Terms of Reference for

Individual Consultant for Study of Human Resource Development in Science and


Technology
I.

Rationale
a. Background of the Technical Study
National Innovation System (SINas) is a concept network among the actors /
actors institutional science and technology in a system that is collective in the
creation, deployment, and use of knowledge for the achievement of innovation
(Freeman 1986, Nelson, 1993 ;). Conceptually, the core ideas of SIN rooted to
the empirical fact that innovation is a dynamic and complex process. Therefore,
acceleration (acceleration) process innovation is not just relying on only one of
the actors (Edquist, 1999).
In the last two decades, as well as other developing countries, Indonesia
began to adopt the concept SINas as part of efforts to the development and
procurement of science and technology (science) and to improve the
competitiveness and independence of the nation. However, implementation of the
concept is still not optimal SINas indication is the absence of: national flagship"
priority related fields in the national level. In general, the implementation of the
concept SINas in Indonesia is mostly done through SIDA (Regional Innovation
Systems). Some SIDA program conducted in several regions in Indonesia mainly
by the Research and Technology and BPPT. However, the effectiveness of the
implementation of the SIDA program also comprehensive not done, especially the
extent of such programs associated impact on the acceleration of science and
technology in the region. So a study related to implementation of SINas and SIDA
need to be done.
In Law No 18 of 2002 states that R & D institutions is one of the elements that
support the advancement of science and technology institutions and an actor in

the National Innovation System. However, some of the research says that the
performance is still not optimal R & D institutions. Some studies mention that the
poor performance is caused by the management of R & D institutions and the R &
D activities are still not optimal. Therefore, it is necessary to develop a model that
is most appropriate governance associated with R & D in R & D institutions
especially LPNK .
Another important element in supporting SINas is Human Resource of
science and technology. Some data put the number and quality of science and
technology human resources we are still left behind from other nations. In this
regard, the government with the help of the World Bank and the Japanese
government actually ever held a human resources development program of
science and technology, the OFP, STMDP, STAID. This program gives an
opportunity to the sons and daughters of Indonesia to retrace S1 to S3 education
programs in developed countries such as Germany, the Netherlands, Japan, the
United State and others. However, as the monetary crisis in 1998 that hit
Indonesia, as well as the change of policy / administration of the scholarship
program has been discontinued. Until now, evaluation of programs related to the
management and analysis of the impact of the program had not done in a
comprehensive manner. Therefore, efforts to revitalize science and technology
human resources development program is needed, especially for the challenges
of science and technology in the future including the analysis of science and
technology and human resource development needs.
Related to that manners, Ministry of Research and Technology (Research
and Technology) in collaboration with the World Bank to make the program
Research And Innovation In Science And Technology Program (RISETPro). One
element of the study are included in Component 1a (Improving innovation policy
framework) is Technical Study and Policy. The person in charge of the activities
and the Technical Study of Science and Technology Policy is the Assistant
Deputy Institutional Competence (Deputy Assistant 3).

b. Goals and Objectives of the Study


In general, the purpose of this activity is to create institutional and superior
science and technology human resources in order to strengthen SINas.
c. Scope of the study
The activities included in this study are:
a) Evaluation result of management of human resources of science and
technology development
b) Impact of science and technology human resource development
programs, especially those funded by World Bank ( World Bank )
c) Analysis result of the needs of science and science and technology
human resources in order to support the development of science and
technology human resources
II.

Study Mechanism

The study will basically will conduct through the following mechanism:
1. Done by a team consist of individual consultant, with input from resource
person invited in Focus Group Discussion (FGD), Workshop, Seminar or other
meeting.

Workshop : Preparation and conclusion of study result


Seminar

: Socialization

2. Individual consultant will direct the substance of the meeting, prepare draft of
meeting agenda, conclude meeting result, following up the meeting conclusion
and prepare report as necessary. If the meeting has conducted when
consultant is assigned then result of the meeting should be reviewed by the
consultant.
3. Resource person will give data and input related to the study to the individual
consultant. Resource person determined by Ristek but individual consultant
can proposed the person to the Ristek
4. All meeting will be managed by Ristek to ensure good administration.

III.

Consultants Scope of Work


In general, consultant is expected to assist the implementation of the Technical

Study of Science and Technology Policy in the Assistant Deputy of Institutional


Competence (Deputy Assistant 3), Deputy Institutional Competency. In particular, with
the implementation team, the consultant doing the following things:
a. Directing the substance of study to fit the target.
b. Develop study design, including the framework and the Technical Study of
Science and Technology Policy
c. Building a framework including study instruments

d. Setting up the scenario and survey involved in data collection / surveys, focus
group discussions.
e. Assist in the design workshops and seminars.
f.

Assist in the preparation of reports for each study.

g. Assist other matters related to the Technical Studies and Science Policy
IV.

Output of Consultant
a. The substance of study is fit the target.
b. Study design, including the framework and the Technical Study of Science
and Technology Policy is developed
c. Framework including study instruments is built
d. The scenario of data collection, focus group discussions has set up.
e. The workshops and seminars have designed.
f.

Monthly report

g. Evaluation of management of human resources of science and technology


development
h. Impact of science and technology human resource development programs,
especially those funded by World Bank ( World Bank )
i.

Analysis of the needs of science and science and technology human


resources in order to support the development of science and technology
human resources

V.

Qualifications of consultants
The consultant requirements are as follows:
a. Minimum S2 or S3 level of education in related field
b. Have a minimum experience of 5 years in the field
c. Having knowledge and a good understanding of institutional R & D and
technology (government, universities and private)
d. Having expertise in research methodology, including the methodology of soft
systems.

VI.

Funding
consultants budget will be charged to RISET-Pro (the IBRD Loan 8245-ID). This

consultant expenditure is included in Category-1 under Part 1 of the Project.


VII. Duration
Period of employment of the consultants is for 4 (four) months, starting from July
to November 2014.
