INVOCATION: An invocation was given by Council Member Schweser. The Pledge of Allegiance followed the
invocation.
MINUTES: The Clerk gave a summary of the minutes of the December 1, 2014, meeting of Troy City Council.
There were no corrections or additions to these minutes. A motion was made by Mr. Clark, seconded by Mr.
Kendall, to approve these minutes. Motion passed by unanimous roll call vote.

COMMITTEE REPORTS: None.
CITIZEN COMMENTS:
-Brad Stapleton, 411 Virginia Avenue, asked Council to reconsider cutting the funding to PTCC because of the
positive impact the station has on the community with the programming provided, and without the funding the
quality programming will be lost to keep the community informed and entertained .
-Lester Conard, 1210 S. Clay Street, commented that: he believes the Treasure Island project and the debt
service for the entire Riverfront Development Project is too costly for Troy; some members of Council are being
good stewards and thinking of citizens; and he has not received information requested related to mowing costs
for noxious weed violations.
-Shawn Denoyer, 2705 Vista Ridge Drive, commented that: she was surprised to learn how little PTCC has
been funded, the amount of franchise fee revenue, and the plans the City has to fund technology improvements;
PTCC could do much more programming with more funding; and there were comments at a prior meeting
regarding ads shown with programs, and those are the ads of sponsors. She also provided the number of views
on YouTube of PTCC programs related to Troy.
-Rosaleen Rayman, 31 N. Walnut Street, commented that she had tried to get in touch with all members of
Council regarding opposing improving Treasure Island Park and stated she does not want to pay for someone's
legacy. She also commented that the City should not have a deficit budget.
-Jim Thompson, 209 Nottinghill Lane, commented that he opposes an investment in a flood plain (Treasure
Island Park), and spending money on that project with a deficit budget.

Discussion: In response to Mr. Clark, it was stated that voting no would mean no funding for PTCC. In
response to Mrs. Oda, it was clarified that voting yes would provide $12,500 in funding to PTCC for the first
quarter of 2015, unless there was later legislation to amend the funding.

COMMENTS OF THE MAYOR: Mayor Beamish commented that: a number of regional and local leaders
spoke in favor of the Riverfront Development Project; he believes the pending study of the US Army Corps of
Engineers will further support the Riverfront Development initiative; he has listened to all the comments and
respects differing opinions, but does feel the Riverfront Development Project will be a bright spot for the
community; and he trusts that everyone can move forward in a positive manner.
COMMENTS OF THE DIRECTOR OF PUBLIC SERVICE AND SAFETY:
Mr. Titterington commented as
follows:
-City offices will be closed December 25-26 for the Christmas Holiday and January 1 for the New Year's
Holiday. Refuse collection will be delayed one day starting December 25 and January 1. Christmas trees will be
collected Dec. 29-Jan . 30 .
-North Market Street/Piqua-Troy Road/Troy-Urbana Road Intersection Realignment Project has been opened
with a temporary course of asphalt applied, and a permanent asphalt course will be done in the spring.
COMMENTS OF COUNCIL:
-In response to Mr. Schweser, it was stated that the third round of leaf collection is still being done.

AUDIENCE COMMENTS :
-Jack Carter, 995 S. Dorset Road , commented that as Chairman of the Troy History Book Committee, he
wanted to make Council aware that the bicentennial publication, Transition of Troy has been published and is
available. Mrs. Baker and Mr. Clark commented on what a great book this is.
-Lester Conard, 1210 S. Clay Street, stated he feels the citizens of Troy will be poorer due to the actions of
Council.
-Jim Thompson, 209 Nottinghill Lane, thanked those who opposed Riverfront Development and for being
responsible with taxpayers' money.
-Rosaleen Rayman, 31 N. Walnut Street, thanked those who opposed Riverfront Development and thanked
Mrs. Oda for information she provides .

-Cynthia Scheafer, 26 Y2 N. Short Street, thanked those who opposed Riverfront Development, commented that
with principal and interest the projects will be more costly than has been discussed, and suggested that if a
band shell is built at Treasure Island Park it be named for the Netzley family.
-Debbie Char, operator of a business at 4 West Main Street, commented that with growth, activities and
investment downtown, there is now 99% downtown occupancy including upper floors, but lack of parking to
serve the businesses and residents is an issue. Ms. Char stated she does not feel raising parking fees is the
answer because it hurts employees and has become a $60 a month expense for employees. She suggested
the City review a parking study of about 15 years ago and possibly work with the County to provide additional
parking. Ms. Char noted that the solution will not be cheap, but feels that if the lack of parking is not addressed,
the investment of business owners and downtown residents will suffer and the occupancy percentage will
decrease.

SECTION I:

That during calendar year 2015, municipally-owned personal property

which is not needed for public use, or which is obsolete or unfit for the use for which it was
acquired may be sold by internet auction.
SECTION II:

That any said auction sale shall be conducted under the authority and

direction of the Director of Public Service and Safety, Patrick Titterington, 100

SECTION Ill:

Any such internet auction sales shall be conducted by way of internet

auction services of GovDeals.com , Amazon .com, Ebay.com, Ubid.com, Yahoo .com, MSN.com ,
or Google.com, pursuant to the rules and regulations promulgated and in effect for those sales
organizations, including that the City of Troy will pay a sales fee to the internet auction services

organization.
SECTION IV:

That in connection with each such contemplated internet auction sale,

bidding shall remain open for not less than fifteen (15) days, including Saturdays, Sundays and
legal holidays.

That in connection with each such contemplated internet auction sale,

the terms of payment shall be cash, payment in full on or before the date of delivery to the
successful bidder; further, the successful bidder shall be solely responsible for all acts and
expenses associated with the delivery of any item so purchased.

REPORT OF THE PLANNING COMMISSION ON A REZONING APPLICATION - 600 WEST MAIN


STREET (40 PARCELS TOTAL} FROM TO M-2, LIGHT-INDUSTRIAL DISTRICT, TO OC-1, OFFICECOMMERCIAL DISTRICT; THE AREA PROPOSED TO BE REZONED CONSISTS OF TEN PARCELS
LOCATED ALONG NORTH ELM STREET (BETWEEN WASHINGTON STREET AND WEST WATER
STREET}, FIVE PARCELS LOCATED ALONG THE INTERSECTION OF WEST WATER STREET AND
ADAMS STREET, AND 25 PARCELS THAT ENCOMPASS THE 600 WEST MAIN STREET LOCATION.

On December 10, 2014, the Troy Planning Commission considered the rezoning of 40 parcels that make up the
former ITW/Hobart Brothers site, with the general address of 600 West Main Street, from the zoning of M-2, Light
Industrial District, to the zoning of OC-1, Office-Commercial District. The owner of the property is the Hobart
Brothers Company; the City of Troy is the applicant.
Ten parcels are located along North Elm Street (between Washington Street and West Water Street), five parcels
are located along the intersection of West Water Street and Adams Street, and 25 parcels encompass the 600
West Main Street location.
The Commission had received a report of City staff, which was reviewed as part of the meeting discussion.

It was commented at the meeting that the City reached out to the property owner for a rezoning of the area that
will complement the commercial district and respect the nearby residential uses. Staff reviewed with the
Commission that the proposed OC-1 Office-Commercial District zoning will fit best into this mixed use area, as OC1 zoning is designed to accommodate a mixture of office and commercial uses consisting of groupings of
professional type uses, and the district is designed and intended to act as a buffer and is intended to be mapped
along major thoroughfares as a transitional area between nonresidential and residential uses. The OC-1 zoning
does not permit residential development in this district; however, it does allow residential uses on the second
story or above. Further, the OC-1 district limits commercial uses that are envisioned to prevent disruption to the
surrounding existing residential neighborhoods and the OC-1 zoning will protect the surrounding residences from
the more intensive uses that are currently allowed in the M-2 zoning district. The Comprehensive Plan's Future
Land Use (Figure 14-2) shows this area as it currently is (industrial) and the surrounding land uses to remain the
same, as a mix of commercial, government, residential and recreational uses. Retaining the industrial zoning does
not fit well with the adjoining mix of uses. Staff advised the Commission of the staff opinion that adjoining
properties will benefit from the positive impact of the proposed OC-1 zoning as it permits the greatest flexibility
to the reuse of the property while complementing the existing commercial uses and protecting the surrounding
residential zoning districts. The owner concurs with the rezoning to OC-1.

The Planning Commission determined not to hold a public hearing on this rezoning application.
By unanimous vote, the Troy Planning Commission recommends to Troy City Council that the rezoning request
identified as 600 West Main Street (40 parcels total) from to M-2, Light-Industrial District, to OC-1, OfficeCommercial District, be approved, based on the findings of staff that:

The proposed rezoning is consistent with the Zoning Code's intent to separate incompatible land uses;
The proposed rezoning will complement the existing commercial zoning districts and provide flexibility for
future development; and
The OC-1 zoning district will act as a buffer from the surrounding commercial zoning district to the
surrounding residentially zoned neighborhoods.

This request is forwarded herewith to Council for consideration.


The Public Hearing before Council has been set for the January 20, 2015 meeting of Council.

BACKGROUND:

The City of Troy has applied, on behalf of Hobart Brothers Company, for Planning
Commission to consider the rezoning of 40 parcels from the M-2 Light-Industrial District
to the OC-1 Office-Commercial District. A list of the parcels, as well as, a map
highlighting the parcels of the proposed rezoning has been attached to this report.
The area of the rezoning is broken into 10 parcels located along North Elm Street
(between Washington Street and West Water Street), five parcels along the intersection
of West Water Street and Adams Street, and 25 parcels that encompass the 600 West
Main Street location.
The surrounding zoning districts include B-2 General Business District to the south, a
mixture of B-2 General Business District and R-7 Multi-Family to the east, R-6 TwoFamily Residential to the west, and M-2 Light-Industrial to the north.
DISCUSSION:

The razing of the old Hobart Brothers building has left an opportunity for redevelopment
in the heart of our community. This area was once dominated by industrial uses but has
since grown into a mixture of commercial and residential uses. The City has reached out
to the property owner for a rezoning of the area that will complement the commercial
district and respect the nearby residential uses. A rezoning from the M-2 Light-Industrial
district to the OC-1 Office-Commercial district will fit harmoniously into this mixed use
area.
The Zoning Code describes the OC-1 Office-Commercial district as "designed to
accommodate a mixture of office and commercial uses consisting of groupings of
professional, research, executive, administrative, accounting, clerical, stenographic and
similar uses." This district is designed and intended to act as a buffer and is intended to
be mapped along major thoroughfares as a transitional area between nonresidential and
residential uses. The OC-1 district does not permit residential development in this
district; however, it does allow residential uses on the second story or above.
The OC-1 district limits commercial uses that are envisioned to prevent disruption to the
surrounding existing residential neighborhoods and the rezoning will protect the
surrounding residences from the more intensive uses that are currently allowed in the M2 zoning district. Attached to this report are the permitted uses as described by the OC-1
zoning district and the M-2 zoning district

The Comprehensive Plan's Future Land Use (Figure 14-2) shows this area as it currently
is (industrial) and the surrounding land uses to remain the same, as a mix of commercial,
government, residential and recreational uses. The industrial use does not fit well with
the adjoining mix of uses.
It is staffs opinion that adjoining properties will benefit from the positive impact of the
proposed rezoning. The proposed OC-1 district permits the greatest flexibility to the
reuse of the property while complementing the existing commercial uses and protecting
the surrounding residential zoning districts.

In reviewing a rezoning proposal, Section 1139.07 outlines the criteria on which to


base decisions:
(A) Whether the change in classification would be consistent with the intent and purpose
of this Zoning Code.

The proposed rezoning is consistent with Zoning Code. As described in the Zoning
Code, the purpose of the OC-1 District is to accommodate a mixture of office and
commercial uses and is designed and intended to act as a buffet. The OC-1 district is
intended to be mapped between nonresidential and residential uses.
(B) Whether the proposed amendment is made necessary because of changed or changing
conditions in the area affected, and, if so, the nature ofsuch changed or changing
conditions.

The proposed amendment is a result of the razing of the former Hobart Brother's building
which was used to house an industrial use. This provides an opportunity for
redevelopment in the downtown area to can promote commercial use but also respect the
surrounding residential neighborhoods.
(C) Whether the uses that would be permitted on the property if it were reclassified
would be compatible with the uses permitted on other property in the immediate vicinity.

Commercial uses would be permitted on this property and is permitted on surrounding


commercial properties already in existence. The intent is to eliminate the intrusive
industrial uses and create a buffer for the adjoining commercial & residential zoning
districts.
(D) Whether adequate utility, sewer, and water facilities, and all other needed public
services exist or can be provided to serve the uses that would be permitted on a property
if it were reclassified.

All utilities are provided.

(E) The amount of vacant land that currently has the same zoning classification as is
proposed for the subject property, particularly in the vicinity of the subject property, and
any special circumstances, in any, that make a substantial part ofsuch vacant land
unavailable for development.
In the vicinity of the subject property, there is no available vacant land with the OC-1
zoning classification.

(F) Whether the proposed amendment would correct an error in the application of this
Zoning Code as applied to the subject property.

Not applicable in this request.

PUBLIC HEARING:

Due to the straight forward nature of the rezoning request and the fact that City Council is
required to hold a public hearing if the request proceeds on, staff does not feel that a
public hearing before the Planning Commission is warranted.

RECOMMENDATION:

Staff is recommending that the Planning Commission recommend approval of the


rezoning from the M-2 Light-Industrial Zoning district to the OC-1 Office-Commercial
district, based on the following:
o The proposed rezoning is consistent with the Zoning Code's intent to separate
incompatible land uses; and
o The proposed rezoning will complement the existing commercial zoning districts
and provide flexibility for future development; and
o The OC-1 zoning district will act as a buffer from the surrounding commercial
zoning district to the surrounding residentially zoned neighborhoods.

To follow up with our conversation last week, the City of Troy is interested in initiating the rezoning of the
parcels that collectively make up the site of the former lliinois Tool Works (ITW)/Hobart Brothers
manufacturing facility at 600 West Main Street. Those 31 parcels (a map of which is attached hereto) are
currently zoned M-2 Light Industrial District, which as you know is not compatible with the surrounding
properties and uses. The City desires to rezone those parcels to OC-1 Office Commercial District, which
would allow compatible uses, as evidenced by the list of Principal Permitted Uses that is also attached.
I am requesting your signature below to demonstrate that ITW does not object to the City rezoning those
parcels. Please note that the rezoning process will be completed by the City of Troy at no cost to ITW.

A meeting of the Troy Planning Commission was held Wednesday, December 10, 2014, at 3:30 p.m. in the
second floor conference room, City Hall, Vice-Chairman Thomas Force presiding. Also present were members Mahan, Titterington, Johnson, McGarry, and Beamish; Planning Staff- T Davis, S Brandon and D Puckett.
The minutes of the November 12, 2014 meeting were approved.

REZONING REQUEST - 600 WEST MAIN STREET (40 PARCELS TOTAL) FROM TO M-2, LIGHTINDUSTRIAL DISTRICT, TO OC-1, OFFICE-COMMERCIAL DISTRICT; THE AREA PROPOSED TO BE

THE 600 WEST MAIN STREET LOCATION; OWNER IS HOBART BROTHERS COMPANY: APPLICANT IS
CITY OF TROY. Mr. Davis commented that the City of Troy on behalf of Hobart Brothers Company has requested
the rezoning of 40 parcels from the M-2 Light-Industrial District to the OC-1 Office-Commercial District; the report of
staff (attached to original minutes) includes a list of the parcels (nine of which do not have parcels number due to a
prior replat and being built over), a map highlighting the parcels of the proposed rezoning; and information related to
the allowed uses under both zoning categories. It is noted that this includes the location of the recently demolished
Hobart Brothers/ITW factory complex that carried the address of 600 West Main Street. He further reported that the
surrounding zoning districts include B-2 General Business District to the south, a mixture of B-2 General Business
District and R-7 Multi-Family to the east, R-6 Two-Family Residential to the west, and M-2 Light-Industrial to the
north; the razing of the old Hobart Brothers building has left an opportunity for redevelopment in the heart of our
community; this area was once dominated by industrial uses but has since grown into a mixture of commercial and
residential uses, the City has reached out to the property owner for a rezoning of the area that will complement the
commercial district and respect the nearby residential uses; a rezoning from the M-2 Light-Industrial district to the
OC-1 Office-Commercial district will fit harmoniously into this mixed use area; the Zoning Code describes the OC-1
Office-Commercial district as "designed to accommodate a mixture of office and commercial uses consisting of
groupings of professional, research, executive, administrative, accounting, clerical, stenographic and similar uses";
this district is designed and intended to act as a buffer and is intended to be mapped along major thoroughfares as
a transitional area between nonresidential and residential uses; the OC-1 district does not permit residential
development in this district; however, it does allow residential uses on the second story or above; the OC-1 district
limits commercial uses that are envisioned to prevent disruption to the surrounding existing residential
neighborhoods and the rezoning will protect the surrounding residences from the more intensive uses that are
currently allowed in the M-2 zoning district; the Comprehensive Plan's Future Land Use (Figure 14-2) shows this
area as it currently is (industrial) and the surrounding land uses to remain the same, as a mix of commercial,
government, residential and recreational uses; the industrial use does not fit well with the adjoining mix of uses; and
it is staff's opinion that adjoining properties will benefit from the positive impact of the proposed rezoning as the
proposed OC-1 district permits the greatest flexibility to the reuse of the property while complementing the existing
commercial uses and protecting the surrounding residential zoning districts.

Regarding the Section 1139.07

(A) Whether the change in classification would be consistent with the intent and purpose of this Zoning Code.

The proposed rezoning is consistent with Zoning Code. As described in the Zoning Code, the purpose of the
OC-1 District is to accommodate a mixture of office and commercial uses and is designed and intended to act
as a buffet. The OC-1 district is intended to be mapped between nonresidential and residential uses.
(B) Whether the proposed amendment is made necessary because of changed or changing conditions in the
area affected, and, if so, the nature of such changed or changing conditions.

The proposed amendment is a result of the razing of the former Hobart Brother's building which was used to
house an industrial use. This provides an opportunity for redevelopment in the downtown area to can promote
commercial use but also respect the surrounding residential neighborhoods.
( C) Whether the uses that would be permitted on the property if it were reclassified would be compatible with
the uses permitted on other property in the immediate vicinity.

Commercial uses would be permitted on this property and is permitted on surrounding commercial properties
already in existence. The intent is to eliminate the intrusive industrial uses and create a buffer for the adjoining
commercial & res idential zoning districts.
(D) Whether adequate utility, sewer, and water facilities, and all other needed public services exist or can be
provided to serve the uses that would be permitted on a property if it were reclassified.

All utilities are provided .


(E) The amount of vacant land that currently has the same zoning classification as is proposed for the subject
property, particularly in the vicinity of the subject property, and any special circumstances, in any, that make a
substantial part of such vacant land unavailable for development.

In the vicinity of the subject property, there is no available vacant land with the OC-1 zoning classification .
(F) Whether the proposed amendment would correct an error in the application of this Zoning Code as applied
to the subject property.

Not applicable in this request.

Staff did not recommend a public hearing be held by the Commission due to the straightforward nature of
the rezoning request and the fact that City Council is required to hold a public hearing if the request proceeds on.
Staff recommended that the Planning Commission recommend approval of the rezoning from the M-2 LightIndustrial Zoning district to the OC-1 Office-Commercial district, based on the following:
o

The proposed rezoning is consistent with the Zoning Code's intent to separate incompatible land uses; and

The proposed rezoning will complement the existing commercial zoning districts and provide flexibility for
future development; and

The OC-1 zoning district will act as a buffer from the surrounding commercial zoning district to the
surrounding residentially zoned neighborhoods.

Discussion:

Mr. Force asked about the Troy Lumber Property, located adjacent to the site of the proposed

rezoning, and was advised that Mr. Goodall, owner of Troy Lumber, now owns that site; that he was contacted
about being included in the rezoning and advised that while he supported the redevelopment of the site, at this time
he did not want to include his property in the area proposed to be rezoned.

In response to Mayor Beamish, it was

stated that as OC-1 allows residential units on a second floor, this could be a benefit for the land to be more
marketable and the OR zoning permits uses that may be more disruptive to the neighborhood. Mr. McGarry stated
he was pleased to see that the city is taking the initiative on this rezoning proposal.

PUBLIC HEARING: A motion was made by Mayor Beamish, seconded by Mrs. Mahan, that the Planning
Commission not holds a public hearing, noting that one will be held by Council.

REZONING REQUEST:

A motion was made by Mr. McGarry, seconded by Mrs. Johnson, that the

Planning Commission recommends to Troy City Council that the rezoning request identified as 600 West Main
Street (40 parcels total) from to M-2, Light-Industrial District, to OC-1, Office-Commercial District, be approved,
based on the findings of staff that:

PARCELS IN THE CITY OF TROY, OHIO FROM M2,

WHEREAS, a request for zoning change was presented to the Planning


Commission of the City of Troy, Ohio, to rezone forty (40) parcels in the City of Troy,
abutting N. Elm Street, W. Water Street, W. Main Street, and N. Adams Street at the
site of the former Hobart Brothers factory and parking lots, and

WHEREAS, the Planning Commission of the City of Troy, Ohio, has reviewed
the plan and recommended approval, and

WHEREAS, at least thirty days notice of the public hearing of said change has
been provided in a newspaper of general circulation,

NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Troy, Ohio


as follows:

o Fire Hydrants was awarded to Ferguson Waterworks of Dayton, Ohio, the
lowest bid meeting specifications, in the amount of $89,631.20. Council
approved $105,600 for this purchase.
o Marina Building Renovation was awarded to Bruns General Contracting
of Tipp City, Ohio, the lowest and best bid received, in the amount of
$959,274, which included all alternates. Council approved $1,000,000
for this project.
Major Project Update:
o Sidewalk Program 8 - work will continue through the winter and slated
for completion in the spring of 2015.
o North Market Street/Piqua-Troy/Troy-Urbana Intersection Realignment the roadway is open; however, the reconstruction of Troy-Urbana Road
will be completed in the spring of 2015 .
Please be careful when
traversing the intersection.
o Barnhart Road, Arthur Road, Oak Street, Scott Street & Frank Street
Waterlines - restoration is complete along Scott and Frank Streets. Oak
Street and Barnhart/SR-718 work will begin in the spring of 2015.
o Adams Street Phase 2 - stone portion of the Community Park wall is
complete, with the railing to be installed and any remaining work to be
completed in spring 2015.
o Finsbury Lane, Riverside Drive and Race Drive Waterline - Finsbury Lane
clearing and waterline is complete except for directional drilling which ties
it into Shaftsbury Road. The waterline from Governor's Road to TroySidney Road is awaiting final CSX approval.
o Sewer Lining Project - contractors are lining the SW Interceptor around
West Market Street and Arthur Road, Southview Drive and northeast of
the river.

Due to the retirement of Water Treatment Plant Superintendent Tim Ray,


Assistant Superintendent Jeff Monce, has been appointed to the position of
Superintendent effective December 21. Mr. Monce has been employed by the
City of Troy Water Plant since September 25, 2000, and was appointed
Assistant Water Treatment Plant Superintendent on July 5, 2009.

The Parking Control Officer vacancy has been filled.


this new position on January 5.

City Offices will be closed on Monday, January 19 in observance of the Dr.


Martin Luther King holiday. Trash collection and recycling will be on schedule.
Council will meet on Tuesday, January 20 at 7:00 p.m.

The Troy Foundation has awarded the City of Troy a grant in the amount of
$10,000 to be used toward the July 4, 2015 fireworks display. Council
previously authorized an agreement with Rozzi's for the fireworks.

As a reminder, live Christmas trees can be placed at the curb for the Street
Division to pick up and dispose of through January 30, 2015. This service is
provided in cooperation with the Miami County Transfer Station and recycling
center. The trees must be free of decoration and not be in a plastic bag.

Street - Including Solid Waste - Jerry Mullins, Foreman


Collected and transported 311 tons of residential trash since the last report of
265 tons.
Delivered recycling bins as requested.
Picked up leaves from the downtown area. Round three of our curbside leaf
collection program is now complete. Many residents still did not have their
leaves raked to the curb. With no snow in the immediate forecast, we have
decided to send out a skeleton crew to continue to pick up leaves for those
citizens who were not able to get their leaves to the curb for round three.
Essentially we will make four rounds through the city this year.
Collected yard waste per rules (i.e. bundled or placed in yard waste bags). Over
150 letters are being sent to homeowners whose addresses were non-compliant
for the yard waste (i.e. brush mixed in with the leaves or brush that was not
bundled) during the fall season.
Calibrated department salt spreaders to maximize salting efficiency.
Readied three brine trucks for any approaching snow events. We also have 7,500
gallons of brine pre-made and ready for distribution.
Began collecting Christmas trees in cooperation with the Miami County Transfer
Station and recycling center.
Electrical - Brian Ferree, Foreman
Completed Ohio Utilities Protection Service requests as needed.
Set up new bucket truck with tools and parts.
Replaced five ballasts and changed some heat filters at Fire Station #3.
Installed a new heater at the air stripper at the Water Treatment Plant.
Installed two new 10 hp. motors and installed two new disconnects at the
Wastewater Treatment Plant.
Installed a test LED on the levee.
Replaced a heater on East Well # 13.
Wired up a 240-V heater in the generator vault at the Wastewater Treatment
Plant.
Continued repairing Christmas decorations downtown as needed.
Water Distribution/Sewer Maintenance - Tom Parsons, Foreman
Marked numerous Ohio Utilities Protection Service tickets.
Investigated numerous high consumption alerts.
Completed a number of work orders for Billing and Collection.
Shut-off non-payment customers and reconnected as payments were made.
Pressure tested the 16" water main on Barnhart Road.
Made a 12" tap on Shaftsbury Road.
Performed exploratory excavation on Riverside Drive.

Upgraded water services on South Grant Street, West Franklin Street, and East
Canal Street.
Installed an 8" inserta-valve at Mulberry Street and Simpson Street, and
installed a 6" line valve at Crawford Street and East West Street.
Cleaned all sewer line hot spots.

Water Treatment Plant - Jeff Monce


Miami Conservancy District (MCD) officials were at the WTP December 18 to plan
a west well field test. Data is wanted by FEMA to satisfy concerns about Troy's
well pumping on groundwater flows through the levee. FEMA is conducting a
broad review of all MCD Flood Protection Procedures and levee strengths, and the
MCD has installed piezometers in the Troy levees to monitor groundwater level
changes. This study was scheduled for the week of December 29 and should
confirm earlier research indicating well operations are not detrimental to the
levees.
Contractor was at the WTP December 22 and 23 to clean and restore the West
Sludge Lagoon area.
An electric valve actuator has been received and will be installed in early
January, replacing a 20 year old actuator that failed December 6.
Contractor completed installation of a 125 hp. Powerflex 400 VFD drive for High
Service Pump 1. This drive will greatly reduce kW demand charges and
mechanical wear.
Electrical Division Staff ordered replacement equipment to correct the basement
lighting failures under the Train 2 clarifier.
Installation of SCADA equipment at the Staunton Road Lift Station has been
further delayed by difficulties adjusting radio signal strengths. A new attenuator
has been ordered.
Perimeter fencing has been completed at the Air Stripper Pump House and that
facility is now secure.
Kenny Morgan, Steve Suerdick, Ralph Walters and Jeff Monce attended the
Ohio Rural Water Association Excel training. There was no charge for this
program.
Wastewater Treatment Plant - Tim Snider
Staff re-built the raw sludge recirculation pump.
Staff worked on re-habbing U.V. modules for the 2015 disinfection season.
Staff installed 10 hp. motors on the primary sludge pumps.
Took motor drive from FST #2 to vendor for seal replacement and inspection.
Staff completed the required preventive maintenance work orders.
Average Daily Effluent Flow for November was 3.41 MGD.
Average Daily Effluent Total Suspended Solids for November was 9.3 MG/L with
95.7% removal efficiency.
Average Daily Effluent C-BOD5 for November was 8.4 MG /L with 95.8% removal
efficiency.

Staff is working with ODOT regarding the paving along SR 55 on the west side of town as well
as the traffic circle. ODOT has issued the Final Legislation which City Council passed and our
payment has been made. Pavement will be placed in the Spring of 2015.

Staff will be submitting pre-applications for the three year pipeline of projects that we propose
to be funded with this program. The projects are: McKaig Road Phase Ill, N. Market Phase II,
and McKaig Road Phase IV. The pre-application for McKaig Road Phase 111 has obtained

I have attached two reports which summarize concerns that are being
addressed by the Planning Division from December 10, 2014 to December
23, 2014. The first report shows all permits that were issued by the Planning
Division. The report contains the address and type of permit and separates
the information by each ward. There were 13 permits issued during this
time period.
The second report contains the address, type of concern, and a summary of
the current status of on-going issues. Both open and closed concerns are
listed and are separated by each ward.
As in the past, all costs associated with the removal of trash and elimination
of noxious weeds will be invoiced to the property owner. If the property
owner does not pay the invoice, the cost will be assessed to the property
taxes.
