violation ofhum an rights,the State Governm entm av,with the concurrence
of the ChiefJustice ofthe High Court, b!/ notification,specifp for each
district a Courtof Session to be a H um an Rights Courtto try the said
offences.

31. Special Public Prosecutov
For everg Hum an Rights Court, the State Governm ent shall, bg
notifjcation, specifv a Public Prosecutor or appoil
it an advocate who has
been in practice as an advocate for notlessthan seven pea.rs,as a Specia!
Public Prosecutor for the purpose of conducting cases in that Court.
