"Notification"

In compliance to the Judgment passed by the Hon'ble High Court of Himachal


Pradesh under CWP No.93 i6 o(2012B a/w CWPIL, No.6 of 2013 on dated 07/1/2014 in the
'" matter to facilitate the persons with disability, the Chairman, in exercise of the powers vested in
him under sub clause (3) of Clause 19 of the Himachal Pradesh Board of School Education Act,
1968 is pleased to approve the .fdllowing amendments and additions in various Sections of the
Himachal Pradesh Board of School Education Examination Regulations. The detail is as follows:

series of question papers specially designed for
them in the subjects of Mathematics, Science and
Social Science for Matriculation as well as History
and GeograPhy for Plus two Examinations.

Visually Impaired (BLIND)

candidates shall-be given one hot-1r extra time
to complete the paper . Hearing Impaired
candidates shall be given half an hour extra
time to complete the paper in the examination
centre.

The blind examinees
are allowed the facility of a writer for writing
out the answer scripts. The amanuensis must
be of (a. lower grade of education than the
candidate and may be from the same
institution to which the candidate belongs, bUt
he/she must not have secured more than 40 to
50 per cent marks in \ the last house
examinations.

4.13 (a)3 (1) (vii)


The blind and persons with
disability examinees are allowed the facility of a
writer for writing out the answer scripts. Any
person appointed by the candidate shall be the
amanuensis. Such candidate shall be allowed to
change the amanuensis once in case of emergency
with the consent of Head of the institution
concerned.

4.13(a)3(1)(viii)
The blind examinees shall be
allowed to use the assistive devices like Braille
Slate, Abacus, Geometry kit and Braille measuring
tape etc. if desired.
1.1.3 (21) "Person with disability" means a person
suffering from not less than forty per cent. of any
disability as certified by a medical authority not less
than Chief Medical Officer;
1,.1.3 (22) "Person with low vision" means a person
with impairment of visual functioning even after
treatment or standard refractive correction but who
uses or is potentially capable of using vision for the
planning or execution of a task with appropriate
assistive device as certified by a medical authority
not less than Chief Medical Officer;
