Neutrality recently in the House of Commons, you said that you are "watching those providers

very closely" and that you "do not want to see a situation where consumers are put at risk in
terms oftheir access to the Internet."

eomtituenaJ As you are no doubt aware, several dominant ISPs are presently limiting access to BitTorrent
~CJdptio-n applications and the content that runs through them. Contrary to your pledge to protect
60 Wilson Ave, Suite 202 consumers, these actions limit consumer choice, stifle innovation, reduce competitiveness, and

curb free expression.

Fax: (705) 266-9125 The CRTC has proven unwilling to apply the vital principle of Net Neutrality in Canada,
despite the compelling evidence showing that the dominant Internet Service Providers are
more than prepared to limit consumers' access if there are benefits for their corporations.

I urge you to do what is in your power to curtail ISP's discriminatory traffic-shaping practices.
In order to make Net Neutrality a reality in Canada, I would ask that you direct the CRTC to
adopt it as part of Canada's internet policy, and enforce it through regular compliance checks
ofISP traffic. My private members bill, C-398, on the issue would serve as a starting point for
government legislation.

Civil society groups, leading businesses, academics and citizens, many of whom have
assembled under the leadership of SaveOurNet.ca, have written letters, participated in rallies
and attended Open Internet Town Hall events in several cities across the country. More than
Member of Parliament for
13,000 Canadians have asked the CRTC to enforce Net Neutrality and now we're asking you
Timmins-james Bay to join us.
Depute de
Timmins-Baie james
It should be up to users, not ISPs, to decide which applications and services Canadians use on
the Internet.
