NOTE: (HSE Officer refers to Project Manager and takes on the responsibility of HSE Officer for particular Project.)

1. Purpose
To describe EMCO Buildings methodology for identifying, implementing and maintaining HSE training needs.

2. Scope
This procedure applies to all EMCO Managers, Supervisors, employees, subcontractors and their employees,
labour hire employees, and visitors to workplaces under the control of EMCO Building.

3. Procedure
The EMCO Project Manager will be responsible for developing and maintaining training programs to ensure
that EMCO employees receive the appropriate training for the tasks they are required to perform.
Training program requirements will include:

Identifying employee training needs


Recording employee training
Determining internal training and its associated content
Determining (external) specialist training and its associated content
Determining the requirements of refresher training
Verifying the competency of employee skills
Reviewing the training program

3.1 Identifying Employee Training Needs


The EMCO Project Manager, in consultation with the EMCO General Manager, Site Managers/Supervisors
and EMCO employees, will be responsible for ensuring that the training needs of employees are identified.
The EMCO Project Manager will develop a formal Training Needs Analysis (TNA) tool to identify employee
training needs.
The TNA will involve, but not be limited to:

Collecting data to identify organisational needs


Observing work to determine knowledge and skills required for safe and effective performance
Collecting information to determine the current knowledge and skill profile of staff within the
organisation
Analysing the information to identify gaps between the needs and the current skills profile; and
Providing advice, recommendations and options to address the gap between the needs and the
current situation

3.1.1 Employees with Special Needs


EMCO Building will ensure that where an employee has special needs (such as English as a second language),
consideration is given to that need, and that suitable arrangements are made to ensure the employee
receives adequate, and appropriate training.

3.2 EMCO Training Matrix


The EMCO Project Manager will ensure that a Training Matrix is developed and maintained. The Training
Matrix will contain the names of all EMCO employees and include details of all training qualifications
attained.
The Training Matrix will be reviewed annually by EMCO Senior Management for the purpose of:
Assessing training needs
Planning further training
Determining budgets and allocating resources
The EMCO Project Manager, in consultation with the EMCO General Manager may review the matrix outside
of these parameters following:

Legislative change
Identification of a training need
Following results from audits and inspections

3.3 EMCO Internal Training


EMCO Building will ensure that internal training is carried out by someone with suitable knowledge and
experience of occupational health and safety and a sound understanding of the organisations HSE policy and
procedures.
Where practicable, the EMCO Project Manager will be responsible for EMCO Internal training. Internal
training will include, but not be limited to:

Safety System Training
EMCO HSE Procedure Training

3.3.1 EMCO Employee Inductions


The EMCO Project Manager will ensure that all new EMCO employees receive a formal EMCO induction.
Details will be recorded using HSEFM006 EMCO Form Staff Induction Record.
The induction will cover topics including, but not limited to:

HSE roles and responsibilities


EMCO HSE policy & procedures, including;
Risk management
Consultation & communication
Issue resolution
Training & competency
Hazard reporting
Incident reporting and investigation
Injury management and return to work programs
Emergency response and first aid

EMCO Employee Inductions continued....


The EMCO Project Manager will ensure that all relevant qualifications and certifications (including drivers
licence, first aid, HRW licence etc) are recorded on the induction record.
The EMCO Project Manager will ensure that a soft copy of the induction record, along with copies of all
relevant qualifications and certifications are held in a central HSE file for the duration of the employees
employment.
3.3.2 Safety System Training
The EMCO Project Manager will ensure that where new staff is employed in managerial, or supervisory roles,
those staff receive additional training in EMCOs HSE policy and procedures.
The purpose of the training will be to ensure that employees in managerial or supervisory roles are
adequately trained to manage their legislative and company HSE responsibilities. EMCO Safety System
Training will include, but not be limited to:

Risk management
Incident Reporting and Investigation
HSE Roles and Responsibilities
Operational Hazard Management Procedures
Emergency Response

EMCO Safety System Training will also be provided for EMCO employees who, through the course of their
employment, are promoted, or placed in supervisory positions which require a greater understanding of
legislative and company HSE requirements.
The EMCO Project Manager will ensure that training is provided in a timely manner following employment or
promotion.
Details will be recorded using HSEFM006a EMCO Form Safety System Training.
The EMCO Project Manager will ensure that a soft copy of completed forms is kept on file, and that the
company training matrix is updated.
3.3.3 EMCO HSE Procedure Training
The EMCO Project Manager will develop and maintain an EMCO HSE procedure Training program for EMCO
employees in managerial and supervisory roles including site managers, supervisors, and project managers.
EMCO HSE Procedure Training will also be provided for EMCO employees, who through the course of their
employment, are promoted, or placed in supervisory positions which require a greater understanding of
legislative and company HSE requirements.

EMCO HSE Procedure Training continued....


The purpose of the training will be to further the HSE knowledge of managers and supervisors through
workshops targeting specific EMCO HSE procedures. Procedures to be workshopped will include, but not be
limited to:

HSE legislative responsibilities


Risk management
Incident reporting and investigation
Emergency response

Typically, EMCO HSE Procedure Training will be undertaken on a monthly basis


3.4 External Training
EMCO Building will ensure that where a training need is identified which requires statutory certification, or a
certificate of obtainment, an appropriately qualified and recognised training organisation will be employed
to conduct the training. Training which requires statutory certification, or a certificate of obtainment
includes, but is not limited to:

Emergency response
High risk work, including;
Scaffolding
Rigging
Dogging
Operating forklifts/EWPs
Health & Safety Rep Training (if applicable)

The EMCO Office Administrator, in consultation with the EMCO Project Manager, will be responsible for
scheduling and booking external training, and for notifying employees of the times and dates of training, and
the location of training facilitators.
The EMCO Office Administrator will ensure that the training matrix is updated following completed training.
Records, including copies of training certification, will be maintained on a central HSE file.
3.5 Refresher Training
The EMCO Office Administrator will monitor the training matrix to ensure that where an employees
certification is due to expire, refresher training is scheduled and booked in a prompt and timely manner.
The EMCO Office Administrator will ensure that the relevant employee is notified of the times and dates of
training, and the location of the training facilitator.
The EMCO Office Administrator will ensure that the training matrix is updated following completed training.
Records, including copies of training certification, will be maintained on a central HSE file.

3.6 Verification of Competency
The EMCO Office Administrator will develop and maintain a skills register to verify the skills and competency
of EMCO employees. The register will include employee details, date, and task observed. (Attachment 2)
The EMCO Project Manager will, during;

Inspections
Audits
Site visits

Verify the competency and skill levels of EMCO employees through:

Task observation
Consultation and communication

The EMCO Project Manager/Site Manager will record details using HSEFM059 EMCO Form Verification of
Competency to verify whether the employee is competent, or not yet competent.
Where an employee is deemed not yet competent, the EMCO Project Manager will arrange to conduct a
TNA to determine further, or refresher training needs.
Information will be recorded
The EMCO Project Manager may also complete a verification of competency at the request of an EMCO Site
Manager/Supervisor, or following:

Incidents and investigations


Audits and inspections

3.7 Site Inductions


All site based EMCO employees will receive a formal EMCO Site Induction prior to commencing work on site.
The EMCO Site Manager/Supervisor or designated EMCO employee will induct site personnel using
HSEFM005 EMCO Form - Site Induction Record
The EMCO Site Manager/Supervisor, or designated EMCO employee will ensure that all relevant
qualifications and certifications (including blue/white card, drivers licence, HRW licence etc) are recorded on
the induction record.
The EMCO Site Manager/Supervisor, or designated EMCO employee will ensure that a copy of the induction
record, along with copies of all relevant qualifications and certifications are held on site for the life of the
project.
The EMCO Site Manager/Supervisor, or designated EMCO employee will follow the EMCO Induction
Guidelines (see Attachment 1) to ensure inductions are delivered in a consistent manner across all projects
under the control of EMCO Building.

3.8 Subcontractor Training


3.8.1 Site Inductions
All subcontractors, their employees, sub tier contractors, and their employees will receive a formal EMCO
Site Induction prior to commencing work on site.
The EMCO Site Manager/Supervisor or designated EMCO employee will induct subcontractors, their
employees, sub tier contractors, and their employees using HSEFM005 EMCO Form - Site Induction Record
The EMCO Site Manager/Supervisor, or designated EMCO employee will ensure that all relevant
qualifications and certifications (including blue/white card, drivers licence, HRW licence etc) are recorded on
the induction record.
The EMCO Site Manager/Supervisor, or designated EMCO employee will ensure that a copy of the induction
record, along with copies of all relevant qualifications and certifications are held on site for the life of the
project.
The EMCO Site Manager/Supervisor, or designated EMCO employee will follow the EMCO Induction
Guidelines (see Attachment 1) to ensure inductions are delivered in a consistent manner across all projects
under the control of EMCO Building.

3.8.2 Verification of Competency


Subcontractors will be required to produce a skills and competency register identifying the skills and
competency of all employees undertaking work for the subcontractor on projects under the control of EMCO
Building.
The register should include the names of employees undertaking the work, along with qualifications,
certification, and skills relevant to the tasks being performed. The subcontractor is required to sign off on
the register to verify the competency of its employees.
The EMCO Site Manager will ensure that skills and competency registers are attached to, and filed with the
subcontractors JSA/SWMS for the life of the project.

3.8 Visitors
The EMCO Site Manager/Supervisor will ensure that all visitors to site receive a brief induction. The
induction will include, but not be limited to:

Mandatory PPE requirements


Emergency procedures (including First Aid contacts and emergency muster points)
Specific hazards that may be present
Reporting procedures

Visitors are required to record their details using HSEFM024 EMCO Form - Visitors Register following the
induction.
The EMCO Site Manager/Supervisor will ensure that visitors are accompanied at all times while on site by a
designated EMCO employee.

Attachment 1 Site Induction Information Sheet

1. Employer and Employee Duty of Care


A copy of the OSH Act and Regulations are available on site. Standards, Codes of Practice and guidelines are held
electronically and are available upon request.
Under section 19 of the OSH Act 1984, the employer (EMCO) is obliged to provide the employee with a safe
working environment in which employees are not exposed to hazards.
Under section 20 of the OSH Act, employees are obliged to ensure his or her own safety at work, and to avoid
adversely affecting the health and safety of others through any act or omission at work.

2. EMCO HSE Policy and Procedures


EMCO HSE Policy and procedures are displayed on the noticeboard in the lunch room.
All employees and contractors should read and make themselves aware of EMCO policy and procedures.
Complete EMCO HSE Manual is kept on site and available to all employees and contractors on request.

3. Safety Management Plan


A site specific safety management plan has been developed for this site.
A hard copy of the plan will be maintained on site for the life of this project and is available to be reviewed by all
personnel involved with this project.

4. Emergency Details

In the event of an emergency the air horn will sound 3 times.
All employees and contractors are required to evacuate to the designated muster point. The muster point on

EAP - Employees and contractors exposed to a critical incident will be provided with a counselling service if

5. General Site Safety Rules


The following PPE is mandatory on this site hard hats, steel capped boots, hi-viz shirt/vest. Failure to comply
with mandatory PPE requirements will result in a verbal warning, a written warning, and removal from site if non
compliance continues.
Task specific PPE must be worn in accordance with contractor safe work method statements.
All injuries, incidents, and hazards are to be reported to the EMCO site manager as soon as is practicable.
Contractors are asked to keep their work area clean and tidy at all times.
Contractors are asked to use the bins provided to dispose of all waste.
Contractors are asked to keep the site facilities clean and tidy.
The following hazards exist on this site (working at height, mobile plant, excavations etc)
The removal of, or alteration to any scaffold on site is strictly prohibited. If you require scaffolding to be moved
or altered, please see the EMCO site manager.
Work on this site can commence at ___________. Work on this site must cease at _________. Any work outside
these hours must be approved by the EMCO site manager.

6. PPE Requirements
Mandatory PPE requirements on this site are as follows:

Hard Hat
Hi Viz
Steel Capped Safety Boots

Task specific PPE (safety glasses, gloves etc) must be worn in accordance with your JSA
Noise Management
Persons working on construction sites are often exposed to excessive noise. Excessive noise is any noise which
exceeds legislative levels (85dBA) per hour over an 8 hour shift.
The EMCO Site Manager maintains a box of earplugs which you are encouraged to use.

7. Site Permit Requirements


Permits are required to undertake the following tasks:

Excavations,
Hot work (welding, grinding),
Confined space, concrete cutting,
Concrete drilling.

Please see the EMCO Site Manager prior to commencing any of these tasks.

8. Plant Inspections / Registers


Contractors using mobile plant on this site (cranes, EWPs) must provide the EMCO Site Manager with the
following,
-

Plant risk assessment


Daily log book

Any contractor unable to supply a daily log book must complete a Mobile Plant Checklist and return it to the
EMCO Site Manager prior to undertaking work on site.
Contractors using portable electrical equipment on site must provide the EMCO Site Manager with an Electrical
Tool Register prior to undertaking work on this site. No tools or leads are to be used on this site unless they have
the current tag on them.
Contractors using any chemical substance on site must provide the EMCO Site Manager with an MSDS for that
chemical. The chemical must also be listed on the EMCO chemical register prior to use on site.

9. JSAs / Licences / White /Blue Cards


A Blue/White Card is required by all personnel undertaking work on this site. No person will be allowed to
commence work on site until a Blue/White Card has been sighted and recorded by the EMCO Site Manager.
Any person undertaking a task which requires a licence or certification of competency must provide the EMCO
Site Manager with the necessary documentation prior to undertaking that task.
All contractors are required to provide a JSA prior to commencing work on site
All personnel involved in the task must read and sign their JSA prior to commencing work on site.
