RECRUITMENT OF ENGINEERS AND SKIPPERS GROUP B IN THE
CUSTOM MARINE.
Applications are invited from Indian national by Directorate of Logistics for the
following GroupB officers post in the Marine Department under Central Board of Excise &
Customs New Delhi on deputation or re-employment basis from the working/Ex-sailors of
Indian Navy and Central Government Offices. The maximum age limit for appointment by
deputation or re-employment shall not be exceeding fifty six years as on the closing date of
the receipt of application. The posts are located all over India for Customs Patrol Vessels,
Customs Marine Workshops and Headquarters. The details of posts, education & other
qualifications, number of vacancies and pay scales are as follows:Note: The pay scales mentioned against each post are as per Fifth Pay Commission (Prerevised) and Sixth Pay Commission (Revised).
S.N. 1 Post: Engineer (Hull)
Number of Vacancies: 03
Scale: Rs 7450-225-11500 (pre-revised), PB-2 (9300-34800) GP-Rs.4600/- (Revised)
Deputation
Eligibility for Deputation: Officers under the Central Government:(a) (i) holding analogous post on regular basis in the parent cadre or Department; Or
(ii) With two years service in the grade rendered after appointment thereto on a regular basis
in the pay scale of Rs. 6500-10500 (pre-revised) PB-2, GP-4200 (Revised) or equivalent in
the parent cadre or Department; and
(b) Possessing the educational qualifications and experience prescribed for the direct recruits
under Column (8) of RRs.
Direct Recruitment (Qualification)
Essential: Degree in Mechanical Engineering or Naval Architecture with two years
experience in ship building or boat repair yard and maintenance of wooden and Fiberglass
Reinforced Plastic (FRP) craft in the ship building yard or boat repair yard. Or

Diploma in Mechanical Engineering or Naval Architecture with four years experience in ship
building or boat repair yard and maintenance of wooden and Fiberglass Reinforced Plastic
(FRP) craft in the ship building or boat repair yard.
Desirable: Passed certificate examination in Safety and Survival or Fire Fighting or First Aid
from Director General Shipping approved institutes.
Note 1: Qualifications are relaxable at the discretion of Union Public Service Commission in
case of candidates, otherwise well qualified.
Note 2: The qualification(s) regarding experience is or are relaxable at the discretion of the
Union Public Service Commission in case of candidates belonging to Scheduled Castes or
Scheduled Tribes. If at any stage of selection the Union Public Service Commission is of the
opinion that sufficient number of candidates from these communities possessing the requisite
experience are not likely to be available to fill up the post reserved for them.
Note: The departmental officers in the feeder category who are in the direct line of
promotion shall not be eligible for consideration for appointment on deputation. Similarly
deputationists shall not be eligible for consideration for appointment by promotion. (Period of
deputation (short term contract) including period of deputation in another ex-cadre post held
immediately preceding this appointment in the same or some other organisation or
department of the central government shall ordinarily not to exceed three years. The
maximum age limit for appointment by deputation or absorption shall be not exceeding fifty
six years as on the closing date of the receipt of applications).
Re-employment:
Master Chief Ship Wright Artificer II Class (in pay scale of Rs. 6750-190-9790 (pre-revised),
PB-2, GP-4600/- (Revised) in the Indian Navy or equivalent possessing qualification laid
down for direct recruitment in column 8 of RRs or equivalent qualification in Indian Navy
shall also be considered. If selected, such officers will be given deputation terms upto the
date on which they are due for release from the Indian Navy; thereafter they may be
continued on re-employment terms. In case such eligible officers have retired or have been
transferred to reserve before the actual selection to the post is made their appointment will be
on re-employment basis.

Deputation
Eligibility for Deputation: Officers under the Central Government:a) (i) holding analogous post on regular basis in the parent cadre or Department; Or

(ii) With two years service in the grade rendered after appointment thereto on a regular basis
in the pay scale of Rs. 6500-10500 (pre-revised), PB-2, GP-4200 (Revised) or equivalent in
the parent cadre or Department; and
(b) Possessing the qualifications and experience prescribed for the direct recruits under
Column (8) of RRs.
Direct Recruitment (Qualification)
Essential: (i) Degree in Electronics and Telecommunications or Electrical Engineering;
(ii) Two years experience in Operation and Maintenance in Marine Electronic or
Electrical Workshop or Merchant or Naval or Coast Guard Ship. Or

Diploma in Electronics and Telecommunication or Electrical Engineering.


Four years experience in Operation and Maintenance in Marine Electronic or
Electrical Workshop or Merchant or Naval or Coast Guard Ship.

Desirable: Passed Certificate Examination in Safety and Survival or Fire Fighting or First
Aid
from Director General Shipping approved Institutes.
Note 1: Qualifications are relaxable at the discretion of Union Public Service Commission in
case of candidates, otherwise well qualified.
Note 2: The qualification(s) regarding experience is or are relaxable at the discretion of the
Union Public Service Commission in case of candidates belonging to Scheduled Castes or
Scheduled Tribes. If at any stage of selection the Union Public Service Commission is of the

Chief Mech. (Radar) II Class in the pay scale of Rs. 6750-190-9790 (pre-revised) PB-2, GP4600/- (Revised) or equivalent possessing the qualification and experience prescribed for the
direct recruits shall also be considered. If selected, such officers will be given deputation
terms upto the date on which they are due for release from the Indian Navy; thereafter they
may be continued on re-employment terms. In case such eligible officers have retired or have
been transferred to reserve before the actual selection to the post is made their appointment
will be on re-employment basis.

(ii) Two years experience on Board a Mechanised Vessel.

Direct Recruitment (Qualification)

Certificate of Competency as second hand of fishing vessel issued by the
Mercantile Marine Department of Govt. of India with three years sea experience on board
mechanised vessel.
Desirable: (i) Certificate of Skipper of fishing vessel issued by Mercantile Marine
Department.
(ii) Passed certificate examination is Safety and Survival or Fire Fighting or First
Aid
from Director General Shipping approved institutes.

Re-employment:
From amongst Master Chief II Class (pay scale of Rs. 6600-170-9320(pre-revised), PB-2,
GP-Rs.4600/-(Revised) Seaman branch of Indian Navy or equivalent rank with minimum two
years service in the post and five years experience in sea going small crafts.
2. It is requested that application of eligible officers (in duplicate) for consideration on
deputation basis in the given Proforma, along with the complete and up-to-date Confidential
Reports (photocopies of ACRs of last 05 years are to be got attested by an officer not below
the rank of Under Secretary/Lieutenant (Indian Navy) who could be spared in the event of
their selection may kindly be forwarded. While forwarding the aplications it may also be
verfied that the particulars furnished by the officers are correct and that no vigilance case is
either pending or contemplated against them and no major/minor penatly has been imposed
on them during the last ten years. Other eligible candidates for re-employment are required to
forward their application as per prescribed Proforma containing education, qualification and
experience to Directorate of Logistics, Customs & Cental Excise, 4th Floor, A Wing, Lok
Nayak Bhawan, Khan Market, New Delhi-110511 within 60 days from the date of pubication
of this advertisement in the Employment News. Marking envelop for Additional Director
(Admn.) by indicating clearly post applied for. It may be noted that application received after
due date, without the ACRs, vigilance clearance, Integrity Certificate and a statement of
major/minor penalty, if any, imposed on the officers during the last ten years, application
applied for two or more posts by same candidate, otherwise found incomplete, not submitted
as per Proforma will be rejected. All candidates who have applied earlier for the above
posts, need to apply afresh for consideration.
