BASEY, Samar The observance of All Saints Day and All Souls Day in Samar and Leyte
provinces was generally peaceful, according to a volunteer monitoring group.
Jerick M. Silva, president of the Alternative Channel Coordinating Emergency Support Services
(ACCESS-5), said the assessment made by the communications group during the 3-day observance
was generally peaceful.
On instructions coming from the National Telecommunications Commission (NTC), all radio
civic groups will remain on red alert starting from October 31, November 1 and 2 to monitor the
observance throughout the region.

(NDRRMC) has ordered
its line agencies in Eastern Visayas to implement Oplan Ligtas Byahe and Lakbay-Alalay,

An abused Tagalog cliche states, Sa taong gusto maraming paraan at sa


taong ayaw maraming dahilan. Pres. Noynoy Aquino though attempting to
convey this adage was not able to quote it in such phrase but with his own
convenient words during an interview while on his very recent trip abroad.
Though uttered in divergent manner, the drift advanced the same idea,
which he is much willing to support all moves to keep him in the presidential
seat for another time. This, according to PNoys detractors, is to the point of
amending the 1987 Constitution to suffice this hunger for power.
What could be these means that will further the cause and achieve the

Our highs and lows


IN life, we cannot help but have high moments and low
moments, good times and bad times. There are days when we
are full of zeal and things, even the most difficult, appear easy to
do. There are also days when we feel listless, such that even the
simplest thing seems to require gigantic, heroic effort, requiring
nothing less than martyrdom.
This is part of our human condition, and many causes and
factors can explain that phenomenon. They can be both internal
and external to us, spiritual and material, or physical, emotional,
psychological, social, historical, etc. They can be beyond our
control.
Its crucial that we dont get rattled before this fact of life.
Even in the worst scenarios, there is always hope. The worst of
things cannot be too bad unless we want it to be. And the reason
is that ultimately, we are all subject to Gods all-powerful, wise,
merciful providence whose sole purpose is to bring all men and
things to him.
Its important that we maintain certain stability and not
lose our identity and sense of purpose in spite of these gyrations
which can become wild and erratic. Usually, the ups and downs
are not that often, since our normal state always seeks some
kind of constancy in life. But we need to be ready when these
unavoidable swings come.
Thus, a basic attitude to have is to be sport in life. Yes, we
should try to play as hard as we can to win, to score points, to
reach our goals. But we should never forget that we can also lose,
or fail, in spite of our best efforts.
But we just have to move on, knowing how to get along with

Celebration for teachers in


Calbayog continues
CALBAYOG CITY -- The celebration recognizing the
crucial role of teachers in building our childrens future was
extended until this month by the Department of Education
(DepEd)-Calbayog City Division.
The extension gave way to other equally relevant activities in connection with the recently concluded weeklong
celebration of the 66th Charter Day Anniversary of the City
of Calbayog.
To recall, Charter Day activities spearheaded and prepared by the city government of Calbayog started October 10
and ended October 16.
In this celebration, the DepEd family in Calbayog headed
by Schools Division Superintendent Atty. Fiel Y. Almendra
had also actively participated in the activities. One of which
is still ongoing and open to the public from Mondays through
Fridays at the Handumanan building, the DepEd-Calbayog
artists signature art exhibit dubbed as Pakigduyog.
Meanwhile, to give back city governments courtesy to
DepEd especially for their positive influences on Calbayognon
children, Mayor Ronaldo Aquino repeatedly expressed his allout support and assistance for teachers in a series of by-district
celebration (Calbayog, Oquendo and Tinambacan districts)
and in the division celebration of 2014 World Teachers Day
held recently at the Calbayog City Sports Center.
Mayor Aquino also took the occasion to express his
gratitude to the teachers by saying, My teacher, my hero, the
world recognizes that its future is in your classroom today.
Aside from parents, you too are selfless givers of knowledge to
our children. You may be the worlds largely unsung heroes,
but you are one of the greatest people in our childrens lives.
He likewise said, I may have missed many times to thank
my teachers during my school days that made me what I am
today, at least I now have the opportunity to thank all the
teachers gathered here today. It feels great to be with you in
this humble occasion. Happy Teachers Day!
The Teachers Day celebration in Calbayog City also
highlighted the Induction of General Parents-Teachers Association (GPTA) Officers, Induction of District and Division
Teachers-Officers, Awarding of 2014 Outstanding Teachers
and the Showcasing of Talented Teachers.
In a DepEd Memorandum No. 96 s. 2014 signed by Sec.
Armin A. Luistro, National Teachers Month (NTM) celebration starts September 5 with month-long activities that
culminates October 4, a day before the World teachers Day.
The celebration is pursuant to Presidential Proclamation
No. 242 signed on August 24, 2011 by his Excellency President
Benigno S. Aquino III and to the designation of World Teachers Day on every 5th of October by the United Nations Education and Cultural Organization (UNESCO). (Aimee Catalan)

November 3, Monday at the Calbayog City Sports Center.

PSSupt Nolasco K. Bathan, Provincial Director, and the Calbayog
City Police Office through PSupt.

Police.
The training, which will end
on the 12th, is under supervision of Atty. Philip Josef T. Vera
Cruz, Legal Division Chief of the
Dangerous Drugs Board. Atty.
Vera Cruz will also give lecture
on Republic Act No. 9165 or The
Comprehensive Dangerous Drugs
Act of 2002.
R.A. 9165 is a consolidation of Senate Bill No. 1858 and
House Bill No. 4433 enacted and
passed May 30, 2002 and May 29,
2002, respectively. It was signed
into law by President Gloria
Macapagal-Arroyo on January 23,
2002. This Act likewise repealed
the Republic Act No. 6425, otherwise known as the Dangerous
Drugs Act of 1972 as amended
and providing funds for its implementation. Under this Act, the
Dangerous Drugs Board (DDB)
remains as the policy-making
and strategy-formulating body
in planning and formulation of
policies and program on drug
prevention and control.

life, however it may unfold to us, always relying on Gods grace
and mercy. This sporting spirit helps us to focus on what is truly
necessary to us, and not to get entangled with what are merely
incidental in life, or at best are simply means and occasions to
what is lifes essential purposeto know, love and serve God
that redounds to loving everybody else.
I like to think of this sporting spirit as the integration of all
the gifts God gives us and the virtues that we have to develop. It
is the very expression of the interplay of faith, hope and charity, and all the other virtues of fortitude, prudence, humility,
simplicity, obedience, order, etc.
Its this sporting spirit that would enable us to be overcome
our awkwardness and to infuse us with a certain elegance and
poise especially in some difficult moments. It would enable us
to have enough humor without getting frivolous and losing
our sobriety.
We have to reassure ourselves that we are still capable of
a normal state of stability in spite of the vagaries of life. First,
because we have some spiritual faculties, namely our intelligence
and will, that, in theory, are exempt from the ups and downs of
life, precisely because they are spiritual.
We just have to make sure that we do not allow these faculties to be held captive or fully dominated by our varying earthly
and material conditions. We should not allow them to be at the
mercy of mere sentimentalism, or some disordinate attachments
to earthly things, not even to our most brilliant but purely human philosophies, ideologies, etc.
Thats why we have to be always on guard, always praying
or being in the presence of God. This would enable us to discern what God is trying to show us regarding how to react and
behave in the different circumstances and situations of our life.
These powers, given to us by God our Creator and Father,
would enable us to hold on to the eternal and universal truths,
irrespective of how these truths are interpreted, understood and
lived in the different ages, cultures and lifestyles of the people.
When properly engaged with their source, pattern, laws
and purpose, who is no one else but God, these powers would
enable us to avoid getting spoiled because of our successes in
life as well as falling into despair when we suffer defeats.
When properly used, these powers would enable us to find

meaning and purpose in everything that can happen to us in life.


They would enable us to live what St. Paul once said: To them
that love God, all things work together unto good (Rom 8,28)
We have to do everything to hook these spiritual powers
with God, and avoid the dangers of subordinating them to merely
passing circumstances of our earthly life.

City, where the facts of birth
of petitioners daughter MARIA AMOR DE LA CRUZ

of Certificate of Live Birth
sought to be cancelled;

5. Since birth, she has
been using the maiden name
DELA CRUZ the same being
the surname of the petitioner
and as the formers mother.
Also, she has been using the
surname ANIBAN the latter being the surname of his
biological father EXPEDITO
TOMBOC ANIBAN;
6. On May 16, 2005,
petitioner caused the registration of her birth and was subsequently issued by the Local
Civil Registrar of Calbayog
City corresponding Certificate
of Live Birth bearing Local
Civil Registry No. 2005-2060.
Copy of which is hereto appended and marked as Annex
D in order to be made as an

7. However, when the
copy of the Certificate of Live
Birth of the Child was secured
from the National Statistics
Office, petitioner was surprise when she discovered
that another record relative to
the birth of the child already
exist in the said office bearing
Registry No. 98-1767. Copy of
which is hereto attached as Annex E to form as an integral
part hereof. In this document,
erroneous entries exist to the
effect that:
a. The full name of her
father was written as RICARDO ABOGANDA MABINI,
where in fact it should have
been EXPEDITO TOMBOC
ANIBAN,
b. Her name was written
as MA. AMOR de la CRUZ
MABINI instead of MA.
AMOR DELA CRUZ ANIBAN; and
c. The surname of her
mother was entered as de la
CRUZ instead of DELA
CRUZ;
8. The first Certificate
of Live Birth bearing Local

by a person who is not sufficiently acquainted with respect
to the facts of birth of the child,

that said first Certificate of
Live Birth were inaccurate and
erroneous;
10. Petitioner seeks the
cancellation of the first Certificate of Live Birth bearing
Local Civil Registry No. 981767 since the correct entries
with respect to the facts of birth
of the petitioners child are
those indicated in the second
Certificate of Live Birth bearing Local Civil Registry No.
2005-2060:
11. Finally, this petition
is filed not for illegal purposes
but in order to straighten the record relative to the facts of the
birth of MARIA AMOR DELA
CRUZ ANIBAN thereby any
doubt in connection therewith
will be forestalled.
Finding the Petition to be
sufficient in form and in substance, notice is hereby given
that this case be set for hearing
on January 23, 2015 at 8:30
oclock in the morning before

His place of birth
was written a Brgy. San Policarpo, Calbayog City instead
of Brgy. Panonongong,
Calbayog City; and
d.
The informant appears to be the petitioner when
in fact it should have been
EXPEDITO T. ANIBAN,
as the petitioner did not fill up
or sign any document relative
to the birth of the said EXPEDITO JOHN DE LA CRUZ
ANIBAN.
8. Her first Certificate of
Live Birth bearing Local Civil
Registry No. 95-1234 should
be cancelled as the entries
therein do not bear the factual
circumstances underlying the

birth of EXPEDITO JOHN


DELA CRUZ ANIBAN.
9. Petitioner thereafter
learned that the registration of the first Certificate
of Live Birth (Local Civil
Registry No. 95-1234), was
affected by a person who is
not sufficiently acquainted
with respect to the facts of
birth of the petitioners child.
Consequently, some of the
entries in the first Certificate
of Live Birth were inaccurate
and erroneous;
10. Petitioner seeks the
cancellation of the first Certificate of Live Birth bearing
Local Civil Registry No. 951234 since the correct entries
with respect to the facts of
birth of the petitioners child
are those indicated in the second Certificate of Live Birth
bearing Local Civil Registry
No. 95-1296:
11. Finally, this petition
is filed not for illegal purposes but in order to straighten
the record relative to the facts
of the birth of EXPEDITO
JOHN DELA CRUZ ANIBAN thereby any doubt in
connection therewith will be
forestalled.

Now on its final week, Climate Walk has already
traversed parts of Metro Manila, Laguna, Quezon,
Sorsogon, and Albay with commitments from different local governments, and will traverse the remaining
parts of Samar, and Leyte. On November 8, participants
will cross the San Juanico Bridge to Tacloban City.

Probe on PNP chief is on-going


says Ombudsman chief
The Office is already probing the matter, Ombudsman Conchita Carpio Morales revealed today in reaction
to a Senate committee report urging the Ombudsman to
investigate the reported donations given to Philippine
National Police (PNP) Chief Alan Purisima.
Ombudsman Morales welcomed the finalization of
the report of the Senate Committee on Public Order and
Dangerous Drugs, adding that the investigators shall study
it as soon as the report is received.
The Office of the Ombudsman initiated the case buildup and lifestyle check on Purisima after an anonymous
complaint charging him of ill-gotten wealth was filed on
June 25, 2014 and in response to a June 20, 2014 news
report of the Philippine Daily Inquirer on the donation
for the construction of the White House (PNP Chief s
official residence).
The Office of the Deputy Ombudsman for the Military

and Other Law Enforcement Offices (OMB-MOLEO) is


gathering evidence and looking into other possible leads
not mentioned in the newspaper article and anonymous
complaint.
Volunteers Against Crime and Corruption (VACC)
subsequently filed a related complaint and supplemental
complaint against Purisima in late September 2014 and
early October 2014.
Meanwhile, Purisima and other PNP officials are
facing preliminary investigation and administrative adjudication on the cases arising from the allegedly anomalous
courier service contract with WERFAST Documentary
Agency. The complaints allege that Purisima and other
PNP officials siphoned funds from the mandatory delivery
fees paid by gun owners in securing their gun licenses,
through the PNP-WERFAST Memorandum of Agreement
on courier delivery of firearms license cards.

Department. In 1986, the U.S. Congress passed the Drug-Free Schools and Communities Act to promote drug abuse education and prevention programs across
the country, and DARE spread rapidly, with many school districts adopting it
for their students. By 1994, DARE was the most widely used school-based drug
prevention program, showing up in all 50 states in the United States and spreading to six foreign countries. At present, DARE has expanded globally, already
counting in, Philippines.
The primary goal of Drug Abuse Resistance Education (DARE) is to teach
effective peer resistance and refusal skills in psychosocial approach so that adolescents can say no to drugs and their friends who may want them to use drugs.
The secondary goals of the program are to build the childrens social skills and
enhance their self-esteem, as these are believed to be linked to adolescent drug

Leyte guv takes oath as new RDC chair


TACLOBAN CITY Leyte Governor Leopoldo Dominico L. Petilla
took his oath Monday as the new Chairperson of the Regional Development Council (RDC) in Eastern Visayas.
Judge Altone M. Miralles, Presiding Judge of the Regional Trial Court
8 Branch 3 administered the oath taking of Governor Petilla witnessed
by Palo Mayor Remedios L. Petilla, Northern Samar Governor Emil Ong
and the council members and its representatives.
Right after his oath taking, the governor presided for the first time
the regular meeting of the Regional Development Council. As a new
chair of the RDC 8, Governor Petilla is expected to set a direction for the
formulation, implementation and monitoring of development plans and
programs for the whole region.
In his message, Petilla emphasized the importance of setting a right
direction for the council in order to achieve a common goal particularly
to defeat poverty. He believes that a concerted effort of all committees
is necessary to revitalize the economy of the region which, will in turn,
uplift the living condition of the people who suffered a lot when Yolanda
struck the region last year.
Petilla who is serving Leyte as a first-termer Governor was appointed
as RDC chair by President Aquino last August 27, 2014. The Regional
Development Council (RDC) is the highest policy-making body that sets
the direction of the economic and social development efforts in Eastern

The city government
under the leadership of
Mayor Stephany Uy Tan
through the office of the
City Social Welfare and Development Office (CSWDO)
recently distributed housing
assistance to the residents of
Barangay Basiao in Sierra
Island.
Each of the more than
fifty (50) households in said
village received the cash
assistance amounting to
P1, 500 intended for the
purchase of materials for
their houses destroyed by the
typhoon Glenda in July 2014.
The list of beneficiaries
was prepared by the village
officials and its respective
Community Program Development Facilitators which
were later assessed by the
CSWD office.
The distribution of
cash assistance was part of
our commitment to ensure
that the local government
unit is felt down to the grassroots of the community, said
Mayor Tan. The donation
was no bias and politics as
alleged by our critics, the
mayor added.
The typhoon Glenda
in July 2014 was considered
much stronger than typhoon
Yolanda in November 2013

PNOYS LEGACY ON CRIMES IN RP: Citizens are


cowering in fear. A drug-crazed man prowls their neighborhood and, because reports said he has already killed three
young boys in the area just for shrill fun and is said to be bent
on killing one more just because this intended victim allegedly
witnessed the murder of the third boy, nobody wants to talk
about him, for fear of their lives.
One would think this is either somewhere in Central
America, in Latin American countries where drug syndicates
hold sway, but, no, this is in the Philippines. Somewhere in
Quezon City, to be exact, in Metro Manila where the seat of
the national government and of the national police and of
the military is located.
Now, if this is happening right here where the full might
and power of government is supposed to be supreme, if criminals and drug users and abusers no longer fear anyone even
here, is anybody in this country still safe? Is this the legacy
that President Aquino wants to leave to Filipinos who clung
to him and his promise of righteous governance when he
assumed power in 2010?
-oooBRIBES AGAINST USE OF TECHNOLOGY? Here is
another interesting point from Pat Sosa Sigue, a respected
and well-loved veteran journalist of long standing, in a recent
Facebook post: Are giant companies engaged in car manufacturing and oil and gasoline businesses giving bribes to top
government officials so that economical cars and those which
contribute to a clean environment and which avoid pollution
are not allowed to be sold here?
And why are we not pursuing the use of solar energy and
net metering so that we can solve with dispatch our problems
with insufficient power supply, and thereby come up with
pollution-free environment where costly and smoke-filled
power plants are avoided? If there are no bribes, why are we
not doing these things?
-oooLAWMAKERS JOIN CALL FOR PCOS PROBE: There
is an avalanche of public opinion engulfing the whole country right now which says that the Commission on Elections
should immediately act on a decision of Judge Agapito Laoagan of the Paniqui, Tarlac Regional Trial Court, Branch 67,
that nullified 87% of the towns 2013 election results produced
by precinct count optical scan (PCOS) machines.
Not only are information technology or computer experts the ones calling now for the junking of PCOS machines
in the 2016 presidential elections, on the ground that PCOS
results do not represent the true will of the voters and true
count of their votes, but even lawmakers from the House of
Representatives---Abakada Rep. Jonathan Dela Cruz, OFW
Rep. Roy Seneres, and Caloocan City Rep. Edgar Erice---are
saying this matter must be seriously looked into.
-oooCOMELEC BENT ON USING PCOS IN 2016: But, as
street-smart Filipinos are wont to say, suntok ito sa buwan
(or, this is a punch against the moon), which means that,
there is really no hope that the Comelec will do something
about this problem, simply because it is hell-bent on using the
judicially-discredited PCOS machines all over again in 2016.
Fact is, Comelec already defied Supreme Court resolutions on PCOS machines earlier, in several decisions which
the Comelec already received, so why will it act now, right,
Atty. Harry Roque? When the Comelec defied the Supreme
Court resolutions on PCOS machines, its officials were not
punished, as if they did not defy the highest court of the land.
So where are PCOS opponents to go now?
