INTRODUCTION
NFJPIA-NCR Council aims to promote academic excellence by adopting measures to foster
educational advancement in the field of Accountancy. The annual Search for NCRs Frontliners is one
of the academic events of the Council which exist to complement the academic curriculum and
designed to motivate students as they acquire higher levels of knowledge. This year, NCRs
Frontliners shall be trained by the partner firm for the whole year. The screening shall be consists of
diagnostic examination covering all CPA board examination subjects. It is open for application to all
students, preferably graduating students, who are enrolled in Bachelor of Science in Accountancy and
accounting related programs.

OBJECTIVES
1. To promote academic excellence to all members by expanding their knowledge and understanding
of the accountancy profession through academic competitions.
2. To select the pool of academic quizzers that shall be trained by the Councils partner firm to win
the national academic competitions.
3. To help the selected academic pool of quizzers to discover their strengths and be aware their
weaknesses in different board-related subjects through academic competition with the ultimate aim
of maximizing the former and overcoming the latter.
4. To strengthen relationship with partner firm by allowing them to have a closer encounter with the
academic pool of quizzers.

QUALIFICATIONS
1. The Search for NCRs Frontliners is open to all bona fide members of the NFJPIA-NCR FY 20142015.
2. The aspiring examinee for this event must be at least 3 rd year level of a 4-year program or a 4th
year of a 5-year program.
3. Each local chapter may send a maximum of seven participants.
4. Only 200 slots shall be available and would be on a first-register first-served basis. If there would
still be available slots after August 3, 2014, the local chapter may exceed the maximum number of
seven participants.

REQUIREMENTS
1. Each local chapter shall submit the following requirements:
a. Duly Accomplished Application Form with 2x2 Formal ID picture in a white background
(Softcopy);
b. Endorsement Letter certifying and attesting that the contestant is, or intends to be, a member
of the Local Chapter and that he is the official representative of the Local Chapter for the quiz,
signed by the Local Chapter President, noted by the respective Local Chapter JPIA adviser.

c. School ID (must be presented upon registration on the day of the event). Alternative: Printed
copy of requirement b (Endorsement Letter)
2. There would be an examination fee amounting to P100.00, for examination paraphernalia and
snacks, that shall be paid by the examinees on the first day of the event (August 17, 2014).
3. All requirements should be submitted to frontliners2014@gmail.com on or before August 10,
2014. The file shall follow the following format: <LastName_FirstName_LocalChapter>
Example: Patacsil_JerwinDave_FEU

GENERAL CONTEST RULES AND MECHANICS


1. Examinees are advised to be at the designated place at least one hour before the time schedule.
This time shall be allotted for the registration, payment of examination fee and inspection of
calculators.
2. An examinee shall sign the attendance sheet in every subject he takes. Examinees should make
sure that they properly signed on the attendance sheet after each subject taken.
3. Examinees should be in their smart casual attire during the course of the event.
4. Late examinees shall be ALLOWED to join the competition. However, he/she shall not be allowed
to extend beyond the scheduled time of the subject which is currently taken by other examinees
upon his/her arrival and he/she shall no longer be allowed to take the subjects he/she have
missed. Examinees who failed to be at the venue once the exam starts are considered late.
5. The examinees shall not be allowed to bring anything on top of their desks except their writing
materials and non-programmable calculators. Mobile phones, iPad, laptop and other electronic
devices shall not be allowed to be used during the contest proper.
6. Examinees should observe proper behavior during the examination proper. Talking, and/or asking
to seatmates shall be strictly prohibited. Examinees who shall be caught cheating shall be
automatically disqualified in the competition.
7. Examinees shall be allowed to raise queries, clarifications, questions and/or protests by raising
their hands to call the attention of the organizers.
8. All queries, clarifications, questions and/or protests shall be addressed to the Regional Vice
President for Academics or Project Head. The decision of the Regional Vice President for
Academics or Project Head shall be final and irrevocable.
9. Failure to follow the instructions stated in this IRR shall merit the examinee a warning. A maximum
of two warnings shall be given to each examinee. A third violation shall automatically disqualify the
said examinee from the competition.
10. Organizing committee members shall be in-charge for monitoring the said offences. Their decision
shall be binding and irrevocable.
11. Examinees shall be allowed to leave the examination room provided that they have completed the
examination. Once an examinee leaves the room, he/she is no longer allowed to go inside unless
all other examinees are done with their exam.
12. Examinees shall only be allowed to use the following items during the examination

Eraser

13. Only non-programmable calculators allowed by Professional Regulation Commission shall be


allowed to be used in the competition. Proctors shall inspect the examinees calculators before the
examination starts. The list of allowed calculators that were identified as non-programmable as per
Professional Regulation Commission Memorandum Circular No. 2008-19 dated November 10,
2008 is enumerated below:

EXAMINATION PROPER
1. The Search for NCRs Frontliners shall be a written-type examination. Examinees shall be given
test papers and answer sheets for each CPA board subjects.
2. There shall be two Elimination Rounds during the competition. The 1st Elimination Round shall trim
down the examinees from 200 to 50 while the 2 nd Elimination Round shall trim down the
examinees from 50 to 20. The 1st Elimination Round shall be scheduled for two days on August
17, 2014 and August 24, 2014 while the 2n d Elimination Round shall be scheduled for one day on
August 31, 2014.
3. The top 50 examinees shall be announced on August 26, 2014 while the announcement of top 20
examinees shall be announced on September 2, 2014 through NFJPIA-NCR official Facebook Fan
Page.
4. The top 20 examinees shall be entitled to a yearlong training to be provided by the partner firm.

CRITERIA FOR JUDGING (ESSAY)


1. The contestants shall be given an hour to prepare an essay. Essays shall be limited to one sheet
of paper. Letter size bond paper (8.5 x 11 inches).
2. The topic shall be given on the day by the organizers.
3. English shall be the language used for the essay.
4. Quotations or remarks from other persons or artists shall be clearly recognized and that no
participant shall plagiarize an already existing literary work.

ENFORCEMENT OF THE IMPLEMENTING RULES AND REGULATIONS


1. It shall be the primary duty of the Regional Vice President for Academics, the Event Project Head,
and the Council to effectively enforce the provisions of this Implementing Rules and Regulations.
The Council also has the sole right to interpret the contents of this Implementing Rules and
Regulations and their decision shall be binding and irrevocable.
2. All the host schools of NCR Cup, upon the call or request of the Regional Vice President for
Academics or the Event Project Head or the Council, shall render assistance in enforcing this
Implementing Rules and Regulations and to give necessary action to any person violating the
provisions of the same.
3. The Regional Adviser or his duly designated representative shall act as legal adviser to the
Regional Vice President for Academics, or the Event Project Head, or the Council and shall render
legal assistance as may be necessary in carrying out the provisions of this Implementing Rules
and Regulations.

AMENDMENTS OR REVISIONS
1. The Council shall be vested with the exclusive power to revise and amend this Implementing
Rules and Regulations.
2. Any amendments to or revisions to this Implementing Rules and Regulations may be proposed by
any member of any Local Chapter upon a written request of such member, stating the reasons
thereto.
3. Any request for amendments and revisions as well as proposed amendments must initially be
reviewed by the Regional Vice President for Academics attested by the Regional Adviser and then
forwarded to the Regional Executive Officers for discussion, editing and final approval.
4. The Regional Executive Officers shall have the right to debunk any proposed revisions and
amendments, submitted to them by the Regional Vice President for Academics, which are deemed
unnecessary. The final decision on any inclusions and exclusions to this Implementing Rules and
Regulations must be determined by a majority vote of all Regional Executive Officers in which the
Regional Vice President for Academics is included.
5. Amendments to particular provisions in this Implementing Rules & Regulations shall be allowed
provided that such amendments shall be communicated to the local chapters during the General
Meeting prior to the 13th NCR Cup Quiz 1.

SEPARABILITY CLAUSE
If any clause, provision, paragraph or part of this Implementing Rules and Regulations shall be
declared unconstitutional or invalid, such judgment shall not affect, invalidate, or impair any other part
hereof, but shall be merely confined to the clause, provision, paragraph or part directly involved in the
controversy in which such judgment has been rendered.

REPEALING CLAUSE
Any rule and regulation or resolution or part/s thereof inconsistent with the provisions of this
Implementing Rules and Regulations are hereby repealed or modified accordingly.

EFFECTIVITY
This Implementing Rules and Regulations shall take its effect immediately after presentation to the
assembly. Promulgated in the City of Manila this 14th day of June, 2014.
