Shalfleet Parish Plans and Housing Needs Survey
Thank you for your email of 26 November 2014, regarding the Shalfleet Parish Community Plan
and the Shalfleet Parish Housing Needs Survey.
I can confirm that neither the Shalfleet Parish Community Plan nor the Shalfleet Parish Housing
Needs Survey have been formally adopted as a Supplementary Planning Document (SPD). As set
out in the National Planning Policy Framework, SPDs are capable of being a material consideration
in planning decisions but are not part of the development plan. All parish/community led
documents that area adopted can be found on our website at www.iwight.com/spd.
The Shalfleet Parish Housing Needs Survey is, along with a number of other housing needs
surveys, hosted on the Isle of Wight Councils website. These documents have been prepared by
local communities, sometimes with assistance from the council (and I can confirm that in this
instance the Shalfleet Parish Housing Needs Survey was undertaken without any input from the
council). The council then makes the completed housing needs surveys available to applicants,
decision makers and interested parties on its website.
The council does not consider that making housing needs surveys available constitutes an
endorsement of them. They are made available as sources of information available to inform,
where relevant, the consideration of planning applications.
Simply because a document or a piece of information is not adopted as a SPD it does not mean
that they cannot be used as a material consideration for the purposes of determining planning
applications. There are many online sources of information relating to what constitutes a material
consideration,
such
as

The weight attached to a material consideration in reaching a decision is a matter of judgement
for the decision taker. However in reaching that decision there is a requirement to demonstrate that
all relevant matters have been considered.

Therefore all matters that could be considered as relevant to the determination of a planning
application should form part of the officers pre-application advice and decision/recommendations.
