1. Introduction
Unreserved Ticketing System (UTS) is the predominant ticketing system on Indian
Railways in terms of the number of passengers it serves. The application was first
Implemented in 2002 and is now operational at nearly 5700 locations over 16 Zones of
Indian Railways. During the commissioning of UTS over 'D' and 'E' category stations, it
was found that number of things adversely affecting its working mainly the network
failure due to cable cutting in remote areas. The Thin Client was the best possible
solution for link failure but its working adds some additional cost in the remote areas
i.e. cost for network equipment & channel hiring and cost for Generator set including
recurring cost of fuel. Despite of that much effort uninterrupted UTS ticketing in remote
areas is still a dream.
All the above factors warrant a cost-effective and reliable alternative ticketing system
which can be used for extending UTS over F-category stations along with Halt stations.
As solutions to all the above requirements are ETMs (Electronic Ticketing Machines).
This document is intended to describe the functional specifications and system
requirement for UTS ticketing through Electronic Ticketing Machine.

2. Overview of UTS over ETM Project


UTS is operational through face to face counter, Ticket Booking Sevak (JTBS) and
Automatic Ticket Vending Machine (ATVM) on major stations of Indian Railways. Due to
higher cost of commissioning UTS through these types of terminal, it cannot be
commissioned over smaller category of stations mainly the F-category stations. ETM is a
handheld device which has the capability to issue unreserved passenger tickets and
synchronizes data with Central server over GPRS connectivity and also provides wired
connectivity to a computer. In case of non transfer of data through GPRS, these
intermediate computers connected with the central server will transfer data to zonal
server.

3. EOI Objective

The objective of this EOI is to find out technical solution along with Hand held
terminal suitable for implementing the UTS ticketing over F-category stations
including halt stations.

The solution providers are free to provide technical solution along with Hand
held terminal giving justification why the proposed HHT devices along with
provided solution is better in meeting above objective.

CRIS will finalize the technical solution specification based on the response of the
EOI and may process further based on the internal assessment as well as Railway
Requirement.

4. Evaluation of EOI
The Specifications provided in this EOI document are indicative specifications. The
solution provider shall thoroughly satisfy himself that the proposed solution and hand
held terminal meet the functional requirements of this EOI.

Field Trial

Description
In this stage all complete EOI proposals received upto
15:00 Hrs on 30 days from the date of publish of the
notification of EOI will be evaluated and acceptable
solutions will be shortlisted.
Solution providers whose solutions are found
acceptable will be required to demonstrate their
solution at a place and time chosen by CRIS. They will be
given 20 days from the date of such notification to
prepare and plan their demonstration. The solution
provider has to setup a complete solution infrastructure
as deemed necessary for proving the solution.
Acceptable solutions will be chosen based on its
performance in POC as well as other requirement as
mentioned in this document. Each solution provider
may be asked to implement and commission HHT
devices with complete solution at specified field trial
locations. The solution provider has to own up the
responsibility of supply necessary components ,
implementation, commissioning for field trial,
Integration with UTS of Indian Railway, field support
and any other support as deemed necessary for
successful trial .

Note: - The solution provider should make available the offered solution during
technical evaluation of EOI for testing and bench mark at CRIS, Chankyapuri, New Delhi.

The solution provider may need to undertake the field trial at designated six stations for
3 to 6 months. After that Railway could retain the solution for its own assessment. The

solution provider may mention whether they will charge any cost for the field trial. If
they intend to charge for the same they are requested to quote the same in the following
form:

CRIS will provide necessary permission, electrical power source, and application

CRIS reserves the right to cancel this request for EOI and/or invite a fresh with or without
amendments to this request for EOI, without liability or any obligation for such request
EOI and without assigning any reason.

5. Eligibility criteria
The Final eligibility criteria will be decided by CRIS based on the chosen solution, final
specification and quantum of requirement.

6. Proof of Technical & Financial Soundness


The interested solution providers need to submit following document:
Proof of financial soundness of the solution provider:
1. Audited balance sheet of the solution provider for 2011-12, 2012-13, and 2013-14.
2. Proof of Net positive worth during the last 3 financial years.
3. Minimum average turnover of Rs. 5 crores during the last 3 financial years.
Proof of technical soundness/work experience:
1. The Solution Provider should be either Original Equipment Manufacturer (OEM) of
Hand Held Terminals/Tablet solution or one of their authorized representatives in
India. In case of authorized representative, a letter of authorization to this effect
from OEM must be furnished.
2. The Solution Provider should have an established office in India for more than one
year.

3. User certification/Completed Purchase order to be compulsorily enclosed to prove


that the solution provider has prior experience in supplying/implementing Hand
held terminals.
 The Solution Provider should have national presence and should be engaged in
supplying and providing maintenance services for Hand Held Terminals/Tablet
solution & peripherals in India for at least 3 years.
 The system is operating satisfactorily preferably for more than 2 years.
4. Hand held terminal solution with prior experience in implementing ticketing
system with local ticketing data storage and data synching over GPRS will be
preferred.

7. Indicative Architecture of UTS over ETM System


The major components of the ETM system are:

Portable Unreserved Ticketing Machine (HHT/ETM)


Zonal UTS servers
HHT/ETM/TABLET application server
VPN Server

Highlights of Architecture

HHT/Tablet is a smart device which is capable of running the ticketing


application. It will be able to work in disconnected mode. The routes, classes and
other booking master (static) data will be validated in the local database, and
ticket booking information (Dynamic) will also be recorded in the local database
before completing the ticket booking process. The data stored in the local
database of the device should be encrypted. The local database should be
accessible only through ticketing applications.

Whenever there is a change in the Static data of Zonal UTS server should be
synchronized to the HHT/Tablet local database.

The ticketing data of HHT/Tablet will be synchronized to zonal UTS server on a


regular interval through intermediate application server. Option for manual data
synchronization will also be available in ticketing application. In case the device
is not able to connect through GPRS then there will also be option to connect the
HHT/Tablet to the network hub placed at the nearby UTS location.
Every day, HHT/Tablet client will check whether all the data is in sync with
centralized UTS zonal server after 00:00 hrs of that day, which will ensure
proper application releases with cutoff date.

If the previous day's data is not synchronized with the zonal server, then
ticketing is not allowed for the next day. This ensures proper accountal.

The Application server will host the application for synchronization of data from
HHT/Tablet device to the zonal UTS server.

VPN server will authenticate and secure the connection from HHT device to HHT
application server.

8. Signing of Non Disclosure Agreement (NDA)


The Solution providers are required to sign Non Disclosure Agreement with CRIS for not
disclosing UTS application and other confidential information.

9. CRIS's Right to Accept or Reject any Proposal


The CRIS reserves the right to accept or reject any proposal and annul the EOI process
or even reject all proposals at any time prior to award of trials, without thereby
incurring any liability to the affected Solution Provider or Solution Providers or without
any obligation to inform the affected Solution Provider or Solution Providers about the
grounds for the CRIS's action. The CRIS reserves the right to accept or reject any
technology proposed by the vendor.

Scope of the EOI

The scope of EOI for UTS ticketing over Hand held Terminals are as: a. Supply, Installation of HHT/ETM/TABLET
specifications provided in this EOI document.

b. Solution provider has to provide the specification of the HHT/ETM/TABLET


device as per the Performa provided in annexure IV.
c. Development of UTS ticketing application compatible with the
HHT/ETM/TABLET devices provided by the solution provider. The brief
functionality of the application is provided in annexure II.
d. Solution provider has to provide/develop data synchronization/transfer
application required to be install at HHT application server for transfer of data
from and to the HHT/ETM/TABLET devices and vice-versa.
e. A HHT/ETM/TABLET monitoring and application release software module
should be provided.
f. Solution Provider has to ensure that the HHT/ETM/TABLET devices, application
software functionalities and any other components, equipments, peripherals
involved in implementation of UTS ticketing is working as per requirement.
g. Solution provider shall provide at least one number of demo samples of each of
the offered devices and printer (if not attached with device) for application
testing purposes in the POC phase.
h. Solution provider will bring in all the technology and infrastructure, including
hardware, software, personnel, and technical services required for POC for the
UTS ticketing through HHT/ETM/TABLET.
i. Solution provider shall assist CRIS in identifying potential risks in the devices,
remedy of any of the identified risks, develop strategies to measure, monitor and
mitigate those risks and implement new controls.
j. HHT/ETM/TABLET should be delivered with its carry case for safety and ease of
use of the device during the trials.
k. The solution provider should provide adequate number of connectors/
convectors and extension cables for the devices.
l. Solution Provider through OEM has to provide and install all required patches,
upgrades including upgrade to next higher version of all supplied software and
operating system.

Annexure-II

UTS Application Functional Specifications for Hand held Terminals


The UTS ticketing application for HHT device should have the following functionality: 1. The user interface of the application should be user friendly.
2. The application should have login facility to allow only authenticated user to
login into the ticketing application. The user authentication should be checked
with the user credential stored in the local application device database.
3. After successful login the application should ask for entering starting ticket stock
number along with personal cash of the ticketing staff. In case of mismatch of
entered stock number with system stored stock number then audit information
should be stored for MIS purpose.
4. For the EOI purpose the application should have the functionality of Ticket
Booking and Ticket Cancellation.
5. Ticket Booking: - In this functionality the application will take the inputs
required for ticket booking from ticket booking staff. Based on various input
parameters like train type, route, class and ticket type , the application will
calculate UTS ticket fare using the master data available in the local application
database. The ticket booking information will be encrypted and should be
stored locally on HHT device (If possible on redundant place for data recovery).
On successful booking the application should print UTS ticket with all the
required information on it. The details of input required for ticket booking are

6. Ticket Cancellation: - In this functionality the application will allow the


cancellation of the ticket issued from the same hand held terminal. In this
functionality the application will take the inputs required for cancellation of

7. Option for Data Synchronization


The application should provide an option for synchronizing HHT ticketing data
to zonal UTS server. After selecting this option all the ticketing data stored on
HHT device which were not transferred to zonal server should be transferred
to UTS server via HHT application server. Similarly, all the modified static data
since last sync time will be downloaded from UTS zonal server to HHT

The application should keep track of UTS ticket stock usage and when only
single stock is remaining then it should prompt for the change of the ticket
stock roll.
9. Option to see ITC
The application should have the option of displaying the cash collected by the
operator in the current session along with the number of ticket stock roll
consumed information.
10. Logout from Application with Shift End DTC (Shift session summary)
In this option user will log out from the UTS ticketing application and a
summary of operator session should be printed with displaying the detail of
shift transactions on HHT screen. The brief of summary information will be as: S No

Data synchronization application will be hosted on HHT application server. This
application will be responsible for transfer of HHT ticketing data to zonal UTS server
and transfer of changed master data from zonal server to the HHT device local database.
This application should also have provision for monitoring of HHT devices. The

Annexure-V

BRIEF DESCRIPTION OF POC


A POC will include the working demonstration of the UTS ticketing over ETMs. It will
include the following major component of the application: -

Ticketing Application for UTS


The functionalities of the ticketing application provided in annexure II will tested on the
HHT devices. Along with the working of UTS ticketing application following features will
be tested: Navigation among the application forms.
Working of Hot-Keys (functional keys) for special types of ticket like one key for
platform ticket in case of keypad without touch screen.
Printing of tickets along with Hindi printing on the tickets.
Data storage for UTS Ticketing

The data of UTS ticketing should be stored locally on the HHT device.
The device should support storage of data in RDBMS form.
To provide additional security of the data, the device should support the data
storage in the encrypted format.
To avoid the loss of data, the device should allow the data storage in two
different places i.e. internal memory and external card.
In case data is not recoverable from first storage place then it should be
recovered from the other storage place.

Data Synchronization and Device connectivity

HHT device should support the connectivity to UTS server through GPRS over
secured VPN tunnel.
HHT device should also allow the connectivity through UTS Hub (Work
Station/Network Switch).
The device should allow the data synchronization from Device database to UTS
server database at some regular interval (by scheduling) or on user selection
basis.

Verification of other technical aspects


All the other technical aspects mentioned in the technical specification will be tested for
the HHT device.
