10.36 The block-6 (CCGT) power plant CONTRACTOR shall ensure that the system
shall have the AGC (Automatic Generation Control) capability and the load
demand signal for combined cycle power plant shall be generated either
remotely from Dammam dispatch centre or locally from the operator
workstations. CONTRACTOR shall also ensure that selecting load demand from
Dammam dispatch centre shall be released from plant operator workstations.

Load dispatch. A SCADA data server, with firewall, for the transfer of data to
and from the dispatch centre in the Owner (SECrs headquarters in Dammam.
It shall be the responsibility of CONTRACTOR to expand the DCS to cover the
additional data pOints required for Block -6. CONTRACTOR shall ensure that
the system shall have the AGC (Automatic Generation Control) capability and
the load demand signal for the combined cycle power plant shall be generated
either remotely from Dammam dispatch centre or locally from the operator
workstations

ELECTRIC POWER SYSTEM WORK

The scope of WORK shall include engineering, design, procurement, manufacturing,

supply & delivery of all equipment & materials to the WORK SITE, safe storage at site,
erection installation, testing & commissioning and warranty of all equipment for three
(3) new GTG units (7FA type), one (1) new STG unit and associated equipment &
systems.
The Electrical equipment, such as GSU, UAT, DC & UPS system, lighting transformers
and MCC's supplied and erected in QOC power plant are not in accordance to the SEC
Vendor approved list. Hence, CONTACTOR shall supply the above mentioned
eqUipment and all other equipment from the SEC approved vendor list.
11.1

CONTRACTOR shall provide three Generators for open cycle gas turbine. The
Generators shall be two pole synchronous machines with cylindrical rotor and
shall comply with the requirement of IEC 60034-3, ANSI C50.10 and C50.13
and NEMA Standard. The Generators shall be hydrogen cooled design. Each
Generator rating shall be 198000KVA, 3600RPM, 18000Volts, 0.85PF, 30 psig,
40 degree centigrade, 6350Amps, 325 Field Volts, 15Ft Alt, O.sSCR, 60Hz,3
phase WYE Connection.
Each Exciter rating shall be 560KW, 325Volts, 1723 D.C Amps, Field Amps @
Generator rated load 1464.
CONTRACTOR shall provide complete Generator and hydrogen monitoring
system, all alarms & indications with the Generator cooling & the Gas
monitoring system shall be connected to its respective Generator controller
and shall be incorporated to DCS.
11.1.1 Static Frequency Converter: CONTRACTOR shall provide two static
frequency converters for each group of three Gas turbine generators
together with the relevant switching arrangements to cater the
redundancy of the equipment. All controls and monitoring for SFC shall
be available from the GTG HMl. The static frequency converters shall be
supplied from the 4.16kV MV switchgear for the group of three Gas
turbine Generators.
11.1.2 CONTRACTOR shall provide one Generator for Steam Turbine with static
excitation system and with base rating at 60 psig, 52 degree centigrade
