INTRODUCTION
ThisreportsummarizestheresultsoftheGreenroadsCaseStudycompletedfortheMercerCorridorEastPhaseI
FairviewtoDexterAvenueprojectonbehalfoftheSeattleDepartmentofTransportation(SDOT).Thereviewwas
performedbystudentsattheUniversityofWashington(UW)intheCivil&EnvironmentalEngineeringDepartment
(CEE)asshowninTable1.ResultsfromthiscasestudyhavenotbeenreleasedtoanyoneoutsidetheGreenroads
developmentteamatUWbecausetheywereoriginallyintendedforeducationalpurposes.Uponreview,theCity
ofSeattlemaydecidehowitwishestopublicizethisproject,ifatall.

report,andthecasestudywascompletedbystudents.UWusestheresultsofthisprojectandotherprojectsfor
educationalpurposesandalsotohelpimprovetheGreenroadsstandard.
CasestudyinformationfromrealprojectsisinvaluabletothedevelopmentprocessofGreenroadsbecauseitis
usedtotestandrefinetheratingsystem.Generally,casestudiesprovidearetroactiveperspectiveabouthowwell
aprojectmayscoreifpursuingcertification.Basedoncasestudydata,aprojectsownermaybeinterestedin
becomingaGreenroadsPilotProject.PilotProjectstatusisgrantedonacasebycasebasiswithwritten
permissionoftheUniversityofWashington.TheownerofaPilotProjectisabletodisplaytheGreenroadslogoon
theprojectsite.
Thisreportpresentsadescriptionofthescopeofthecasestudyreview,asummaryoftheproject,acompleted
scorecard,acreditbycreditdiscussionoftheresults,andalistofreferenceddocuments.Recommendationsare
alsoincludedforapplyingtheGreenroadssustainabilityperformancemetrictofutureSDOTprojects.
AdetaileddescriptionoftheGreenroadsRatingSystemcanbefoundinAppendixA,includingashortlistof
GreenroadsProjectRequirements(PR)andVoluntaryCredits(VC)forreference.AGreenroadsScorecardforthe

MERCER CORRIDOR EAST PHASE I FAIRVIEW TO DEXTER AVENUE (MERCER)


TheMercerCorridorEastPhaseIFairviewtoDexterAvenueproject(hereafter,simplyMercer)islocatedinthe
SouthLakeUnionneighborhoodintheCityofSeattle,Washington.DubbedtheMercerMess,theMercer
Corridorisacriticalconnectorbetweenthedowntownbusinessareasandthesurroundingneighborhoods.The
projectintendstocorrectatemporaryfixmadeover50yearsagotohelpimprovecongestioninthiscorridorthat
hasonlyworsenedwithtime.TheMercerCorridorprojectconsistsoftwophases,butthereviewonlyfocuseson
thefirstphaseduetoitscompleteddesignandbidprocess.Theprojectisfundedpartlybyfederalstimulusmoney
andalsobystatefundsfromtheBridgingtheGapfund.
Thepurposesandbenefitsoftheprojectaremany,including:

Reconstructionofpavements
Infrastructureandutilityreplacement
Increasingmobilityandtransportationchoiceswithimprovedmodalaccess
Improvescongestionandsafetyinthecorridor
Integrateslanddevelopmentandstrengthenseconomicconnections

SUMMARY OF RESULTS
InordertoachievealevelofcertificationinGreenroads,allof11ProjectRequirements(PR)mustbecompleted
anddocumented.Todate,noprojectreviewedasaGreenroadscasestudyhasdeliberatelycompletedall11PRs.
Basedonavailabledocumentation,thisprojectdoesnotappeartohavemetall11PRs.However,itislikelythe
MercerCorridorPhaseIprojectmayhavedocumentedsomeorallofthesePRs,butthisinformationwasnot
availabletoreview.Occasionally,somePRsmayalsobedocumentedretroactivelyifthepracticewascompleted
duringtheproject,butmaynothavebeenformallytrackedbytheowner,designerorcontractor.Furthermore,
applicationofGreenroadsisstillfeasibleandstronglyrecommendedforthesecondphaseoftheMercerCorridor
projectwhichisstillinlatestagesofdesign.
Generally,thisprojectscoredverywellintheVoluntaryCredit(VC)categories,achievingmanyhighvaluecredits.
GreenroadsVCshavevaluesbetweenoneandfivepoints,andSeattleachievesmanythatareworththemaximum
fivepointsonallprojectsduetoprogressiveregulatorystandardsandspecifications.Additionally,Mercermay
earnseveraladditionalpointsasCustomCredits(CC)forinnovativepracticesemployedontheproject.Similarto
thePRs,someVCsmayalsobedocumentedretroactivelyifthepracticewascompletedduringtheproject.
Tables35summarizetheresultsofthisGreenroadscasestudy.NotethatPRsdonotcarryapointvalue,andthey
donotaddtothetotalpossiblescore(118VCpoints).Forreference,minimumscoresforGreenroadsachievement

AnenvironmentalreviewprocesswascompletedfortheMercerCorridorasevidencedbytheEnvironmental
AssessmentandFindingofNoSignificantImpactdocumentsavailableontheprojectwebsite.
PR2LifecycleCostAnalysis(LCCA)
TheMercerCorridorPhaseIprojectcompletedanLCCA(CH2MHILL,2009).
PR3LifecycleInventory(LCI)
AspartoftheNEPAprocessforMercerCorridor,SDOTcomputedthetotalcarbondioxideemissionsfromthe
pavementprojects.However,whileincludingthismeasurementinthedecisionmakingprocessforapavement
projectisanextremelycommendablepractice,thissatisfiesonlyhalfoftheintentofthisPR.ForGreenroads,
totallifecycleenergyuseforthepavementstructuralsectionmustalsobecalculatedinadditiontocarbon
dioxideemissions.Specifically,bothofthesevaluesneedtobecomputedusingthesoftwaretoolprovidedby
GreenroadscalledPaLATE,availablefordownloadontheGreenroadswebsite.CompletingthisPRonall
projectswouldnotaddanyadditionaldirectcosttotheconstructioncontractpricebecauseitistypically
completedbytheprojectdesigners.
PR4QualityControlPlan
Mercerwasstilloutforbidatthetimeoftheoriginalreview.Noformaldocumentsoncontractorquality
controlarecurrentlyavailabletoreview.Requiringtheprimecontractortohaveaformalqualitycontrolplan
wouldbealowornocostadditionfortheCity,sinceitcouldbeincludedinthecontractdocuments.
Contractorsoftenhavesuchplansinternallyalready.
PR5NoiseMitigationPlan
SectionSMC25.08.425requiresthatnoisecontrolmeasuresareimplementedonconstructionprojectsinthe
Citylimitsandthatconstructionisperformedduringcertainhoursoftheday.Noneofthereviewedprojects
hadaformalnoisemitigationplanavailableforreviewthatmeetstherequirementsintheGreenroadsManual.
WhilenoisecontrolsmaybeaddressedintheSEPAchecklistorNEPAdocuments,includingmitigationmethods
fornoise,suchdiscussiondoesnotconstituteanoisemitigationplan.Requiringtheprimecontractortohavea
formalnoisemitigationplanwouldbealowornocostadditionfortheCity,sinceitcouldbeincludedinthe
contractdocuments.

TheMercerprojecthasdocumentedevidenceofLIDasaresultofcompliancewithexistingregulatory
standardsforstormwatermanagement.Chapter4,Section4.17oftheRightofWayImprovementsManual
requiresSDOTtocomplywiththeSeattleStormwater,GradingandDrainageControlCode
(http://www.seattle.gov/Transportation/rowmanual/manual/4_17.asp).TheStormwater,Gradingand
DrainageControlCodewasrecentlyupdatedin2008toincludeafeasibilitystudyforlowimpactdevelopment
(LID)inurbanareas.

activitiesspecifiedintheGreenroadsManual.Thiscasestudyhasbeenincludedasthethirditemforthe
MercerprojectsinceitwascompletedforeducationalpurposesatUWaspartofaspecificcoursein
sustainabilityprojects.

ENVIRONMENT & WATER (EW)


Ingeneral,limiteddocumentationwasavailabletojustifyawardofcreditsinthiscategoryfortheMercerproject.
Basicdrainageinformationisnotreadilyavailableonprojectwebsites.Additionally,manyofthesepracticesare
beyondcurrentenvironmentalstandards.Otherpractices,suchasimprovementsforhabitatorconnectivity,are
typicallydifficultforurbanprojectstoachieve.Notethatthisdifficulty,however,doesnotmeanthatsuchcredits
cannotbeachieved.
EW1EnvironmentalManagementSystem
Nodocumentationwasavailableforthiscredit.Thiscredittypicallydoesnotaddapremiumtothe
constructionpricetotheowneragency,butcostsmoneyforthecontractortoqualifyforthiscredit.Wedonot
knowofanylocalcontractorsinSeattlethatmeetthestandardsinthiscredit.

butcouldstillbeachievedandmaybepracticalinsomecaseswhereecologicalimprovementscouldbe
completedintandemwithroadwork.Thiscredittypicallyaddsadditionalcosttotheprojectinbothdesign
scopeandconstructionprice.

Nodocumentationwasavailableforthiscredit.Thiscredittypicallydoesnotaddapremiumtothe
constructionpricetotheowneragency.Additionally,itappearsthatthiscreditisconsistentwiththelighting
andglarerulesandgoalsinTitle23oftheSMC(LandUseCode).Thiscreditwaslikelyoutofscopeasdefined
bytheproject,butcouldstillbeachievedforminimaladditionalcostifscopewasslightlyexpanded.Itis
generallypracticalforalltypesofprojects.

Projectsinurbanenvironmentstypicallyscoreverywellinthiscategory.ThisistheMercerprojectshighest
scoringcategory:26pointswereearnedof30totalpointsavailable.

Nodocumentationwasavailableforthiscredit.Itispossiblethatthiscredithasbeencompletedforthis
project.Thiscredittypicallyaddsapremiumtotherespectivephasepriceifcompletedduringdesign,
constructionorpostconstruction.

SevenITSapplicationsinfourseparatecategoriesofintelligenttransportationsystems(ITS)asdesignatedby
theResearchandInnovativeTechnologyAdministration(RITA)arefeaturedontheMercerPhaseIproject:

Nodocumentationwasavailableforthiscreditonanyproject;however,sufficientdocumentationwas

Generally,thisentirecategoryhasnotbeenattempted.Atthetimeoforiginalreview,theMercerprojectwasstill
inthebiddingprocess.Manycreditsinthiscategoryarenotdifficultorexpensiveadditionstothecontractprice,
butmaycostmoneyforthecontractor.

Nodocumentationwasavailableforthiscredit.Thiscredittypicallydoesnotaddapremiumtothe
constructionpricetotheowneragency,butcostsmoneyforthecontractortoqualifyforthiscredit.Wedonot
knowofanylocalcontractorsinSeattlethatmeetthestandardsinthiscredit.
CA2EnvironmentalTraining
BasedonourexperienceatUWwiththeprimecontractoronotherSDOTprojects,theMercerprojectwas
awardedthiscredit.
CA3SiteRecyclingPlan
Nodocumentationwasavailableforthiscredit.Asiterecyclingplanwouldmostlikelybeincludedwitha
WasteManagementPlanforaproject,ifoneexists.Noneofthereviewedprojectshadaformalsiterecycling
planavailableforreviewthatmeetstherequirementsintheGreenroadsManual.Similartoawaste
managementplan,thiscreditwouldalsobeanoorlowcostadditiontothecontractprice.

Nodocumentationwasavailableforthiscredit.Thiscredittypicallyaddsapremiumtotheconstructionprice
dependingontheavailabilityofthefuel.Biofuelisavailablefromanumberofvendorsintheimmediate

Nodocumentationwasavailableforthiscredit.Thiscredittypicallyaddsapremiumtotheconstructionprice
dependingontheavailabilityoftheequipment.Retrofitsfornonroaddieselequipmentandotherlocal

1. TheMercerprojectcompletedmoreProjectRequirementsthantheaverageproject,meetingsevenofthe11
neededtobeeligibleforanaward.
2. Generally,MercerscoresverywellintheVoluntaryCredit(VC)categories,achievingmanyhighvaluecredits.
GreenroadsVCshavevaluesbetweenoneandfivepoints,andSeattleachievesmanythatareworth5points
onthisprojectduetoprogressiveregulatorystandardsandspecifications.
3. TheMercerprojectscoresaboveaveragewhencomparedwithothercasestudiesperformedusingthe
currentversionofGreenroads(Anderson,submitted).BasedonrecentresearchatUW,theaveragescoreof42
projectsreviewedis28points(these42studiesincludeanumberofprojectsfromaroundWashingtonState
andotherwesternstatesincludingtheprojectinthisstudy).Thetypicalrangeforprojectsreviewedisbetween
15to25points.
4. MercerCorridorPhaseIwaslikelysuchahighscoringprojectdueinparttoitssizeandbudget.AnEvergreen
awardiswithinreachofthisprojectwithminimalornoadditionalcost.
5. Additionally,theMercerCorridorPhaseIprojectmayearnseveraladditionalpointsasCustomCredits(CC)for
innovativepracticesemployedontheproject.SimilartothePRs,someVCsmayalsobedocumented

Thisislikelyduetolackofavailableinformationandrelativedifficultyofachievingpointsinthesecategories
sincethesecreditsincludepracticesthatgoaboveandbeyondcurrentregulatoryrequirements.However,all
threecategoriescarrysignificantpotentialforSDOT,andappeartoalignwithagencysustainabilitygoals.
8. ItappearsthatGreenroadswouldfitwellwiththeexistingsustainabilityinitiativesforboththeCityofSeattle
andwithinSDOT.
Basedonthiscasestudy,thefollowingrecommendationsaremadeforSDOT:
MercerCorridorPhaseIisstillinanearlyenoughstageofconstructiontobeconsideredforGreenroadsPilot
ProjectstatusifdesiredbySDOT.Ifnot,MercerCorridorPhaseIIisstronglyrecommendedforconsideration.
Bothoftheseprojectscouldalsoconsiderpursuingcertificationwhenitbecomesavailable.Suchastatuswith
GreenroadsmaybeabletohelpSDOTpromotesustainabilityinroadwayconstructionandaidincurrentpublic
outreachcampaignsfortheprojectsduration.Wheredocumentationdoesnotcurrentlyexist(suchasforthe
ProjectRequirements),itwouldnotbedifficulttocreateretroactivelyifdonesoon.
Drainageinformation,specificallyflowcontrolandqualitytreatmenttactics,doesnotappeartobepublished
online.TheStormwaterCodeisprogressiveinSeattle,butprojectspecificinformationisnotavailable.Itis
likelythatSeattleatleastmeetsbasictreatmentstandardsforallofitsstormwatermanagement,andmay
evenexceedbasictreatmentlevels.However,withoutsupportingdocumentation,thereisnowayto
reasonablyassigncreditforthisgoodpractice.Thisinformationcouldbepublishedonprojectwebsitesasa
regularpartofpublicoutreach.
Manypotentialpoints,andthereforeGreenroadsachievementlevels,aredependentoncontractspecifications
orcurrentownerpolicy.Anychangestotheseareultimatelymadeatowneragencydiscretion.Thisis
especiallytrueforconstructiontrackingdocuments.Ingeneral,itisexpectedthatsmallchangesin
requirementstocontractdocumentsinordertoincorporateselectGreenroadsstandardswouldnotadd
significantlytothecontractprice.
MorecasestudiesofvaryingprojecttypesareneededtobetterreflectcurrentSDOTsustainabilitypractices.

LIMITATIONS
1. ResultsfromthiscasestudyhavenotbeenreleasedtoanyoneoutsidetheGreenroadsdevelopmentteamat
UWbecausetheywereoriginallyintendedforeducationalpurposes.Uponreview,theCityofSeattlemay
decidehowitwishestopublicizethisproject,ifatall.
2. DifferentGreenroadsreviewersmayinterpretavailableinformationinaslightlydifferentmanner.Bestefforts
havebeenmadetobetransparentaboutlogicbehinddecisionstoawardanddenycreditsinthisreview.
However,notallsubjectivitymayhavebeenremoved.
3. CasestudyresultsarebasedonlyonprojectdocumentsprovidedtotheUniversityofWashingtonstudentsand
thosethatarepubliclyavailableontheCityofSeattlesprojectwebsites.Thiscasestudyprovidesonlyasmall
glimpseofcurrenteffortsonaspecificproject,andthereforestudyresultsmaynotaccuratelyreflectthe
actuallevelofeffortmadetowardsustainabilitywithinSDOT.
4. Ifmissingdocumentationbecomesavailable,thisreportmayberevisedtoaccommodatenewinformationand
makecorrectionsasneeded.
5. Regulatoryrequirementstendtodictatemanyoftheactionsofmostroadwayprojectteamsand
transportationagencies.However,theintentofGreenroadsistoencouragebestpracticesthatgoaboveand
beyondexistingUnitedStatesregulationsandrequirements.Thismeansthatbasiccompliancewillnotearn
creditinGreenroadsunlesslocaljurisdictionalregulationsaremorestringentthanfederalrequirements.Alist
ofcurrentfederalregulatoryrequirementsisprovidedintheIntroductiontotheGreenroadsManual(Muench
&Anderson,2010).
6. MostreviewswerecompletedunderolderversionsofGreenroads,thusoriginalstudentworkforthesecase
studiesissupersededbythiscasestudyreview.Copiesoforiginalstudentworkareavailableonrequest.
7. Greenroadsiscontinuallyunderdevelopment.CasestudiescompletedunderGreenroadsversion1.0.1,which

Greenroadsisaresearchproject(Sderlund,2007)thatisjointlydevelopedbytheUniversityofWashington(UW)
andCH2MHILL.Greenroadsisacollectionofsustainabilitybestpracticesthatapplytoroadwaydesignand
construction,muchliketheLeadershipinEnergyandEnvironmentalDesign(LEED)RatingSystemforBuildingsthat
isadministeredbytheUnitedStatesGreenBuildingCouncil(USGBC).Ingeneral,thesesustainabilitybestpractices
aredividedintotwotypes:requiredandvoluntary.Thereiscurrentlyonerequiredcategorywith11requiredbest

orderforaroadwaytobeconsideredaGreenroad.
WhatisaGreenroad?
AGreenroadisdefinedasroadwayprojectthathasbeendesignedandconstructedtoalevelofsustainability
thatissubstantiallyhigherthancurrentcommonpractice.
WhatisSustainability?
Sustainabilityisthecharacteristicofasystemthatrepresentsitscapacitytosupportnaturallawsandhuman

Ingeneral,theGreenroadssustainabilitybestpracticesaredividedintotwotypes:requiredandvoluntary.Thereis
currentlyonerequiredcategorywith11requiredbestpracticescalledProjectRequirementsorPRs.At
minimum,allofthesebestpracticesmustbecompletedinorderforaroadwaytobeconsideredaGreenroad.
Thirtyseven(37)othervoluntarybestpracticesarecharacterizedinfiveadditionalcategories,calledvoluntary
creditsorVCs.AfterthePRrequirementshavebeenmet,anumberofdifferentVCsmaybeachievedandpoints
maybeearnedtowardoneoffourratings:Certified,Silver,GoldandEvergreen.Additionally,asixthVCcategoryis
availabletoprojectsthatdemonstrateandimplementinnovativeideasormoresustainablepracticesandwould
