Analysis of Job Satisfaction among Contractual Officers at Department of
Health
Introduction:
Analysis of Job Satisfaction among Officers serving at health department in several
departments, fields, service delivery and services provision sector and clinical and health care
facilities at DHQ (District Headquarters), THQ ( Tehsil Headquarters), RHC ( Rural health
Centre ) ,BHU (Basic Health Unit) and District council dispensaries and families units are
performing their concerned jobs as Medical Officers, School Health & Nutrition Supervisors,
Pharmacists, and Staff Nurses & Health Technician Cadres.
According to the recruitment policy of the Government all recruitments
are made Grade 16 & 17 under Punjab Public service commission which is autonomous body
for conducting exams and interviews for the recruitment of suitable candidates on contract basis .
Contractual employees & Officers are Governed /dealt according to the rules and
regulations as framed & formulated time to time by the S&GAD department
Of the Punjab Government. Rules and regulations like E&D rules, PEEDA act (Punjab
employees efficiency and disciplinary action act),

which does not provide job security to the

employees.
Hence, all the contractual employees/ Officers are permanently under the threat of disciplinary
action and having constant dissatisfaction & state of threat to lose their job in lieu of a minor
mistake.

LITERATURE REVIEW
The literature review provides a conceptual frame work for the reader so that
research question and methodology can be better understood.
It demonstrates to the expert reader that the researcher is aware of breadth
and diversity of the literature that relates to the research question.

District Okara, They conducted research among all the contractual paramedics in
health department district okara to find out reasons and factors behind the turnover
and job dissatisfaction among the contractual paramedics.

Gaps pertaining to the topic under study


Previous research / analysis covered only case studies of paramedics only and not
covered the officers/ executive category of the health department. Hence the officers are most
important /essential element of the management and as well as preventive & curative services
provisions in the healthcare services delivery and provision. Officers have leadership qualities,
innovative style, emerging techniques and challenging ideology and leading capabilities as team
leaders and project tem leaders and project managers.
Analysis of Job dissatisfaction and turnover of contractual officers in health department
is of great importance as officers are team leaders and executives being senior officials, and
supervisors as well as project team leaders and project managers of various vertical programmes
and healthcare services.

OBJECTIVES/PURPOSE OF STUDY
To find out solutions to the recurring problems of Contractual employees (officers)
serving at various sectors and fields of healthcare & health services (preventive & curative)
facing multi facet threats and job dissatisfaction.
a) Draw up a profile of contractual officers/employees working at health department
b) Assess their hierarchy of needs according to Maslows Theory
c) Determine the reasons for contractual officers job dissatisfaction
d) Analyze the factors affecting their hierarchy of fulfillment of their basic needs

PROBLEM STATEMENT

How job satisfaction among the contractual officers can be enhanced,


improved and marginalized according to fulfillment of hierarchy of needs by
Maslows Theory?

SCOPE OF STUDY
How contractual employees can be achieved, attained and improvised
through gaining and acquiring job satisfaction according to Maslows hierarchy of
needs theory.

RELEVANCE OF THE STUDY


Better the job satisfaction; better the officers performance and better
achievements of the contractual employees/officers within the organization.
And better performance of the organization regarding goals achievements
and tasks accomplishment. Job dissatisfaction among the contractual officers will
lead to increased turnover of employees leaving the organization and badly
affecting the Healthcare services provision and tasks achievement of the
organization.

We will conduct the interview of the contractual employees who
have served the organization for at least 3 years
