Chapter I.1 GENERAL OVERVIEW


Introduction
Resort hotels are built in the core of natural splendors. According to Charles
Gandee, success of such development is determined upon how well the design is united
into the setting. No one desires to travel to a far-away place only to be cut off from the
splendid environs by an anonymous structure that gives little clue to its locale. What a
resort hotel needs to be should take advantage of the site, optimizing the natural assets; a
better one should respond not only to the weather and topography, but to the cultural history
of its particular place.

According to research, the hotel industry is beginning to implement green design


and construction practices, saving energy, water, and resources and thus helping to preserve
the environment. However, there is the potential for conflict between green building
practices and hotel guests' satisfaction and comfort, as the conservation of resources could
reduce the quality of a guest's visitor experience. The study aims to adopt practical
strategies in green building for hotels without compromising luxury and service to produce
a world class design for the enhanced tourists experience.

Background of the Study
Philippines with its rich biodiversity, offers attractions that appeals to tourists to
visit the country which enhances visitor arrivals for the eight months of the 2014 and
reached a total of 3,267,542, with a recorded increase of 2.72% over its previous years
volume of 3,180,903 for the same period (October 2014, DOT Tourism Statistics).
In the province of Camarines Sur alone, a total of 1.3M tourist arrivals for the entire
Camarines Sur was listed by the Department of Tourism Regional Office on February 2014.
Found in the provincial capitol of Camarines Sur is a 5-ha watersports facility that was
tagged as A Breakthrough in Bicol Tourism Industry by the National Economic
Development Administration recognized for the increase of tourists coming to Camarines
Sur which enhanced the overall standing of the Bicol region in tourism industry. A lot of
tourist has been eager to visit this place, making Camarines Sur one of the most traveled
destination in the Philippines. The development of such destinations has been done only 3
years ago, but according to some travelers, the place looks not well-maintained because
some facilities are already not in good condition. Hotels near the area has also been a
problem for travelers because it lacks good service.
Another tourist destination in Camarines Sur is Caramoan Islands. With Gota
Village Resort as the foremost development of the provincial government of Caramoan, it
was chosen by Top Resa Paris, the largest travel and tourism forum in Europe as the best
tourism destination in the world in 2008. It was also during that year that Nature magazine
chose CamSur as the best eco-tourism site of the world.

Developments in Bicol, to the north and well-known for its whale shark diving, was
projected to generate 183,000 additional employments with the completion of the New
Bicol International Airport that will promote the increasing demand for resorts, ecotourism,
maritime sports, helped by improved road networks accounted for 2012.
In line with that, this study intents to address the problem of lack of good service,
low-class facilities, and the growing population of tourists by providing a Contemporary
resort hotel with maritime sports facility that is functional with features providing comfort
and leisure facilities that is up-to-date for the satisfaction and happiness of guests and cater
the growing population of tourists in Camarines Sur.
The researcher aims to propose a Contemporary Hotel & Resort with maritime
sports facility in Camarines Sur to further enhance the number of water sports enthusiast
and tourists who likes to experience a breakthrough of nature and architecture when set as
one. From the viewpoint of the entire lifecycle of the building, this study intents to
recognize green design and construction practices that not only provide a green, luxurious
environment but also enhance the tourism in a first class urban municipality.

Statement of the Problem

A significant aspect of this proposal is the potential for high-quality development and
innovative energy-responsive design in Camarines Sur to help promote the tourism on the
province in an effort to (1) Enrich the environment for people and maintain the natural

characteristics of the site (2) Propose a contemporary resort hotel with maritime sport facility
integrating the relationship between man and nature as a natural whole. In line with that, the
study aims to answer the following questions:

1. What conveniences should be provided in a resort-hotel with principles of green building


strategies?
2. How will the expression of architecture as a natural system will envelope the complete
structure?
3. How does practicality relates to green building strategies?
4. How does sustainable tourism development enhance guests hotel experiences and not
compromise their comfort maintaining high level of tourist satisfaction?
5. What maritime sports facility does Camarines Sur need?
6. What is contemporary architecture and what approaches should be applied in the proposal?

Project Goals, Objectives and Strategies


Goals
The main purpose of this study is to create an innovative design for a high-class
and up-to-date development through the use of several design principles, improved
environmental responses, and natural systems philosophical guidelines, the primary goal is
to design a resort hotel to serve as an ideal of an energy-responsive design and reduce its
environmental impacts.

Objectives
The study desires to create a commercial establishment that will support the
sprawling tourism needs of Camarines Sur that seeks to deal effectively with the desire to
provide a commercial facility. The proponent will also identify the approaches of green
design strategy through conducting a case study of local projects and read online articles
and books on international projects. Some specific objectives are as follows:

To know the design factors need to consider in developing a resort hotel with
maritime sport facility that will supplement the tourism of Camarines Sur

To determine the problems encountered in hotels by tourists in Camarines Sur

To know the architectural design strategies that can help to enhance the
quality of hotel resort experience

Create an innovative design for a possibility of a new water sport development


as CamSur is known already for watersports

Provide a new attraction in the province & the country with a contemporary
hotel and resort design

Strategies
Green buildings has now become a trend in the 21st century. The Department of Energy
has initiated their aims for the implementation of green building principles. With that, the
proponent will study these principles and how it is applied aligned with the objectives of

Significance of the Study


The study will benefit the tourism of Camarines Sur giving them a smart and
sustainable modernized facility for the tourists to enjoy, as well as for the locals of the
province, that is of global standard when it comes to hotel industry.
Furthermore, it will also serve as a catalyst for a smart and sustainable green
building design for hotels that will help an ordinary commercial structure transform its
facilities through environment-friendly and efficient design. The study will be beneficial

for the built environment by means of creating this resort-hotel as a prototype for a smart
and sustainable structure geared towards LEED certification considering practical
strategies of sustainability.
To the architecture students, this study will be of help in designing a smart and
sustainable resort hotel development that stands on global standard. It will also benefit
future researchers, as it will serve as a reference to those who will be interested on learning
or researching about the topic.

Scope and Limitation


The scope of this study links design and green building strategies through
environmental influences. The study is limited to evaluating the resort-hotels in Camarines
Sur and work on it in a way that conveys with the environment acknowledging the natural
systems and everybody that will benefit for it. In line with that, the proponent stretches out
an effort towards sustainability to help preserve the environment and lessen impacts of
carbon footprints of structures.
The study will cover the proposed site of the Contemporary Resort Hotel with
Maritime Sports Facility along with its surroundings in the province of Camarines Sur; the
scope of the study includes the research & design phase of the proposal & its site
development. It shall consider some factors including aesthetics, functionality, circulation
& innovative design. The hydrodynamic wave foil technology that will be used on the
maritime sport facility is outside the scope of this study and will not be discussed further.

Assumptions
The assumption of intertemporal correlation underlies in the tourism contribution
of the hotel resort and how the hotel industry in Camarines Sur works today. With that the
researcher assumes to deliver the green design possibilities through a responsible design.

face of a Resort-Hotel environment.

styles, which are quite diverse and boast a wide array of influences. In terms of architecture,
"contemporary" and "modern" arent synonyms. "Modern" refers to the modernist architecture of
the early and mid-20th century, an era of great change in the American landscape. Ornamentation
and sentimentality were out; clean lines and superior function were in.

Chapter I.2 REVIEW OF RELATED LITERATURE AND STUDIES


This chapter will provide comprehensive literature review and will converse overviews
about how architecture has evolved on hotel industries and its facilities, how it helped the country
develop, and how it abetted provinces enhance their tourism.
Moreover, certain terms introduced will be defined to avoid confusions when people read
this paper; Natural systems will be discussed and elaborated in this part of the study to give full
information to readers to know the importance of this on the main problem statement. A description
of contemporary facility, and smart sustainable architecture will also be discussed and how all of
it will work as a whole. Furthermore, this will provide information on how to applicably design

such facilities and discuss its requirements. These data will serve as the researchers guide in
further accomplishing this study.
Also, this part of the study will discuss how a supplemental watersports facility will further
increase tourism, how an up-to-date facility can be connected to systems of nature in general, and
how all of this can contribute and be an enormous idea for a financial scheme.

Since the beginning of time, man (a natural system) has had to deal with its environment
whether adapting to it or changing it. The inquiry into various ways of thinking has given us a
perspective for viewing man and nature. Man's evolution, settlement patterns, and social structure
can be attributed to the influences of other systems. Contemporary science tends to concentrate on
organization, not one thing or its effects, but rather how events are structured and function in
relation to their "environment". Each system constantly challenges others by responding itself to
challenges. There is interdependence among the systems. Our ecosystem is not a linear process of
cause and effect, but rather a cyclical process of numerous feedback effects. Therefore, the
behavior of any one living member of a system is dependent on the behavior of others. This denotes
the interdependence of one life form on another. Man is the only organism that has the ability to
create alternatives within natures complex relations. Physical nature is organic and has a basic
structure which responds to man. We must take our energies, information, and substances and
create an architecture that is energy-sustainable.
The search is directed at finding an architecture that harmonizes man and nature people
and their environment. Through the use of various design principles, better environmental
responses, and natural systems philosophical guidelines I want to design a resort hotel to serve as
a model of an energy-responsive design. The design should reflect and give awareness of the
potential ecological and energy conservative issues that you and I, as inhabitants of the
environment, can address with the purpose to preserve, maintain, and rebuild the natural settings
that we are a part of. The need for architecture to find a balance with its environment is essential.
Along with the recent increase in ecological awareness the demand for innovative thinking in using

nature's resources is also a must. The search in discovering new ways of managing our energy is
at its greatest and the architectural realm is not excluded.
Buildings are not just a series of connected parts with separate functions but instead are
elements of a larger system. By understanding this we have the potential to design these
components into an integrated whole responding to the needs of man and nature which have existed
in the past and will inevitably exist in the future.
The topic of this project asks the question can architecture be a natural system? To
answer this question we must first define a "natural system". According to Ervin Laszlo "a natural
system is the highest level of organizational invariance" ('natural' is used in contrast to artificial
and not with social). He states that "natural systems" have real content and are not just a lot of
[mumbo-jumbo]. "Any system which does not owe its existence to conscious human planning and
execution is a natural system including man himself, and many of the multiperson systems in
which he participates". Although the concept of natural systems is vast and its content is general,
we can say things about natural systems that set them apart from other things. Laszlo writes on
systems and presents information relevant to the principles of architecture. Architecture is more
than a collection of separate elements, more than style, and more than abstract forms derived from
antiquity. Architecture is derived from the knowledge, understanding, and the study of activities,
the people, and the environment. Instead of looking at a system and deciding if it is natural or not,
it would be more accurate to analyze the system by using Laszlo's four points.
In the systems view, if you want to know what is truly fundamental about a thing, "you
define [it] as a natural phenomena of organized complexity a natural system." The following
are four organizational invariances said to characterize natural systems:
Natural Systems Are Wholes with Irreducible Properties
"'Wholes' and 'heaps' are not mysterious metaphysical notions but clearly, even
mathematically, definable states of complex entities. Wholes are not the simple sum of their parts,
and heaps are... One part more or less means adding or taking away that particular part's physical
mass and manifest properties, nothing more."' He continues to say that an entity having some

formal structure built on the basis of an interdependence among its parts will in its most basic form
consists of two parts, where the outcome is something more than the simple sum of the properties
of each. This entity is then classified as a 'whole' and not a 'heap.'
Design Impact
The significance of each design decision should be taken into consideration knowing that
the decision, whether big or small, will affect the final product and the performance of the building.
Architecture should be considered as a whole. The composition of this whole should not be
destroyed by adding or subtracting any one element. If the final design is affected by such
alterations then the design cannot be a natural system.
Natural Systems Maintain Themselves in a Changing Environment
The physical world on the whole is approaching a state of ultimate disorganization. This is
due to the limited energy available in virtue of the way its components are organized. The principle
expressed by this fundamental law of nature is the so-called Second Law of Thermodynamics. It
states that within any given isolated system energy stored in virtue of the organization of the
components gets used up and the system gets correspondingly disorganized. There is an exception
to this rule "that is, there can be subsidiary systems within the whole system, and these subsystems
can get more organized as time goes on, rather than less."' These parts (subsystems) become
organized at the expense of the other parts (whole). "If anything is to maintain itself in proper
running condition, it must act as a subsystem within the total system which defines its energy
supplies. It must be so organized that it draws energies from its environment, and burns them up
in running itself. That is, it must take in substances which contain energies in a form which it can
use for its own purposes. It then puts out waste products in the form of used-up substances,
impoverishing its environment to that extent. The energies gained can be used to run the subsystem
something which inevitably has to be paid for in terms of the total supply of energy and to
carry out the necessary maintenance work. All this is directly involved in sustaining a subsystem
over an appreciable period of time... The particular configuration of parts and relationships which
is maintained in a self-maintaining and repairing system is called a 'steady-state.' It is a state in
which energies are continually used to maintain the relationship of the parts and keep them from

collapsing in decay- This is a dynamic state, not a dead inert one. The technical definition of a
natural system is 'open system in a steady-state.' Openness refers to the import-export activities of
the system, which it needs to 'stay in the same place,' that is, to maintain its own dynamic steadystate."' Thus, natural systems can obtain their own required energy and counteract the decay of the
parts in a manner needed to maintain the present-state.
Design Impact
In order for a building to be a natural system, it must generate the required energy necessary
to maintain the functions it was designed for. The architectural structure must not only take from
the larger system (environment) but also give something(whether energy for an other subsystem
or the production of an element) to assist in the maintenance and evolution of the larger system.
Natural Systems Create Themselves in Response to the Challenge of the Environment
"If natural systems were merely to maintain the 'status quo' throughout the range of
circumstance they encounter there would be no evolution, no patterns of development, and nothing
we could call progress. Things would either succeed in remaining what they are, or go under. The
evidence indicates, however, that many things not only manage to offset the pernicious influences
of forces in their environment but are capable of development. Natural systems evolve new
structures and new functions; they create themselves in time."'
Design Impact
Architecture must adapt to the ever-changing needs and values of its users. It must also
have the ability to adapt to the demands of the larger system (the environment) or be destroyed.
Natural Systems Are Coordinating Interfaces in Nature's Hierarchy
"Organization in nature comes to resemble a complex, multilevel pyramid, with many
relatively simple systems at the bottom and a few (and ultimately one) complex system (s) at the
top. Between these limits all natural systems take intermediate positions; they link the levels below
and above them. They are wholes in regard to their parts, and parts with respect to higher-level
wholes.""

Design Impact
Architectural decisions influence not only the immediate area but can also affect perimeter
areas not directly connected. Every decision affects the whole. The subsystem interfacing of the
design (i.e. the structural, mechanical, electrical, etc.) can assure a successful design or be
disastrous to the whole. The survival of the system constitutes a natural system.
I.2.2 CLASSIFICATION OF AND STANDARD REQUIREMENTS FOR HOTELS (D.O.T
Local Government Code of 1991)
Pursuant to the provisions of executive order no. 120 in Relation to republic act no. 7160,
otherwise known as the Local government code of 1991 on the devolution of DOT's Regulatory
function over tourist establishments, the following rules and regulations to govern the
Accreditation of accommodation establishments are hereby Promulgated.
DEFINITION OF TERMS
Section 1. Definition. For purposes of these Rules, the following shall mean:
a. Hotel a building, edifice or premises or a completely independent part thereof, which is used
for the regular reception, accommodation or lodging of travelers and tourist and the provision of
services incidental thereto fora fee.
b. Resort any place or places with pleasant environment and atmosphere conducive to comfort,
healthful relaxation and rest, offering food, sleeping accommodation and recreational facilities to
the public for a fee or remuneration.
c. Tourist Inn a lodging establishment catering to transients which does not meet the minimum
requirements of an economy hotel.
d. Apartel any building or edifice containing several independent and furnished or semifurnished apartments, regularly leased to tourists and travelers for dwelling on a more or less long
term basis and offering basic services to its tenants, similar to hotels.

e. Pension house a private or family-operated tourist boarding house, tourist guest house or
tourist lodging house employing non-professional domestic helpers regularly catering to tourists
and travelers, containing several independent lettable rooms, providing common facilities such as
toilets, bathrooms/showers, living and dining rooms and/or kitchen and where a combination of
board and lodging may be provided.
Motorist hotel (Motel) - any structure with several separate units, primarily located along the
highway with individual or common parking space at which motorists may obtain lodging and, in
some instances, meals.
g. Department or DOT the Department of Tourism.
h. Accreditation a certification issued by the Department that the holder is recognized by the
Department as having complied with its minimum standards in the operation of the establishment
concerned which shall ensure the safety, comfort and convenience of the tourists.
CLASSIFICATION OF AND STANDARD REQUIREMENTS FOR HOTELS
Section 2. Classification of Hotels. For purposes of accreditation, hotels are hereby classified into
the following categories, namely:
a. De Luxe Class
b. First Class
c. Standard Class
d. Economy Class
Section 3. Requirement for a De Luxe Class Hotel. The following are the minimum requirements
for the establishment, operation and maintenance of a De Luxe Class Hotel:
a. Location
1. The locality and environs including approaches shall be suitable for a luxury hotel of
international standard;

2. The facade, architectural features and general construction of the building shall have the
distinctive qualities of a luxury hotel.
b. Bedroom Facilities and Furnishings
Size- All single and double rooms shall have a floor area of not less than twenty-five (25) square
meters, inclusive of bathrooms.

It may be hard to remember, but not too long ago environmental awareness was the hot
topic in the hospitality industry. Everywhere you looked there were hotels and restaurants going
green and executing sustainability campaigns. Then, of course, the recession happened, and
sustainable became an adjective most associated with profits and the green hoteliers and
restaurateurs were most concerned with was cash. In the hospitality marketing realm, the focus
shifted from emphasizing environmental strategies to emphasizing value. We can be forgiven for
putting environmental awareness on the back burner during this turbulent time.
But just as value is a constant in terms of consumer perception, it turns out environmental
consciousness is equally consistent. A new study by Cornell University out on 2010 demonstrates
that consumers didnt forget about environmental concerns during the recession; in fact, they are
increasingly willing to pay a premium to patronize green restaurants and purchase green products.
Almost 90% of respondents said they would pay more to eat at a green restaurant, and one third
said they would pay up to 12% more. From a marketing perspective, this means that green is
again- and indeed, always was- a viable and profitable differentiating factor.
Consumers, particularly those in the higher income, higher education demographic
(according to the Cornell study), continue to be concerned and cognizant about the environmental
impact of their own behavior as well as that of the businesses they patronize. This represents an
opportunity for hotels that are engaging in green practices to use these aspects of their operations
to draw in valuable customers. It also acts a spur to those businesses that do not execute- or have
suspended due to cost- sustainability initiatives. For these hotels and restaurants, the first step is to
get back into the green game. Its the right thing to do, and the Cornell study shows that consumers
are willing to reward responsible behavior. For those hotels and restaurants that have already gone

Positioning a hotel or restaurant as environmentally conscious or green requires a marketer
to identify and publicize individual aspects of the businesss operation. Simply announcing that
your enterprise is green is not enough; consumers are receptive to details about your supply chain,
your specific practices and those green solutions that most affect them as guests, and which ones
can mitigate whatever effect the consumers themselves are having on the environment as patrons.
In hotels, where green initiatives can sometimes rankle guests (water conservation efforts that
entail reducing linen changes come to mind), taking a cue from restaurants and focusing on the
supply chain and local sourcing might be an effective way to communicate environmental
priorities.
The Cornell study recommends joining recognized green groups or adhering to guidelines
set by industry groups with environmentally friendly goals and best practices. This is an excellent
way to align your hotel or restaurant with other like-minded enterprises and to leverage the
marketing reach of trade groups without making a sizable investment in an internal campaign.
Speaking of internal campaigns, its important to remember that front-line employees can be the
best ambassadors for going green. If your hotel can create buy-in for environmental initiatives
among staff, that can go a long way toward convincing your customers that your establishment is
serious and committed to creating environmentally sustainable operating procedures.
Green is back, if it really ever left. For the foreseeable future, we will be confronted with
challenges and realities of a changing environment, and hotels and restaurants should be prepared
to deal with these challenges with solid green practices. Now that it seems clear that consumers
are willing to pay a premium to enjoy the fruits of such practices, there is little excuse not to engage
in them; in fact, it is advantageous to promote them and publicize them. We may not be in the
going green heyday of the early 00s, but for those hotels and restaurants that position themselves
like they still are, the benefits can be great.

Voluntary green building measures continue to be increasingly popular in many countries
for the past decades. Starting with the most elementary strategies like providing insulation and
window overhangs, many countries have moved on to more sophisticated green measures.
Today, more and more building owners are committed to reducing the environmental
impact of their projects. Many set themselves off as environmental stewards in the business
community as green building owners, or simply to reap the financial benefits of energy and
material resources gained by green buildings, or simply to get tax breaks. The tendency now is to
voluntarily go green for various pragmatic reasons. All that however is changing as many countries
now are gradually shifting from voluntary to mandatory green building measures.
In the United States, the state of California is leading the way with the California Green
Building Code, or CAL Green, for implementing mandatory green building measures that apply
to all newly constructed buildings or structures. It was adopted in January 2010 and became
effective in 2011.
Singapores green measures are voluntary for the private sector but mandates that all public
buildings be certified by BCA Green Mark Platinum rating. All existing public buildings are
mandated to achieve Green Mark Gold Plus standard by 2020.
Japan has the Energy Conservation Law adopted in 1979. Building owners are obligated
to submit a report on the energy conservation measures prior to construction. Compliance rate has
been growing and is expected to reach 80 percent when the standards are finally made mandatory.
Here in the Philippines, there is no energy law that mandates building owners to adopt
green building measures.
This is what has prompted the Department of Public Works and Highways (DPWH) and
the City of Mandaluyong to embark on a project called the Green Building Project Development
in partnership with the International Finance Corp. (IFC).

There were about eighteen LEED-certified hotels sprinkled around the United States and
Canada, including California, North Carolina, Georgia, Missouri and Maryland. But there are
hundreds of hotels registered to achieve certification. Even with some projects threatened by the
economic recession and failure to stay on track for LEED certification, it is expected that there
will still be many new LEED- certified hotels in the United States over the next few years. These
numbers dont include, of course, the many hotels that have sustainable features (like solar panels,
organic food offerings, sustainable personal care products, etc.) but that are not formally certified.
Although only a small number of hotels are currently LEED-certified, companies in the
lodging industry, like other industries, have taken an active role in committing themselves to
addressing climate change and sustainability. Lodging companies have realized that
environmentally sound practices not only help the environment, but can lead to cost reductions,
business expansion, and profit growth as consumers increasingly seek environmentally sustainable

I.3 Research Methodology


This chapter is done by multiple methods of data collection. The descriptive study method and
techniques used herein will be further discussed throughout this chapter. All the information
needed for this proposed thesis project came from the compilation of researches and investigation
conducted by the researcher.

The Descriptive survey method will be used to obtain the data needed in the study.
Descriptive method is designed for the researcher to gather information about the present existing
conditions of Resort hotels. It aims to present data collected without changing the environment to
demonstrate relationships and to explore the causes of particular phenomena. It presents existing
conditions as it exists at the time of the study. This method is useful in describing the characteristics
of a large population. No other method of observation can provide this general proficiency.
The study will be conducted in World-class Resort Facilities on the local and international
scene. The study aims to evaluate the hotel condition and adequacy of service in such facilities to
know the viability of the proposal.

A tradition of the first harvest offering coinciding on the feast day of Our Lady of Lourdes. Derived
from the early rituals of the ancient Bicolanos offering their harvest to their own gods as a form of
thanksgiving and to seek favor for a more bountiful harvest throughout the year. A long parade of
colorfully and grandiosely decorated bull and carabao carts, carrying newly harvested crops,
ending with a mass before the Emerald Grotto at Calvary Hills. Here all the offerings are blessed,
then distributed to indigent families.
Harana Festival (Karantahan nin Pagranga), Feb. 11-15, San Jose
Held in the municipality of San Jose, the festival feature local talents and young artists in its efforts
to promote cultural awareness, tourism development and youth empowerment in the District of

Tumatarok Festival, May 1, Minalabac
Considered as one of the most colorful and interesting fiestas in the Bikol region which takes place
at the old, sleepy town of Minalabac . The Tumatarok Festival is celebrated every 11th of May
which is done in honor of their two patron saints, Sts. Philip and James. Main highlights of the
festive occasion include the evening tide fluvial procession where colorful floating pagodas crowd
along the banks of the Bikol River ; the religious dancing of little boys who are called here as the
Tumatarok ni San Felipe-San Tiago or the Rice Planters of Sts. Philip and James. These little boys,
ages 8 to 11, sing the traditional Bikol hymn to the two saints. Likewise, after the celebration of
the mass the next morning, the ten tumatarok once again performed another ritual, this time a

Voyadores Festival is a street dance reenactment on the transfer of the image of Our Lady of
Peafrancia from the Basilica to the Metropolitan Cathedral. Named after the male devotees

A religious festival honoring the feast day of Our Lady of Peafrancia, Patroness of the Bicol
Region. The festivity begins on the second Friday of September when the Image of the Virgin of
Peafrancia is carried by hundreds of male devotees from her shrine to Naga Cathedral. Main
highlight is the ceremonial fluvial procession along the Naga River where her centuries old image
becomes an object of a stirring religious event.
Bamboo Festival, December 1, Bula
Old Bula town in the Rinconada district of the province makes way for a colorful December
celebration of the Bamboo Festival, giving way to the one of pride of this town which is the
bamboo plant where the name of the municipality is derived from.
Bikol Pastores Festival, December 20-24, Calabanga
This festival paves the ground for an array of cultural and sports highlights such as the following:
Panunuluyan, Larong Pinoy, Night with the Stars, Open Ballroom Dancing Competition, Search
for the Best Christmas Decorated Home, Balikbayan Night, Binibining Pastores Beauty Pageant,
Bikol Pastores Dance Competition, Mardi Gras, and the Senior's Citizen's Night. Through the
initiative and efforts made by the mayor of Calabanga and the Municipal Tourism Council, the
Bikol Pastores festival has staged its first region-wide colorful presentation of Christmas carols,

each year. To give some background of the study, tables are presented to show potentials of the

and Bicol, adjacent to the Philippines top performing destination, Camarines Sur, has just 31. The
hotel industry as a whole was hit hard by the global downturn and the event s of 2010. Sseing a
sustained drop in occupancy rates. The rapid expansion billed for the intervening years to 2016
has been welcomed by many, but is expected to see a further reduction in occupancy rates as
competition in the market heats up.

I.3.1.1 Research Design: Case Study


Knowing that Camarines Surs potential for hotel industry, a case study is done to see if
the province has already taken practice of global standard hotels for the growing number of tourists.
a walk-in observation to the facility, defining, identifying and confirming the problematic areas of
the facility. The study comprises of ocular site interviews, and photo-documentation of the facility
making it as a reliable source in identifying the needs in the facility.
Based on studied investigation from the Related Literature and case study from Local and
Foreign, collected Historical Background, interviews from reliable sources and experiencing the
facility through site visit, the researcher studied the Camarines Sur Watersports Complex and
neighboring hotels in Cadlan, Pili, Camarines Sur. Camsur Watersports Complex, also known as
CWC, is one of the major tourist destination in Camarines Sur, and also one of the reason for the
large number of tourist arrivals in the province.
CWC is located inside the Provincal Capitol Complex in Cadlan, Pili, Camarines Sur.
According to the Provincial Capitol Planning Department, CWC is originally planned by the

government as a housing project, but due to the potentials of Camsurs tourism, they decided to
make it a tourist destination. CWC is a watersports park designed for wakeboarding, wakeskating
and waterskiing. The province of Camarines Sur, situated in southeastern part of Luzon is found
in the Philippines, Southeast Asia.

Camsur Watersport Complex (CWC) is not your ordinary wakeboarding site as this place
has become the Philippines and Asias mecca of the vastly growing water sport. There are many
reasons that confirm its lofty billing, and one of which is the state-of-the art facilities sprawling in
the six-hectare land. Arguably the most popular watersport site in the country, CWC boasts of a
six-point cable ski system, an unmatched scheme that is sure to draw top level tournaments.

However, after being established on 2006, CWC is starting to lose its appeal as the facility is
obviously not maintained. CWC accommodation facilities are within walking distance from the
wakeboarding site. These are the Ecovillage, the Governors Mansion, several cabanas, luxury
villas and suites.

Container rooms shows a little age considering the complex opened only in 2006, a little.
Inside the rooms, there are water marks on the ceiling and walls (Figure 7&8) ; and, the screen
door do not close properly. Right now, CWC is renovating such facilities to provide enhanced
tourist experience.

If you look closely, the roof is peeling and old, and chipping away (Figure 9). Due to many
environmental factors, and installation quality, the roof shingles may defy the predictions of
longevity one way or the other.

CWC only have one eating area with a maximum capacity of 50-60 users. According to
the staff, this area is crowded especially on peak seasons (March-May).

There is a beginners winch park, where you can practise standing up on a straight run, and
its also possible to use a kneeboard on the main course. Although it is still working, the ramps
looks discouraging.

of the users in the water sports complex.

The sample of the population of this study stood at 100 tourists in CWC; 34 foreign and 66
local tourists, and 15 CWC Staff, gave a total of 115 respondents.

I.3.2.2 Sampling Techniques
A stratified random sampling procedure was used for selecting the participants in
this study. This technique was employed to ensure a fairly equal representation of the
variables for the study. The stratification was based on the tourist arrivals and the tourist
destinations in Pili, Camarines Sur.

I.3.3. Research Instruments

This part of the study uses research instruments such as an interview schedule and
observation. Different samples are collected from different group of people which will be
discussed below.
The researcher used the formula for getting the number of respondents for a resort hotel.
The approximate number of users in a water sport resort facility was based on the number of users
in Camarines Sur Watersports Complex (CWC). The researcher used a 98 % confidence level for
its computation in getting the sample size to be able to get a smaller margin of error. The population
of the respondents was based on the approximate number of resort hotel users during the weekends
(Saturdays and Sundays) because the said time frame gives the facility more tourist arrivals

I.3.3.1 Research Instrument: Interview Schedule

The researcher designed an interview schedule as one of the data collection instrument for
this study. The tourists in CWC were interviewed, and other tourists samples gathered through
online survey. The interview questions (see Appendix I) were aimed at eliciting relevant
information concerning a globally competitive hotel resort accommodations in Pili, Camarines Sur.
Questions relating to methodology and material for an efficient eco-sport resort hotel design as
well as possible strategies that could be adopted to enhance green building strategies in Camarines
Sur were asked during the interview agenda.
The questionnaire has three sections: A, B, and C:
Section A, is on personal data of the respondents;
Section B, is on the needs and wants of tourists on present-day. It has a total of 4 items;
Finally, section C which has 10 items contains questions about Camarines Sur and the
existing conditions thereof.

facility do they want to see in the province, majority answered Artificial surfing lagoon as a
supplemental facility to the existing CamSur Watersports Complex. The respondents also
answered that a water sports facility would be a great idea.

I.4.3 Qualitative or Quantitative Analysis


It was supported in the research findings that one of the tourist destination in the Province
of Camarines Sur is now experiencing a decline of Customer/User Satisfaction. Respondents such
as tourists and locals from the province suggests for a new development like the Camsur
Watersports Complex or any new development that will serve as an additional tourist spot in the
province. Research shows the opportunity and potentials of a new tourist destination in one of the
most visited place in the Philippines.
From the gathered data, the researcher found out that the users and tourists are very positive
in the potentials of the province of Camarines Sur. As the researcher revealed, the favorite tourist
destination in the province is now experiencing decline and now on the state of renovation. With
that, the province will be having an increase of tourists once the renovation has finished. The
researched also established from the gathered data that tourists wanted to see a new watersport
facility as Camsur has been also established for its water sports development; with wakeboarding

Respondents wants a facility that is world-class, has good accommodation, has reasonable price,
offers fun activities and has a good quality of service.
I.4.4 Conclusion and Recommendations
I.4.4.1 Conclusion
After the collection of data and analysis, the researcher found out that this proposal is
feasible. The respondents viewed the project to be a great idea with some worrying about other
factors which the researcher already had the solution. The gathered data from more than the
number of respondents computed based from the formula for getting the respondents, gave a
positive outcome illustrating that there is a large percentage of need that this proposal is possible
considering the stated problems and objectives of the study. The design will contribute to the users
and will be profitable to the municipality of the proposed site through the enhanced patronage it
will get. The proposed facility will be suitable to the users because of the data gathered from said
respondents.
Based on the data gathered by the researcher, a need for a globally competitive resort hotel
facility is established to supplement the tourist attractions in the province and further draw more
foreign visitors by means of providing a hotel resort that is of global standard. Camarines Sur being

maritime sport facility development is proposed to help promote the number one source of income
of the locals in the province showcasing the environs while providing a luxurious development.
I.4.4.2 Recommendation
The proposed project must be suitable and meet the needs of the site and its environment
and must take into consideration potentials of the site. Since it has a backdrop of the famous
mountain in Camarines Sur which is the Mount Isarog, it must make sure to use its potentials and
work on designing the structure in a way that it blends well on its natural setting. It must be
designed well enough so it will attain appropriate architectural planning. It must be large enough
to accommodate a certain number of users through a projected time. The project must also be
aimed according to provisions.

This study is conducted for the proposed Contemporary Hotel & Resort. Studies of logical
basis will be presented by the proponent. The researcher aims to propose a Resort Hotel facility in
Camarines Sur. This study intents to recognize green design and construction practices that will
not only provide a green, luxurious environment but also enhance the tourism in a first class urban
municipality.

Studies show that if new buildings in the Philippines were required to follow ecologicallysound building standards starting 2015, businesses and consumers can save up to P35.2 billion
($800 million) by 2030 as stated by the DPWH as estimates when it stated their objective to partake
the Green Building Code approved by DPWH Secretary Rogelio Singson. The code will be a
greenified version of the current National Building Code of the Philippines which put down
standards on all facets of building construction, generally to ensure safety and integrity of a
building and focuses primarily on sorts of buildings that can be used to lessen electricity
consumption, water consumption and greenhouse gas emissions. Commercial buildings are
identified to consume 36% annual national energy consumption. When this code is implemented,
it can save up to 4 million megawatts per hour of electricity by 2030.

Design and locate buildings and site improvements to optimize use of low-impact storm
water technologies such as bio-retention, rain gardens, open grassy swales, pervious
bituminous paving, pervious concrete paving and walkways, constructed wetlands,
living/vegetated roofs, and other technologies that support on-site retention and ground
water recharge or evapo-transpiration. Storm water that leaves the site should be filtered
and processed naturally or mechanically to remove trash and debris, oil, grit and suspended
solids. Use hold and release technologies such as dry retention ponds only as a last resort

Site Description
Pasacao is the first class municipality in the province of Camarines Sur, Philippines.
According to the 2010 census, it has a population of 45,946 people.
Pasacao was the slumbering "visita" and served as the only existing port of the Bicol
Region. The Spaniards who set foot in Bicol late in 16th century noted the importance of the
visita in their exploration. Pasacao became a strategic defense port against the raids by Moro
pirates from 1585 to 19th century. Due to frequent raids the town had an estimated population of
only 200 in 1823.
Vessels carrying goods and passengers made their starts or stop over here.
Notwithstanding the rough road to Pamplona, this town has been contributing to, a large degree,
in the economic development of the province of the Camarines Sur in particular.
Pasacao's strategic location along the rugged coast of the vast expanse of the Ragay Gulf
in the east made it very important to the economic and social life of the people of the region. The
proposal aims to create a tourist destination in Pasacao showcasing the natural beauty of the site
and develop a hotel resort development that is of international standards.

To uphold the main objectives of this study, the researcher chose Caranan, Pasacao in
Camarines Sur as the primary site.

Pasacao being a first urban municipality and showcases abundant site potentials greatly
meets the significance of this study.

needs in construction of the proposed project.

4.1.1 Building and related structures to be constructed
a). At the space where the primary function is served and where facilities and ingress/egress of
the building or structure are located, as to make such space accessible to the disabled persons;
provided, however, that where the primary function can be served at the ingress level and where
such level is provided with facilities, requirements for accessibility at other levels may be
waived.
c). Ingress/egress from the street to the building or structure shall be made accessible.

Topography
Camarines Sur is generally hilly and mountainous with flat central area known as Bikol

and nipa swamps fro along both coasts of the province. The Caramoan peninsula is rough and
mountainous with an elevation as high as 904 meters above sea level.

mountain range which is the lower portion of the Sierra Madre mountain system and the

which has an areas of 5,482 has. The area is likewise traversed by rivers, streams, and creeks that
serve as natural drainage particularly in the basin area. The Bicol River, the largest in the region
with an approximate length of 95 kilometers, begins at the outlet of Lake Bato and flows across
through the plain to San Miguel Bay. Its tributaries have formed the famous Bicol River Basin
which comprises 312, 000 hectares of fertile agricultural lands including 185, 000 hectares of
watershed area.

Camarines Sur: Enhancing Tourist Experience with Architecture
The building of any structures on the banks of rivers and shores of lakes or seas is
prohibited. No structures can also be built within a specific distance from the shoreline: three
meters for urban areas, 20 meters for agricultural areas, 40 meters for forest areas. No
development is allowed within the zone 20 meters from the high water line along sea shores
(Water Code of the Philippines or Presidential Decree 1067, DENR Administrative Order No.
1997-05).

CONCEPT:

SURFBOARD

A surfboard is an elongated platform used in the sport of surfing. Surfboards are


relatively light, but are strong enough to support an individual standing on them while
riding a breaking wave.
The thesis proponent chose Surfboard as a main concept of this proposal because
it fits to its main purpose of being a surfing facility. The material used in a surf board is
light but is known to be buoyant and maneuverable. Likewise

BOAT

A boat is a watercraft of any size designed to float or plane, to work or travel on


water. Small boats are typically found on inland (lakes) or in protected coastal areas.
The researcher chose thie concept because of its site location Pasacao which
comes from the word "Pasangkay" as the origin of the town's name. The travelers and traders
often used it en route to Manila to ask owners of the sailboats along the shore of the village to
letthem ride. Pasangkay means the request of the people to get into the boat to travel. The thesis
proponent thinks this concept suits the proposed facility on the chosen site since Bicol region is
also known for fishing
