Subject: Request for earmarking of quarters to CSS officers in Central Delhi regarding.
Sir,
Sir, I am an Assistant working in the Ministry of Home Affairs. My office is located in Central
Delhi. I have been willing to have Government Quarter in Central Delhi, however, due to nonallocation of Government quarter to me, due to non-availability of quarters on priority, I have
been residing far away from my office and travelling to my office from my residence, and the
transit time wastes no. of hours on daily basis.

Sir, CSS officers are posted in apex offices i.e. Ministries/departments, which are mostly
located in Central Zone of New Delhi. Limited numbers of quarters are available in Central Zone
in Delhi but a big no. of quarters have been occupied by the officers who are posted away
from central zone. Due to non-availability of accommodation, officers of CSS have to commute
to Ministries/ Departments located in Central Zone from NCR viz. Ghaziabad, Faridabad, Noida,
Gurgaon, which consumes hours in transit, leading to wastage of time, money and energy. Being
posted in Ministries/ Departments and other apex offices, CSS officers have to reach office in
time and stay late in evening beyond official working hours. Thus it becomes difficult to
maintain Work-Life balance being the residence far away from my office.

In order to facilitate the CSS officers with the Government quarters, following points
may be considered:
(i) The officers of the CSS who are not having the domicile of the NCR shall be given
preference in allotting the Government quarters.
(ii) All the officers shall be allowed to apply for all the types.
(iii) For facilitating all the Central Government Employees with the quarters, the
Government may consider to collaborate with the Private Builders so that the
quarters may be allotted to the employees in the apartments they are constructing.

The allocation of quarters to CSS officers will have following benefit to the Government:
(i) Reduce transit time of CSS officers & they may be available for more time, thus the
output of Secretariat will increase : - Most of the CSS officers working in the Central Zone
of Delhi are residing far away from their offices due to non-allotment of Government quarters,.
In case quarters are made available to the officers of CSS on priority basis, the transit time to
office which varies between 3-5 hours on daily basis will be reduced to to 1 hour on daily
basis & extra time may be utilized in office work, thus the output of Secretariat will increase.
(ii) Less tiring traffic movement will enable CSS officers to be more energetic, productive
in their offices: - Due to long hours spent on traffic movement, lots of energy is wasted in

movement/transportation. Nearness of accommodation will enable CSS officers to keep

energetic, productive in offices as they will be saved from tiring traffic movement, which they
are facing as on date.
(iii) Availability on Saturday/Sunday/in exigencies beyond office hours/working days will
be quick & easier: - CSS officers are mostly working beyond office hours, also coming to office
on Saturday/Sunday during different spell of period in the year. e.g. during Parliament Session,
Budget Session, heavy work load, Scheme appraisal etc. In case Government Quarters are
allotted in Central Delhi Zone to CSS officers, they may be available to office work during
Saturday/Sunday and also stay late in the evening, come to office early, which will ultimately
benefit Government. However, as on date, large no. of Quarters have been occupied by such
officials who are not posted in Central Zone, or rather posted outside Delhi.
(iv) Easy to maintain work- life balance & managing family affairs due to nearness from
office:- In case of far away residents, they have to take leave for settling such issues e.g.
meeting School Authorities, electricity related issues, Tax payments, meeting Doctors & other
such obligatory issues. Apart from improved productivity in the offices, CSS officers can easily
manage family affairs.
(v) Justified demand, as the concept of Government Quarters is to keep the employees near
to their office & provide accommodation: - It is one of the concept of constructing
Government Quarter is to provide accommodation to Government employees near to their
offices, but as on date no. of quarters near to Central Secretariat has been allocated to those
employees who are not posted in Central Delhi or their posting are far away or the job of those
employees are not as serious as of CSS.
(vi) Welfare by Government, confidence of CSS officers will build up: - The step to
prioritize the requirement of quarters to CSS officers, will be a major sigh of relief to CSS
officers and their commitment, dedication to Government will go high. Even the new comers to
CSS, coming through competitive exam will prefer this service and thus brightest/talented
manpower will join this service.

In view of the above justification, it is requested that policy for allotment of Govt.
accommodation may kindly be rationalized and Government Accommodation in Central Delhi
may be kept in pool for earmarking the same to CSS officers, whose offices are located in
Central Delhi which would certainly enhance efficiency of functioning of Central Secretariat.
