Introducing the 2008 ES Staff
The Georgia Wing Emergency Services Staff is responsible for the overall accomplishment
of the wing Emergency Services mission. Specifically they are tasked to ensure that sufficient
qualified personnel are available for emergency services missions and to monitor operational
emergency services mission activities, both training and actual. They coordinate emergency
services mission requirements and activities with CAP staff agencies. They coordinate with state
and local agencies for training, joint exercises, etc., and must maintain records containing the
status of vehicles, aircraft, radios, and other emergency equipment available for operational
missions. Most importantly, they ensure that adequate initial, upgrade, and currency training
activities are conducted to maintain the qualification and proficiency of emergency services
mission personnel.

First Quarter CY2008 ES Training Schedule


The training events listed below have been scheduled in the first three months of the year. There
is additional training in the works that will be published as it is confirmed.
11-13 January 2008 2nd Annual DNR SAR Conference, Covington, GA (Non-CAP Event)
19-20 January 2008 - Scanner/Observer Flight Training, Macon , GA
9 February 2008 Wing SAREX at Lawrenceville (IC is Paul Branson)
23 February 2008 Frost Bite Winter Training Activity (Tentative)
8 March 2008 Incident Commander and Command Post Staff Training, Dobbins ARB
28-29 March 2008 Georgia Wing Conference at the Augusta Marriott (Non-ES Event)

Squadron Ops/ES Officer Training Scheduled


Do you have the staff position of Operations, Emergency Services, Flight Operations or
Stan/Eval Officer in your squadron? If so you will not want to miss this duty position training.
You will learn the duties and responsibilities of your position and how to get your squadron
ready and involved in Georgia Wing's Emergency Services mission. The training will be at the
Museum of Aviation in Warner Robins on January 12, 2008 1300-1700. To register, send a CAP

Wing Ground TEAM Established


In 2007 a goal was set to establish several pre-identified four-person (minimum)
dedicated advanced wing ground teams around the state that would be able to respond quickly
to needs such as Search and Rescue; Disaster Response; or any other emergency that the
Georgia Wing may be activated for. As this initiative developed, several advanced training
activities were conducted with each session building upon the ones conducted earlier. Team
membership requires that each individual be a highly motivated adult qualified Ground Team
Member and have all the relevant skills and equipment. It also requires a commitment of a
substantial amount of time devoted to participating in regularly scheduled advanced Search and
Rescue training with the team throughout the year.
As 2007 progressed it became apparent that none of the team leaders were able to
consistently field a four-person team from their home areas, even though they had more than
the minimum number of people on their rosters. There were several reasons for this, but the end
result was that teams always ended up combining people from different areas to form a fourperson or usually a much larger team during both training and actual responses. Interestingly
enough, there was no reduction in capability with this combined team effort due to all the team
members regular participation together in common training. In November it was decided that it
was more practical to simply form one single consolidated advanced Wing Ground Team.
In 2008 the Wing Ground Team will continue with more advanced SAR and DR training
and will be training and working with other agencies to increase the teams capability. As with all
volunteer efforts, the team is always looking for additional members. If you are serious about

SAR/DR - CAP Form 108 Reimbursement Procedures


To ensure a standardized approach, the following is the process to be followed on all SAR/DR
missions and SAR/DR exercises when requesting reimbursement. ALL SAR/DR exercise/mission related
paperwork is to be mailed to the Incident Commander of record to arrive within 7 days of the event. This
ensures that the IC can check everything for completeness and accuracy, make any WMIRS inputs needed,
and mail the entire package to the DO for a final review and processing in a timely manner. The individual
requesting reimbursement must send the CAPF 108 with the original receipt attached, and a completed copy
of either a CAPF 104 for aircraft or a CAPF 109 for vehicles. This provides the sortie authorization and
information needed for WMIRS inputs, which are required to be made before AF reimbursement can be
requested.
Common mistakes include not signing the CAPF 108, not including the original receipts, or not
including a completed CAPF 104 for aircraft or CAPF 109 for vehicles. This included the flight times and/or
miles driven on the debriefing side of these forms, which is needed for WMIRS inputs.
