SELECTION AND PAYMENT

A.

Employ and pay for services of an independent testing agency or laboratory to perform
specified testing.

B.

When specified in individual specification sections that the Owner and his representatives shall
witness tests other than at the Project location, the Contractor shall be responsible for all
expenses incurred by the Owner and his representatives in witnessing tests executed outside the
project location.

C.

When initial tests indicate non-compliance with the Contract, subsequent retesting occasioned
by the non-compliance shall be performed by the same testing agency or laboratory and any
cost thereof shall be borne by the Contractor.

QUALITY ASSURANCE

A.

Comply with requirements of standards referenced under clause 1.03 of this Section or as may
be stated in the Contract Documents.

B.

Testing Agency/Laboratory:
jurisdiction.

C.

Testing Agency/Laboratory Staff: Maintain a full time specialist on staff to review services.

D.

Testing Equipment: Shall be calibrated at applicable intervals with devices of accuracy


traceable to either National Bureau of Standards or accepted values of natural physical
constants.

SUBMITTALS

A.

Prior to start of work, submit testing laboratory name, address, and telephone number, and
names of full time specialist and responsible officer.

B.

Submit prequalification documentation in support of the independent laboratory proposed for


approval by the Owner and the Engineer.

TESTING AGENCY/LABORATORY RESPONSIBILITIES

A.

Coordinate with the Engineer when samples will be taken. Take test samples of mixes and
materials delivered to site and test samples of mixes and materials off-site in the presence of
the Engineer, unless requested otherwise by the Engineer. Assign a consecutive sample number
for the type of sample taken.

B.

Provide qualified personnel at site. Cooperate with the Owner, the Engineer and Contractor in
performance of services.

C.

Perform specified sampling and testing of products in accordance with specified standards.

D.

Ascertain compliance of materials and mixes with requirements of Contract Documents.

E.

Promptly notify the Owner, Engineer and Contractor of observed irregularities or nonconformance of work or products.

F.

Perform additional tests required by the Engineer.

G.

Attend preconstruction meetings and progress meetings.

TESTING AGENCY/LABORATORY REPORTS


After each test, promptly submit one original copy of each report to the Owner, the Engineer
and the Contractor. Report shall include:
1. Date issued.
2. Project title and number.
3. Name of inspector.
4. Date and time of sampling or inspection.
5. Identification of product and specifications section.
6. Location in the project, including a sketch for clarity where required.
7. Type of inspection or test.
8. Date of test.
9. Results of tests and corresponding specification requirements.
10. Conformance with Contract Documents.
11. Consecutive sample number, by type of sample.

When requested by Owner, provide interpretation of test results.


LIMITS ON TESTING AUTHORITY

A.

Agency or laboratory may not release, revoke, alter, or enlarge on requirements of Contract
Documents.

B.

Agency or laboratory may not approve or accept any portion of the Work.

C.

Agency or laboratory may not assume any duties of the Contractor.

D.

Agency or laboratory has no authority to stop the Work.

Project Specification

CONTRACTOR RESPONSIBILITIES

A.

Give agency or laboratory sufficient notification to arrange for the taking of adequate samples
of materials proposed to be used for the works or for the performing of tests when required by
the Contractor. Arrange for agency or laboratory access to the site or location where samples
are to be taken or tests performed. Provide the agency or laboratory and the Engineer with
proposed mix designs for testing purposes.

B.

Cooperate with laboratory personnel, and provide access to the work and to manufacturers'
facilities.

C.

Provide incidental labor and facilities:


1. To provide access to work to be tested.
2. To assist the laboratory or agency in their taking of samples at the site or at sources of
materials or products to be tested.
3. To facilitate tests.

D.

Notify Owner, Engineer and laboratory 24 hours prior to expected time for operations requiring
testing services.

E.

Where no testing requirements are described but the Owner and/or the Engineer decides that
testing is required, the Owner may require such testing to be performed under current pertinent
standards for testing. Payment for such testing will be made as described in the Conditions of
Contract.

F.

Inspections and tests required by codes or ordinances, or by an approval authority, shall be the
responsibility of and shall be paid for by the Contractor, unless otherwise provided for in the
Contract.

G.

Testing and employment of a testing agency or laboratory shall not relieve the Contractor of his
obligation to perform Work in accordance with requirements of Contract Documents.
