PREFACE
Although, the African economy is getting healthy due to rising overseas investment following
the conclusion of regional disputes, and soaring prices for mineral resources, Yet, the lives of
people living in Africa continue to be threatened by a range of factors including substantially
rising oil and food prices around the globe, disputes and famine around the African continent,
infectious diseases such as HIV/AIDS, malaria and tuberculosis, and the problems of cumulative
debt and low school attendance rates.
Japan has worked to support Africas sustainable growth since the 1990s. At the Tokyo
International Conference on African Development TICAD IV, held in Yokohama, Japan, in 2008,
the Japanese government made an international commitment to double its aid to Africa by 2012.
To fulfill this commitment, priority issues and efforts were set. One of them is to ensuring human
security. JICA aspires to foster freedom from deficiencies such as poverty, starvation, lack of
education and inadequate access to health and medical services. For peace and security, JICA
fosters freedom from fear provoked by conflicts, terrorism, crime, human rights violations,
infectious disease outbreaks, environmental destruction, economic crises and disasters.
Also, to fulfill this commitment, JICA carries out activities focused on supporting Africa to
achieve self-reliance, and the gap between the efforts exert in the field of fighting infectious
disease and the mortality rates due to these diseases, reveals the lack of well-trained personals
and tools needed to face these diseases in the developing countries.
Inspired by the south to south cooperation and the third country training program, faculty of
medicine SCU, provides a platform that convoy the advanced techniques and knowledge to other
African countries in digested way that suits their capabilities. Using in this the many common
factors that Egypt shares with Africa as a developing country itself.
In this program will depend on integrated modules where clinical, laboratory and
epidemiology sciences are integrated to approach infectious diseases and study the immunological
basis involved in their pathogenesis, the different laboratories techniques available for their
diagnosis ranging from simple techniques up top the most advances ones. Practical sessions will
allow the participants to master these techniques. Mini projects, workshops, and small group's
discussions will develop their research and managerial skills and leadership qualities.
I. COURSE OUTLINE:

The total number of participants will be twenty (20), seventeen (17) from African countries, and three
(3) from Egypt.
5) Training Needs:
The role of infectious diseases in threatening the human life has been re-expanded. The emergence
of new infectious diseases, AIDS, Hepatitis C virus, MDR-TB, etc; received a special worldwide
attention, because of their current and potential hazards to the health of the World population.
The role of laboratory diagnosis and monitoring of such diseases is of utmost importance for
prevention. Most of the African countries are in a situation where infectious diseases represent the
major health menace. The challenges posed by this problem entail fund raising for appropriate
diagnosis and control of such infections and to have the technical expertise to carry out this job.
Egypt, as one of the African countries, has good potentials to be a center for manpower
development in the field of health upgrading programs. These potentials include its central
geographical position in the old world, good framed health system, with one of the oldest school of
medicine in the African continent. However, the most important issue is that Egypt shares with the
other African countries their common health problems, especially the infectious diseases. In Egypt,
one can say that there is a sound basic medical research activity.
6) Purpose:
The course is designed to provide opportunities for participants to enhance their current technical
skills in laboratory medicine and research capabilities in the field of infectious diseases. The course
will help maximizing the contribution of participants to their countries health development,
especially in the field of protection against infectious diseases, through the laboratory diagnosis.
7) Objectives:
At the end of the course, the participants are expected to have acquired:
7.1 Basic information of fundamental immunology.
7.2 Recent information on natural history and pathophysiology of infectious diseases.
7.3 Hands-on experience in running and development of medical laboratory for diagnosis of infectious
diseases.
7.4 Safety in blood transfusion.
7.5 Basic tools for clinical diagnosis of selected diseases.
7.6 Basic epidemiological and research tools in studying and controlling the selected infectious
diseases.
7.7 Basic Knowledge and usage of standard immunological techniques in evaluating diagnostic tests and
decision analysis.
7.8 Basic concepts for both quality management philosophy for organizational development and a
management process for improving the quality of all aspects of laboratory work, especially in the
direction of communicable diseases.
7.9 Basic tools in epidemiology and research methodology.
7.10 Basic tools in bio-risk, biosafety, and biosecurity.
7.11 Formulation of an action plan to be implemented at the participants lab.
8) Methodology:
The course will be conducted in the form of Lectures (L), Practices (P), Field-trips (F), Group
Studies (G), Work Shop (W) & small group discussions.
9) Curriculum and the course agenda:
The curriculum scheme will include:

1) Bio-risk, Biosafety, and Lab Acquired Infections
2) Fundamental Immunology
3) Immunity to Viruses, Bacteria, & Parasites
4) Parasitic Infestations
5) Viral infections
6) Bacterial infections
7) Principles and interpretation of some important Immunological Techniques
8) Introduction to Molecular Biology
9) Quality control and quality assurance
II. PRACTICAL SESSIONS:
Immunological Techniques.
Neutrophil phagocytosis.
Complement assay by RID.
Immunoblot: confirmatory techniques.
Immunofluorescence detection of auto-antibodies.
Rapid testing for HIV & HBsAg.
Immunofixation.
ELISA Technique: Diagnosis of viral hepatitis.
HCV PCR.
Malaria rapid diagnosis.
Malaria Films.
Filaria Films.
Flowcytometer in infectious diseases.
New techniques in TB diagnosis (Quantiferon, M. tube)
III. FIELD-TRIPS:
- Study tour (Ismailia)
- Study tour (Port Said)
- Study tour (Cairo)
IV. GROUP STUDY:
1- Problem solving & group studies.
V. PRESENTATION BY THE PARTCICPANTS:
Each participant from the invited countries will present a comprehensive report on the activities he/
she is currently taking at home emphasizing the means through which the course may help in
improving conditions of his/ her activities. Please prepare your presentation in advance.
VI. WORKSHOPS:
- Research Methodology
- Total Quality Management
- Leadership
These intensive workshops will help participants grasping essentials for development of a
research protocol. The following topics will be emphasized in the workshop: Research design;
Sources of bias in medical research; Measurements & types of error; Inter-observer & Intraobserver disagreement; Data management; How to use a simple computer package for statistical
analysis of data.
The above curriculum may be subject to some changes.
10) Main Training Institution:
The Scientific Center for Human Development, Suez Canal University (SCHD/SCU) is the
institute responsible for conducting the program. SCU was established in 1976 as governmental
university, the basic philosophy of Suez Canal University is that the goal of true education must
be to produce young adults who are both qualified and eager to render service to the community,
and the SCU is thus the first community-oriented educational institution in Egypt. The program
will be conducted in the facilities of the faculty of medicine, Suez Canal University (FOM/SCU)
and the experts taking part in it are from its staff. The fact that FOM/SCU is the first faculty in
Egypt to be accredited reflects the unique nature of this institute as house of expertise when it
comes to Quality management. SCHD/SCU was partner for JICA in conducting 32 courses in
different fields over 18 years through which its staff gained the needed experiences and
qualifications to carry on the administration of such program.
11) Certificate:
Completion Certificates: Participants who have successfully completed the course will be awarded a
certificate of attendance of the course.
II. CONDITION OF APPLICATION
1) QUALIFICATION OF APPLICANTS:
The applicants are ideally expected to be:
1.1 Nominated by their respective Governments in accordance with the procedure stipulated in (2)
below.
1.2 Presently engaged in laboratory and/or clinical diagnosis and management of infectious diseases.
Participants engaged in Japanese Technical Cooperation Projects are encouraged to apply for the
course.
1.3 In a mid-career leader position, with experience on one or more of the relevant subjects of the
course.
1.4 Twenty five (25) years of age or more with at least three-years practical experience and to be
forty five (45) years of age or less.
1.5 To have a good command of spoken and written English.
1.6 To have the nationality of the nominating country.
1.7 To be in good health, both physically and mentally, to complete the course.
2) PROCEDURE OF APPLICATION:
2.1 The Government invited to nominate applicants for the Course shall forward two (2) copies of
the prescribed application form for each nominee to the Government of Arab Republic of Egypt
through diplomatic channels (Egyptian Embassy or Consulate) not later than sixty (60) days before
the commencement of the course.
2.2 It is important that all candidates should send a fax or e-mail directly to the Course Director,
including a brief CV. This fax or e-mail should indicate that an official application has been made
through The Egyptian diplomatic channel in their respective countries.
2.3 The Government of the Arab Republic of Egypt will inform the nominating Government through
diplomatic channels whether or not the applicant(s) is/are accepted to the Course not later than thirty
(30) days before the commencement of the Course.
3) Application Deadline:
Deadline for sending applications is 15th of September, 2014.
N.B.: Handwritten Applications will not be accepted. Only computer typed applications will be
examined. A soft copy of the GI with the application form can be found on http://www.jicatctp.com/ or requested directly through e-mail.
III. ALLOWANCES & EXPENSES
The following allowances and expenses will be covered:
1. Return air-ticket (economy-class fare) between the international airport of the accepted
participant and Cairo International airport. Two way free transportation from Cairo airport to
Ismailia.
2. Living Allowance (Per-diem): 150 LE/day
3. Shipping Allowance: 450 LE
4. Life Insurance will be provided from arrival to departure in Egypt (the traveling time outside
Egypt shall not be covered)
5. Free medical care provided in Egypt for participants who may become ill after arrival to Egypt
(costs related to pre-existing illness, pregnancy, or dental are not included).
Note: Expenses of taxes paid at home countries, or domestic transportation at home countries
will not be covered.
IV. ACCOMMODATION
Free Accommodation will be valid during the course, including the recreational activities, in other
cities than Ismailia, e.g. Cairo & Port-Said.

V. REGULATIONS
Participants are required to:
1- Observe strictly the course schedule,
2- Not to extend the training period,
3- Not to leave Egypt during the course (Not to return to their country or go to another country except
for the case of humanity),
4- Not to bring any member of their family,
5- Return to their home country on completion of the course, according to the trip schedule designated
by the course organizers,
6- Carry out such instructions and abide by such conditions as may be stipulated by both the
nominating Government and the Egyptian Government in respect of the training,
7- Observe the rules and regulations of the training institutions or establishment in which participants
undertake study or training,
8- Refrain from engaging in political activities, or any form of employment for profit or gain.
9- Discontinue the course, should he/she fall seriously ill and considered unable to continue the training
or commit an import act,
Visa: Before leaving their country, participants should obtain a visa for entry to
Egypt. Visas will be issued by the Egyptian diplomatic missions in their country.
3- Air-ticket:
Participants are requested to arrive in and to leave Egypt on the dates designated for the course.

The dates will be finally confirmed by the air-tickets sent to the participants through the travel
agency.
The diplomatic missions of Egypt in the participants country will help with flight
confirmation and details.
All flight routes included in the provided air-tickets are Final.
4- Photographs: For administrative purposes, participants are requested to bring along with
them to Egypt three (3) copies of a recent photograph (passport size).
5- Airport: At International Cairo Airport, a course assistant will be present to welcome
the participant, and to arrange his/her transportation from Cairo to Ismailia (135 km).
6- Incidental Expenses: Participants are advised to carry some cash in US dollars for
incidental expenses during their trip to Egypt and upon their arrival.
7- Climate: Autumn is considered the most pleasant weather in Egypt, with a temperature
maximum 28oC to 10oC minimum. Rain is very rare.
8- Currency: One Egyptian pound (LE) equals to about 0.14 US$, i.e. one US$ equals to
7.11 LE.
