Workshop Purpose:
This workshop is designed to improve the knowledge of Private Sector security professionals by
providing exposure to key elements of soft target awareness, surveillance detection, and
improvised explosive device (IED) recognition. The workshop training materials enhance and
reinforce participants knowledge, skills, and abilities related to preventing, protecting against,
responding to, and recovering from terrorist threats and incidents. This workshop reviews the
current development of strategies requiring collaboration of numerous agencies across multiple
localities, disciplines and level of government. The workshop outlines specific counterterrorism
awareness and prevention actions that reduce vulnerability and mitigate the risk of domestic
terrorist attacks.
Student to Instructor Ratio:
2 facilitators to 50 participants, 5 facilitators to 250 participants Max
Evaluation Strategy:
The Kirkpatrick Training Evaluation Methodology Level I questionnaire is used.
Participant Resource Requirements:
Logistics requirements are coordinated with the host agency during planning and coordination
and include the following:
Classroom facilities to accommodate the expected number of participants with the ratio
of 50:2 students to facilitators, as well as 10 VIP visitors
Laptop computer, LCD projector with sound system, projector screen and white board

Module 3: Soft Target Awareness: Practical Threat Assessment Procedures for the Private
Sector

Purpose:
This module reinforces the private sectors effort to counter the threat posed by IEDs by
providing a venue to receive baseline terrorism awareness. The training materials provide
information and strategies that address the full range of preparedness activities prevention,
protection, response, and recovery. This module allows participants to achieve a greater
understanding of terrorist methodology of attacks through historic examples and lessons learned
regarding terrorist use of IEDs. The training materials emphasize prevention strategies that could
detect and defeat adversaries in the beginning stages of the attack cycle and protective measures
that could mitigate the consequences of an IED should an attack occur.
Terminal Objectives:
Highlight terrorists method of operation, use of surveillance in the 7-step attack cycle.
Brief a case study where terrorists used surveillance to conduct an attack.

Identify disruption of the surveillance, through surveillance detection; of the 7-step attack
cycle is crucial in disrupting and preventing terrorist attacks.
Identify site-specific considerations posed by terrorist threats.
Identify terrorism awareness and surveillance detection strategies to identify potential
terrorist surveillance and prevent a terrorist event.
Identify detecting, reporting and response to suspected surveillance as a key components
in disrupting potential attacks.

Concept of Operations
Planning Assumptions:
Two independent Instructor teams -- instructor teams will conduct bounding scheduling
to provide continuous coverage during a five week effort in ten separate locations.
Instructor teams will consist of 5 subject matter experts
Work day consists of 10 hours.
The delivery of a course in a given city will be a an event of 5 days which includes predeparture preparation, travel to the site, the event, departure travel, post mission
administration including analysis of student feedback)
The level of effort to execute in ten Cities using two teams is equal to a minimum of 50
days 500 hours.
