned health facilities
which meant that while there
were hundreds dying of Ebola,
there were also many others

has a Plan B, if the current
transmission rate is sustained
and Liberia reaches zero new
cases.
The Health Ministry will be in
conversation with the Chinese,
as to what other things can be
done here, he said.
If we meet our plan; if we
meet our target of zero new
cases by Christmas; many of
these medical personnel you see
coming here, are here for six
months or beyond, so what do
they do in the next five months
from now? Ebola made some of
the problems acute, so while you
may be here to fight Ebola, other
issues that have been made more
acute once you fight those issues;
you are helping us with Ebola.
The Chinese has sure made
a good impression on every
Liberian who have seen the ETU
and beyond all doubt many who
attended the opening agree that
China is leading the way in terms
of durability.

possibility.

champions crave European
success and have long felt that
Messi is the player who can
deliver it to them. Ligue 1 may
not offer the same level of
competition as La Liga, but PSG
can afford Messis wages. And as
he gets older, playing inFrance
might enable him to extend
his shelf life, just as Zlatan
Ibrahimovic has.
Bayern Munich is another
club that would appear to have
everything required to attract a
player like Messi. The German
powerhouse has money, prestige,
a grand winning tradition and
Pep Guardiola, the coach who
oversaw his emergence as the
best in the world. The Bundesliga,
with its intensity, would offer
Messi the new challenges he
needs, and the Bayern system,
which nurtures stars but prizes
the team collective, would suit
him.

IF LIONEL MESSI LEFT BARCELONA, WHERE WOULD HE GO?

notion
of
Lionel Messileaving
Barcelona wouldve
been unthinkable. His bond
with with the club hed joined
as a 13-year-old was so strong,
but somewhere in the past 18
months, something has shifted.
Murmurings
about
Messi
leaving Bara have come and
gone before. But with reports
that he feels the club hasnt
been supporting him and the
possibility of him facing a trial
and even jail time over his
Spanish tax problems, this latest
spate of rumorsfeels different.
Suddenly, what was previously
inconceivable seems at least

not entirely out of the question.


Would Barca really be willing to
let him go?
Losing the four-time Ballon dOr
winner would be a massive blow.
But to an extent, the club has
covered its bases with Neymar
and Luis Suarez. Were Messi to
leave, Barcelona might struggle
temporarily. Ultimately, though,
the club would move on just
as it did after the departures
of Romario, Ronaldinho and
Samuel Etoo.
For Messi, whose form has
undeniably dipped over the
last year and a half, leaving
Barcelona to strike out on a new
challenge might not be a bad
idea. Having already won three

possibilities. Manchester United

potentially be capable of funding
a move for him.
Although with Barcelona facing
a transfer ban, its more than
likely Messi will remain at the
Camp Nou. His Barcelona and
Argentina teammate Javier
Mascherano insists hes happy
there. That may be so, but its
pretty obvious hes not as happy
as he used to be.
It would, of course, be fantastic
if Messi and Barcelona were
to resolve their issues, so he
can play out his career there,
something he maintains he
wants. On the other hand, a new
team, a new league and new
challenges could be just what
Lionel Messi needs to return to

VISITING CHINESE DELEGATION HOLDS BILATERAL DISCUSSIONS WITH


PRESIDENT SIRLEAF; RENEW SUPPORT FOR THE FIGHT AGAINST EBOLA

According to an Executive
Mansion release, at the bilateral
meeting which took place at the
Foreign Ministry, the Liberian
President requested the Chinese
medical contingent to work
closely with their Liberian
medical counterparts to develop
the criteria and protocols for the
effective operation of the Ebola
Treatment Unit (ETU).
As the ETU looks like a field
hospital and is well equipped,
lets think far ahead by ensuring
that it will still be useful to help
Liberians after the eradication
of the Ebola virus disease,
President Sirleaf said.
She reminded Vice Minister
Cui Li that the site of the ETU
is a sports stadium built by the
Chinese and was due for serious
renovation work when the Ebola
virus struck and emphasized
the need to still do so once the
disease is defeated.
The Liberian leader stressed the
need to train healthcare workers
not just for the running of ETUs
but for regular healthcare which
is key and critical for Liberias
post-Ebola era, urging the
Chinese to give training equal
attention.
Chinese doctors were deployed
across health facilities in Liberia
before the Ebola outbreak.
Many of them left and now
that there are over 200 Chinese
healthcare workers here to fight
Ebola, plans must be made to
have some of them deployed to
the rural counties to strengthen
regular healthcare and the Ebola
response, President Sirleaf
urged the visiting delegation.

he Embassy of the Federative Republic of Brazil


in Monrovia wishes to inform that the Brazilian
Government, in response to the Ebola epidemic that has
deeply impacted Liberia, Guinea and Sierra Leone since
the beginning of the current year, has announced the donation
of US$ 7,142,546.00 (seven million, one hundred and forty two
thousand and five hundred and forty six American dollars) as
Humanitarian Cooperation to the fight against the virus in these
three countries.
The amount has already been transferred to New York and will
be distributed, through the Brazilian Permanent Mission to the
United Nations, to the following United Nations agencies/funds:
World Health Organization (WHO) - US$ 4,799,257.00; World
Food Program (WFP) - US$ 1,740,444.00; and UN Ebola Trust
Fund - US$ 602,845.00.
Though what has been achieved so far in the fight against the Ebola
epidemic is the result of joint efforts, the Brazilian Government
wishes to congratulate all the Liberian and foreign health workers
for their outstanding work in the line of duty, and to manifest
its solidarity and long-standing friendship to the People and
Government of the Republic of Liberia.

received
the

grant of US$147,000
from the Robert Bosch
Foundation in Germany for the
quick respond to the fight against
the Ebola Virus Disease (EVD)
in Rivercess County.
The Funds is expected to scale up
it Ebola responds activity as well
as to continue it communities
outreach and Ebola prevention
campaigns in the county.
FACE Africa has been operating
in Liberia for the last 5 years
providing water, sanitation and
hygiene (WASH) services to
remote, rural communities, more
specifically in Rivercess County,
one of the poorest and most
marginalized counties in Liberia.
FACE Africas initial response
efforts in Rivercess were
successful in prevention and
infection control, but we now
have to aggressively scale up
our response to prepare the
county for a possible worst-case
scenario, said Ms. Saran Kaba
Jones, FACE Africas Founder
and CEO.
When the EVD outbreak started
to intensify in July 2014, FACE
Africa temporarily suspended its
WASH operations and redirected
all efforts and resources towards
an Ebola Response in Rivercess,

a county of approximately
71,000 people located in the
southeastern region of Liberia.
She added that FACE AFRICA
had been working in partnership
with the local Rivercess County
Health Team, other organization
with
its
extensive
local
knowledge and deep-rooted
community trust that began
working since July on social
mobilization, prevention and
awareness programs.
FACE AFRICA had also
distributing hygiene kits in

several dozen communities, and


held several public engagement
activities to counter damaging
rumor, fear and misunderstanding
about the virus.\
The CEO emphasized that
FACE Africa will also provide
administrative and logistical
support to the Rivercess
County Health Team, train local
volunteers as contact tracers
and resume delivery of essential
WASH services to those who
need it most.
The group will also train 400-

500 volunteers from various


community groups (women,
youth;s, traditional Leaders,
faith- based) who will go doorto-door in their own communities
as well as in neighboring towns
to
disseminate
anti-Ebola

messages.
