WAPDA, the Pakistan Water and Power Development Authority, was created in 1958 as a SemiAutonomous Body for the

purpose of coordinating and giving a unified direction to the development of


schemes in Water and Power Sectors, which were previously being dealt with, by the respective
Electricity and Irrigation Department of the Provinces
WAPDA is one of the largest employers of human resources in Pakistan. Over the years WAPDA has
built-up a reservoir of Technical know-how and expertise which has made it a modern and progressive
organization.
The Charter of Duties of WAPDA is to investigate, plan and execute schemes for the following fields:

Generation, Transmission and Distribution of Power.


Irrigation, Water Supply and Drainage.
Prevention of Water logging and Reclamation of Waterlogged and Saline Lands.
Flood Management.
Inland Navigation.

We select the Tarbela Power Station to check the recruitment process

Tarbela power station

Tarbela Power Station is situated in District Swabi 100 kilometers away from Islamabad . It has
fourteen (140, power units ,four units with installed generating capacity of 175 MW are installed on
tunnel 1 , 6 units of installing capacity of 175 MW each on tunnel no 2, and 4 units of 432 MW each on
tunnel 3, thus making total generating capacity of Tarbela power Station as 3478 MW.

There are many departments in Tarbela Power Station as under.

In each department promotion rank and criteria is different. Hierarchy of each department is as follows.

Numbers of Employees;
The sanction strength of Tarbela Power Station is 1180 in different departments
including senior officials and Chief Engineer, out of which 950 employees presently working in power
house. Remaining 230 is to be recruiting. It is all technical staff some of which up to BPS 16 will be
recruiting by Chief Engineer other are to recruit by Wapda House Lahore.

Recruitment Process;

All the departments in Tarbela Power Station inform to admin departmint about their vacant
seats at the end of each month.
Only the posts that have been approved on the Departmental structure will be advertised to
ensure the department renders its functions as expected.
The Resident Engineer of the section where a vacancy exists shall complete and return
unemployment requisition form to Human Resource Management.
An advertisement shall run for a maximum period of four weeks before the closing date.

Communication will only be limited to shortlisted candidates.

Compile applicants profile (list applications in instance of external service provider and forward
applications to the approved service provider for profiling.)
Liaise with the programmers after the closing date when the profile is ready who will assist with
the panel that must firstly be approved by the Acting Head of Department.
Once the panel has been approved, agree upon the short listing date depending on the
availability of panel members.
Prepare invitation letters at least 5 working days prior short listing/interviews to panel members
and fax to them and ensure a copy is filed in the relevant file.
After short listing, prepare a short listing report indicating shortlisted candidates and proposed
panel for approval. This report must be signed by the, Human Resource Director, Wapda House
Lahore.
Secure venue for the Written Test, interviews and travelling arrangements and meals with the
assistance of the Officials.
Candidates must be informed BOTH telephonically and in writing and copy of letters thereof
MUST be filled in the relevant files.
Compile interview packages (CVs of applicants, copy of advert & time schedule) which will be
allocated to panel members on the date of the interview.
Setting the recruitment board constitued by Chief Engineer as under
Two members are Residend Engineer BPS19
Convenor (Resident Engineer)
Sectry Deputy Diretor Admin
On the date of the interview, after panel members are done with drafting questions type them
neatly in a score sheet and give back to panel members.
Compile an interview submission within one working day after the interviews that must be
signed by the Human Resource Director.This submission must forwarded to the office of the
Director:
Once approval has been granted, prepare an appointment letter to be signed by the Executing
Authority. A reference check shall be conducted by the Assistant Director: HRA and
communicate results to the office of the Director: Human Resource Management.

The office of the Director will confirm whether a candidate must be informed of the interview
outcome or whether further reference check should be done. Once it has been confirmed to
inform the candidate, and then inform the successful candidate
of the outcome. Give
personnel particulars form at the same time with the appointment letter and request the official
to complete and return with acceptance of appointment.

Selection;

Before executing this appointment, ensure the required documents as indicated on the attached
checklist.
Proceed with the appointment and forward to your manager for approval.
It is the responsibility of the manager to verify whether all the information has been correctly
captured before approval.
Prepare a Staff appointment advice in duplicate and forward an original one to salaries section
to inform them of this new appointment and also enable them to open a salary file.

Orientation;

All selected candidates are to be give a warm welcome by the deputy Director Admin and give a
whole visit of power house then bring him in to respected department and then giving the lunch
and giving three days to visit each department with colleagues . After that Training is Start.

Quotas System for Recruitment;

All employees of BPS-1 to BPS 16 senority is on each power station level , The Chief Engineer
has power to promote, 25 % is direct recruitment seats and 75% are for promoters on a
quilified creteria.
BPS-16 to BPS-17 senority at centeral level under the GM Hydel Power,Wapda House Lahore,
BPS-16 AND 17 seats are 75% for direct recruitment and 25% for promotors on a qualified
creteria.
BPS-17 and above seats are only on promotion basis on a qualified creteria .
In some exceptional case authority can hire the Chief Engineer power if nobody fulfill the
promotional creteria.
If anybody has done Phd in Electrical Engeenering, he can appointed as Chief Engineer Power
BPS-20 on drict recruitment.
Employee sons qouta is 33% in BPS-1 to 16
