No. 15-EB-ALD-144
Introduction.
Candidate is the long-standing incumbent alderman for the 40 th Ward in Chicago, and has
business relations spanning far and wide, across the City and even to far away ports. The financial ties
between the Candidate, Chairman Neal, and TIF077 are long-standing and strong, and Objectors request
that Chairman Neal recuse himself from all involvement in this objectors' petition.
B.
Lincoln Avenue, from Foster Avenue to Devon Avenue. See TIF077 documents, attached hereto as an
Exhibit. This TIF district directly benefited the Candidate, because his wife, Barbara O'Connor, was
selected as the exclusive realtor for numerous development projects along Lincoln Avenue.
Curiously, two owners of a local Korean newspaper, with no prior development or construction
experience, incorporated as JJJ Properties, were selected to be the developer for projects subsidized by
TIF077. One such project was the Chaville Condominiums, at 5938 N. Lincoln Avenue. See article
summarizing parties involved in TIF077 attached.
The law firm of Neal & Leroy was disclosed as a lobbyist and attorney for the developer, initially
asserting estimated fees of $15,000, but ultimately being paid over $230,000.00 through TIF077. See
attached Exhibit containing excerpts from TIF077 annual reports, documenting payments to Chairman
1
Neal's law firm. As the sitting alderman, Candidate was closely involved in TIF077, and even purchased a
condominium unit within the boundaries defined by TIF077. He also voted upon and approved the
contract with the developer JJJ Properties.
C.
Friedman listed as a managing member. Mr. Friedman is not only a neighbor residing two houses from
Candidate at 2919 W. Catalpa, but also a donor who has contributed funds to Candidate's committee, as
reported by the State Board of Elections. Mr. Friedman carries on the history of contributions to
Candidate, that were started by Chairman Neal's father, Earl L. Neal, when his law firm, Earl L. Neal &
Associates made donations to Candidate's committee during the years 1999 2006.
As a partner of a law firm, conflicts of interest are imputed to other attorneys of that firm under
the Illinois Rules of Professional Conduct. The close ties between two partners of the Neal & Leroy law
firm, who are both benefiting from TIF077, and simultaneously contributing back to Candidate, creates a
conflict of interest.
WHEREFORE, Objectors, through counsel, respectfully request that Chairman Langdon Neal
recuse himself from all involvement and voting upon the above-captioned objectors' petition.

But what are the "right"connections? And more importantly, why are taxpayer
dollars being allocated to line real-estate developers' pockets with guaranteed
profits in exchange for selling property at below fair market value?
TIFs are public financing methods that are used to subsidize private invest
ment for redevelopment, infrastructure, and other community-improvement
projects, and they have come under scrutiny in Chicago after numerous TIFs
were found to be full of conflicts of interest, wasted money, and other corrup
tion.
The story starts with Langdon Neal of the law firm Neal & Leroy, a powerful
figure in Chicago's political world (who has visited the White House on more
than one occasion during the Obama presidency). Neal is the chairman of the
Chicago Board of Elections, where his duties include deciding who makes it
on the ballot. He also lists on his resume, his connection to the radicalJoyce
Foundation. In a 2013 profile in the Chicago Reader, Mick Dumke wrote of
Neal:
Neal's firm in 2002 registered to become the lobbyist for developer JJJ Prop
erties, which bid on a TIP for up to $1.1 million for the Lincoln Avenue property
just after incorporating. In September 2003, JJJ won the contract to build for
$5.2 million. In order to qualify for the TIP, JJJ Properties agreed to sell five
of the 21 condominiums at below market value, from $136,000 to
Langdon Neal's firm must have seen the same promise that the 40th Ward Al
derman Patrick O'Connor did when, in June 2004, the development first won
approval from the City Council and O'Connor suggested it was the start of a
long working relationship:
There is no record of JJJ Properties ever doing anything besides their role in
this Lincoln Avenue building, and the company listed a post officebox as its
business address on a disclosure and affidavit statement to the city of Chica
go.
JJJ Properties has two proprietors, according to public record: Yong Wha Kim
and Jane Kim, both well known in Chicago's Korean communityfor running
the newspaper Korea Time Chicago. Neither appear to have any building ex
perience.
Though the TIP had been approved and the project completed, the Daley ad
ministration waited until February 10, 2010-almost five years later,
when Kiferbaum's name was no longer in the news-to cut a check for
There was $1.7 billion in TIF accounts in the City of Chicago as of January 1,
2014, according to Tom Tresser of the Civic Labs, a watchdog group which
has taken a keen interest in the Chicago TIF scheme.

Our History
Neal &Leroy, LLC. one of the oldest minority owned and operated law firms in the United States, was founded in 1938
by Earl J. Neal, who was later appointed a Circuit Court Judge. Judge Neal's son. Earl L. Neal, joined the firm in 1955.
Together, father and son tried jury cases throughout Illinois, and quickly gained a reputation asdistinguished trial
lawyers. The practice burgeoned, and the firm expanded to become Earl L. Neal &Associates, LLC. Earl L. Neal's
son, Lanodon D. Neal. joined the firmin 1981.
George N. Leighton
In 1987, after twenty-three combined years asa judge on the state and federal benches, George Leighton, still fondly
referred to as"the judge", became of counsel to Neal &Leroy, LLC, practicing in the areas of litigation and appellate
cases. Leighton retired from Neal &Leroy, LLC in October 2011 at the age of ninety-nine years old. As acompassionate
champion of human rights, George Leighton has achieved numerous awards recognizing his outstanding service and
contributions to the legal community. His participation in several historical cases has been instrumental in defeating
racism and other violations of human rights.
Today
In 2005, the firm became Neal &Leroy, LLC in recognition of the firm's expanded practice areas and the contributions of
its dedicated and committed group of Managing Partners, Langdon D. Neal, Michael D. Leroy, Richard F.
