INTRODUCTION
What Is A Vote Center?
A vote center is a polling place where any eligible voter in the county may vote. The Vote Center
Model is intended to give voters more flexibility on Election Day because they are not required to go
to a specific polling location. Vote centers are connected through secure Internet connections to
servers that maintain electronic poll books for all registered county voters. As voters cast their
ballots, the electronic poll book is instantaneously updated so that poll workers know if a
prospective voter has already cast a ballot at another location.
History Of Vote Centers In Indiana
The Vote Center Model was first used in Larimer County, Colorado in 2003. Larimer County set up
22 Vote Centers throughout the county instead of their 143 precincts and carefully educated the
public on the new election model. Voters were able to cast their correct ballots whether they voted
near their home, workplace, or any other location they found convenient. If voters moved recently
within the county, they could cast their correct ballot close to their new home without having to
drive across town to their old precinct polling place. A voter living on a far side of town no longer
had to rush home after work to get to his/her precinct polling place. There was no wrong place to
vote. Larimer County voters benefited by this flexibility and lauded the new model.
In 2005, Indiana Secretary of State Todd Rokita led a delegation of Indiana legislators and clerks to
Larimer County to observe the operation of vote centers in an actual election. All who attended
were favorably impressed with the Vote Center Model. In the 2006 session of the Indiana General
Assembly, House Bill 1011 authorized the Secretary of State to select up to three counties to run a
pilot Vote Center program in the 2007 Municipal and 2008 General Elections.
From 2007 to 2010, the Indiana Secretary of State's office ran the Vote Center Pilot Program, in
which Cass, Tippecanoe, and Wayne counties used the Vote Centers Model to test whether it would
be an effective option for election administration in Indiana. After three years and numerous
elections, the Pilot Program was judged to be a success. Hence, in 2011, the Indiana General
Assembly passed Senate Enrolled Act 32 and House Enrolled Act 1242 and the Governor signed
both pieces of legislation, making vote centers an option for any Indiana county.
At present, 18 Indiana counties have adopted the Vote Center Model: Bartholomew (effective
2015), Blackford, Carroll, Cass, Clay, Elkhart, Fayette, Floyd, Hancock, Johnson, Miami, Noble,
Switzerland, Tippecanoe, Vanderburgh, Vigo, Wabash, Wayne.
Favorable Findings In Appraisals Of Vote Centers In Indiana
Reports of studies performed by Ball State University's Bowen Center and The Indiana Fiscal Policy
Institute and a report by Indiana Secretary Of State Connie Lawson summarizing feedback she
gathered from meetings in 2013 with county clerks and other county officials of current vote center
counties produced findings that include:

Vote Centers can improve voter convenience by:
permitting voters to vote at any of multiple vote center locations--near their home, near
their workplace, or any other location they find convenient--instead of a single precinct
polling place; and
reducing the time voters spend waiting to vote.
Vote Centers can produce significant financial savings by:
reducing the number of voting machines needed;
reducing the number of poll workers needed;
eliminating wasteful pre-printing of precinct-specific ballots, many of which often are
unused and thrown away; and
giving election administrators more flexibility because, with precincts, the number of
locations and the level of staffing are fixed and administrators can do little to reduce
cost per vote but, with vote centers, they can anticipate turnout and modify the number
of locations and the level of staffing accordingly.
Election Board's Decision To Develop A Vote Center Plan For St. Joseph County
In light of increasing interest in the Vote Center Model by other Indiana counties and the favorable
findings in appraisals of vote centers described above, the St. Joseph County Election Board
decided to develop a vote center plan and submit the plan with an application to the Indiana
Election Division requesting the county's switch to vote centers.
Vote Center Committee
The Election Board appointed a bipartisan Vote Center Committee to develop the vote center plan,
which is set forth in this document. The following people are members of the Vote Center

How This Plan Was Developed
The Vote Center Committee developed this plan by discussion and deliberation in many meetings,
work by subcommittees on particular subject matter between meetings, and research into the
experiences of vote center counties.
In all its work, the Committee rigorously followed two guiding principles:
1) Voter convenience is the foremost consideration; and
2) Reduction of the cost of elections should be achieved to the maximum extent consistent
with voter convenience and security of the election process and data.

In addition, the Committee required that every location have the following attributes:
is compliant with the Americans with Disabilities Act and accessibility requirements under
IC 3-11-8;
has an adequate Internet connection and Wi-Fi for use with the ePollbook;
has a space large enough to hold voting equipment, poll workers, and voters; and
has adequate parking and accessibility for disabled voters available for the amount of voter
traffic expected at the location.
Of course, it is also necessary that the owner of the location is willing to host a vote center.
Locations Selected
Applying the criteria set out above, the Committee selected 37 locations to be Election Day Vote
Centers. These locations are listed in Table 1. For municipal elections, only the locations within the
boundaries of municipalities holding elections will be operational. For county-wide elections, all
locations will be operational. (Note: * at the end of a location name indicates the Committee
believes the location owner is likely to be willing to be a vote center, but the owner has not yet
definitely confirmed willingness.)
The 37 locations selected to be Election Day Vote Centers are graphically depicted in Figure 1 and
Maps 1, 2, 3, 4, and 5:

Requirements Met By Election Day Vote Center Locations
Table 1 and Maps 1, 2, 3, 4 and 5 illustrate that:
all Election Day Vote Center locations are well known or readily recognizable;
all Election Day Vote Center locations are on main arterial roads or streets;
all Election Day Vote Center locations are either on or close to public transportation
("Transpo") routes, in areas of the County where Transpo operates; and
most of the registered voters in the County reside within a three-mile radius of an Election
Day Vote Center.

Possible Rotating Satellite Absentee Voting Center Locations
The Vote Center Committee also considered using rotating Satellite Absentee Voting Centers; that
is, Satellite Absentee Voting Centers that would be in a given location for only one to three days and
then move to another location. The purpose would be to provide a Satellite Absentee Voting Center
in locations not adequately served by the Satellite Absentee Voting Center locations listed in
Table 2. The Committee did not identify any such locations in the course of developing this plan.
Nevertheless, the Committee recommends keeping the idea of rotating Satellite Absentee Voting
Centers in mind in case a future post-election evaluation indicates a need for them.

Voting Technology
St Joseph County needs to purchase new voting equipment in order to operate vote centers. First,
the County does not have the ePollbook equipment required for vote center operations. Second, the
County's current voting equipment, ES&S M-100 scanner and Automarks, as presently configured
will not work for vote centers because this equipment can store the data for only 10 precincts.
Upgraded ES&S M-100 scanner and Automarks or new voting equipment replacing the ES&S M100 scanner and Automarks will be able to be programmed with every precinct ballot in the County.
In this section, the Vote Center Committee describes the voting technology it believes satisfies the
legal requirements of IC 3-11-18.1-4 and provides the functional capabilities the Committee has
determined are required for effective and secure operation of vote centers. The information about
this voting technology is derived from proposals received in response to a Request For Proposals
issued by the Board of Commissioners of St. Joseph County, Indiana.
The Vote Center Committee, with the assistance of St. Joseph County staff, evaluated the proposals
according to the evaluation criteria set forth by the Board of Commissioners in its Request For
Proposals as follows:
"The award of the Contract by the County is not based on competitive bidding, but on the
firms professional qualifications, experience and expertise of key personnel to be assigned
to the project with consideration also given to:
Past experience on similar projects;
Familiarity with voting procedures and deadlines;

Based on this evaluation and consideration of how the hardware, firmware, software, and services
proposed would satisfy the legal requirements and functional capabilities requirements necessary
to operate vote centers in the manner described in this plan, the Vote Center Committee
recommends that St. Joseph County use the ePollbook hardware, firmware, software, and services
proposed by Robis Elections, Inc. ("Robis") and the ballot processing and tabulating hardware,
firmware, software, and services proposed by Election Systems & Software ("ES&S"). (Note: ES&S
also proposed ePollbook hardware, firmware, software, and services, but the Vote Center
Committee does not recommend use of the ES&S ePollbook because it believes the Robis
ePollbook will better satisfy St. Joseph County's functional capabilities requirements.)
However, the Vote Center Committee is acting only in an advisory capacity to the St. Joseph County
Election Board and Board of Commissioners. The content of this section is a recommendation by
the Vote Center Committee, but it is not to be construed as acceptance or rejection of any proposal.
Acceptance or rejection of proposals submitted in response to the Request For Proposals will be
only by official action of the Board of Commissioners of St. Joseph County.
In the remainder of this section the legal requirements and functional capabilities requirements are
set out in plain text and the description of how the recommended hardware, firmware, software,
and services satisfy each requirement is set out italicized text beneath the requirement.
Legal Requirements
IC 3-11-18.1-4 requires that a Vote Center Plan include "A detailed description of any hardware,
firmware, or software used:
(A) to create an electronic poll list for each precinct whose polls are to be located at a vote
center; or
The Robis AskED ePollbook stores the complete County database on the device. The
software is also stored on the device, so no connection is required for the ePollbook to
operate. While vote centers do need a connection to keep the central server and all
ePollbooks up-to-date, in the event of disrupted connectivity, the AskED ePollbook will
continue to function so that the election is not affected. Once the connection stabilizes,
the AskED ePollbook will automatically download and upload any changes. Voting
continues regardless of that connection failure. Note that the elections office is
immediately alerted to the fact that the connection has gone down so that steps can be
taken to address any network issues.

(B) to establish a secure electronic connection between the county election board and the
precinct election officials administering a vote center."
The AskED ePollbook is securely connected to a central server via a WAN connection
(such as an existing Internet connection, Verizon cards, etc.). SSL encryption is used to
ensure that no devices may intercept this communication. A virtual private network ("VPN")
might be used for added security. Each AskED ePollbook contains all voter information
and as voters are checked-in, that history is uploaded to the central server. In addition, all
voter history from the central server is downloaded to each pollbook. In this way, every
pollbook in the county knows who has checked-in to every other pollbook, so voters
cannot vote at one vote center and then try to vote at another vote center. This also
provides backup of data because all voter history is stored in multiple locations on each
laptop in addition to being on the central server. This central server would be located in a
secure datacenter or equivalent in a zone protected by firewall/IDP, etc. Access from an
office to that central server would likely be by SSL (usually IP limited), or VPN. Connections
from outside would likely be VPN.
Functional Capabilities Requirements - ePollbook
Provide a method to authenticate voters and capture their voting history, thereby eliminating the
need to pre-print books of applications for ballot
The Robis AskED ePollbook authenticates voters and captures their voting history in seconds.
Once the voter has been qualified, the system displays the correct ballot style for the voter. All
voter history is captured electronically for easy import into the voter registration system. After
the election, updating is simplified since all voter history data is already consolidated in one
place. There will be no need to wait for updates from each ePollbook as they are returned.
Provide a method to ensure that the list of authenticated voters available to the election judges
is complete and reflects all people who have voted early or absentee
When checking in the voter, the AskED ePollbook uses a decision support system to correctly
authenticate the voter regardless of their special circumstances such as having moved, being
an absentee voter, being an early voter, having registered by mail, etc.
Prevent duplicate voting
If a voter votes early, requests an absentee ballot or returns their absentee ballot, that
information is downloaded to the ePollbook using the ePollbooks WAN connection. If a voter
arrives at the polling place and attempts to vote, the AskED voter eligibility logic will guide the
poll worker to handle the voter correctly.
Provide a method to identify and track voters who have voted provisionally
The identification of provisional voters is part of the AskED election decision logic. The voter
eligibility logic will guide the poll worker as to when to provide a provisional ballot or not. When
it leads to a provisional ballot, the system tracks that voter as provisional and assigns a unique
provisional ID, which can optionally be recorded on the provisional envelope.
Provide a method to easily answer any question or help with any problem the poll worker may
have

The AskED ePollbook includes a complete searchable Help system that contains the entire poll
worker training manual (no need to print manuals anymore) as well as how to close the polls,
and how to handle problems that come up during the day (such as equipment malfunctions and
error messages).
Guide the poll worker to the correct voter eligibility for each voters circumstances
AskEDs decision support system uses straight-forward yes/no questions to guide poll workers
to the correct action for each voter regardless of the voters circumstances: Did they already
vote? Did they request an absentee ballot? Did they change their name? Did they move? Are
they a military voter? Did they register by mail? Robis will work with St. Joseph County's staff to
customize this election logic to handle every situation that a poll worker might encounter. This
voter eligibility logic ensures that the poll worker will provide the voter the correct ballot style,
have them fill out the correct paperwork and have an explanation of the correct procedures to
follow right at the point this information is needed.
Provide a method for a reporting system that can generate all required reports according to
state, county, and party guidelines

reports of any type that might be requested by St. Joseph County's staff.

Provide a method to ensure consistency and accuracy across all polling locations
All paths of decision support logic are customizable prior to any election. This streamlines data
collection, ensures information accuracy and saves time by guiding pollworkers to always
handle each voter correctly. When there is a change to election process, the AskED ePollbook
can be easily configured to take the change into account. This ensures consistency and
accuracy across all polling locations.
Provide a method to authenticate the voter regardless of special circumstances such as having
moved, being an absentee voter, being an early voter, having registered by mail, etc.
Robis's patent-pending decision support system uses straight-forward yes/no questions to
guide poll workers to the correct action for each voter regardless of the voters circumstances:
Robis handles the following situations: Did they already vote? Did they request an absentee
ballot? Did they change their name? Did they move? Are they a military voter? Did they register

by mail? By ascertaining the facts of each voter's situation the correct authentication
procedures can be implemented.
Provide a method for capturing and storing all voter data and provisional voter data so their
addresses are authenticated for ballot purposes
The voter eligibility logic will guide the pollworker as to whether to provide a provisional ballot or
not. When it leads to a provisional ballot, the system tracks that voter as provisional and
assigns a unique provisional ID, which can optionally be recorded on the provisional envelope.
The logic also provides instructions to the pollworker on how to fill out the provisional envelope
for that particular voters circumstances and reminds them not to put the provisional ballots in
the tabulator.
Readily customizable to support future changes in the law and St. Joseph Countys
requirements
The AskED ePollbook has the flexibility to accommodate St. Joseph Countys requirements with
customizable settings and functionality, and an expandable hardware architecture. The Robis
Election Decision Support system is personalized based on changing specific laws and
procedures. Robis proposes to work with St. Joseph County's staff to customize this election
logic to handle any situation that a pollworker might encounter.
Operate from non-proprietary hardware
The AskED ePollbook is a commercial software product that runs on off-the-shelf WINDOWS
laptops and tablets.
Expandable with multiple USB ports
The AskED ePollbook includes a standard USB port. Multiple USB ports are made available via a
docking station or USB port replicator. Built-in security features prevent unrecognized USB
devices from operating.
Customizable to fit specific Clerk needs
When St. Joseph County has a change to its election process, the AskED ePollbook can be
easily configured to take the change into account. This ensures consistency and accuracy
across all polling locations.
Work with off the shelf peripherals such as barcode scanners, signature pads and printers
The AskED ePollbook software runs on off-the-shelf Windows laptops and tablets with standard
peripherals. Peripherals such as printers, signature pads and barcode scanners are also offthe-shelf equipment, which means that all related supplies will be available to St. Joseph
County through standard commercial suppliers. Therefore, no supplies need to be purchased
directly from Robis.
Ability to support live connections from the sites without additional software purchase
The AskED ePollbook is securely connected to a central server via a WAN connection (such as
an existing Internet connection, Verizon cards, etc.). SSL encryption is used to ensure that no
devices may intercept this communication. St. Joseph County will consider possible use of a
virtual private network (VPN) for added security.
Continue to function even when connectivity is lost

Each AskED ePollbook device contains the necessary information on all voters in the County so
that a loss of connectivity at the poll site will not disrupt voter check-in. Instead all uploads and
downloads occur in the background. If connectivity is lost, the central server will alert County
officials, but voting will continue. When connectivity is restored, all queued information will be
transferred automatically.
Contingency plan in place by vendor in the event equipment fails
Robis's contingency plan is that should there be a failure during voting of any of the Robis
components, such failures would be handled as set out below.
1) Hardware component failure:
a. Scanner: If a barcode scanner fails during voting, voting can continue by manually
entering information until another scanner can be brought to replace the failed
unit. Scanners are not particular to a unit and so can be swapped out easily. Robis
asserts it has never had a pollbook barcode scanner fail.
b. Signature Pad: If a signature pad fails during voting, St. Joseph County will have
two choices. (i) If there are multiple pollbooks in use at the location, Robis suggests
taking the failed one out of service while a troubleshooter brings a replacement
signature pad. Signature pads are not particular to a unit and so can be swapped
out easily. Robis asserts it has never had a signature pad fail. (ii) If taking the unit
out of service would cause a problem for the election, then Robis suggests that St.
Joseph County have emergency procedures to capture signatures on a piece of
paper until the signature pad can be replaced.
c. Label Printer: The Label Printer will used only to print labels for absentee envelopes.
Should this component fail, Robis suggests using another AskED e-Pollbook until
the label printer can be replaced. Label printers are matched to the particular unit
and would have to be reinstalled to pair it to the unit by a troubleshooter instead of
a pollworker.
2) Printer Failure.
If the printer fails during voting, it will have to be replaced with a spare/backup printer.
The printer can be swapped out without any configuration changes. Robis recommends
that there should always be more than one printer at a site so that such a failure does
not stop voting. If St. Joseph County decides to operate sites where only one printer is
available, it will have a small supply of emergency ballots available so that voting can
continue while a replacement printer is brought in by a troubleshooter.
3) Network Failure
a. Local Area Network: Where a local area network is being used within a polling
place to keep thelaptops in sync, failure of the router or cables that causes the
laptops to no longer be able to communicate should not affect the voting process.
It simply would mean that the laptops do not all have the same voter history until
the hardware problem can be rectified. Since the laptops will be in the same room,
the Vote Center Committee believes there is not much danger of someone trying to
double-vote on one laptop and then on another one. Such a failure could be left
until after the election. If the problem is resolved on Election Day by replacing the
failed component, the laptops will simply sync when the network reappears.

(Note: if the local area network goes down in such a way as to disable connection
to the printer, then ballot printing would not be able to continue. Such a failure
would have to be remedied in order for voting to continue. See "Printer Failure"
above.)
b. WAN/Cellular Network: In the event the WAN network used to connect vote centers
to the central server fails, voting will not stop. Each pollbook will contain all the
information for the County, so the vote center will be able to continue to service
voters. The only effect would be that the syncing of voter history between that site
and the central server cannot take place while the connection is down. The only
risk would be that a voter could vote in one location and then rush to another
location and vote again before the connection is re-established. However, once the
connection is restored, such a double-vote would immediately be flaggedin the
central server and election officials would be notified. Regarding solving the
problem, if it is aproblem with a carrier, such as Verizon, there may be little that St.
Joseph County could do to solve the problem other than calling the carrier and
complaining. If it is a failure of a connection component, such as a wireless card,
then that card could be swapped out for another one or the entire laptop could be
swapped out. If the failure is due to a poor or intermittent cellular signal, then
Robis suggests moving the laptop within the vote center location to find a more
suitable spot if possible. Sometimes this might mean moving from a basement
location up to a first floor. However, well before operation of the vote centers
begins, St. Joseph County's staff will survey each site be for any connection
problems. Robis has proposed to assist the County with this process if needed.
Furthermore, the configuration Robis proposes includes a router that has network
fail-over capability.
Adequate security to satisfy state and county requirements
The AskED ePollbook uses: AES Encryption, Operation Logs, Authentication, Security Updates,
and Windows 8 security updates. In addition, the AskED ePollbooks can utilize these
technologies:
1) SSL Security- At minimum, all traffic between the AskED ePollbooks and the AskED
server is SSL encrypted
2) Software VPN - VPN to ensure that only authorized computers can access the server.
Removable storage card for redundant data backup
The ability to provide redundant election data backup can be provided by a removable storage
card. Data is also backed up on the other pollbooks in a vote center through peer to peer
connection, as well as on the central server in a connected environment.
Provide a method for voter to access and vote using the proper ballot
The AskED ePollbook will print pre-approved, formatted ballots on-demand via locked PDF files
as provided by St. Joseph County. This means that the AskED ePollbook will be able to print all
valid ballots for the equipment in use in St. Joseph County.

Voting (Using Paper Ballot) Requirements
ePollbook must provide a method for bringing up the proper ballot on the devices
The ES&S Balotar ballot-on-demand (BOD) printer is an integrated, portable, highly secure
printing system specifically designed to automate generating ballots, on request, for
governmental elections.
Ballot must be able to be properly tabulated by Tabulator.
Ballots printed via ES&S Balotar printers are designed for tabulation on all ES&S tabulators,
including the ES&S Model 100s St. Joseph County would continue to use and the Model 650
central tabulator.
Ballot must be easy to read and use by voter.
By keeping the current St. Joseph County ES&S Model 100s and AutoMARKs, voters will have
the exact same ballot they know and have used for many past elections.
Ballot tabulator must be able to tabulate all precinct styles.
The ES&S Model 100 scanners and tabulators St. Joseph County presently owns will be
upgraded by ES&S to able to scan and tabulate every ballot type from every precinct, no matter
where the vote center is located. The upgrade that would be applied has been certified by the
State of Indiana and is in use in two Indiana counties (Hancock and Jennings) as well as in
other jurisdictions throughout North America.
Tabulating Requirements
Double-Sided Scanner: Machines must be capable of recognizing marks on both sides of a
ballot with one pass through the scanner.
St. Joseph Countys existing ES&S Model 100 scanners and tabulators read both sides of the
ballot simultaneously.
Scanning Orientation: Machines must be capable of accepting ballots regardless of the
orientation of the paper.
St. Joseph Countys existing ES&S Model 100 scanners and tabulators accept ballots in all four
possible orientations.
Ballot Acceptance: Machines must be configured to accept all the ballots defined for the
election regardless the sequence of introduction.
The ES&S Model 100 election definition enables the device to accept ballot styles defined for
the election regardless of the sequence of introduction. For additional information, please see
response below to the Multiple Precinct Ballot Processing requirement.
Early Voting Vote Center - ADA Solution Independence: Optical Scan Reader must be designed
to function independently from the Early Voting Vote Center - ADA Solution. The Early Voting
Vote Center - ADA voting solution must produce a human readable document that can be
scanned and tabulated by the optical scan solution.

The proposed ADA solution, St. Joseph Countys existing ES&S AutoMARK, marks a standard
paper ballot which is then scanned and tabulated by the Countys existing Model 100. The
Model 100 functions independently from the AutoMARK.
Over-Votes Under-Votes: Optical Scan Reader must have the capability to notify the voter of
overvotes and undervotes (customizable as to individual contests or to all contests
undervoted).
St. Joseph Countys existing Model 100 can be programmed to alert the voter of overvoted
races, undervoted races, or blank ballots. The Model 100 will return the questioned ballot to
the voter, emit an audible signal, and display an easy-to-read screen message that describes
the problem and prompts the voter to either review and edit the ballot or cast the ballot as it is.
This alert is set in the election definition. It is customizable to all contests overvoted, individual
contests undervoted, and, by setting each contest undervoted to alert, all contests undervoted.
Ballot Return Modes: Optical Scan Reader must have the capability to operate in either one of
two ballot casting modes: (1) Immediate ballot return of overvoted, undervoted and blank
ballots (2) Full ballot review on the Optical Scan Readers display while securely holding the
ballot allowing each voter the opportunity to either accept or reject the ballot as marked.
Regardless of the ballot return mode the scanner is operating in, the scanner must have the
ability to print a record for the voter indicating why the ballot was returned.
St. Joseph Countys existing Model 100 can be programmed to meet this requirement in either
of these modes: (1) Unconditional Rejection - immediate ballot return - of overvoted,
undervoted, and blank ballots. In this mode, the voter must review the ballot and correct the
selections before the Model 100 tabulator will accept it; or (2) Query the Voter for Correction. In
this mode, the Model 100 returns a questioned ballot to the voter and displays a screen
message that describes the problem and prompts the voter to either review and edit the ballot
or cast the ballot as it is. The voter presses RETURN BALLOT to correct the ballot or presses
COUNT AS MARKED to cast the ballot without editing selections.
Ballot Processing: The vendor must describe, in detail, how the Optical Scan Reader processes
each ballot cast and the number of redundant backups of each cast ballot exist on the Optical
Scan Reader. A minimum of 3 digital storage devices are mandatory and must be integrated
into the scanner. Each memory device must be validated against the others to ensure vote
count accuracy.
Vote tally and audit logs are stored on a SRAM PCMCIA memory card. The paper ballots serve
as redundant backup.
Standard Ballot Processing: The system must be capable of processing multiple and different
ballots at the same election. (The various ballots might be different sizes.)
St. Joseph Countys existing Model 100 is capable of processing any ballot programmed for the
same election. All voters will receive the same ballot size.
Multiple Precinct Ballot Processing: Machine must have the capacity of processing ballots for
multiple voting precincts. (describe any limitations of the scanner to be programmed with
multiple precincts.)
In early voting and in Election Day vote centers, Unity 3.4.0.0. allows up to 450 precincts to be
included on a single Model 100 PCMCIA card. This means that St. Joseph Countys current
equipment, guaranteed by ES&S for 10 years, is vote-center compatible.

Visible Public Counter: The machine must provide a ballot counter where the total number
accepted ballots is displayed.
The public counter on the Model 100 front-panel display is increased by one (1) each time a
ballot is scanned and dropped into the ballot box.
Machine Memory Requirements
Fixed Memory: Each machine must have a fixed, non-removable, non-volatile fixed memory
module. This memory module must store the machines configuration, the accumulated voting
results, and the operational log. These memory modules must not be easily accessible and
must be part of the internal hardware components of the machine.
The ES&S Model 100 contains 2 Megabytes of RAM (DRAM 2mb 30 pin Simm). This memory
module is part of the internal hardware components of the machine and is not easily
accessible.
Removable Memory Device: Each machine must have at least one, removable, and portable
memory module. Memory modules must store the machines configuration, the accumulated
voting results, and the operational log of the machine. Memory modules must be located in a
locked compartment to prevent unauthorized access.
The Model 100 uses a PCMCIA SRAM card that contains the election definition, operational log,
tabulation results, and other election-specific information. The memory card can be secured
with a wire seal and is locked behind an access door on the ballot box to prevent unauthorized
access. A tamper-evident seal can be placed across this access door for additional security.
Redundant Portable Memory Device: Each machine must have a minimum of three (3)
redundant memory locations separate from the primary memory module. A minimum of one (1)
must function as described on the Portable Memory Use specification above.
The ES&S Model 100s presently owned by St. Joseph County are older devices which do not
meet the stated requirement. ES&S has stated that the Model 100s will be upgraded in the
future to address this issue. Until such time, the PCMCIA SRAM card is the primary memory
device; DRAM cache is secondary, and paper ballots serve as redundant backup.
Post-Voting Requirements
Vendor must provide all software and hardware recommendations necessary to compile all
tabulated data from voting locations in accordance with Indiana lawin a format acceptable to the
State--including but not limited to workstations needed, redundant power, file server specifications,
and security specifications.
The ES&S Unity 3.4.0.0 election management system resides on a secure hardened computer.
The computer hardening is a process to reduce vulnerability points to create a secure
environment for the election software.
This environment requires a workstation with Windows XP, Service Pack 3 (32-bit) operating
system, with a 1GHz Pentium processor or better, 1GB memory or better, 40GB hard drive or
larger, 16x CD/DVD drive or faster and a minimum of 2 USB 2.0 ports. ES&S currently
recommends and has included in its pricing a Dell Optiplex 7010 as a desktop solution along
with the options of Symantec EndPoint anti-virus program and a APC 750VA Uninterruptable
Power Supply.

Set-up Election Day Vote Centers
1. The ePollbooks, Ballot Marking Stations and Tabulator will be delivered by St. Joseph County
Voting Machine Technicians on Monday before Election Day. Each machine will be sealed for
security.
2. Inspectors will pick up their election supplies on the Saturday, Sunday and Monday before
Election Day.
3. There will be ten (10) Ballot Marking Stations and one (1) Tabulator per vote center. Ample
devices for backup will be part of overall configuration. There will be three ePollbooks per vote
center with additional units at the Election Office if needed.
Processing Of Voters Election Day Vote Centers
The processing of voters will consist of the following steps:

Voter enters the Vote Center, states name, and presents his/her government issued photo ID
to a Clerk.

All provisional ballots will be printed on demand and the voter will place the ballot in a provisional
ballot envelope to hold for reconciliation at a later time. The Inspector will stay with the voter until
the ballot is sealed in the envelope and voter has filled out the appropriate sections of the
envelope.
Providing Data Election Day Vote Centers
Upon written request received by the St. Joseph County Clerk's office at least 24 hours prior to the
polls opening for an election, any person who desires to have voting data sent to a specified email
address will be added to an email distribution list.
Voting data will include the name of each individual who has voted, the Precinct in which each such
individual resides, and at which vote center each such individual cast his/her ballot.
Voting data will be sent via email to all email addresses on the distribution list at 10:00 a.m.,
1:00 p.m. and 3:00 p.m. on Election Day.
Close-Down Election Day Vote Centers
At the close of the polls:
1. Poll workers will log off ePollbooks, close down (i.e., turn off) all ePollbooks and generate
reports on the Tabulator. The ePollbooks will be locked in the ballot box with the ballots.
2. Inspector and one Judge of the opposite party will return the USB, and all election forms to the
Election Office.
These procedures run in direct correlation with current closing procedures. All vote center USBs will
be brought back to Election Central for county-wide accumulation results.
Set-up Satellite Absentee Voting Centers
There will be two ePollbooks, and one Ballot Marking Station at each Satellite Absentee Vote
Center. The board will be made up of one Supervisor from the same party as the County Clerk and
two Clerks, one from each party.
Processing Of Voters Satellite Absentee Voting Centers
The processing of early voters will consist of the following steps:
1. Voter enters the Satellite, states name and presents his/her government issued photo ID to a
Clerk.
2. Clerk types voters name into an ePollbook and verifies information with the voter
3. Voter signs his/her name on an electronic name pad and, in a Primary Election, declares either
Democrat or Republican

4. The ePollbook generates an Absentee In Person form and an Identifier ticket showing the
correct precinct and ballot style for the voter to proceed to any Ballot Marking Station.
5. Voter hands the Identifier ticket to Clerk.
6. Clerk enters the number on the screen to display the ballot for the voter and then walks away.
7. Voter selects the candidates of his/her choice; and, when voter has finished, Clerks initial the
ballot, voter puts ballot in ABS-6 envelope, signs the envelope and hands to a Clerk.
8. Voter exits the Satellite Center.
Providing Data Satellite Absentee Voting Centers
Upon written request received by the St. Joseph County Clerk's office at least 24 hours prior to the
Satellite Centers opening for an election, any person who desires to have voting data sent to a
specified email address will be added to an email distribution list.
Voting data will include the name of each individual who has voted, the Precinct in which each such
individual resides, and at which Satellite Center each such individual cast his/her ballot.
Voting data will be sent via email to all email addresses on the distribution list at 10:00 a.m., the
following day.
Close-Down Satellite Absentee Voting Centers
At the close of each day:
1. Poll workers will log off ePollbooks, close down (i.e., turn off) all ePollbooks. ePollbooks will be
secured with a laptop lock.
2. The next morning, officials designated by the Election Board will pick up the voted absentee
ballots and reconciliation sheet and transport in a secured bag to the County Clerks Office for
processing.

Disruptive Events
Two events that could disrupt the vote center process are loss of connection between the
ePollbooks and the central server and a loss of electrical power at either the vote center or the
central server. The plans to prevent disruption of vote center process and ensure the election is
properly conducted if these events occur are set out below.
Loss of connection between the ePollbooks and the central server.
a) The ePollbooks will have both a high-speed internet connection using the vote center's
own internet service provider, and a high-speed cellular connection. The cellular
connection will be automatically turned on if an ePollbook loses its network connection
through the vote center's own Internet connection.
b) Each laptop will be loaded with the complete list of eligible voters in St. Joseph County. If
connectivity is lost Clerks will still be able to process voters and issue a Identifier Ticket.
As soon as connectivity is re-established information as to who has voted in that Vote
Center will be sent to all other Vote Center locations.
Loss of electrical power at either the vote center or the central server. Both the ePollbooks
and the tabulation equipment used at the vote centers will have battery backups that last
for several hours. This would enable a vote center to continue functioning through a
temporary power loss. However, if the electrical power loss at a vote center is for a time
longer than the backup battery life, the Election Board could close down that vote center
and direct voters to other vote center locations. The central server also has a battery backup
and the County-City Building, where the central server is housed, has an emergency
generator.
Access to Electronic Poll List
Access to an electronic poll list without the coordinated action of two precinct election officers who
are not members of the same political party will be prevented by the procedures set out below.
Before using the ePollbook(s), two Clerks will be paired up as a bipartisan team, with one
team per table. Each bipartisan team of Clerks, will enter their user names and passwords
into the ePollbook(s) at their table, and provide their initials on the signature pad.
In the event it is necessary to replace a Clerk at a vote center during operating hours, the
new bipartisan team at that particular table will begin anew by entering their user names
and passwords into the ePollbook(s) at their table, and providing their initials on the
signature pad.
VOTER EDUCATION
Thorough and effective voter education will be critical to the success of converting from Precinct
voting to Vote Centers. Accordingly, St. Joseph County's voter education efforts will be as described
below to the extent available funding will allow.

The Vote Center Committee has received a proposal (see Appendix B) from The League of Women
Voters of the South Bend Area ("LWVSBA") to assist, in both 2015 and 2016, with two of the voter
education efforts described below - Public Forums and Civic Organization Meeting Presentations.
The Vote Center Committee accepts the LWVSBA proposal because the well-established
nonpartisan nature of the organization and the inclusion among its members of professionals who
are well-qualified to perform these tasks will enhance the credibility and quality voter education
efforts.
Earned Media
The conversion to vote centers will be highly newsworthy. Hence, the media can be a powerful ally
in providing information to the public. St. Joseph County will execute a full media outreach
campaign that will involve press releases and effort to obtain newspaper, radio and television
interviews or features.
Vote Center Website
A Vote Center Website specifically dedicated to St. Joseph County's vote centers and with its own
web address will be established. The Vote Center Website will be on St. Joseph County's existing
website, but it will have a web address shorter than the County's standard web address (something
like www.stjoevotecenters.com).

Center Brochures described above will be available as handouts. The Vote Center Committee and
The LWVSBA will work together to identify locations appropriate for the Public Forums. The LWVSBA
will organize the Public Forums and members of the LWVSBA will make the presentations. Two
members of the Vote Center Committee will be present at each Public Forum to answer questions.
Civic Organization Meeting Presentations
Presentations similar to the Public Forums will be made to meetings of civic organizations (such as
Kiwanis, Lions and Rotary Clubs) willing to host such a presentation. The Vote Center Committee
and LWVSBA will work together to identify appropriate civic organizations for such presentations.
Members of the LWVSBA will make the presentations.
Direct Mail
In 2015, postcards will be sent in March and September to every residential mailing address within
jurisdictions conducting municipal elections in 2015. In 2016, postcards will be sent in March and
September to every residential mailing address within St. Joseph County. The postcards will include
a list of vote center locations, the Vote Center Website address, phone number to call with
questions, and other pertinent information.
Advertising
Television and radio: check your mail commercials during morning and evening news
programs for two weeks before sending the Direct Mail postcards described above;
Traditional Billboards: six to eight locations throughout the County for four weeks before sending
the Direct Mail postcards described above;
Portable Digital Billboard Tour: Portable Jumbo-Tron Billboard in 30 locations for five days
before sending the Direct Mail postcards described above;

Internet: Google Search (using Google Ad-Words to be found more easily by the public) and
digital display ads through exchanges and paid Facebook.
POST-ELECTION REVIEW
St. Joseph County will evaluate the operation of the vote centers after every election, amend its
plan where necessary, and file amendments with the Indiana Election Division.
The League of Women Voters of the South Bend Area ("LWVSBA") has proposed to assist St. Joseph
County by performing post-election evaluations in 2015 and 2016. The Vote Center Committee
accepts the LWVSBA proposal because the well-established nonpartisan nature of the organization
and the inclusion among its members of professionals who are well-qualified to perform the task
will enhance the credibility and quality the Post-Election Review.
In particular, the Post-Election Review activities will be:
The LWVSBA will perform exit surveys of voters at vote center locations.
The LWVSBA will perform a statistical analysis of voting trends and voter turnout.
The LWVSBA will interview a focus group of non-voters.
The LWVSBA will require access to post-election voter files for both the subject election as
well as the previous election in order be able to make a comprehensive and effective
evaluation of voter turnout and trends.
The LWVSBA will make a post-election report to the Vote Center Committee (or other
appropriate committee) outlining the successes and failures of the vote center plan as
implemented this cycle.
The Vote Center Committee will take steps to ensure the post-election recommendations of
the LWVSBA are given due consideration.
The LWVSBA would repeat this evaluation after the 2016 election.

OVERVIEW
Although the LWVSBA has not taken a position on whether or not vote centers are
good for the voters of St. Joseph County it remains committed to voter education and
engagement. To that end, the LWVSBA proposes to assist the Vote Center Committee
with the public education and assessment portions of the Vote Center Plan.
Public Forums
The LWVSBA will identify locations and facilitate public forums.
The VCC will provide educational materials for LWVSBA use. If LWVSBA makes the
presentation, at least two members of the VCC shall be present to answer questions.
This educational component will be repeated for the 2016 election cycle.

Post-Election Assessment and Evaluation
The League feels strongly that it is the organization best equipped to assess the strengths
and weaknesses of the plan after the first election. The non-partisan status of the
organization makes it uniquely prepared to view the post-election data from a votercentric eye. It is with this in mind that the LWVSBA feels it is essential that the
assessment portion of the plan should be repeated after the 2016 election. To get a
true sense of whether or not the vote centers are serving the voters effectively, the
LWVSBA feels it is valuable to re-assess the vote centers again after a National election.
The LWVSBA will perform exit surveys of voters at vote center locations.
The LWVSBA will perform a statistical analysis of voting trends and voter turnout.
The LWVSBA will interview a focus group of non-voters.
The LWVSBA will require access to post-election voter files for both the subject election as
well as the previous election in order be able to make a comprehensive and effective
evaluation of voter turnout and trends.
The LWVSBA will make a post-election report to the VCC (or other appropriate committee)
outlining the successes and failures of the vote center plan as implemented this cycle.
The VCC will take steps to ensure the post-election recommendations of the LWVSBA are
implemented.
The LWVSBA would repeat this evaluation after the 2016 election.
CONCLUSION
In addition to the specifics outlined above, the LWVSBA is requesting reimbursement
of any and all reasonable costs incurred by its participation with the prior approval of
the VCC or other appropriate committee.
Although the LWVSBA has no official position on the efficacy of vote centers in St.
Joseph County, the League has always maintained the importance of educating
voters and encouraging them to exercise their right to vote. It is to that end, that the
LWVSBA submits this proposal to the Vote Center Committee of St. Joseph County.

WHEREAS, Indiana Code 3-11-18.1 grants permission for any Indiana County that so chooses to implement vote centers
in their county and,
WHEREAS, the St. Joseph County Election Board held public hearings to present a draft plan for the administration of vote
centers in St. Joseph County on the following dates, at the following times and locations:

WHEREAS, after each public hearing, public comment was requested in writing to the Election Board or to

Whereas, IC 3-11.5-1-1.1 (the state law permitting the central counting of absentee ballots)
applies to a county whose county election board adopts a resolution by unanimous vote of the
boards entire membership pursuant to IC 3-11.5.6-1;
Whereas, the St. Joseph County Election Board has determined that absentee ballots in the
county will cast on ballot cards (and not on paper ballots) and that, as a result, IC 3-11.5-6-1
would be the applicable statute for the adoption of a central count resolution by the board;
Whereas, the St. Joseph County Election Board has determined that the adoption of a
resolution for the central counting of absentee ballots would be beneficial in the administration
of elections in the county;
Whereas, the approval of this resolution would take place at least sixty (60) days before the
next election at which the central count procedures would be used; and
Whereas, this Resolution has received the unanimous vote of the entire membership of the
Board;
NOW, THEREFORE, BE IT RESOLVED BY THE ST. JOSEPH COUNTY ELECTION BOARD:
Section 1. IC 3-11.5-6-1 applies to the counting of absentee ballots in the county, along with
other pertinent provisions of IC 3-11.5.
Section 2. The Secretary of the County Election Board shall immediately file a signed copy of
this Resolution with the Indiana Election Division, a division of the Office of the Indiana
Secretary of State.
Section 3. In accordance with IC 3-11.5-6-1, this Resolution takes effect immediately and may
only be rescinded by unanimous vote of the entire membership of the board.
