MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY


BRAZIL, INDIANA
FOR NOVEMBER 12, 2014
A meeting with the Board of Public Works was held on November 12, 2014 at 10:00 a.m. in the
Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor
Wyndham .
ROLL CALL: Mayor Wyndham, Linda Messmer, Ruthann Jeffries, City Attorney Traci Orman
and Deputy Clerk Melissa Dorsett
OTHERS PRESENT: Police Chief Clint McQueen, Fire Chief Jake Bennett, Wastewater
Superintendent Billy Goodrich, Firemen-Roy Kellar, Raymond Staub, Seth Haviland, Council
Member Carrol Evans, Ernest Rollings, Reporter for the Brazil Times, Daniel Rose
PLEDGE: The pledge to the Flag was lead by Mayor Wyndham.
APPROVAL OF MINUTES: October 22, 2014, Ruthann Jeffries made a motion to approve.
Linda Messmer seconded. The motion passed 3-0.
AUDIENCE COMMENTS:
-Brazil Resident Charlie Rose commented that the streets that have been paved are
looking great. He also had questions about the Hardest Hit Fund.
OLD BUSINESS: NONE
POLICE CHIEF REPORT: Chief Clint McQueen
-The Police Department responded to 514 police incidents in October 2014
-Officer John Hood graduated from the Indiana Law Enforcement Academy on
November 7th and has returned to a patrol shift.
-Officer Joseph Young is schedule to attend the Academy on November 15th and will
graduate in March.
-The Police Department wants to appoint the following reserve officers: Casey Harder,
Darren Howell, Beau Judd, Abby Penwell
Ruthann Jeffries made a motion to appoint the four new reserve officers for the City.
Linda Messmer seconded. The motion passed 3-0.
The officers will be unpaid but will receive training before serving the City.
FIRE CHIEF REPORT: Chief Jake Bennett
-Firefighters have been participating in the Big Brother/Big Sister program through fire
prevention presentations at two local elementary schools.
-The Fire Department is looking to purchase new commercial washing machines to
better clean uniforms.
-All Firefighters participated in training with Air Evac this month.
NEW BUSINESS:

1.) Raymond Staub-Brazil City Firefighters- Raymond Staub presented the contract
between the City of Brazil and the International Association of Firefighters Local
#1453. The only changes in the new contract include a 3% raise, (included for all City
Employees), increase in number of recliners and beds to be included in sanitation
upkeep, surplus of sick day payout at retirement to be increased to $25 per day instead
of $20 per day, and training and tuition reimbursement be increased to $250 annually.
The contract is good for 3 years. Ruthann Jeffries made a motion to approve the
contract as written between the City of Brazil, Indiana and International Association of
Firefighters Local #1453. Linda Messmer seconded. The motion passed 3-0.
2.) Approval of Wallace Invoice for demolition of Phase I homes All homes in Phase
I of the FEMA Flood Buyout have been demolished except for one home on 430 S.
Lambert. The purchase of this home on 430 S. Lambert will be finalized this month.
Wallace Brothers has presented an invoice in the amount of $84,200 for demolition of
homes in Phase I. Ruthann Jeffries made a motion to approve the invoice from
Wallace Brothers in the amount of $84,200 for payment. Linda Messmer seconded.
The motion passed 3-0.
3.) Billy Goodrich-Tap Fees for Sewer Lines Wastewater Superintendent Billy
Goodrich, has been working on redoing the formula for tap fees for sewage lines. Billy
has created a better and consistent formula to set up fees per diameter size. Typical
residence fees will not change, but new businesses might incur a bigger fee. Linda
Messmer made a motion to recommend the changes in the tap fee schedule per the
ordinance. Ruthann Jeffries seconded. The motion passed 3-0.
4.) Billy Goodrich Inspection Fee for Sanitary Lines Wastewater Superintendent
Billy Goodrich would like to propose at $25 inspection fee of sanitary lines. Failed
lines allow groundwater into the sewage system, and then force the wastewater
department to treat clean water. Billy Goodrich would like a recommendation to the
Council for the sewer inspection fee of $25 tied into the Ordinance for inspection upon
transfer of property. The recommendation will be tabled for further discussion.

1.) Clerks Office Linda Messmer made a motion to approve. Ruthann Jeffries
seconded. The motion passed 3-0.
2.) Utilities Office Ruthann Jeffries made a motion to approve. Linda Messmer
seconded. The motion passed 3-0.
FUTURE AGENDA ITEMS: NONE
ADJOURNMENT: A motion to adjourn the meeting was made by Ruthann Jeffries; seconded
by Linda Messmer. Meeting adjourned 11:45 a.m. The motion passed 3-0.
