INSTRUCTIONS

FLYING COURSE 2015-1


19 January 13 February 2015

INTRODUCTION
At TLP, Aircrew, Intel and C2/ISR personnel are known as PARTICIPANTS.
Specific details for participants are contained in this section. It is mandatory to
adhere to the following procedures so that your stay in Albacete may be as
trouble-free as possible and to avoid misunderstandings.
GENERAL REQUIREMENTS
All participants must possess a security clearance NATO SECRET and provide
an official certificate upon arrival, otherwise entrance to TLP HQ and course
participation cannot been granted.
BLUE AIR AIRCREW REQUIREMENTS
Blue Air Participants must meet the following minimum requirements:

Current/Qualified on their aircraft (A/C) type
500 hours on type/in role Minimum.
Current/Qualified in Night Ops (Night Course)
Current/Qualified in DACT (If participating as AD asset)
Current/Qualified to fly missions at 500 ft MSL/AGL.
Current/Qualified to use AAR assets supporting the flying course.
Must be authorized by their commanders to act as mission commander of
large multi-type COMAO packages.

Note: If an individual does not meet one of the above requirements then the
individuals Squadron Commander must request a waiver from the TLP
Commandant not later than 45 days prior to the course.

Blue Air participants must complete the following documents found in the TLP
website at Downloads/FC Joining Instructions:
o (4) BLUE PARTICIPANT QUESTIONNAIRE.xls - Forward to TLP no later
than 2 weeks before the start of the course.
o (8) Aircraft Capabilities.xls Fill out in accordance with the instructions
contained within the file. Save the file with an .xls extension. DO NOT
EMAIL THIS DOCUMENT TO TLP, Save it in the same medium as your
presentation below and have it ready for turn in on the first day of the
course.
o (10) Aircraft Capability Presentation.ppt Participants should bring this
presentation in digital format (USB, CD, etc.) with the appropriate
information filled out. DO NOT EMAIL THIS DOCUMENT TO TLP. The
media containing this presentation will be scanned for viruses before use.
Please try to minimize the contents in the USB/CD used as it can take
considerable time for the virus scan to complete if too many files are
stored in the media.
RED AIR AIRCREW REQUIREMENTS

o Current/Qualified in DACT (If participating as AD asset)
Upon arrival Red Air participants should report to the Mission Coordinator (MC)
in the TLP HQ building. Red Air a/c must be fully prepared for the TLP mission
not later than 1200L hrs on the day starting their commitment (as coordinated
through the MC).
Red Air participants must complete the following documents found in the TLP
website at Downloads/FC Joining Instructions:
o (5) RED PARTICIPANT QUESTIONNAIRE.xls - Forward to TLP no later
than 2 weeks before the start of the course.
o (8) Aircraft Capabilities.xls Fill out in accordance with the instructions
contained within the file. Save the file with an .xls extension. DO NOT
EMAIL THIS DOCUMENT TO TLP, Please have it ready for turn in on the
first day of the course.
GENERAL AIRCREW REQUIREMENTS
To expedite IFR recoveries, the preferred recovery mode is a pairs/element
approach to a formation landing for aircraft/nations authorized to do so.

Participants should make every attempt to have formation landing currency


before arrival at TLP.
INTELLIGENCE, C2/ISR PARTICIPANTS
Each course includes Intelligence Officers, GCI Controllers, AWACS
Controllers, and ISR Operators. They are full course participants and have to
liaise with external agencies and to brief/debrief aircrew participants during the
course. These personnel should also be prepared to give presentations covering
their own areas of expertise. Since flying courses are conducted in English and
participants are expected to brief in English, we strongly urge participant nations
to submit only sufficiently qualified personnel with an English proficiency level
3/3/3/2 SLP according STANAG 6001.
The overall objectives for participants are to improve individual support to
COMAO, learn to work as a cohesive team in an international environment,
develop basic leadership skills within an international environment, and gain
appreciation and understanding of other COMAO assets.
Expectations for Intelligence Officers:
All intel participants are expected to have already received basic intelligence
training. Additionally, Intel Participants should have 1-2 years of experience
supporting flying operations within a squadron. Overall, this course is not
designed for those that have extensive intelligence training and experience; it is
designed for squadron-level intel NCO/officers.
Expectations for C2/ISR:
All C2/ISR participants are expected to have already received basic training and
should have 1-2 years of experience supporting flying operations. Additionally C2
controllers are expected to have live controlled missions with a minimum of 6
aircraft, should have experience in joint and/or combined operations, in TEAMcontrolling mission sets, e.g. A/A, A/G, AAR in one mission profile, or are already
experienced in ACMI campaign or COMAO controlling.
Note: If an individual does not meet one of the above requirements then the
individuals Squadron Commander must request a waiver from the TLP
Commandant not later than 45 days prior to the course.
Intel and C2/ISR participants must complete the following documents found in
the TLP website at Downloads/FC Joining Instructions:
o (6) INTEL - PARTICIPANT QUESTION NAIRE.xls - Forward to TLP no
later than 30 days before the start of the course.
o (7) C2-ISR PARTICIPANT QUESTIONNAIRE.xls - Forward to TLP no
later than 30 days before the start of the course.

ARRIVAL
Course participants should plan to arrive at TLP on the evening prior to the start
of the course and check in with billeting. Participants choosing to travel to TLP on
the first morning of the course should bear in mind that the course starts promptly
at 0900 hrs (local time).
COURSE STRUCTURE
The TLP Flying Course runs for 4 weeks and will start on Monday 19 Jan 2015.
Essential academic training will be covered on 19 and 20 Jan 2015. Participants
should be seated in the TLP Main Briefing Room not later than 0855L on Monday
19 Jan 2015. The first briefing will commence at 0900L. A seating plan will be
displayed by the door of the briefing room. As all participants are combat ready
front-line aircrew, a certain base level of knowledge is assumed. In particular,
participants must be familiar with NATO procedures and the following documents
are considered to be essential reading:

ATP 3.3.3.1 Air Maritime coordination procedures

The first mission will be flown on Wednesday 21 Jan 2015.


As Participating aircrews are involved in academic lectures during the first 2
days, it is normal practice for units to fly-in the aircraft using additional crews.
Exceptionally, participating aircrew may fly the aircraft into Albacete on the
Sunday prior to the course after 1200L. If this is not possible, units have to notify
TLP (through their respective SNRs) for alternate arrangements. For non-MOU
nations this notification has to go through TLP Ops.
Spain has granted a permanent diplomatic clearance to overfly Spanish Territory
to/from Albacete AB for TLP Flying Courses. All flights included in this
Permanent Diplomatic Clearance only have to advance, via diplomatic channels,
the Flight Plan form as per requirements dictated by the Spanish Ministry of
Foreign Affairs. For more info, please refer to your own national authorities.
Note: A PPR must be obtained for Albacete NLT 72 hours in advance. As a
general rule, PPRs will not be accepted for landings from Friday 1430L to

Monday 0730L. The PPR form can be found in the TLP website at Downloads/
/FC Joining Instructions.

Missions may be flown on most weekdays from 20 Jan to 12 Feb 15, although
further academics days are normally scheduled during the course. During the
flying phase, the working day for the participants will normally start with a Met Bri
at 1000L and debriefs may (and often do) go on until 2200L. Crew duty
considerations are strictly adhered to and participants are always guaranteed at
least 12 hours of crew rest. The Chief Flying Branch reserves the right to
schedule academics on the Sunday prior to the last week of the course.
The flying syllabus consists of 16 missions covering a broad spectrum of
Composite Air Operations. The course is structured on a "Building Block"
principle with a gradual build-up of force size and mission complexity. Missions
progress from 6 to 8 ship packages in the early stages to large, fully integrated
composite operations flown against external air defense assets. Scenarios
include exposure to a wide range of Air-to-Air and Surface-to-Air threat systems.
Air-to-Air Refueling may be employed and participants should be AAR qualified.
A typical mission may last for 1hour 45minutes from take-off to landing, and the
aircraft configuration should therefore be considered carefully.
In order to develop your leadership skills, mission planning, briefing, tactical
flying and debriefing skills, you will be exposed to a wide range of missions,
requiring the employment of air power. You are responsible for the tactical
organization, planning and execution of these missions, of which every aspect
will be analyzed and debriefed in depth. You are to evaluate the outcome thereof
and deduce the lessons identified.

Consolidate planning techniques

The comprehensive daily debriefs will use the AACMI system to analyze both airto-air and air-to ground results. All aspects of the mission will be thoroughly
debriefed and the emphasis at all times is on Lessons Identified.
The last mission will be flown on 12 Feb (Week 4). Participants may fly the
aircraft out at any time between 0730L and 1430L on the following day.
Aircraft exchange and transport aircraft landing must be coordinated with TLP
operations and fit into the Spanish Air Force flying window which goes basically
from 0730 1430L Monday through Friday.
CLASS SENIOR
At the beginning of the course, a Class Senior (normally the senior aircrew
participant) will be nominated. The Class Senior will be required to act as the
point of liaison between the participants and the Course Leader (TLP staff), act
as a spokesman for the course participants, and coordinate administrative and
social activities.
REPORTS & CRITIQUES
TLP depends on feedback from participants to improve the syllabus and general
structure of the course. Participants will be asked to complete critique sheets
after each day of academic training, and will have an opportunity to comment on
every flying mission. At the end of the course, the Class Senior will be asked to
prepare a more formal critique, which should represent the views of all the
participants and should cover all aspects of the course.
PLANNING, BRIEFING AND DEBRIEFING AIDS
TLP provides briefing/planning areas, planning tables and all maps required
during this course. Detachments should bring sufficient planning equipment and
expendables for the flying missions.

Participants whose aircraft utilize VCRs are to bring at least two tapes per aircraft
for use during the course. HUD, radar and weaponry information is an essential
training requirement and tapes will be assessed by a TLP staff member after
each mission. Detachments are to bring their own VCR recorders.
There is no wet film developing capability at TLP. Detachments may bring
national planning aids and each nation will be allocated at least one room where
planning/debriefing equipment and national documentation may be stored. Keys
for these rooms will be issued by TLP on the first day of the course.
The following visual aids are available for use during the course:
Video Players. TLP has several VCRs that can handle most types of
videos. (UMATIC 3/4", VHS 1/2, (PAL, SECAM and NTSC), Hi-8/8 Di-8
(pal NTSC)).
Training Films. Participants are encouraged to bring any films, videos,
and/or briefing materials that they think might be of interest to the course.
Presentation Software. All TLP computers, including those in the briefing
rooms, are equipped with MS Office 2013, including MS PowerPoint 2013.
This is the preferred briefing method for all presentations up to and
including NATO RESTRICTED. All files must be virus checked by TLP
before use on our network.
FLIGHT INFORMATION PUBLICATIONS
Participants are responsible for providing their own European Flight Information
Publications. TLP holds only a limited stock of these documents, which are for
reference only and not for issue. Consequently, if publications are known to
expire during the course, units should arrange to have in-date publications
forwarded to their detachment at Albacete.

MODE IV - HAVEQUICK
Mode IV and HAVEQUICK are used on all TLP missions and all participating
aircraft should be MODE IV and HQ equipped and capable.
LINK-16
Participating units must contact TLP as early as possible to coordinate
Link 16 requirements. Email: c2link@tlp-info.org, c2coord@tlp-info.org and
c2isr@tlp-info.org with your unit Link 16 managers email/phone contact so that

we may share OPTASKLINK information and Link 16/crypto specifics prior to


your deployment.
NETWORK: The network in use will be ESSU0005A (Contact your DLMC in case
to get the proper load files). This Network will be released prior to course start.
We ask you as well to come in TLP with the load files of the older Network, the
ESSU0004A (released by Spanish DLMC on 15 Jul 13, as a backup in case the
new net causes trouble).
CRYPTO: Host base COMSEC will provide crypto keys. Ensure your crypto
personnel bring documentation authorizing them access to NATO crypto keys.
Note: If you intend to acquire this crypto at home station, it may take up to two
months delivery time.
CLEARANCE: Participating aircraft must have clearance for network
participation/radiation. Your Link 16 manager/DLMC must send a Clearance to
Radiate (CTR) request to the Spanish DLMC no later than six weeks prior to
intended operation date. Spanish DLMC email: dlmc-sp@oc.mde.es
Once the CTR number has been issued email it to c2link@tlp-info.org,
c2coord@tlp-info.org, c2isr@tlp-info.org and ops@tlp-info.org for coordination
within TLP. An example of the CTR number looks like this: CTR ESP000-14

TLP will employ ground-based Link 16 Systems to provide an enhanced Link 16
training environment incorporating simulated Command and Control (C2)
agencies and Intelligence, Surveillance, and Reconnaissance (ISR) platforms/
capabilities.
Participants should review available NATO data link references (e.g.
ADatP-33, STANAG 5516) and platform specific data link operating standards
to maximize your integration.
INTERFLIGHT FREQUENCY
An UHF/VHF interflight frequency can be assigned to each aircraft formation (2
ship) by TLP OPS.
Participants must ask for it, at least one week before the start of the course, by
FAX (+34 967 598 590), by phone (+34 967 598 507) or by email at ops@tlpinfo.org. TLP OPS will allocate the available UHF/VHF frequencies and they will
be communicated when arriving at TLP.
CHAFF/FLARES
Chaff may be used on all over sea and some overland missions subject to certain
restrictions. Flares may only be used over water. Detachments should bring
enough chaff for 6 missions and flares for 3 missions.

SIMULATED WEAPON AND EXTERNAL STORES


Aircrews will not employ any type of ordnance during the course.
FLIGHT SAFETY
TLP has a resident Flight Safety Officer who will assist Detachment
Commanders with flight safety incidents. However, as flight safety is primarily a
national responsibility, each unit should deploy with its own pack-up, which
should include all appropriate forms and documents.
SAFETY EQUIPMENT
The provision and servicing of flying clothing and safety equipment is the
responsibility of individual detachments. A number of missions are flown over the
sea, and during the winter months the water temperature is often below 15C.
Immersion suits should be provided if required by national regulations.
TWO-SEATER AIRCRAFT
The TLP Memorandum of Understanding states that a two-seat aircraft should be
provided by one of the participating nations on each flying course. This aircraft
allows airborne mission supervision by the TLP staff. Units tasked to provide a
two-seater should also provide all necessary safety equipment, in a selection of
different sizes, to equip TLP staff members who may fly in the back seat.
ADMIN FEE
An admin fee (approximately 15 EUR) will be collected from all full course
participants at the start of the course. This will cover coffee/tea and other
miscellaneous minor costs. External support crews will be asked to contribute an
appropriate amount. Participants, externals and support crews also have to pay
an additional refundable deposit of 10 EUR for the entrance chip at TLP.
