The Company was established in Richards Bay during


1983, then known as WJM Construction Zululand. The
company soon spread its wings and started operating
in the rest of Natal and the Eastern Cape.
During 1992 the name of the company was changed
to Rumdel Construction (Pty) Ltd. Rumdel Construction
(Pty) Ltd has since been operating in the greater
Southern African region as well as Neighbouring African
Countries with great success.
The original Rumdel group was restructured in 2006
with various entities retaining the same brand name.
To differentiate itself from the restructured group, the
company changed its name to EXR Holdings (Pty) Ltd in
November 2011.
Over the years, the Company has gained experience
and expertise in the Civil Engineering Sector, cultivated
professionalism and adaptability through the ever
changing social, economic and industrial conditions
in South Africa as well as elsewhere in the area of our
operations.

& QUALITY MANAGEMENT
EXR Construction is committed to the delivery of quality
workmanship, and therefore embarked on the implementation
of a formal Quality Management System on all our contracts.
The implementation of ISO 9001:2000 started in 2003, with
certification achieved in December 2004.
ISO 9001:2000 is a world wide recognized Quality Management
System, ensuring that top quality workmanship is delivered on a
constant basis.
All our contracts are now managed using the Quality
Management System, in South Africa as well as our cross-border
contracts. The health and safety of our workforce and staff is of
the utmost importance to EXR Construction and therefore every
effort is being made to ensure a safe working environment at all
times.
We ensure that the highest standards of Health and Safety are
being upheld on all our construction sites, and the Company
boasts a 5 Star Health Safety and Environment grading by the
Master Builders Association of South Africa.
EXR Construction is proud to announce that it is now fully BEE
compliant and to this end have a BBBEE Scorecard as a level 5
Contributor.
EXR Holdings (Pty) Ltd is registered on the CIDB database as a
class 9CE contractor, and is thus not restricted in any way as to
the value and size of civil engineering contracts it is allowed to
undertake.

The contract comprised the upgrading of


33.7kms of road with changes to both vertical
and horizontal alignment and widened to
accommodate both climbing lanes and
surfaced shoulders.
The layer works consisted of 2 selected layers, 83,000m3 G4
emulsion treated sub base, 80,000m3 G1 base course and
560,000m2 40mm continuously graded premix which has
become a problem with programming due to the country
wide shortage of bitumen. Both the G4 and G1 were
crushed on site.
Drainage was improved by installing 130 pipe and box
culvert crossings. The existing bridge over the Brakspruit
River was demolished and a new 3 span bridge was
constructed. Two other existing bridges were widened to
accommodate the additional road width.
Due to the bitumen shortage the contract should be
completed early in 2012.

The work is situated in the Maseru City


Municipal area. The road runs through the builtup areas namely Motimposo, Sebaboleng and
Ha Tsosane.

The contract is to upgrade the existing narrow road which


traverses flat to rolling, except where it passes through
Lancers Gap, where the road climbs up the escarpment
to the Berea Plateau.
The proposed alignment is of a high geometric standard
except through Lancers Gap where two hairpin bends
and steep grades are required and retained by extensive
gabion and reinforced earth walls.
The contract is to reconstruct approximately 4km of
existing surfaced road with widening, concrete walkways
and street lighting. Layer works materials are to be
crushed on site and premix surfacing.

The contract is for the design and construction


of 80.3km of existing gravel and track road
to a surfaced road between Roma and
Semonkong.
The road is part of the link between Maseru in the west
and Qachas Nek in the east.
Approximately 40km of the road is situated above the
freeze altitude of 2200m for which a course crushed gravel
will be used as a selected and sub base layer in order to
prevent surface failure during winter months.
All aggregate for concrete, sub base, G2 and premix will
be crushed on site.
The contract was awarded in September 2011 and is due
for completion in September 2014.
