2 Functional!and!Technical!specifications!for!A1!Smart!Meters!
2.1 Scope!
This specification covers the functional and technical requirements for single-phase
smart meters within the scope of the A1 customer category.
These meters shall be installed at the clients premises according with the local
legislation and using meter boxes if it would be required.
The technical requirements for the smart meters shall be in conformity with
international standards IEC and local regulations, moreover comply with quality and
performance requirements set by EVN and PCs.
The technical requirements herein should be used for a tendering process and any
meter manufacturer should be able to provide the goods without any problem. In
this line, the meters offered shall be completed in all respects as necessary for their
effective and trouble-free operation when connected to the system.
The smart meters shall be provided with related documentation, like, but not
limited to, manufacturer information, product data sheet, material and testing
certificates (where applicable), operational philosophy/manual (where applicable),
and maintenance instructions.

2.3 Applicable!Standards!
The international community has already defined most of the standards required for
accuracy measurement, tariff, security and load control features, as well as data
exchange for meter reading. However communications standards are still in
defining process in most of the countries and each country has selected a different
technology. In addition the local standards shall be taken into consideration and
should be included once they are defined. The applicable IEC standards for singlephase meters of this category are:

IEC 62052-11 General requirements: metering equipment.

IEC 62052-21 tariff and load control equipment.

IEC 62052-31 - safety requirements.

IEC 62053-21 - Particular requirements: static meters for active energy


(classes 1 and 2).

IEC 62053-61 power consumption and voltage requirements.

IEC 62058-3 Acceptance inspection Part 31: particular requirements for


static meters for active energy (classes 0.2s, 0.5s, 1 and 2).

IEC 62056 Electricity metering Data exchange for meter reading, tariff and
load control.

IEC 60529 (2001) - Degree of protection provided by enclosures (IP Code).

IEC 61000-4-30 Electromagnetic compatibility (EMC) Testing


measurement techniques Power quality measurement methods.

EN 50470-1 (2009) Electricity metering equipment (a.c.). General


requirements, tests and test conditions. Metering equipment (class indexes
A, B and C).

2.4 Functional!requirements!
Smart meters for category A1 are defined for residential customers with low
consumptions that use simple tariffs scheme (energy registering only). The meters
installed in these customer premises are single-phase.
Requirements for single-phase smart meters shall comply with the following
functionalities:

2.4.1 Operational!
2.4.1.1

Automatic-or-on0demand-collection-of-power-data-

The meter shall measure and register active energy in one direction (1quadrant).
The automatic or on-demand readings should be performed in daily and
monthly basis.

2.4.1.2

The reference voltage value is 220V.


Meter should record under voltage and overvoltage and also power cut.
Events related to under voltage and overvoltage should be recorded in the
meter. Threshold of under voltage is from 220 to 165 and for overvoltage is
from 240 to 288.
These events won't be recorded unless they continue for equal or much
more time than the time set for under voltage and overvoltage threshold.
This time may adjust between 1 to 60 seconds (by 1 sec. steps).
For each under voltage, min. voltage during one period should be detected
and recorded.
For each overvoltage, max. Voltage during one period should be detected
and recorded.
Parameters related to threshold and duration of under voltage and
overvoltage should be adjustable locally and remotely.
Events related to power cut should be recorded in the meter as flowing:
o For long duration power cuts (more than 3 min), duration time and
date should be recorded.
o For short duration power cuts, number of power cuts should be
recorded.

2.4.1.3

Internal-Memory-

The meter shall archive in its non-volatile memory the metering data
(power, energy, voltage, current and billing data) and non-metering data
(events and alerts).
In case of power cut off, basic data like consumed energy, tariffs, customer
ref. number and meter serial number, calendar, settings and tariff time
intervals should be saved in none volatile memory.
Memory size shall enable storage of profile data for at least 60 most recent
days notwithstanding other parameters defined in these specifications.

2.4.1.4

Power-quality-analysis--

Security-features-

The meter shall have a programmable facility to restrict access to the


information recorded at different security levels, such as communication
read, communication write, and so on.
There shall be at least multi-user access control password for security and
safety of the meters and data. Security shall be provided for local and
remote access to the meter. Meter should support password with 3 access
levels:
o Meter Reading;
o Meter Configuration;
o Firmware upgrade.
Each meter password should have inaccessible and protected codes.
The meter must have integrated security of transmitted data against
unauthorized access, for example, authentication, unauthorized reading,
unauthorized command generating, and the malicious delivery of false data,
as well as against spying out the line of communication.
The exchange of data between the meters and the MDMS shall be encrypted
as per the provisions in security section.
The meter shall be compatible with the provisions established in the cybersecurity section, which also includes the security features of the
communications and the MDMS.

2.4.1.5

The meter shall allow local and remote update of firmware.


Software for local operation, diagnostics and reporting on the operation of
the meters, enabling full configuration, provisioning, diagnostics and readout
of metering data and events from the meter.
The software shall provide three levels of access:
o operator mode: readout of metering data (current and historic data,
register of events, load profile) and parameters from the meter only;
o service mode: readout and provisioning of the meter using ready
provisioning files, clock setting;
o administration mode: full readout and provisioning of the meter.
New software versions shall be able operate equipment previously
purchased by the ordering entity from the supplier.
Configuration files from an older software version shall be operable in newer
versions.
The software for local operation of the meters shall enable export of
metering data, events and configurations from the meters to text files (TXT,
CSV, XML) with a documented structure.
Upgrading of firmware should not stop and affect meter's metrology.

2.4.1.6

Firmware-Update-

Load-profiling-

Only one season and one tariff shall be in operation during any time.

2.4.1.7

Internal-Diagnosis-

Indications to show the satisfactory performance of the meter shall be


provided in the meter.

The meter shall have the capability to regularly perform a complete selfcheck of its circuits, initial memory locations, integrity of data and parity,
and so on, against any malfunctioning.

The meter should have self-check and diagnostic functions. So if an error


appears in internal components (such as RAM, EEPROM, RTC, etc.) meter
should record and report it to central system through communication port.

2.4.1.8

Demand-Side-Management-

It should be possible to define demand limitation for normal and emergency


situations locally or remotely (through communication port).
Demand Management system for normal and emergency situations should
be remotely activated or deactivated.
It should be possible to record demand deviations. And the demand
deviation value should be recorded in meter with its date and time.
o Meter should record at least 10 recent demand deviations.
Demand limitation for normal situations:
o Demand limitation in normal condition should be adjustable when
energy is transmitted from network to the consumer and vice versa.
o Whenever the average sent or received current exceeded the normal
demand limitation (YA) for more than X sec. the supplier contactor
should be "ready for reconnection".
! Y is adjustable from 2A to 60A, by 2A steps.
! X is adjustable from 30 sec. to 120 sec. by 1 sec. steps.
Default value should be 30sec.

Demand limitation for emergency situations:


o If the Demand limitation in emergency situation is activated it has
the priority to Demand limitation in normal situations.
o Demand limitation for emergency situation is activated when average
transmitted Current from the meter exceeded the emergency
demand limitation (SA) for more than K sec.
! S is adjustable from 2 A to 60A, by 2A steps.
! K is adjustable from 30 sec. to 120 sec. by 1 sec. steps.

2.4.1.9

Plug-and-Play-

The meter shall be connected since its installed in the customer premise.

2.4.2 Communications!
The smart meters shall be capable of using the communication technology defined
in the datasheet. The options shall be either PLC or RF Communications. Therefore
the smart meters shall be equipped with a fixed communication module1 device
accordingly. Communications shall be in any case compliant with the provisions
included in the Technical Specifications for Communications attached to this
document.
In either case, the meters could be designed as:

2.4.2.1

Case:-PLC-meter-

The smart meters shall be equipped with a fixed built-in PLC communication
modem. This communication technology shall provide technical performance
and quality characteristics to transmit and receive data between the smart
meters and a data concentrator locally positioned at the LV distribution
transformer location.
The data readout protocol in the PLC communication and through the meter
communication interfaces shall be compliant with the communication
technologies described in the technical specifications for communications
attached to this document.
The PLC communication units shall be able to establish a self-configured,
self-healing PLC network supporting:
o star network topology.
o tree network topology.
The appliance of PLC technology shall provide data communication between
smart
meters
(data
collectors/building
gateways)
and
hub/data
concentrators at the LV distribution transformer locations.
The applied PLC technology shall provide data transmission rates up to 2400
bps.
The communication module shall ensure effective delivery of messages and
alerts from the meters to the central system in the immediate mode, taking
into consideration physical possibilities connected with the applied
communication technology.
As a minimum, the meter shall have the following communication interfaces:
o for local communication and programming the meter: optical
interface, in accordance with IEC 62056-21.

This module may be detachable (by means of a RS-485 connector) if the Client request so
in the Specifications Data sheet.

2.4.2.2

2.4.2.3

Case:-Radio-Frequency-Meter-

The radio frequency communication technology shall comply with the


description of features and international standards in technical specifications
for communications attached to this document.
The smart meters shall be equipped with a RF network communication
module. The RF network communication module in order to transmit and
receive data between the smart meters and a data concentrator in the area
shall provide secure communication.
The RF network communication modules shall be able to establish a selfconfigured, self-healing wireless network supporting:
o star network topology.
o tree network topology.
o meshed network topology.
The appliance of RF network technology shall provide data communication
between:
o smart meters (data collectors/building gateways) and data
concentrators at the LV distribution transformer locations.
o smart meters (data collectors/building gateways) and meter
repeaters or hub/data repeaters.

Interoperability-

If meters are procured from multiple vendors, then the meters should
conform to an interoperable communications protocol standard.

2.5 Technical!requirements!
2.5.1 General!requirements!

The meter shall be DIN or A Base type. The single-phase smart meter shall
be designed and assembled with state-of-the-art microprocessor
components to perform without any metrological degradation over a wide
dynamic current range under harsh operating conditions.
Each meter shall have a permanent, clear and unique serial number
provided by the EVNPCs and shall be recorded both as printed numbers and
barcode. Also recorded in permanent memory, and available for readout via
the optical port. It must be impossible to change or delete the serial
number. The barcode and the internal memory's serial number shall consist
of 12 digits: the first 4 digits shall present the meter code with leading
zeroes if necessary, and the next 8 digits shall present the unique serial
number where the first two digits present the manufacture year. These 8
digits shall form also the serial number imprint for visual reception. The
figures of the imprinted serial number shall be of at least 4 mm height and 2
mm width.
The meter shall maintain accuracy throughout its useful life. These energy
meters shall be microprocessor-based, high-precision meters with accuracy
class 1 over its lifespan of no less than 15 years.
The meter shall be capable of displaying the energy readings without the
need for multiplying factors. These readings shall be stored for at least 3
billing periods. The billing period shall be programmable to a minimum value
of one month and for energy and maximum demand.
Insulation protection class should be 2.
Meter calibration should be kept during its lifetime and there should be no
need for re-calibration.
Meter should be protected against Electromagnetic Compatibility (EMC).

The meter shall enable remote synchronization of time:


o after installation upon initiation of connection with the
concentrator,
o upon request,
o on a regular basis period predefined by PCs (from one day to one
month).

2.5.2 Meter!design!!

The meter shall have state-of-the-art surface mount technology (SMT)


components.
The cover shall be made of plastic and fitted in such a way that the internal
parts of the meter are accessible only after breaking the meter cover seals.
The plastic for the terminal block, meter cover, and base shall be flameretardant and UV-stabilized, passing a glow wire test at 960C.
The terminal block may be integral with the meter base.
Components with critical content materials (mercury, cadmium, cobalt etc.)
should be avoided. A simply separation into different fractions for disposal
(no metal parts molded in plastics) in a recycling process at the end of the
meter lifetime should be possible.
The meters shall have conducting terminals suitable for termination of
current and potential leads. The terminals shall have a minimum inner
diameter of 8 mm.
The manner of fixing the conductors to the terminals shall ensure adequate
and durable contact such that there is no risk of them coming loose or
heating up unduly. Two nickel-plated brass screws shall be provided in each
current terminal for effectively clamping the external leads with thimbles.
Each clamping screw shall engage at least 3 threads in the terminals. The
ends of the screws shall be such as not to pierce the conductor. Pressure
strips of copper that is nickel or tin-plated shall be fitted in the terminal
holes to reduce the chances of the leads coming loose or heating up in the
terminal block.
The terminal cover shall be sealed independently of the meter cover. The
terminal cover shall enclose the actual terminals, the conductor fixing
screws, the external conductors, and their insulation, whereby no part of the
meter or cables shall be accessible from the front of the meter.
The fixing screws used on the terminal cover for fixing and sealing shall be
retained in the terminal cover.
The terminal block, terminal cover, and meter case shall ensure safety
against the propagation of fire or thermal overload of live parts coming into
contact with them.
The meter shall be capable of being sealed in accordance with regulations in
Vietnam.

2.5.3 Metrology!
Each smart meter shall measure the following values;

Active Energy: according to IEC 62053-21 the meter shall be active energy
(kWh) metering Class 1 or class B (EN 50470-3:2009).

Active Power: kW.

2.5.4 Electrical!

Nominal Voltage: standard reference voltage value for direct connection is


220V. Meter input voltage range for normal operation should be from 70%
to 120% of nominal voltage.
Maximum Voltage: 288V (max. 6 hours)
Nominal (Maximum) Current: 5(80)A Single Rate
Calibration interval: 4 years
Nominal Frequency (fn): according to the Distribution Code of Vietnam, the
nominal frequency of national power system is 50 Hz.
Extended operating frequency range: 2%.
Voltage circuit with power supply connected: 2W/5VA.
Current circuit at basic current Ib: 4VA.
Short time over current: 30I max according to IEC for 0.01 sec.
Starting current: 0.5% In (IEC 62052-11).

2.5.5 Environmental!

Temperature range according to the IEC 6205-11 for the smart meters
should be:
o Limit range of operation for inside of premises: -25C to +55C
o Limit range for operation for outside of premises: -25C to +70C
Operation and storage and transport of the meter at the extremes of this
temperature range should only be for a maximum of 6h.
Relative humidity: according to the IEC 6205-11 the meter shall be designed
to withstand the following climatic conditions:
o Annual mean: 85%
o 60 days spread in a natural manner over a year: 95%
o Occasionally on other days: 75%
Protection class: As a minimum the casing shall ensure the degree of
protection of IP53 according to UNE/EN 60529.
Terminal block: 960C 15C.
Terminal cover and meter case: 650C 10C.
Duration of application: 30s 1s.

2.5.6 Mechanical!

Display: The meter shall have an LCD display, comprising 8 segments and
including 2 decimals. The meter display shall be LCD with good contrast and
wide viewing angle for easy meter readout. The display image area shall be
easily readable from a distance of approximately 1 meter. It should have a
wide operating temperature range (industrial grade) and a lifetime of at
least 15 years. The display shall have 8 digits for the cumulative energy,
with digit height of 7.5-10 mm. The cumulative readout will be of whole kWh
only, including leading zeros, and shall be the default display at meter power
up. Every numerical element of an electronic display shall be able to show all
the numbers from zero to nine.
General requirements:
o Data displayed shall be programmable;
o Auto scrolling shall be used for changing displayed data;
o Displayed data time duration shall be programmable;
o Displayed data programmable parameters should be in destined
configuration file;
o Total kWh tariff;
o Peak Demand KW;
o Current tariff number;
o Quadrant indication;

Verification LED: the meter shall be equipped with a test output device that
is accessible from the front in the form of a flashing LED in proportion to the
meter constant to test accuracy of the meter on site.

Clock and Calendar: The microprocessor-based meter shall have a built-in


clock and calendar having an accuracy of at least 0.5 seconds per day in
accordance with IEC 62052-21 / 62054-21, without the assistance of an
external time-synchronizing pulse. The date and time shall be displayed on
demand. The clock shall be synchronized by time signals received through
the local or remote communication interface and upon national standard.

Sealed terminal cover: according to the Distribution Code the whole


metering system must be sealed to prevent illegal accesses. The cover shall
be made of plastic and fitted in such way that the internal parts of the meter
are accessible only after breaking the meter cover seals.

Meter cover seals: At least one visible seal has to be provided in such a way
that the internal parts of the meter are accessible only after breaking the
seal(s).

Meter terminal seals: At least one visible seal have to be provided and no
access to the terminals shall be possible without breaking the seal(s) of the
terminal cover(s).

2.5.7 Dimensions!and!layout!

Smart meter dimensions shall be such that it can be placed inside the
current meter premise.
Net weight of a smart meter shall be up to 1kg.
Its preferable that the installation triangle is according to the DIN.

2.5.8 Connection!diagram!and!terminal!markings!!

Each meter shall be clearly marked with the connection diagram, preferably
shall be placed on the meter or cover of the terminal strap of the meter.

2.5.9 Battery!

The meter shall also be provided with lithium battery as a backup.


Maintain clock and calendar and anti tampering features of the meters.
Battery charge condition (meter should indicate the battery status and
display it on LCD 6 month before complete discharge also battery status
should be readable by meter read).

2.5.10 Name!plate!and!Marking!

Meters shall be provided with nameplate clearly visible and effectively


secured against removal. Indelibly and distinctly marked with all essential
particulars as per relevant standards along with the following:

2.6 Tamper!and!fraud!monitoring!and!Protection!
2.6.1 Registration!of!events!and!alarms!!
The device must have a sensor that detects the opening and closing of the terminal
cover, even without power. This point is further explained in the datasheet.
The meter shall register, as a minimum, the following events:
removal of cable terminal cover;
the incoming phase and neutral interchanged;
the load side interchanged with the input side;
the load connected between either the incoming phase and load side neutral
or between the incoming neutral and load side phase;

information on the status indicator to tamper with the device, including take
off the terminal cover, opening the casing or activation of an external
magnetic field;
earth partially or fully used as a return path.

Each event registered by the meters shall be described by the following attributes:
date and time of occurrence;
code of event;
the meter shall enable configuring the mode of message transfer for events
registered by the meter. Minimum two modes of message transfer shall be
available: automatic and in sessions.
The meter shall provide at least the following message:
information on power failure.

2.6.2 Immunity!against!external!influencing!signals!
2.6.2.1

Magnetic-Field:-

Meter shall record accurate energy in case of any external influencing signals
in line with IEC 62053-21. Meter shall be immune to any high value of
magnetic field and in case of abnormal magnetic field as defined below meter
shall perform as per the following features:

Meter shall log the event in its memory as MAGNET TAMPER with date
and time stamp.

Meter shall show TAMPER in the display.

Meter shall start recording at 150% of Imax (defrauded metering)

2.6.2.2

Abnormal-Magnetic-field-is-defined-as-below;-

Continuous DC magnetic induction: 0.27 Tesla 5% (Value of the


magneto motive force to be applied shall be generally 17500 ATs

AC magnetic induction: 10 mTesla (if produced with circular metal core


with square cross section 2800 AT) / 0.2 Tesla 5% ( if produced with
14 SWG 25,000 AT air cored magnet)

2.6.2.3

Electrostatic-Discharge-(ESD):-

Meter shall be immune up to 35 kV and shall record accurate energy as per


IEC 62053-21. Meter shall log the event into memory as HV TAMPER with
date & time stamp for any ESD greater than 35 kV. However, in case of
continuous ESD application greater than 35 KV for more than 1 minute, meter
shall trip to avoid any possible damage to its internal circuits, memory and
overall functionality. However, the supply shall be restored by pressing any
specified key as required by the client.

2.6.3 D.C.!Immunity!
The meter shall not saturate on passage of direct current, which can cause the
meter either to stop recording/ record inaccurately. DC injection shall be tested
both in phase and neutral. Measurement by meter shall not get influenced by
injection of Chopped signal/ DC signal/ DC pulse of low frequency. Meter shall log
the event into memory as DC Injection with date & time stamp and shall show
DC TAMPER in the display.

2.6.4 Tamper!and!fraud!monitoring:!!
Meter shall record forward energy under any abnormal condition as below.

Incoming Neutral is disconnected and outgoing neutral is connected to


earth. Load is also connected to earth.

Neutral at incoming and outgoing points disconnected and the load is


connected between phase & earth.

Neutral connected on incoming side but connected to earth via resistor


on outgoing side. Load is connected solidly to ground.

Phase & neutral interchanged at incoming and load is connected to


earth.

Shorting is provided on current coil terminals.

In case, an unauthorized person opens the meter (cover-base), tamper event shall
be logged in the memory and meters disconnection switch shall be permanently
disconnected and meter shall be permanently disabled. Meter shall log the event
into memory as METER OPEN with date & time stamp. TAMPER flag of the meter
shall be triggered DURING the above-mentioned events.

2.7 Testing!and!inspection!

General: Testing of the meters shall be performed according to the relevant


IEC standards and related to Vietnam Measurement Technical Documents as
a minimum requirement. All components shall also be type tested as per the
relevant standards.
Type test: The meter shall be fully type-tested and accepted by the MOIT
and MOST in Vietnam according to the regulations in place. The provider
must submit the following protocols conducted:
o Verification of Electrical Performance, according to IEC standards;
o Verification of IP Protection according to IEC standard;
o Verification of cover Transparency, according to ISO standard;
o Verification of resistance to fire, according to IEC standard;
o Certification of the materials used for the construction;
o Assembly of equipment and complementary elements.
Routine Test; Each meter shall be routine tested before delivery. Tests to be
included:
o Test on limits of error;
o Test of starting current;
o Test of no load condition.
Acceptance Test: The acceptance tests shall comprise the same as the
routine test and shall be carried out on randomly selected samples. The
sample shall be picked up at discretion of the PC.

3 Functional!and!Technical!specifications!for!A2!Smart!Meters!!
3.1 Scope!
This specification covers the functional and technical requirements for single and
three phases smart meters within the scope of the A2 customer category. This
category is defined as meters in residential customers with higher consumption that
may require more complex tariffs and parameters registering.
These meters shall be installed at the clients premises according with the local
legislation and using meter boxes if it would be required.
The technical requirements for the smart meters shall be in conformity with
international standards IEC and local regulations, moreover comply with quality and
performance requirements set by EVN and PCs.
The technical requirements herein should be used for a tendering process and any
meter manufacturer should be able to provide the goods without any problem. In
this line, the meters offered shall be completed in all respects as necessary for their
effective and trouble-free operation when connected to the system.
The smart meters shall be provided with related documentation, like, but not
limited to, manufacturer information, product data sheet, material and testing
certificates (where applicable), operational philosophy/manual (where applicable),
and maintenance instructions.

3.3 Applicable!Standards!
The international community has already defined most of the standards required for
accuracy measurement, tariff, security and load control features, as well as data
exchange for meter reading. However communications standards are still in
defining process in most of the countries and each country has selected a different
technology. In addition the local standards shall be taken into consideration and
should be included once they are defined. The applicable IEC standards for singlephase meters of this category are:

IEC 62052-11 General requirements: metering equipment.

IEC 62052-21 Part 21: tariff and load control equipment.

IEC 62052-31 - Part 31: safety requirements.

IEC 62053-21 - Particular requirements: static meters for active energy


(classes 1 and 2).

IEC 62053-23 - Particular requirements: static meters for reactive energy


(classes 2 and 3).

IEC 62053-61 Part 61: power consumption and voltage requirements.

IEC 62058-3 Acceptance inspection Part 31: particular requirements for

3.4 Functional!requirements!
Smart meters for category A2 are defined as single-phase and three-phase.
Therefore these functional requirements are collecting functionalities of both smart
meters but with each own explanation in the situations that would be required.
Requirements for single and three phases smart meters shall comply with the
following functionalities:

3.4.1 Operational!
3.4.1.1

Automatic-or-on0demand-collection-of-power-data-

The meter shall measure and register active and reactive energy in two
directions (4-quadrants).

The automatic or on-demand readings should be performed on daily basis.

3.4.1.2

Power-quality-analysis--

Reference Voltage Un is 220/380V.


Meter should record under voltage and overvoltage and also power cut.
Events related to under voltage and overvoltage should be recorded in the
meter. Threshold of under voltage is from 240 to 165 and for overvoltage is
from 240 to 288. And for the three-phase under voltage is from 100 to 57.7
and for overvoltage is from 240 to 415.
These events won't be recorded unless they continue for equal or much
more time than the time set for under voltage and overvoltage threshold.
This time may adjust between 1 to 60 seconds (by 1 sec. steps).
For each under voltage, min. voltage during one period should be detected
and recorded.
For each overvoltage, max. voltage during one period should be detected
and recorded.
Parameters related to threshold and duration of under voltage and
overvoltage should be adjustable locally and remotely.
Events related to power cut should be recorded in the meter as flowing:
o For long duration power cuts (more than 3 min), duration time and
date should be recorded.
o For short duration power cuts, number of power cuts should be
recorded.

Internal-Memory-

The meter shall archive in its non-volatile memory the metering data
(power, energy, voltage, current and billing data) and non-metering data
(events and alerts).
In case of power cut off, basic data like consumed energy, tariffs, customer
ref. number and meter serial number, calendar, settings and tariff time
intervals should be saved in none volatile memory.
Memory size shall enable storage of profile data for at least 60 most recent
days notwithstanding other parameters defined in these specifications.

3.4.1.4

Time-of-Use-

3.4.1.5

Load-limitation/control-

The meter shall be capable of doing time-of-use (TOU) energy metering and shall
have six time-of-day registers for maximum demand, kWh and kVArh energy.

The meter shall include a circuit breaker (if one phase meter, it shall be in the main
phase; if three phases meter, it shall be a three phase circuit breaker) that can be
activated remotely or by the customer by means of the telecommunications
facilities.

3.4.1.6

Security-features-

The meter shall have a programmable facility to restrict access to the


information recorded at different security levels, such as communication
read, communication write, and so on.
There shall be at least multi-user access control password for security and
safety of the meters and data. Security shall be provided for local and
remote access to the meter. Meter should support password with 3 access
levels:

o Meter Reading;
o Meter Configuration;
o Firmware upgrade.
Each meter password should have inaccessible and protected codes.
The meter must have integrated security of transmitted data against
unauthorized access, for example, authentication, unauthorized reading,
unauthorized command generating, and the malicious delivery of false data,
as well as against spying out the line of communication.
The exchange of data between the meters and the metering data
management system shall be encrypted as per the provisions in the security
section.
The meter shall be compatible with the provisions established in the cybersecurity section, which also includes the security features of the
communications and the MDMS.

3.4.1.7

The meter shall allow local and remote update of firmware.


Software for local operation, diagnostics and reporting on the operation of
the meters, enabling full configuration, provisioning, diagnostics and readout
of metering data and events from the meter.
New software versions shall be able operate equipment previously
purchased by the ordering entity from the supplier.
Configuration files from an older software version shall be operable in newer
versions.
The software for local operation of the meters shall enable export of
metering data, events and configurations from the meters to text files (TXT,
CSV, XML) with a documented structure.
Upgrading of firmware should not stop and affect meter's metrology.

3.4.1.8

Automatic-change-of-seasonable-timetable-

At least 4 seasons shall be definable.


A season shall be defined by a month and a day.
Season starting at 00:00 hours of the defined day in every year.
Shall be superseded when the next season becomes effective.
Holidays and weekdays shall be definable during a season.
Ending of a maximum demand time interval shall be performed before the
end of a season. If necessary, self-reading shall be performed before a new
season becomes effective.

3.4.1.9

Firmware-Update-

Internal-Diagnosis-

Indications to show the satisfactory performance of the meter shall be


provided in the meter.
The meter shall have the capability to regularly perform a complete selfcheck of its circuits, initial memory locations, integrity of data and parity,
and so on, against any malfunctioning.
The meter should be self-check and diagnostic function. So if an error
appears in internal components (such as RAM, EEPROM, RTC...etc.) meter
should record and report it to central system through communication port.

3.4.1.10 Demand-Side-Management

It should be possible to define demand limitation for normal and emergency


situations locally or remotely (through communication port).

Demand Management system for normal and emergency situations should


be remotely activated or deactivated.
It should be possible to record demand deviations and the demand deviation
value should be recorded in meter with its date and time.
o Meter should record at least 10 recent demand deviations.
Demand limitation for normal situations:
o Demand limitation in normal condition should be adjustable when
energy is transmitted from network to the consumer and vice versa.
o Whenever the average sent or received current exceeded the normal
demand limitation (YA) for more than X sec. the supplier contactor
should be "ready for reconnection".
! Y is adjustable from 2A to 60A, by 2A steps.
! X is adjustable from 30 sec. to 120 sec. by 1 sec. steps.
Default value should be 30sec.
Demand limitation for emergency situations:
o If the Demand limitation in emergency situation is activated it has
the priority to Demand limitation in normal situations.
o Demand limitation for emergency situation is activated when average
transmitted Current from the meter exceeded the emergency
demand limitation (SA) for more than K sec.
! S is adjustable from 2A to 60A, by 2A steps.
! K is adjustable from 30 sec. to 120 sec. by 1 sec. steps.

3.4.1.11 Prey0payment

The smart meter shall have the possibility of being in prepayment mode. In
such case, the following requirements are necessary:
o The prepay register shall enable the activation and deactivation of
prepay register locally (with a tool program) and on the level of
Central System. The prepay register shall be inactive on default.
o The delivered meter shall have a separate prepay decreasing register
in kWh. The prepay register shall enable the activation and
deactivation of prepay register locally (with a tool program) and on
the level of Central System. The prepay register shall be inactive on
default.
o The prepay register shall be 24h day register.
o The meter shall enable from the level of Central system the following
functions locally and remotely:
! Within the activation of prepay, sending to the registers the
volume of energy that was bought in kWh;
! Reading the current remaining amount of energy in kWh;
! Leaving on registers the volume of energy or zero the
registers in case of prepay deactivation;
! Complement integer register on the amount of purchased
energy in kWh remotely and a locally (using software tool);
! Setting the minimal threshold of kWh that remains until the
credit will run out. When the meter reached the threshold, it
shall be signalized (on the meter or on the display);
! Register of events about exceeding the minimal threshold until
empty credit;
! Register the event about exhausting the credit.
o The meter shall provide automated switch-off of the installation after
the credit run out.

3.4.1.12 Plug-and-Play

The meter shall be connected since its installed in the customer premise.

3.4.2 Communications!
The smart meters shall be capable of using the communication technology defined
in the datasheet. In this section due to the two types of meters single and three
phase- the options shall be either PLC or RF Communications. Therefore the smart
meters shall be equipped with a fixed communication module2 device accordingly.
Communications shall be in any case compliant with the provisions included in the
Technical Specifications for Communications attached to this document.
In either case, the meters could be designed as:

3.4.2.2

Case:-PLC-meter-

The smart meters shall be equipped with a fixed built-in PLC communication
modem. This communication technology shall provide technical performance
and quality characteristics to transmit and receive data between the smart
meters and a data concentrator locally positioned at the LV distribution
transformer location.
The data readout protocol in the PLC communication and through the meter
communication interfaces shall be compliant with the communication
technologies described in the technical specifications for communications
attached to this document.
The PLC communication units shall be able to establish a self-configured,
self-healing PLC network supporting:
o Star network topology.
o Tree network topology.
The appliance of PLC technology shall provide data communication between
smart
meters
(data
collectors/building
gateways)
and
hub/data
concentrators at the LV distribution transformer locations.
The applied PLC technology shall provide data transmission rates up to 2400
bps.
The communication module shall ensure effective delivery of messages and
alerts from the meters to the central system in the immediate mode, taking
into consideration physical possibilities connected with the applied
communication technology.
As a minimum, the meter shall have the following communication interfaces:
o For local communication and programming the meter: optical
interface, in accordance with IEC 62056-21.

Case:-Radio-Frequency-Meter-

The radio frequency communication technology shall comply with the


description of features and international standards in technical specifications
for communications attached to this document.
The smart meters shall be equipped with a fixed built-in RF network
communication module. The RF network communication module in order to
transmit and receive data between the smart meters and a data
concentrator locally positioned in the area shall provide secure
communication.
The RF network communication modules shall be able to establish a selfconfigured, self-healing wireless network supporting:
o Star network topology.

This module may be detachable (by means of a RS-485 connector) if the Client request so
in the Specifications Data sheet.

o Tree network topology.


o Meshed network topology.
The appliance of RF network technology shall provide data communication
between:
o Smart meters (data collectors/building gateways) and data
concentrators at the LV distribution transformer locations.
o Smart meters (data collectors/building gateways) and meter
repeaters or hub/data repeaters.

3.4.2.3

Interoperability-

If meters are procured from multiple vendors, then the meters should
conform to an interoperable communications protocol standard.
Meters shall be able to communicate directly with the MDMS.

3.5 Technical!requirements!
3.5.1 General!requirements!

The single and three-phase smart meters shall be designed and assembled
with state-of-the-art microprocessor components to perform without any
metrological degradation over a wide dynamic current range under harsh
operating conditions.
The meter's unique serial number shall be recorded both as printed numbers
and barcode, and also recorded in permanent memory, and available for
readout via the optical port. It must be impossible to change or delete the
serial number. The barcode and the internal memory's serial number shall
consist of 12 digits: the first 4 digits shall present the meter code with
leading zeroes if necessary, and the next 8 digits shall present the unique
serial number where the first two digits present the manufacture year.
These 8 digits shall form also the serial number imprint for visual reception.
The figures of the imprinted serial number shall be of at least 4 mm height
and 2 mm width.
The meter shall maintain accuracy throughout its useful life. These energy
meters shall be microprocessor-based, high-precision meters with accuracy
class 2 over its lifespan of 15 years.
Each meter shall have a permanent, clear and unique identification code
provided by the EVNPCs and shall be marked permanently on the front and
also on the non-volatile memory.
The meter shall be capable of displaying the energy readings without the
need for multiplying factors. These readings shall be stored for at least 3
billing periods. The billing period shall be programmable to a minimum value
of one month and for energy and maximum demand.
Insulation protection class should be 2.
Meter calibration should be kept during its lifetime and there should be no
need for re-calibration.
Meter should be protected against Electromagnetic Compatibility (EMC).
The meter shall enable remote synchronization of time:
o After installation upon initiation of connection with the
concentrator,
o Upon request,
o On a regular basis period predefined by PCs (from one day to one
month).

3.5.2 Meter!design!!

The meter shall be DIN or A Base type.


The meter shall have state-of-the-art surface mount technology (SMT)
components.
The cover shall be made of plastic and fitted in such a way that the internal
parts of the meter are accessible only after breaking the meter cover seals.
The plastic for the terminal block, meter cover, and base shall be flameretardant and UV-stabilized, passing a glow wire test at 960C.
The terminal block may be integral with the meter base.
Components with critical content materials (mercury, cadmium, cobalt etc.)
should be avoided. A simply separation into different fractions for disposal
(no metal parts molded in plastics) in a recycling process at the end of the
meter lifetime should be possible.
The meters shall have conducting terminals suitable for termination of
current and potential leads. The terminals shall have a minimum inner
diameter of 8 mm.
The manner of fixing the conductors to the terminals shall ensure adequate
and durable contact such that there is no risk of them coming loose or
heating up unduly. Two nickel-plated brass screws shall be provided in each
current terminal for effectively clamping the external leads with thimbles.
Each clamping screw shall engage at least 3 threads in the terminals. The
ends of the screws shall be such as not to pierce the conductor. Pressure
strips of copper that is nickel or tin-plated shall be fitted in the terminal
holes to reduce the chances of the leads coming loose or heating up in the
terminal block.
The terminal cover shall be sealed independently of the meter cover. The
terminal cover shall enclose the actual terminals, the conductor fixing
screws, the external conductors, and their insulation, whereby no part of the
meter or cables shall be accessible from the front of the meter.
The fixing screws used on the terminal cover for fixing and sealing shall be
retained in the terminal cover.
The terminal block, terminal cover, and meter case shall ensure safety
against the propagation of fire or thermal overload of live parts coming into
contact with them.
The meter shall be capable of being sealed in accordance with regulations in
Vietnam.

3.5.3 Metrology!
Each smart meter shall measure the following values:

Single-Phase:
o Active Energy: according to IEC 62052-21 the meter shall be active
energy (kWh) metering Class 1.
o

Reactive Energy: according to IEC 62053-23 the meter shall be


reactive energy (kVar) metering Class 2.

Active Power: kW.

Three-Phase:
o Active Class: according to IEC 62053-21 the meter shall be active
energy metering Class 1.

3.5.5 Environmental!

Temperature range according to the IEC 6205-11 for the smart meters
should be:
o Temperature range for inside of premises installed meters: -25C to
+55C.
o Temperature range for installed meters outside of premises: -25C to
+70C.
Operation and storage and transport of the meter at the extremes of this
temperature range should only be for a maximum of 6h.
Relative humidity: according to the IEC 6205-11 the meter shall be designed
to withstand the following climatic conditions:
o Annual mean: 85%
o 60 days spread in a natural manner over a year: 95%
o Occasionally on other days: 75%
Protection class: As a minimum the casing shall ensure the degree of
protection of IP53 according to UNE/EN 60529.

3.5.6 Mechanical!

Display: The meter shall have an LCD display, comprising 8 segments and
including 2 decimals. The meter display shall be LCD with good contrast and
wide viewing angle for easy meter readout. The display image area shall be
easily readable from a distance of approximately 1 meter. It should have a
wide operating temperature range (industrial grade) and a lifetime of at
least 15 years. The display shall have 8 digits for the cumulative energy,
with digit height of 7.5-10 mm. The cumulative readout will be of whole kWh
only, including leading zeros, and shall be the default display at meter power
up. Every numerical element of an electronic display shall be able to show all
the numbers from zero to nine.
General requirements:
o Data displayed shall be programmable;
o Auto scrolling shall be used for changing displayed data;
o Displayed data time duration shall be programmable;
o Displayed data programmable parameters should be in destined
configuration file;

Verification LED: the meter shall be equipped with a test output device that
is accessible from the front in the form of a flashing LED in proportion to the
meter constant to test accuracy of the meter on site.

Clock and Calendar: The microprocessor-based meter shall have a built-in


clock and calendar having an accuracy of at least 0.5 seconds per day in
accordance with IEC 62052-21 / 62054-21, without the assistance of an
external time-synchronizing pulse. The date and time shall be displayed on
demand. The clock shall be synchronized by time signals received through
the local or remote communication interface and upon national standard.

Sealed terminal cover: according to the Distribution Code the whole


metering system must be sealed to prevent illegal accesses. The cover shall
be made of plastic and fitted in such way that the internal parts of the meter
are accessible only after breaking the meter cover seals.

Meter cover seals: At least one visible seal has to be provided in such a way
that the internal parts of the meter are accessible only after breaking the
seal(s).

Meter terminal seals: At least one visible seal have to be provided and no
access to the terminals shall be possible without breaking the seal(s) of the
terminal cover(s).

3.5.7 Dimensions!and!layout!

Single-phase meter:
o Smart meter dimensions shall be such that it can be placed inside the
current meter premise.
o Net weight of a smart meter shall be up to 1kg.
o Its preferable that the installation triangle is according to the DIN.

Three-phase meter:
o Smart meter dimensions shall be such that it can be placed inside the
current meter premise.
o Net weight of a smart meter shall be up to 1.5kg.
o Its preferable that the installation triangle is according to the DIN.

3.5.8 Connection!diagram!and!terminal!markings!!

Each meter shall be clearly marked with the connection diagram, preferably
shall be placed on the meter or cover of the terminal strap of the meter.

3.5.9 Battery!

The meter shall also be provided with lithium battery as a backup.


Maintain clock and calendar and anti tampering features of the meters.
Battery charge condition (meter should indicate the battery status and
display it on LCD 6 month before complete discharge also battery status
should be readable by meter read).

3.5.10 Name!plate!and!Marking!

Meters shall be provided with nameplate clearly visible and effectively


secured against removal. Indelibly and distinctly marked with all essential
particulars as per relevant standards along with the following:

3.6 Tamper!and!fraud!monitoring!and!Protection!
3.6.1 Registration!of!events!and!alarms!!
The device shall have a sensor that detects the opening and closing of the terminal
cover, even without power. This point is further explained in the datasheet.
The meter shall register, as a minimum, the following events:
removal of cable terminal cover;
the incoming phase and neutral interchanged;
the load side interchanged with the input side;
the load connected between either the incoming phase and load side neutral
or between the incoming neutral and load side phase;
information on the status indicator to tamper with the device, including take
off the terminal cover, opening the casing or activation of an external
magnetic field.

in line with IEC 62053-21. Meter shall be immune to any high value of
magnetic field and in case of abnormal magnetic field as defined below meter
shall perform as per the following features:

Meter shall log the event in its memory as MAGNET TAMPER with date
and time stamp.

Meter shall show TAMPER in the display.

Meter shall start recording at 150% of Imax (defrauded metering)

3.6.2.2

Abnormal-Magnetic-field-is-defined-as-below;-

3.6.2.3

Electrostatic-Discharge-(ESD):-

Meter shall be immune up to 35 kV and shall record accurate energy as per


IEC 62053-21. Meter shall log the event into memory as HV TAMPER with
date & time stamp for any ESD greater than 35 kV. However, in case of
continuous ESD application greater than 35 KV for more than 1 minute, meter
shall trip to avoid any possible damage to its internal circuits, memory and
overall functionality. However, the supply shall be restored by pressing any
specified key as required by the client.

3.6.3 D.C.!Immunity!
The meter shall not saturate on passage of direct current, which can cause the
meter either to stop recording/ record inaccurately. DC injection shall be tested
both in phase and neutral. Measurement by meter shall not get influenced by
injection of Chopped signal/ DC signal/ DC pulse of low frequency. Meter shall log
the event into memory as DC Injection with date & time stamp and shall show
DC TAMPER in the display.

3.6.4 Tamper!and!fraud!monitoring:!!
Meter shall record forward energy under any abnormal condition as below.

be logged in the memory and meters disconnection switch shall be permanently
disconnected and meter shall be permanently disabled. Meter shall log the event
into memory as METER OPEN with date & time stamp. TAMPER flag of the meter
shall be triggered DURING the above-mentioned events.

3.7 Testing!and!inspection!

General: Testing of the meters shall be performed according to the relevant


IEC standards as a minimum requirement. All components shall also be type
tested as per the relevant standards.

Type test: The meter shall be fully type-tested and accepted by the MOIT
and MOST in Vietnam according to the regulations in place. The provider
must submit the following protocols conducted:
o Verification of Electrical Performance, according to IEC standards;
o Verification of IP Protection according to IEC standard;
o Verification of cover Transparency, according to ISO standard;
o Verification of resistance to fire, according to IEC standard;
o Certification of the materials used for the construction;
o Assembly of equipment and complementary elements.
Routine Test; Each meter shall be routine tested before delivery. Tests to be
included:
o Test on limits of error;
o Test of starting current;
o Test of no load condition.
Acceptance Test: The acceptance tests shall comprise the same as the
routine test and shall be carried out on randomly selected samples. The
sample shall be picked up at discretion of the PC.
Some of the international authorized certifiers are; DNV KEMA, METAS,
NEMA, NATA.

4 Functional! and! Technical! specifications! for! BCD! Smart!


Meters!
4.1 Scope!
This specification covers the functional and technical requirements for three-phase
smart meters within the scope of the BCD clients category. The category BCD is
defined for Industrial and Construction customers plus Commercial and Agricultural
customers as well as the bulk points.
These meters shall be installed at the clients premises according with the local
legislation and using meter boxes if it would be required.
The technical requirements for the smart meters shall be in conformity with
international standards IEC and local regulations, moreover comply with quality and
performance requirements set by EVN and PCs.
The technical requirements herein should be used for a tendering process and any
meter manufacturer should be able to provide the goods without any problem. In
this line, the meters offered shall be completed in all respects as necessary for their
effective and trouble-free operation when connected to the system.
The smart meters shall be provided with related documentation, like, but not
limited to, manufacturer information, product data sheet, material and testing
certificates (where applicable), operational philosophy/manual (where applicable),
and maintenance instructions.

4.3 Applicable!Standards!
The international community has already defined most of the standards required for
accuracy measurement, tariff, security and load control features, as well as data
exchange for meter reading. However communications standards are still in
defining process in most of the countries and each country has selected a different
technology. In addition the local standards shall be taken into consideration and
should be included once they are defined. The applicable IEC standards for singlephase meters of this category are:

IEC 62052-11 - General requirements: metering equipment.

IEC 62052-21 Tariff and load control equipment.

IEC 62052-31 - Safety requirements.

IEC 62053-22 - Particular requirements: static meters for active energy


(classes 0.2S and 0.5S).

IEC 62053-24 - Particular requirements: static meters for reactive energy


(classes 0.5 and 1).

IEC 62053-61 Part 61: power consumption and voltage requirements.

IEC 62058-3 Acceptance inspection Part 31: particular requirements for

4.4 Functional!requirements!
Requirements for three-phase smart meters shall comply with the following
functionalities:

4.4.1 Operational!
4.4.1.1

Automatic-or-on0demand-collection-of-power-data-

The meter shall measure and register active and reactive energy in two
directions forward and reverse energy measurements (4-quadrant).
The automatic or on-demand readings should be performed in 15 minutes,
30 minutes, 1 day and monthly basis.

Internal-Memory-

The meter shall archive in its non-volatile memory the metering data
(power, energy, voltage, current and billing data) and non-metering data
(events and alerts).
In case of power cut off, basic data like consumed energy, tariffs, customer
ref. number and meter serial number, calendar, settings and tariff time
intervals should be saved in none volatile memory.
Memory size shall enable storage of profile data for at least 60 most recent
days notwithstanding other parameters defined in these specifications.

4.4.1.4

Power-quality-analysis--

Meter should record under voltage and overvoltage and also power cut.
Events related to under voltage and overvoltage should be recorded in the
meter. Threshold of under voltage is from 57.7 to 100 and for overvoltage is
from 240 to 415.
These events won't be recorded unless they continue for equal or much
more time than the time set for under voltage and overvoltage threshold.
This time may adjust between 1 to 60 seconds (by 1 sec. steps).
For each under voltage, min. voltage during one period should be detected
and recorded.
For each overvoltage, max. Voltage during one period should be detected
and recorded.
Parameters related to threshold and duration of under voltage and
overvoltage should be adjustable locally and remotely.
Events related to power cut should be recorded in the meter as flowing:
o For long duration power cuts (more than 3 min), duration time and
date should be recorded.
o For short duration power cuts, number of power cuts should be
recorded.

Security-features-

The meter shall have a programmable facility to restrict access to the


information recorded at different security levels, such as communication
read, communication write, and so on.
There shall be at least multi-user access control password for security and
safety of the meters and data. Security shall be provided for local and
remote access to the meter. Meter should support password with 4 access
levels:
o Level 1 - Password for read only of the following metering data,
which shall be transferable on request during the interrogation
process:
! Meter or Data Register ID;
! Energy Metered Values;
! Cumulative measured quantities;
! Alarm indications; and
! Meter or Data Register time and date.
o Level 2 - Password for corrections to the time and/or date and
resetting of maximum values.
o Level 3 - Password for programming of
! Displays, tariff schemes and other functions; and
! The passwords for levels 1, 2 and 3.
o Level 4 - Password for removal of Metering Equipment cover(s)
necessitating the breaking of the seals for:
! Calibration of the Metering Equipment;

! Programming the level 3 password and the level 4 password.


Each meter password should have inaccessible and protected codes.
The meter must have integrated security of transmitted data against
unauthorized access, for example, authentication, unauthorized reading,
unauthorized command generating, and the malicious delivery of false data,
as well as against spying out the line of communication.
The exchange of data between the meters and the metering data
management system shall be encrypted.
The meter shall be compatible with the provisions established in the cybersecurity section, which also includes the security features of the
communications and the MDMS.

4.4.1.5

Firmware-Update-

The meter shall allow local and remote update of firmware.


Software for local operation, diagnostics and reporting on the operation of
the meters, enabling full configuration, provisioning, diagnostics and readout
of metering data and events from the meter.
New software versions shall be able operate equipment previously
purchased by the ordering entity from the supplier.
Configuration files from an older software version shall be operable in newer
versions.
The software for local operation of the meters shall enable export of
metering data, events and configurations from the meters to text files (TXT,
CSV, XML) with a documented structure.
Upgrading of firmware should not stop and affect meter's metrology.

Load-ProfilingAt least 8 programmable channels for:


o active and reactive interval energy (import and export),
o active and reactive cumulative energy (import and export).
Adjustable time interval from 1 to 60 minutes.
At least 4 programmable channels for voltage and current as well as active
and reactive power.
Measurement type for each channel can be chosen as follows:
o Average;
o Minimum;
o Maximum.
Adjustable time interval from 1 to 60 minutes.
Meter should keep above parameters at least for 31 days.
The meter shall include binary relay whose state shall be changed once the
demand overpass a threshold defined by the client.

Time-of-UseMeter should be able to calculate and register costumer's active and reactive
energy consumption in time intervals as bellow:
o Division of each day in to at least 8 consecutive and adjustable time
intervals;
o Four tariffs for active/reactive energy and Max. Demand & record
them for normal days and holidays separately and also totally as well
as recording of highest Max. Demand;

Automatic-change-of-seasonable-timetableAt least 12 seasons shall be definable.


A season shall be defined by a month and a day.
Season starting at 00:00 hours of the defined day in every year.
Shall be superseded when the next season becomes effective.
Holidays and weekdays shall be definable during a season.
Ending of a maximum demand time interval shall be performed before the
end of a season. If necessary, self-reading shall be performed before a new
season becomes effective.

4.4.1.10 Internal-Diagnosis

Indications to show the satisfactory performance of the meter shall be


provided in the meter.
The meter shall have the capability to regularly perform a complete selfcheck of its circuits, initial memory locations, integrity of data and parity,
and so on, against any malfunctioning.
The meter should have self-check and diagnostic function. So if an error
appears in internal components (such as RAM, EEPROM, RTC ...etc.) meter
should record and report it to central system through communication port.

4.4.1.11 Demand-Side-Management

It should be possible to define demand limitation for normal and emergency


situations locally or remotely (through communication port).
Demand Management system for normal and emergency situations should
be remotely activated or deactivated.
It should be possible to record demand deviations. And the demand
deviation value should be recorded in meter with its date and time.
o Meter should record at least 10 recent demand deviations.
Demand limitation for normal situations:
o Demand limitation in normal condition should be adjustable when
energy is transmitted from network to the consumer and vice versa.
o Whenever the average sent or received current exceeded the normal
demand limitation (YA) for more than X sec. the supplier contactor
should be "ready for reconnection".
! Y is adjustable from 2A to 60A, by 2A steps.
! X is adjustable from 30 sec. to 120 sec. by 1 sec. steps.
Default value should be 30sec.
Demand limitation for emergency situations:
o If the Demand limitation in emergency situation is activated it has
the priority to Demand limitation in normal situations.
o Demand limitation for emergency situation is activated when average
transmitted Current from the meter exceeded the emergency
demand limitation (SA) for more than K sec.

4.4.1.12 Plug-and-Play

The meter shall be connected since its installed in the customer premise.

4.4.2 Communications!
The smart meters shall be capable of using the communication technology defined
in the datasheet. The options shall be either 2G/3G or Fiber Optic Meter. Therefore
the smart meters shall be equipped with a fixed communication module3 device
accordingly. Communications shall be in any case compliant with the provisions
included in the Technical Specifications for Communications attached to this
document.
In either case, the meters could be designed as:

The smart meters shall be equipped with a fixed built-in SIM card which
operates with public communications network; or
The smart meter shall be included in a set (to be proposed by the supplier)
including the meter and the communications devices necessary

4.4.2.2

Case:-Fiber-Optic-Meter-

The smart meters shall be equipped with a fixed fiber optic modem.

4.4.2.3

Case:-2G/3G-Meter-

Interoperability-

Meters shall be read by the MDMS thanks to the communication protocols


are open and feasible.

4.5 Technical!requirements!
4.5.1 General!requirements!

The three-phase smart meter shall be designed and assembled with stateof-the-art microprocessor components to perform without any metrological
degradation over a wide dynamic current range under harsh operating
conditions.
Each meter shall have a permanent, clear and unique serial number
provided by the EVNPCs and shall be shall be recorded both as printed
numbers and barcode. Also recorded in permanent memory, and available
for readout via the optical port. It must be impossible to change or delete
the serial number. The barcode and the internal memory's serial number
shall consist of 12 digits: the first 4 digits shall present the meter code with
leading zeroes if necessary, and the next 8 digits shall present the unique
serial number where the first two digits present the manufacture year.
These 8 digits shall form also the serial number imprint for visual reception.

This module may be detachable (by means of a RS-485 connector) if the Client request so
in the Specifications Data sheet.

The figures of the imprinted serial number shall be of at least 4 mm height


and 2 mm width.
The meter shall maintain accuracy throughout its useful life. These energy
meters shall be microprocessor-based, high-precision meters with accuracy
class 2 over its lifespan of 15 years.
The meter shall be capable of displaying the energy readings without the
need for multiplying factors. These readings shall be stored for at least 3
billing periods. The billing period shall be programmable to a minimum value
of one month and for energy and maximum demand.
Insulation protection class should be 2.
Meter calibration should be kept during its lifetime and there should be no
need for re-calibration.
Meter should be protected against Electromagnetic Compatibility (EMC).
The meter shall enable remote synchronization of time:
o after installation upon initiation of connection with the
concentrator,
o upon request,
o on a regular basis period predefined by PCs (from one day to one
month).

4.5.2 Meter!design!!

The meter shall be DIN or A Base type.


The meter shall have state-of-the-art surface mount technology (SMT)
components.
The cover shall be made of plastic and fitted in such a way that the internal
parts of the meter are accessible only after breaking the meter cover seals.
The plastic for the terminal block, meter cover, and base shall be flameretardant and UV-stabilized, passing a glow wire test at 960C.
The terminal block may be integral with the meter base.
Components with critical content materials (mercury, cadmium, cobalt etc.)
should be avoided. A simply separation into different fractions for disposal
(no metal parts molded in plastics) in a recycling process at the end of the
meter lifetime should be possible.
The meters shall have conducting terminals suitable for termination of
current and potential leads. The terminals shall have a minimum inner
diameter of 8 mm.
The manner of fixing the conductors to the terminals shall ensure adequate
and durable contact such that there is no risk of them coming loose or
heating up unduly. Two nickel-plated brass screws shall be provided in each
current terminal for effectively clamping the external leads with thimbles.
Each clamping screw shall engage at least 3 threads in the terminals. The
ends of the screws shall be such as not to pierce the conductor. Pressure
strips of copper that is nickel or tin-plated shall be fitted in the terminal
holes to reduce the chances of the leads coming loose or heating up in the
terminal block.
The terminal cover shall be sealed independently of the meter cover. The
terminal cover shall enclose the actual terminals, the conductor fixing
screws, the external conductors, and their insulation, whereby no part of the
meter or cables shall be accessible from the front of the meter.
The fixing screws used on the terminal cover for fixing and sealing shall be
retained in the terminal cover.
The terminal block, terminal cover, and meter case shall ensure safety
against the propagation of fire or thermal overload of live parts coming into
contact with them.

The meter shall be capable of being sealed in accordance with regulations in


Vietnam.

4.5.3 Metrology!
Each smart meter shall measure the following values;

Active Class: according to IEC 62053-22 the meter shall be active energy
metering Class 0.5.

Reactive Class: according to IEC 62053-24 static meters for reactive energy
shall be class 1.

Active Power: kW.

Reactive Power: kVAr.

Reactive Energy: kVArh.

4-Quadrant metering.

Instant value of voltage and current.

4.5.4 Electrical!

Number of Phases: 3+N, 4 wire.


Reference Voltage range: 57,7/100V to 240/415V. Meter input voltage range
for normal operation should be from 70% to 115% of nominal voltage.
Voltage circuit with power supply connected: 2W/5VA.
Nominal (Maximum) Current: 15(100)A.
Maximum Voltage: 480V (max. 6 hours).
Calibration interval: 4 years.
Nominal Frequency (fn): according to the Distribution Code of Vietnam, the
nominal frequency of national power system is 50 Hz.
Current circuit at basic current Ib: 4VA.
Short time over current: 30 Imax according to IEC for 0.01 sec.
Starting current: 0.2% In (IEC 62052-11).
If a voltage of up to 415V rms is applied between the phase and neutral, the
meter shall not be damaged, and continue to operate properly when the
over-voltage condition is removed.

4.5.5 Environmental!

Temperature range according to the IEC 6205-11 for the smart meters
should be:
o Temperature range (limit operation range) for inside of premises
installed meters: -25C to 55C
o Temperature range (limit operation range) for installed meters
outside of premises: -40C to 70C
Operation and storage and transport of the meter at the extremes of this
temperature range should only be for a maximum of 6h.
Relative humidity: according to the IEC 6205-11 the meter shall be designed
to withstand the following climatic conditions:
o Annual mean: 85%
o 60 days spread in a natural manner over a year: 95%
o Occasionally on other days: 75%
Protection class: As a minimum the casing shall ensure the degree of
protection of IP53 according to UNE/EN 60529.

4.5.6 Mechanical!

Display: The meter shall have an LCD display, comprising 8 segments and
including 2 decimals. The meter display shall be LCD with good contrast and
wide viewing angle for easy meter readout. The display image area shall be
easily readable from a distance of approximately 1 meter. It should have a
wide operating temperature range (industrial grade) and a lifetime of at
least 15 years. The display shall have 8 digits for the cumulative energy,
with digit height of 7.5-10 mm. The cumulative readout will be of whole kWh
only, including leading zeros, and shall be the default display at meter power
up. Every numerical element of an electronic display shall be able to show all
the numbers from zero to nine.
General requirements:
o Data displayed shall be programmable;
o Auto scrolling shall be used for changing displayed data;
o Displayed data time duration shall be programmable;
o Displayed data programmable parameters should be in destined
configuration file;

Verification LED: the meter shall be equipped with a test output device that
is accessible from the front in the form of a flashing LED in proportion to the
meter constant to test accuracy of the meter on site.

Clock and Calendar: The microprocessor-based meter shall have a built-in


clock and calendar having an accuracy of at least 0.5 seconds per day in
accordance with IEC 62052-21 / 62054-21, without the assistance of an
external time-synchronizing pulse. The date and time shall be displayed on
demand. The clock shall be synchronized by time signals received through
the local or remote communication interface and upon national standard.

Sealed terminal cover: according to the Distribution Code the whole


metering system must be sealed to prevent illegal accesses. The cover shall
be made of plastic and fitted in such way that the internal parts of the meter
are accessible only after breaking the meter cover seals.

Meter cover seals: At least one visible seal has to be provided in such a way
that the internal parts of the meter are accessible only after breaking the
seal(s).

Meter terminal seals: At least one visible seal have to be provided and no
access to the terminals shall be possible without breaking the seal(s) of the
terminal cover(s).

4.5.7 Dimensions!and!layout!

Smart meter dimensions shall be such that it can be placed inside the
current meter premise.
Net weight of a smart meter shall be up to 1.5kg.
Its preferable that the installation triangle is according to the DIN reference.

4.5.8 Connection!diagram!and!terminal!markings!!

Each meter shall be clearly marked with the connection diagram, preferably
shall be placed on the meter or cover of the terminal strap of the meter.

4.5.9 Battery!

The meter shall also be provided with lithium battery as a backup.


Maintain clock and calendar and anti tampering features of the meters.
Battery charge condition (meter should indicate the battery status and
display it on LCD 6 month before complete discharge also battery status
should be readable by meter read).

4.5.10 Name!plate!and!Marking!

Meters shall be provided with nameplate clearly visible and effectively


secured against removal. Indelibly and distinctly marked with all essential
particulars as per relevant standards along with the following:
o Manufacturer's name
o Type designation
o Number of phases and wires
o Serial number
o Month and Year of manufacture
o Unit of measurement
o Reference voltage ,frequency
o Ref. temperature if different from 27 deg. C
o Rated basic and maximum Current
o Meter constant (imp/kWh)
o Class index of meter
o "Property of XXX (to be given by the client)
o Purchase Order No. & date
o Guarantee period.

4.6 Tamper!and!fraud!monitoring!and!Protection!
4.6.1 Registration!of!events!and!alarms!!
The device must have a sensor that detects the opening and closing of the terminal
cover, even without power. This point is further explained in the datasheet.
The meter shall register, as a minimum, the following events:
removal of cable terminal cover;
the incoming phase and neutral interchanged;
the load side interchanged with the input side;
the load connected between either the incoming phase and load side neutral
or between the incoming neutral and load side phase;
information on the status indicator to tamper with the device, including take
off the terminal cover, opening the casing or activation of an external
magnetic field.

4.6.2 Immunity!against!external!influencing!signals!
4.6.2.1

Magnetic-Field:-

Meter shall record accurate energy in case of any external influencing signals
in line with IEC 62053-21. Meter shall be immune to any high value of
magnetic field and in case of abnormal magnetic field as defined below meter
shall perform as per the following features:

Meter shall log the event in its memory as MAGNET TAMPER with date
and time stamp.

Meter shall show TAMPER in the display.

Meter shall start recording at 150% of Imax (defrauded metering)

4.6.2.2

Abnormal-Magnetic-field-is-defined-as-below;-

Continuous DC magnetic induction: 0.27 Tesla 5% (Value of the


magneto motive force to be applied shall be generally 17500 ATs

AC magnetic induction: 10 mTesla ( if produced with circular metal core


with square cross section 2800 AT) / 0.2 Tesla 5% ( if produced with

4.6.2.3

Electrostatic-Discharge-(ESD):-

Meter shall be immune up to 35 kV and shall record accurate energy as per


IEC 62053-21. Meter shall log the event into memory as HV TAMPER with
date & time stamp for any ESD greater than 35 kV. However, in case of
continuous ESD application greater than 35 KV for more than 1 minute, meter

shall trip to avoid any possible damage to its internal circuits, memory and
overall functionality. However, the supply shall be restored by pressing any
specified key as required by the client.

4.6.3 D.C.!Immunity!
The meter shall not saturate on passage of direct current, which can cause the
meter either to stop recording/ record inaccurately. DC injection shall be tested
both in phase and neutral. Measurement by meter shall not get influenced by
injection of Chopped signal/ DC signal/ DC pulse of low frequency. Meter shall log
the event into memory as DC Injection with date & time stamp and shall show
DC TAMPER in the display.

4.6.4 Tamper!and!fraud!monitoring:!!
Meter shall record forward energy under any abnormal condition as below.

disconnected and meter shall be permanently disabled. Meter shall log the event
into memory as METER OPEN with date & time stamp. TAMPER flag of the meter
shall be triggered DURING the above-mentioned events.

4.7 Testing!and!inspection!

General: Testing of the meters shall be performed according to the relevant


IEC standards and related to Vietnam Measurement Technical Documents as
a minimum requirement. All components shall also be type tested as per the
relevant standards.
Type test: The meter shall be fully type-tested and accepted by the MOIT
and MOST in Vietnam according to the regulations in place. The provider
must submit the following protocols conducted:
o Verification of Electrical Performance, according to IEC standards;
o Verification of IP Protection according to IEC standard;
o Verification of cover Transparency, according to ISO standard;

o Verification of resistance to fire, according to IEC standard;


o Certification of the materials used for the construction;
o Assembly of equipment and complementary elements.
Routine Test; Each meter shall be routine tested before delivery. Tests to be
included:
o Test on limits of error;
o Test of starting current;
o Test of no load condition.
Acceptance Test: The acceptance tests shall comprise the same as the
routine test and shall be carried out on randomly selected samples. The
sample shall be picked up at discretion of the PC.
Some of the international authorized certifiers are; DNV KEMA, METAS,
NEMA, NATA.

5 Technical!Specifications!for!Meter!Boxes!
5.1 Scope!
This specification covers the design, manufacturing and testing of a Single and
Three Phase Energy Meter Boxes made from Polycarbonate grade A. The Box may
contain one (1) to four (4) meters.

5.2 Applicable!Norms!
The equipment covered by this specification shall conform to the requirements
stated in latest editions of relevant IEC Standards and shall conform to the
regulations of local statutory authorities.

IEC 60529 Degrees of protection provided by enclosures;

IEC 62262 Degrees of protection by enclosures for electrical equipment


against external mechanical impacts (IK code);

IEC 85 Thermal evaluation and classification of electrical insulation;

IEC 707 Methods of test for the determination of the flammability of solid
electrical insulating materials when exposed to an igniting;

IEC 695-2 Resistance to heat and fire;

IEC 60439-1 Double insulation;

IEC 947 Low voltage Circuit Breakers;

ISO 14782 Plastics Determination of haze transparent materials.

In case any conflict between standards and this specification, this specification shall
govern.

5.3 Technical!requirements!
The electrical and mechanical characteristics, materials used, dimensions and other
technical specifications are detailed below.

5.3.1 Electrical!characteristics!
The following electrical characteristics shall apply:

Dielectric strength up to 5kV;

Rated voltage: 400V;

Frequency: 50Hz;

Type of connection: Single-phase system.

5.3.2 Materials!
Base and cover of meter boxes are built in polycarbonate transparent grade A, with
additives for U.V. rays and a minimum thickness of 1.5 mm. The material must be
resistant to heat and fire, also be self-extinguishing, according to standard IEC 707
and 695-2-1/0.w.

5.3.3 Mechanicals!characteristics!!
The minimum mechanical characteristics shall be:

Self-extinguishing: 850/960C;

Temperature operation: -20C to +80C;

Grade of Impact resistance: minimum IK9;

Grade protection: minimum IP43.

5.3.3.1

Dimensions-

The minimum size of box from inside shall be:

For 1 Meter: Height (A) 213 mm, Width (B) 308 mm, Depth (C) 140 mm.

For 4 Meters: Height (A) 420 mm, Width (B) 600 mm, Depth (C) 140 mm.

5.3.3.2

Installation-

The meter box for single-phase energy meters will be installed overlapping or
embedded in walls of buildings and in single-phase secondary networks of
distribution system with the following objectives:

Host and facilitate the installation of 1, or 4 single phase meters, so that


access to the connections is unique to persons authorized by the distributor.

Facilitate the meter reading, revisions to the installation and other work on
installing generate client requests and other commercial transactions
between the customers.

Facilitate the process of cutting and reconnection of service to users


occasionally delinquent from the meter box. For this purpose, the box may
contain individual circuit breakers as per specific indications.

5.3.3.3

Fixings-and-ironwork-

All screws, nuts, washers, hinges and other fittings used should be galvanized,
chrome or stainless steel.

5.3.3.4

Holes-for-input-conduit-or-cable-

The box must be provided with two holes in the bottom of the base with a diameter
of 15.4 mm that serve for the inlet duct or drop cables.

5.3.3.5

Mounting-Plate-

The box shall have 1 or 4 trays for supporting the meters. They must be supplied
with all the necessary perforations that allow the mounting of different types of

meters. It should provide a set of three screws No 12 x 1.27 mm galvanized for
each meter box.
Note: The cabinet builder should be addressed to the Laboratory Meter Company
for the respective drilling templates.

5.3.3.6

Closure-and-sealing-device-

a) The design of the lid and base to prevent the contour opening once closed
and secured by a cover. The cover in closed position should be overlapped
on base such that direct entry of screwdriver, tool or film is not possible.
b) The cover shall be provided with semi circular / circular gasket of sufficient
size to completely fit to the base. The gasket should be made out of good
quality neoprene rubber.
c) The cover of Transparent Polycarbonate Material shall have light
transmission of 80% or more (to be tested as per 14782:1999). This will
facilitate photometer reading as well as transparency. This will facilitate

d) The locking screw should be of sheet metal with triangular head 5 mm per
side. The end cap of the box should have a sealed system, so that may be
evident in the same access by unauthorized persons.
e) The meter box must have the lead seal so that the meter box cannot be
opened without break the seal.

5.3.3.7

Protections-

a) The Box may include circuit breakers as per the instructions. In case the box
shall include circuit breakers, the same shall include a 63A/2P Circuit
Breaker for each of the meter units.
b) Boxes containing 4 meters shall also have a general circuit breaker of no
less than 220A/2P to protect the entire installation.

5.3.3.8

Installation-hardware-

The meter box must be provided with stainless steel hardware to ensure firm grip
on the pole or wall box.

5.3.4 Drawings!
a) Following drawings & Documents shall be prepared based on the specifications
and statutory requirements and shall be submitted with the bid:
