BACKGROUND OF ESTABLISHMENT

Link-AR Borneo is a non government organization which established in


April, 2nd 2009. The process of establishment started on 2007 which was
results based on interactives between students, labors, and other social
activists collaborated in Alliance of West Borneos People (PRKB) in
responsed the land grabbing, criminalization, eviction, and others issues. To
strengtened and systematized advocacy, those activists agreed to
established Advocacy and Research Circle well known as Lingkar Borneo.
Advocacy by Lingkar Borneo is to answer the massive land grabbing on
land, forest, and wealth resources problems caused by extractive industries.
This is caused by political-economy interests which primarily provide raw
material needs for world giant industry. While, Borneo island contains a large
number of natural resources. Penetration by extractive industry in Borneo
started from forest clearing and slashing by logging industry, carving and
monoculturization by oil palm and pulpwood plantation (pulp & paper), and
coal and mineral excavation by mining industry. To facilitate the penetration,
practices by government is by distorting indgenous order through political
infrastructure uniformity and lowest government system (ruralization).
In the development, licensing for mining industry is the largest in West
Kalimantan. The amount area of that licensing covered approximately 6,5
million hectares or 44,5 percent of West Kalimantan area. This condition
leads a massive land grabbing which faced by the community.
By its practices, mining industry starts the operation by slashing the
natural forest and unpack the topsoil, coal and mineral dredging, washing
and processing, and loading and trading. These contribute to the forest and
environment destruction. Mining industry also identified as the factor of the
increased pollution intesity (air pollution toriver pollution) which used daily
by the community surrounds the concession.
This practices affected to the loss of peoples living area. Because land,
forest, and wealth resources in Borneo not only has economic value to
people, but as a determinant of the living developmentin social, economy,
politic, and culture. This loss as same as negation of peoples right.

Automaticly, loss of food resources, social conflict, cultural erotion, and


destruction of social order and its customary law. Besides, severe ecology
crisis marked by degradation and deforestation of tropical rainforest in
Borneo. While tropical rainforest has an important role as world lungs
through its ability in carbondioxide (CO2) storage (absorb and release).
Then, other effect by the massive development of extractive industry is
the rising disasters frequences in West Kalimantan. Floods and whirling wind
are two most disaster faced by the community. Those are identified as the
affect of the ecology destruction. Million hectares of forest which enrole the
sustainability of the ecosystem are vanished
Based on those condition, Lingkar Borneo started its work through
evidence-based advocacy. This advocacy is a form of Lingkar Borneos
interest in struggling people interests and ecological justice, thus, such
evidence responsibled in scientific and truth is absolute. Lingkar Borneo
developing various methodology to find the truth of data which take side to
peoples interest.

VISION

Struggling the certainty of peoples tenure right in order to realizes


justices, preservation, and welfares for people.

MISION
1. Developing various types of guidelines in assessment, research, and
investigation.
2. To strength and organizing people through establishing organization
or revitalizing indigenous institution order, village, and other local
community.
3. Promoting the implementation of agrarian reform through
recognition of tenure rights, land reform, and fair share.
4. Campaigning peoples best practice in control, management, and
utilization system on land, forest, and wealth resources in a fair,
preserve, and sustainable to fulfill the needs of peoples living.
5. Promoting the improvement of policy in peoples tenure right on
land, forest, and wealth resources which favor to indigenous people,
village, and other local community.

IV.

STRATEGIC PROGRAMS
1. Center of tenure study; is a program designed to develop
guidelines to all party in reveals truth objectively. As basic

argumentation which scientific and undeniable in conducting


advocacy.
2. Program
on
establishing
and
revitalizing
peoples
organization; is a program designed to consolidate people,
especially peasant, woman, and customary people in solid
organization, and revitalizing indigenous instituion to be a political
structure who play roles in social, economy, culture, and politic
actively.
3. Program on establishing trade union of extractive industry;
is a programdesigned to improve the awareness of labor about their
important role in creating justice and welfare for people.
4. Program on empowering and developing economy of people;
is a program designed to improve peoples economy welfare
through production and promotion high economic value and low
emission of Non Timber Forest Product.
5. Program on Campaigning best paractice of sustainable
tenure system; is a program designed to dessiminate scientific
evidence of peoples knowledge on control, management, and
utilization system in a fair, preserve, and sustainable. And, its
important role as peoples primary resource for living.
6. Program on Agrarian Reform; is a program designed to promote
government recognition of community/inheritage/individual rights
on land, forest, and wealth resources. Promoting the
implementation of land reform to fight monopoly of land, forest, and
wealth resources in order to realize genuine agrarian justice. Then,
promoting improvement in fair and transparent profit share for
people interest.
7. Program on tenure law enforcement; is a program designed to
promote the law institution officer to implement policies regarding
to peoples tenure rights such as Law No 5/1960 on Principal in
Agrarian, Constitution Court Guideline No 35/2012 on Hutan Adat,
and Constituion Court Guideline No 45/2011 on Forest estate
establishment. And promoting the improvement on governance
system in tenure transparent and partisipatively. Eradication of
extractive industry corruption in plantation, mining, and forestry.
8. Program on Tenure conflict resolution; is a program designed
to promote agrarian conflict solving affected by massive land
grabbing by extractive industry.
