1.0

Scope:

This document covers technical specification of KEYPAD based PREPAYMENT energy


metering system suitable for measurement of Energy (kWh) and Demand (kWMD) for A.C.
Single Phase, Two Wire, Whole Current, Static, 240Volt, 10-60Amps, Class 1.0, LT Consumers
confirming to IS: 13779 / 1999. This meter shall be commissioned for every consumer where
energy consumption is measured. For commissioning of meter at consumer premises, a consumer
database shall be defined with appropriate tariff category and credit-debit limit, after that token
shall be generated to energize the meter. This database & tariff configuration shall be prepared by
authorized persons only. For meter recharging, token shall be generated by any Point of Sales
(POS) where internet connection is available. The major benefits with this keypad system shall be
its capability of configuring Slab as well as TOD tariff with complex combinations as suggested
by regulatory commission. The system shall powered by web based vending system where user go
to specified site with authorized user name and password. The vending system shall work on SSL
which is certified by the authorized company. There shall not be any limitation of POS with web
site for token generations.
This system shall used where money is transferred from POS to consumers meter by means of an
encrypted numeric token that shall transfer into meter using Meter keypad or Consumer Interface
Unit (CIU) keypad or Optical RS232 port (For direct or remote communication). The token
encryption shall be secured by Triple Data Encryption System (TDES) standard. The prepayment
system shall manage centrally by secure management system with data contained in meter
specific.
When a consumer buys electricity, he shall be given an authorization by means of an encrypted
code. This code shall issue him in form of numeric token which shall print on a printer connected
to PC. This code shall use to update all configurations into meter which are made on server like
recharge, tariff category implement etc. The token shall contain relevant information regarding to
consumer database, tariff, recharge amount, arrear, rebate etc. and stored into the meter memory.
The Meter and CIU shall have keypad for amount transfer. The meter shall design in single box
with dual measuring element, dual latching relay for phase and neutral to escape fraud and
disconnect consumer load while credit expire and load reach more to configured trip load. The
CIU shall be in form of high resolution graphical LCD display which displays multi information in
single key stroke so that consumer can easily evaluate the parameters and analyze it. The meter
and CIU shall have Bicolor LED for visual indication of credit status. The CIU shall have audible
alarm for low credit warning and overload.

The performance & testing of the meters comply with this tender shall conform to IS: 13779/1999
and other relevant IS specifications including CBIP Tech-report-88 amended up to date.

Climatic condition:
The meters supplied against this tender specification shall suitable for satisfactory
continuous operation under hot, tropical and dusty climate. The standard reference
temperature for performance shall be 27oC.

4.0

Rating:
4.1 The current rating shall be 10 - 60A. The Rated basic current (Ib) for L.T. Energy
Meters shall be 10A.
4.2 The maximum current (Imax) shall be 600% of rated basic current i.e. 60A. Moreover
the 10-60A meters shall work accurately up to 120% of Imax.
4.3 The Voltage Rating shall be 240 volts.
4.4 The extreme power supply variation for which operating meters withstand without
damage and without degradation of its metrological characteristics shall be in range of
70 % to 120 % of reference voltage.
4.5 Frequency: The rated frequency shall be 50 Hz with a tolerance of 5%.
4.6 Accuracy: The accuracy class of the meter shall be 1.0

Power Consumption:
5.1 Voltage Circuit: The active & apparent power consumption in each voltage circuit
including power supply of meter at reference voltage, reference temperature &
frequency shall not exceed 2Watt & 10VA.
5.2 Current Circuit: The apparent power taken by current circuit at basic current,
reference frequency & reference temperature shall not exceed 2.5 VA.
5.3 Starting Current: The meter should start registering the energy at 0.4 % of basic
current (Ib).

6.0

Other requirement:
6.1 Meter impulse constant shall be 1600 Impulse per kWh.
6.2 Optical Interface shall be according to IEC1107
6.3 Display viewing area shall be 75 mm x 18mm

6.5 Meter dimension shall be 248mm x 138mm x 86mm (approx.)

7.0

MD registration and reset:


Meter shall continuously monitor & calculate the average maximum demand for each
demand interval time of 30 minutes and maximum of these in a calendar month stored along
with date and time when it occurred. The maximum demand shall automatically reset at 2400
hrs of the last date of each calendar month.

8.0

Load Survey:
Load survey data shall be available in meter for last 45 days including voltage, current &
kWh parameters. The integration period for load survey shall be 30 minutes. The stamp on
every 30 minute shall be available in the meter that can be selected individually in BCS as
desired

9.0

Self Diagnostic Feature:


The meters shall capable to perform self-diagnostic check to monitor integrity of data
memory location at all time. The meter shall have indication for unsatisfactory/
nonfunctioning / malfunctioning of the followings:
9.1 Time and date on meter display
9.2 All display segments on meter display
9.3 Real Time Clock (RTC) status
9.4 Non-volatile Memory (NVM) status
9.5 Tamper status if any tamper condition occurred

10.0 Output Device:


The meters shall have a suitable test output device. Red color LED (marked with constant as
imp/kWh) shall be provided on the front side of the meter and capable of being monitored
with suitable testing equipment while in operation at site. Meter constant shall be printed on
meter name plate.
11.0 Data Storage:
The meter shall capable to store following parameters in NVM:11.1 Billing parameters like Active kWh, MD in kW for last 6 months
11.2 Consumption details of previous six months in term of Rupees.
11.3 Cumulative Active Energy
11.4 TOU energy and MD
11.5 Tampers events on FIFO basis.
These parameters shall downloadable using direct through CMRI and remotely through
GSM/GPRS modem compatible with BCS for analysis purposes.
12.0 Unique Features:
The meter shall have following unique features:
12.1 Dual Latching Relay: - Meters shall have two latching relays for Phase and neutral
element to protect the common tampers like single wire operation.

12.2 Dual Element Metering: One CT and one shunt are provided in both elements for
accurate metering. The current whichever is measured as higher either by CT or shunt
shall be used for processing energy consumption.
12.3 Vending system: - The vending system shall be Web based for easy operation and
monitoring.
12.4 CIU: - Meter shall be supplied with CIU that shall communicate with the meter by
means of RJ11 connector:
12.4.1 The CIU shall have high-resolution user friendly graphic display and provides
a host of information to the consumers in tabular format with single key stroke.
12.4.2 The CIU shall have built-in alarm to alert during low credit period and
overloads to sound on every half hour duration for 30 second till the alarm
acknowledged by consumer by pressing any key either on meter or CIU.
12.4.3 The CIU shall be powered up from the meter only
12.4.4 The CIU shall have a key pad to enter the code. The keypad should be similar
to the keypad available on the meter.
12.4.5 The CIU shall have an RJ11 connection port to connect to the meter.
12.4.6 The distance between the CIU and the Meter shall be up to 100 meters
12.4.7 The CIU and Meter shall be connected using a two pair, four wire connection
cables similar to telephone cable.
12.4.8 Following permanent display shall be provided on CIU
12.4.8.1 Supply indication.
12.4.8.2 Relay status.
12.4.8.3 Current Slab number.
12.4.8.4 Account balance
12.4.8.5 Load cost per hours according to instant load & rates
12.4.8.6 Current reverse, EL and Magnet tamper (if condition occurred)
12.5 Bi-color LED: A visible low credit warning shall be provided in the form of bi-color
LED indication as GREEN for healthy zone else RED color when the credit falls below
defined alarm limit.
13.0 Pre Payment Features:
13.1 Token and Credit Amount:
13.1.1 The online single token can be generated up-to six digits INR and the same
limit shall available into meter to credit it.
13.1.2 The meter shall display message on accepting valid token transaction and on
rejecting invalid token transaction with an additional sound.
13.1.3 The meter shall capable to accept numeric token via Keypad or RS232
(remotely through GSM Modem if available with meter) and credit the
purchased amount to the meter. This credit shall be added to the existing
balance available in the meter and the same amount shall also be added to
cumulative amount credited to meter.

13.1.4 The system shall have facility to save recharge token in XML Document
while it generated and the same shall be used to recharge meter remotely.
13.2 Tariff structure:
Tariff shall be configurable at vending server as desired by authorized representative and
the same shall be implemented into the meter through token only. Tariff details shall be as
given below:
13.2.1 While tariff configuring, there shall provision to denote it as Consumer type,
Category type etc. in desired characters.
13.2.2 The Tariff category shall support both Slab and TOD tariff for rates and its
boundaries configuration. Slab and TOD boundaries shall define instantly &
updated into meter.
13.2.3 Meter shall supports maximum of 8 slab boundaries with maximum of 8 non
overlapping rate registers for slab and TOU tariff.
13.2.4 The Tariff shall support both instant and delayed tariff publication and
activation as desired. Instant activation means on the same moment while it is
configured can be updated into meter by token transaction. While delayed
tariff shall activate any date of the calendar month i.e. 17th of the month.
13.2.5 Single tariff category shall be used for both single phase and three phase
meters if slab/TOD boundaries, rates, fixed charges etc. all tariff parameters
are same.
13.2.6 Fixed charge: Fixed charges shall be sum of meter rent, minimum charge,
fixed charge according to sanction load or for any other fixed amount for
whole month. It shall deduct by the meter on daily basis to avoid an abrupt fall
in credit and consumer inconvenience.
13.2.7 Energy duties: Energy duties (Tax) facility shall be available in percentage on
basic unit rates. Actual rates on meter shall display in conjunction with
configured tax along with basic rates.
13.2.8 Amount deduction: The credit should be debited by the meter based on the
electricity consumption after complete kWh (after one unit consumption) to
avoid frictional error which develops consumer satisfaction on amount
deduction and tariff configuration.
13.2.9 Rebate: Meter shall have facility to provide rebate in percentage basis to
consumer on per token transaction while he comes for meter recharging. This
percentage value shall be configurable as desired
13.2.10 Debt Management: It shall be possible to collect the debt from the
consumers with the use of the online vending system. The debt percentage
shall be defined in the vending system.
13.3 Functional Parameters:

13.3.1 Consumer database, Tariff, Sanction Load, Debit credit limit etc. shall transfer
to meter memory by the initial token transaction. Any modification in
consumer profile shall update through subsequent token transactions.
13.3.2 Meter shall measure electrical energy consumed and shall decrement the
available credit register in accordance with the energy consumption and fixed
amount on daily basis. The available credit register shall increase as and
when payment is made to POS. Meter shall continuously calculate the balance
credit against the consumption. As the balance credit decreases beyond the
pre-defined configurations, relay shall disconnect the supply to the load.
13.3.3 Fixed charges shall be deducted on daily basis according to the Sanctioned
Load and Category type (DL/NDL). Fixed charges shall be deducted
irrespective of the consumption/usage and shall be deducted even after
disconnection due to zero credit and stored as negative value which shall be
adjusted in the next vending transaction.
13.3.4 Incase the meter is being removed from the site, all the amount shall refund
with a Settlement transaction process made only via proper transaction done
by authorized person at vending server, not to be done via HHU/CMRI etc. So
that the meter shall re-used with immediate effect. On settlement transaction
meter shall stop deduction of fixed charges and avail emergency credit to
consumer. Meter shall disconnect consumer power supply immediately on
settlement code punching and balance shall be zero.
13.3.5 Credit balance before settlement transaction remained into meter shall be
converted into encrypted numeric token that shall be received from specified
key. This token shall punch into vending server where it decrypted and credit
balance paid to consumer either cash on connection surrender or to his credit
account in case of meter replacement
13.3.6 In case of connection surrender this meter shall issue to other consumer and
start deducting fixed charges and energy charges only after the insertion of
initialization token transaction. No any charge shall deduct by meter while it
kept at store until re-issue to others.
13.3.7 Vending token shall be meter specific and shall not decrypt by any another
meters. This unique token can re-issue if lost by consumer but the same can
not be re-used if punched earlier into the meter. It shall reject with a message
Invalid followed by Used code
13.3.8 There shall be provision to intimate consumer by messaging to individual or to
all consumers linked with the system. This message shall define at vending
server as desired and printed on every recharge token until expire date comes.
13.3.9 Meter shall able to respond to remote meter reading, token transfer from
vending server to meter, manual supply disconnection & re-connection
(While balance available in the meter) through GSM / GPRS modem.
13.3.10 Meter shall generate Authenticated Billing Code (ABC) on 2400 hours of last
day of the calendar month. The meter should display 20 digits authenticated

billing code on specified keys. The full 20 digits token shall contain the
following frozen value:
13.3.10.1 Five digits cumulative kWh energy register.
13.3.10.2 Month & Year of frozen data.
13.3.10.3 Credit balance, it may be positive or negative.
13.3.10.4 Tamper flag which only indicates whether there is any tamper or not.
13.3.11 Any configuration or changes in the customer profile shall produce at vending
station by authorized person shall implement into the meter memory by
subsequent vending transactions received by consumer from POS. The
transaction implemented either by keying vending code into the meter using
Meter / CIU keypad or with immediate effect through GSM / GPRS if
transaction is done remotely.
13.3.12 Vending codes shall be unique for the meter and shall not be used for another
meter. Missed Codes shall be re issued but shall not be reused in case the
same already punched in.
13.3.13 Meter shall have the facility of Happy Hours during which supply shall not
get disconnected even if the meter runs out of balance including emergency
credit. The definition of happy hours shall be configurable with half an hour
resolution.
13.3.14 Emergency credit limit shall avail only while no minimum slab rate left into
meter to consume, no happy hours available, no weekly off and no holidays
available as this credit shall be used as RESERVED amount. The emergency
credit shall be recovered in upcoming recharge token.
13.3.15 Weekly-off and pre-defined public holiday shall be factory programmed only
13.3.16 The meter shall have the facility of load management whereby a consumers
consumption can be restricted depending on his defined load based upon
sanction load requirement. The same shall be configurable as fixed in kW as
well as in percentage basis for specified load range as desired. The meter shall
trip the supply if the instant load exceeds the defined load (based on certain
parameters) with the persistence time of one minute and display as
Overload on CIU and the meter. The consumers shall be able to reset the
supply by pressing Zero 0 key after reducing the load.
13.3.17 The meter shall display message ACCEPTED on decrypting valid token
transaction followed with recharge token amount
13.3.18 The meter shall display message REJECTED on rejecting invalid token
transaction followed by respective reason:
13.3.18.1 Invalid - if token is not for that same meter or wrong vend token
digits are punched.
13.3.18.2 Used Token - if token has already used but tried to reuse.
13.3.18.3 Wrong Tar - if a later vends token punched prior to an earlier tariff
change token.

13.4 Constructional Requirements:


13.4.1 Meter shall develop in such a way to avoid any danger causes during normal
conditions and its uses. However, the following parameters shall be ensured:
Safety against electric shock.
Safety against effects of excessive temperature.
Safety against spread of fire.
Safety against dissemination of solid objects, dust and water.
13.4.2 Meter body shall be made of unbreakable, high grade, fire retardant Insulating
material. The minimum thickness of the meter enclosure shall be 2mm. Meter
base shall be opaque but its cover shall be transparent. Front cover & base
shall be ultrasonically welded such that it is not opened without breaking it and
by no means shall an attempt to reassemble would not leave physical evidence.
13.4.3 The meter body shall be sealed in such a way that opening of meter base and
cover is possible only after breaking the seal(s). Unidirectional screws to be
used on meter covers to protect unauthorized opening of top and base of the
meter.
13.4.4 Meter shall employ latest technology such as Application Specific Integration
Circuit (ASIC) to ensure reliable performance. The mounting of components
on the PCB shall be SMT type by deploying automatic SMT pick and place
machine and reflow solder process.
13.4.5 A keypad shall provide on meter front cover for token punching to energize
meter and view display details of various parameters provided on respective
key.
13.4.6 Graphical consumer interface unit (CIU) shall be provided to access meter
from consumer premises. CIU shall have telephonic style keypad to energize
meter and see display details provided on respective key.
13.4.7 The terminal block and the meter case shall develop in such a way to ensures
reasonable safety against the spread of fire. Terminals may be grouped in
terminal block having adequate insulating properties and mechanical strength.
In order to satisfy such requirements when choosing insulating materials for
the terminal block adequate testing of materials shall be taken into account.
The extended terminal block cover and meter base shall develop in such a way
to ensures safety against fraud and theft. Terminals shall not be accessible after
sealing terminal block.
13.4.8 The terminals and connections shall be suitable to carry up to 120 % of Imax.
The terminal block, the terminal cover and the meter case shall ensure
reasonable safety against the spread of fire. They shall not be ignited by
thermal overload of live parts in contact with them. The manner of fixing the
conductors to the terminals shall ensure adequate and durable contact such that
there shall no risk of loosening or undue heating.

13.4.9 Internal diameter of the terminal holes shall be minimum 9.0 mm; minimum
clearance between adjacent terminals shall be 10 mm. Depth of the terminal
holes shall be of 25 mm.
13.4.10 The meter shall be compact in design. Entire development shall capable to
withstand stresses occurred due to rough handling. The meter shall
convenient to transport and immune to shock and vibrations during
transportation and handling as per the relevant standard.
13.4.11 The meter shall have legible LCD with starburst display for displaying
alphanumeric characters and information like Total credit amount, credit
balance, cumulative kWh, Slab details and their rates, current MD with
occurrence date & time etc.
13.4.12 The meters shall have a suitable test output device. Red color LED (marked
with constant as imp/kWh) shall be provided on the front side of the meter
and capable of being monitored with suitable testing equipment while in
operation at site. Meter constant shall be printed on meter name plate.
13.4.13 The Meter and CIU shall have visual indication for supply availability,
current reverse condition, Earth load, Magnet influence, ESD, Top cover open
on LCD display according to tamper type and its priority.
13.4.14 The meter shall have an optical port compatible to RS232 for connecting
external communicating equipment for data transfer locally through CMRI
and remotely by GSM / GPRS modems with proper security via an optically
isolated communication port for online token transfer, meter reading, tamper
data downloading. The port shall not be affected by any type of injection /
unauthenticated signals.
13.4.15 The meter shall have three fixing holes, one at the top and other two inside
the terminal block.
13.4.16 The meter shall be tested, calibrated and sealed at production plant before
dispatch. Further no modification of calibration is possible at site by any
means what so ever.
13.5 Disconnection Switch:
Both Phase and Neutral element shall have in house disconnection switch by means
of two single pole switches to disconnect the load in case of zero credit level or as
configured. The switch shall be closed only after meter credited with sufficient
amount and should not be closed by any other means otherwise. The meters supply
shall be permanently disconnected under following conditions:

Meter shall trip the load which can be restored by pressing zero key by the consumer

13.6 Prepayment Features Tests:


The following additional tests shall be carried out to confirm prepayment functions.

13.7 Vending system:
13.7.1 This section specifies the requirements vending system required for
prepayment energy metering solutions
13.7.2 The meter shall work on the latest currency transfer keypad technology
supported by an online vending system. The keypad technology is future
proof, cost effective and in this communication age enables consumers to buy
electricity over the multiple vending options like POS, billing centers and
authorized third party POS providers.
13.7.3 The vending system shall use Triple Data Encryption Standard (Triple DES),
i.e. it provides three levels of encryption for the vend code. The code shall be
meter specific and cant be used in any other meter. Triple DES is widely used
in banking systems worldwide due to the high level of security provided by the
algorithm.
13.7.4 The vending system shall be placed at the centralized station by the bidder and
taken care by itself. As the system is web based so POS can be identified to
generate tokens as desired.
13.7.5 The POS shall send the request to vending system (central server) that shall
authenticate the transaction and generate an encrypted code. Cash shall be
collected by our staff. Upon the advice of the designated staff the POS shall
generate a token to transfer the credit to the energy meter. The token shall be
printed using the printer attached to the personal computer

13.7.6 The connectivity for access between the vending system placed at central
location & the POS shall be provided by us.
13.7.7 On receipt of the vend request the system shall have a provision to ascertain
the identity of the consumer. The keys to identify the consumer shall be the
meter serial number or consumer connection number.
13.7.8 In order to provide maximum security to the system the encryption shall not be
done at POS level nor any software installation required connecting it from
vending system.
13.7.9 The vending system shall capable to generate group tokens against single
cheque for group of consumers by uploading csv file that have detail of all
consumers and recharge amount.
13.7.10 There shall be provision of amount deposit to Cash admin from POS along
with up to date ledger/report having details of token generation and collected
amount. This report shall generated by cashier to reconcile amount with cash
admin on instant basis before leaving the POS (cash counter). The collected
amount can be in form of Cash, Cheque or DD.
13.7.11 Vending system shall have provision to produce necessary management
reports that shall manage all administrative as well as for revenue relevant
information's.

13.8 Tamper and Fraud Monitoring:


The meter shall detect and register the energy correctly only in forward direction
under any one or combination of following tamper conditions:
13.8.1 Reversal of Phase & Neutral.
13.8.2 In case Phase and Neutral are interchanged at supply terminals and Neutral is
earthed at load side, meter should record forward energy accurately.
13.8.3 In case Neutral is disconnected from supply side or both the load and supply
side, the meter should not power ups.
13.8.4 Visual LCD indication shall be provided to show tamper conditions
13.8.5 The meter shall immune to the magnetic field up to 0.2T. If the magnetic field
is more than 0.2T, the same shall be recorded as Magnetic Tamper event
with date & time stamping and the meter should record Energy considering the
maximum current value (Imax) at reference voltage & unity power factor.
13.8.6 In case the meter top cover & base is opened by unauthorized person, tamper
event shall be logged in the memory as Top Cover Open with date and time
stamp. The Supply shall be permanently disconnected with immediate effect
without any persistence time.
13.8.7 The accuracy of the meter should not be affected with the application of
abnormal voltage/frequency generating device such as spark discharge of high
voltage approximate 35 KV. The meter shall be tested by feeding the output of
this device to meter in any of the following manner for 10 minutes:
13.8.7.1 On any of the phases or neutral terminals
13.8.7.2 On any connecting wires of the meter (Voltage discharge with 0-10
mm spark gap)
13.8.7.3 At any place in load circuit (terminal block)
13.8.7.4 The accuracy of meter shall be checked before and after the
application of above device and shall remain in permissible limits.
13.8.8 However, in case of ESD application high voltage approximate 35 KV meter
shall trip instantaneously to avoid any possible damage to its internal circuits,
memory and overall functionality.

13.9 Connection Diagram:


The connection diagram of the meter shall be clearly shown on the inside portion of
the extended terminal cover and of permanent nature.
13.10 Display and Keypad:
13.10.1 The meter shall be capable of measuring Cumulative Energy (kWh) and MD
kW with TOU registers having 8 zones. Number of zones & time slot shall be
programmable through token transactions only with adequate security level.
13.10.2 The display unit shall be Pin type built-in LCD display along with permanent
backlit type LCD.

13.10.3 The kWh register shall have minimum 06 digits. Cumulative energy shall be
displayed without decimal in auto scroll mode. However decimal shall be
available in push button mode for high resolution display for testing.
13.10.4 The MD integration period shall be 30 minutes. The MD resetting shall be
automatic at 2400 hours of last day of every month. Manual MD reset button
shall not be available. MD shall be recorded and displayed with two decimal
points.
13.10.5 Load survey data shall be available in meter for last 45 days including
voltage, current & kWh parameters. The integration period for load survey
shall be 30 minutes.
13.10.6 The keypad buttons shall have numbers, which shall clearly visible and
resistant to wear. The layout of the numbering shall be same as that used on
standard telephones for numbers 1 through 9 and buttons such as *, 0,
and #. Button 5has physical identification of raised printing to aid
consumer having poor sight.
13.10.7 The meter shall permit a time delay up to 20 seconds between two key strokes
while entering token for recharging. Error message shall be displayed if delay
time is more then 20 second.
13.10.8 Load cost and Account Balance shall be displayed regularly on CIU for
close monitoring without pressing any key
13.10.9 Auto scroll display shall be provided on meter display to access predefined
parameters although keypad is not accessible because meter box sealed.
13.10.10 Auto Display mode:
Following Parameters shall be displayed in auto scroll mode in the given
orders:
13.10.10.1 LCD test (all elements and 7 segments on display will be ON)
13.10.10.2 OK / Tamper: OK while meter performing well and Tamper while
any below given tamper condition occurred:

Base Computer Software :


The meter shall capable to communicate with CMRI through RS232 for data downloading.
BCS shall capable for receiving data from CMRI and downloading instructions from BCS
to CMRI. BCS shall have following features a) System shall be password protected where user can login only if login ID is provided
by administrator.
b) BCS shall have rights management system so that as per capability and requirement of
user, rights could be provided and security keeps maintained.
c) BCS shall maintain master database according to desired area, location, and region.
d) BCS shall computable with data downloading through RS232 and remotely
GSM/GPRS modem for analysis and auditing purpose. This communication mode can
be selected either of both.
e) BCS shall have provision of sectional data downloading like Instant data and all meter
reading data.
f) BCS shall have status logging with time duration of downloading. It shall also be
capable to log communication mode like RS232 or GSM.
g) BCS shall show signal strength of SIM if GSM modem is used for communication. It
shall differentiate strong and weak signal visually.

h) Meter shall have alerts facility by self diagnosis and the same shall be displayed in
BCS.
i) BCS shall capable to transfer Token directly into the meter for recharging by uploading
XML file.
j) BCS shall display current slabs or TOD tariff details configured in meter.
k) BCS shall have facility of Tampers logging with all billing parameters like voltage,
current, active power, consumption in tamper duration, cumulative consumption etc.
l) BCS shall have option of user defined report generation in format of Excel, Word and
CSV etc.
