City Council Passes Green Building Legislation

Katherine Gajewski, Director of Sustainability for the City of Philadelphia,

told the Green Economy Task Force: "Through this legislation we are not
only sending a message about the value of green building but, as a major
land owner in Philadelphia, we will also be increasing demand in the local
marketplace for high performance building, and related goods and
services. We hope that our commitment will encourage similar
development by residents and businesses, helping to increase demand
and transform our local green economy."

Bill No. 080025 is intended to be an effective tool for fostering integrated

design and high-performance construction in major City building projects.
The LEED-silver requirement applies to construction projects over 10,000
square feet that are primarily funded by City capital dollars and are
controlled by the City. To emphasize energy efficiency, the ordinance
requires that projects be designed and constructed to use at least 20%
less energy than basic, code-compliant structures. The ordinance applies
to capital projects undertaken by all departments and agencies across the
City, including the Airport, Water Department, and Public Property.

Green Water Infrastructure Bill Introduced in US House

of Representatives

A new Green Water Infrastructure Bill was introduced in the US House of

Representatives on Dec. 3rd. The bill would establish up to five Centers of
Excellence for green infrastructure in the United States charged with
conducting research on green infrastructure that is relevant to the
geographic region in which the center is located, and provide communities
with training and technical assistance on how to implement green
infrastructure best management practices. The legislation would also
provide incentive funding to help communities develop green
infrastructure technologies. Finally, the legislation would require the
Environmental Protection Agency (EPA) to examine how green
infrastructure approaches can be incorporated into clean water programs
including permitting and enforcement.

PA Stormwater Legislation to be Voted on by Local

Government Committee

In addition to the federal stormwater legislation, comprehensive

stormwater management legislation for Pennsylvania has been brought
before the House. Voting on HB 1390 by the Local Government
Committee will take place today, Dec. 15th.

The bill requires local governments to address existing stormwater

problems and to plan to avoid new problems. It also allows local
governments to form stormwater authorities, which will give them the
right to charge fees to those who are causing the problems.

Philadelphia Aligned with President's Job Creation

Proposals

A day after listening to President Obama's plan to create jobs firsthand in

Washington, Mayor Nutter said that Philadelphia is already aligned with
the President's proposals. Nutter said the city is already carrying out or
poised to act on many of the President's proposals, which addressed three
major issues - incentives for small businesses, including lending and tax
cuts; additional plans to invest in infrastructure; and a rebate program for
property owners who invest to lower energy costs.
