Description
This alarm is generated when the SCTP layer reports the congestion indication to the
M3UA layer because a large number of messages are sent from the M3UA layer, making
the proportion of the messages to be sent in the buffer at the SCTP layer to the buffer
capacity exceeds the congestion start threshold.
This alarm is cleared when the proportion of the messages to be sent in the buffer at the
SCTP layer to the buffer capacity is lower than the congestion end threshold.
You can set the congestion start threshold (the Congestion start threshold parameter)
and the congestion end threshold (the Congestion end threshold parameter) by running
ADD M3LNK (used to add an M3UA link) or MOD M3LNK (used to modify an
M3UA link). By default, the congestion start threshold and congestion end threshold are
80% and 40% respectively.

Possible Causes
Links in a link set work in load sharing mode and certain links in the link set become
faulty. Therefore, the other links are overloaded.
The congestion start threshold or congestion end threshold of the M3UA links is set to a
small value.
Links in a link set work in active/standby mode. As a result, only one link carries service
messages, and thus is overloaded.
Links in a link set work in load sharing mode, and the setting of the link selection mask
of the link set is improper. Thus, the traffic is unevenly distributed to the links in the link
set.
Links in a link set work in load sharing mode, and the setting of the link priority is
improper. Thus, the traffic is unevenly distributed to the links in the link set.
The link set consists of a small number of links but carries a large amount of traffic.
Procedure
Check Whether Faults Occur on the M3UA Links
2. Rectify the link faults by referring to the handling procedure of ALM-1811 M3UA Link
Fault. Check whether the alarm is cleared.
Check the Congestion Start Threshold and Congestion End Threshold of the M3UA Link
3. Based on the alarm parameter M3UA Link Name, run LST M3LNK to query the
congestion start threshold and congestion end threshold of the link and the link set to
which the link belongs.
4. Check whether the congestion start threshold (obtained in step 3) is lower than the
default threshold or the congestion end threshold (obtained in step 3) is higher than the
default threshold.
5. Based on the alarm parameter M3UA Link Name, run MOD M3LNK to change the
congestion start threshold and congestion end threshold of the link to the default
values. Check whether the alarm is cleared.
Check Whether the Links in the Link Set Work in Active/standby Mode
6. Run LST M3LKS to query the traffic mode and link selection mask of the M3UA link set
determined by step 3 and the number of links in the link set. Check whether Traffic
mode is set to Override.
7. Check with the peer end whether Traffic mode of the link set can be changed to
Loadshare.
8. Run RMV M3LNK to delete the M3UA links in the link set,RMV M3RT to delete the
M3UA routes in the link set, and RMV M3LKS to delete the link set. Run ADD M3LKS
with Traffic mode set to Loadshare and Link selection mask set to B1111 to reconfigure
the M3UA link set. Then, run ADD M3RT to add the deleted M3UA routes and ADD
M3LNK to add the deleted M3UA links. Then, check whether the alarm is cleared.
NOTE:
The previous operations cause link interruption and thus affect services. You are
advised to perform the operations when the traffic is light.
Check the Setting of the Link Selection Mask of the M3UA Link Set
10. Check whether the link selection mask obtained in step 6 is B1111.
11. Run MOD M3LKS to change the link selection mask of the link set to B1111. Then, check
whether the alarm is cleared.
13. Run MOD M3LNK to change the priority of the M3UA links determined in step 10 to the
same value, and then check whether the alarm is cleared.

Description
The alarm is generated when the outgoing or receiving load on the M3UA link exceeds the value
of Load start threshold. Load start threshold can be set by running ADD M3LNK and
modified by running MOD M3LNK. By default, Load start threshold is set to 40%.
The alarm is cleared when the outgoing or receiving load on the M3UA link falls below the
value of Load end threshold. Load end threshold can be set by running ADD M3LNK and
modified by running MOD M3LNK. By default, Load end threshold is set to 20%.

Possible Causes
The values of Load start threshold and Load end threshold are configured improperly.
Links in a link 5set are faulty.
The load on a link set is not distributed evenly among all the links in the link set.
As the traffic increases, the load on a link exceeds the threshold.
The transmission quality on the network is poor.
Procedure
1. Run LST M3LNK to query the information about the link, and then check whether Load
start threshold or Load end threshold is set to a value lower than the default value.
The default value of Load start threshold is 40%, and the default value of Load
end threshold is 20%.
2. Run MOD M3LNK to change Load start threshold and Load end threshold to reasonable
values, and then check whether the alarm is cleared.
3. Based on the value of Link name contained in the alarm information, run LST M3LNK to
query the link set to which the link belongs. Then, run LST M3LNK to query the names of
all the links in the link set. Check whether ALM-1811 M3UA Link Fault is generated for
these links.
4. Rectify the fault by following the alarm handling procedure given in ALM-1811 M3UA
Link Fault. Then, check whether ALM-1831 M3UA Link Overload is cleared.
5. Log in to the Performance Management System, choose Function Subset > Signaling
and Interfaces, right-click M3UA Signaling Link Measurement, and choose Query.
6. Under Measurement Unit/Entity, select Send Load. Then, click Submit. In the displayed
interface, you can view the value of Send Load.
7. Based on the link set name obtained in Step 3, run LST M3LKS to query the traffic mode
of the link set.
8. Check whether the outgoing load on links is balanced based on the performance
measurement result obtained in 6.
Send Load indicates the outgoing load on a link. The outgoing load on links is
balanced if the difference between the values of Send Load of every two links is
smaller than 2%.
9. Run MOD M3LKS to modify the link selection mask, and then check whether the alarm
is cleared.
10. Check whether the value of Link Load of each link obtained in 6 exceeds the threshold.
11. If the load on links exceeds the threshold, contact the peer end to add links (working in
load-sharing mode or active/standby mode) or link sets (working in active/standby
mode). After links or link sets are added, check whether the alarm is cleared. (If there is
any problem in link expansion, contact Huawei technical support engineers.)
12. Based on the value of Link name contained in the alarm information, check whether
ALM-1768 M3UA Link Transmission Quality is generated.
13. Rectify the fault by following the alarm handling procedure given in ALM-1768 M3UA
Link Transmission Quality. Then, check whether ALM-1831 M3UA Link Overload is
cleared.
