Recommendations regarding the election of the Leader at the 2015 Annual


Convention - as approved by Provincial Council

That the Provincial Executive put forward a constitutional resolution(s) to the 2015 Convention
to address the issue of the election of Leader.
Convention 2015 has been set by Council for March 6-8, 2015 at Canad Inns Polo Park.
That an Election of Leader Committee be appointed to set rules and procedures for the
election of leader at Convention. The Committee is appointed by and reports to the Provincial
Executive. The Committee, under the direction of Provincial Executive will set rules that
facilitate fair and efficient process for the election of Leader at Convention. The Committee is:
o Ellen Olfert, President
o George Alevizos, Treasurer
o Nanci Morrison, Provincial Secretary
o Bob Mayer, Member at Large
o Kevin Rebeck, President, Manitoba Federation of Labour
o Sonia Kowalewich, Former Provincial Secretary
That the Provincial Executive appoint an Appeals Committee that is responsible for hearing
appeals from anyone standing for Leader at Convention on the application of the rules and
procedures set out by the Election of Leader Committee. The decision of the Appeals
Committee shall be final and binding on all parties. The Committee will bring forward a list of
potential names that is inclusive of the Party. That a quorum for the conducting a meeting of
the Appeals Committee is five members.
No member of the Election of Leader or Appeals Committees may participate in or be
associated with the campaign of anyone standing for election as Leader at Convention 2015
and shall sign a declaration attesting that they are and shall remain neutral in all matters
related to the election of Leader.
That the Provincial Secretary shall oversee the operation of Convention, including the election
of Leader at Convention.
Anyone wishing to stand for election as Leader at Convention 2015 must be a member in good
standing and must be eligible to be a candidate in an election of a member to serve in the
Legislative Assembly under The Elections Act and must file any and all documents as set out
by the Election of Leader Committee. Such documents must be filed between December 15,
2014 and January 6, 2015.
That the Partys Anti-harassment Policy will govern the conduct of all staff, leadership
contestants, their staff and supporters in all meetings and events leading up to and including
delegate selection meetings and Convention. Failure to abide by the rules established or
conduct by a the person registered to stand of election as Leader, his/her staff or supporters
that is disruptive or interferes in process related to delegate selection, or is abusive to
provincial office staff or party volunteers may result in the individual being removed for said
meetings and could result in further sanctions.

All those who have been approved to stand for election as Leader at Convention must abide
by the rules of The Elections Finances Act as they apply to contributions, expenditures and
reporting and any additional rules as set out by the Election of Leader Committee.
Publically elected officials are prohibited from using services and privileges provided to them or
his/her staff, as a result of his/her elected position, to promote or oppose, directly or indirectly,
his/her candidacy or that of a leadership contestant and shall sign a declaration attesting to
this provision.
The use of provincial constituency association or federal riding association funds to promote or
oppose a leadership contestant or to assist in paying personal expenses of a leadership
contestant is prohibited.
That representation at Convention is as defined by Article 9 of the Constitution.
That the membership requirement in order to be a delegate and vote at a delegate selection
meeting is as defined by Article 9, Section 1 & 2 of the Constitution.
That in order to be a delegate or vote at a delegate selection meeting you must be a member
in good standing no later than Tuesday, January 6, 2015.
That all delegate selection meetings take place between February 6 -25, 2015 and that the
Election of Leader Committee will develop options for the orderly election of delegates.
That a member can only be a delegate in their constituency of residence.
Unused delegate credentials cannot be transferred to another constituency.
That the election of Leader take place on Sunday, March 8, 2015 at Convention.
