FREQUENTLY ASKED QUESTIONS AND ANSWERS

Advisory and general questions


1. What is Management Quota Seat?
Private and self financing Engineering, Technology, Pharmacy and Architecture Colleges have
been allowed to admit students up to a maximum of 10% of approved seats (course wise) directly
amongst students fulfilling eligibility criteria as per the general guidelines notified for e-Counselling
WBJEEM~2014. Those seats are known as Management Quota Seats. The tuition fee for these
Management Quota seats shall not exceed three times the notified tuition fee for candidates in the
self-financing private engineering institutions.
2. Is there any management quota seat in University/University Departments/Government
Institutions?
Normally, the answer is No. Management Quota is not applicable for University/ University
Departments / Govt. Institutions. However, for the courses run on self financing basis, University
Departments may use such seats as Management Quota as per their discretion.
3. My JEE MAIN AIR is XXXXXX. Can I opt for a seat in any University or Govt. College?
No. JEE MAIN rank is applicable for Self Financing Engineering, Technology, Pharmacy and
Architecture Colleges in the State and participating in this e-Counselling 2014 process.

4. My JEE MAIN Rank is SC-XXXX. May I opt for SC Category Seats?


No. JEE MAIN-2014 Merit listed Students are not eligible for Reserved Category Seats.
Similar is the case for JEE Main Rank-holder with ST or OBC or PwD or any reserved category rank.
Generally speaking, JEE Main rank-holders will not be eligible under any of the reserved category
vacancy.
5. My WBJEEM Rank is YYYY and I belong to Other State. Can I opt for a seat in a University
/University Department / Govt. Institution?
Students from States other than West Bengal and merit listed in WBJEE-2014 can opt for University
Seats but not for seat in any of the Govt. Engineering & Technology Colleges.
6. What is a TFW Seat? How can a student opt for a TFW Seat?
TFW Scheme stands for Tuition Fee Waiver Scheme wherein 5 % additional Seats, on
supernumerary basis, in all AICTE approved Course in all Engineering, Technology and Pharmacy
Colleges of the State are available under this Scheme. Students from economically weaker
families(i.e. having total Annual Family Income from all sources less than Rs. 2.50 Lakhs), domiciled
of West Bengal and Merit Listed in WBJEEM-2014 can opt for seats under this Scheme. Their entire

Tuition Fee shall be waived during the entire course duration. Other fees, like admission fee, Library
Fee, caution deposits, etc shall have to be paid by students. Allotment shall be made strictly based
on Merit and Preference only.
7. What are the conditions to avail TFW Seat? Can a student apply for TFW seat during registration
for e-Counselling?
Student must be domiciled in West Bengal.
Annual Family Income of the student from all sources must be less than Rs. 2.5 Lakh.
Must be Merit Listed only in WB JEEM-2014.
Student must have applied with their initial application for WBJEEM~2014 by declaring their family
income category. Now students cant apply for availing this benefit under TFW during registration
for e-Counselling.
8. My JEE MAIN B. Arch. Rank is XXXX. Can I opt for B. Arch. Seat in Jadavpur University or in
Bengal Engineering and Science University?
No. For the B. Arch. Course in Jadavpur University or in Bengal Engineering and Science University;
students must qualify in WBJEEM-2014 for Engineering and must have a valid NATA Score.
9. What is a Domicile Requirement?
Student must have been residing in the State of West Bengal continuously for at least for last 10(ten)
years as on 31.12.2013 or their parents must be permanent residents of State of West Bengal having
their permanent home address in the State of West Bengal. (This has already been specified in the
Information Brochure of West Bengal Joint Entrance Examination, 2014 and the students have
already applied in requisite form during initial application for WBJEEM~2014).
10. My WBJEEM Rank is xxxx and I have notional TFW rank of yyyy. Can I opt for a General Seat
only or a TFW Seat or both?
Yes. A student can opt for seat under General category as well as under TFW Scheme, if one is
eligible. For example, if the candidate has xxxx Rank (GMR) in WBJEEM~2014 and has also featured
in the notional list for eligible TFW candidates at yyyy, the candidate will be shown available choices
with and without TFW seats. If the candidate desires to be considered ONLY for seats under TFW,
he/she will choose ONLY those seats with TFW. If he/she desires to be considered under TFW as well
as other seats, he/she will choose both seats with TFW and seats without TFW. Seats with TFW
given above in the list will enable the student to upgrade to seats with TFW. For example: If A has
GMR xxxx and notional TFW rank yyyy and eligible to choose 100 institute-branch combinations,
actually he has 200 options. Every institute-branch combination comes to him with and without TFW
option. If A decides that he desperately requires a seat under TFW, his list of choices should have
with TFW choices in top.
11. How much fee I have to deposit for On-line Counselling?

In order to register for Online Counselling: Rs. 506/- (non-refundable) has to be deposited as
Registration Fee in any CBS branch of Allahabad Bank.
For Provisional Admission at Reporting Centre:
Rs. 4,000/- for candidate allotted under TFW quota in any Institute;
Rs. 5,000/- for any candidate in any of Govt. Engineering Colleges and University Departments;
Rs. 20,000/- for any candidate in any of Private/Self financing Colleges.
All these fees are to be adjusted at the time of final admission at finally allotted institute depending
upon the nature of up-gradation and fully refundable if candidate withdraws at reporting centre
after 1st, 2nd and 3rd round of allotment. But the provisional admission fee will not be refunded
thereafter, if the candidate fails to physically report to the allotted institute after 3rd round.
12. What happens if I do not admit myself provisionally? Am I still eligible for upgradation to
higher choices?
NO. Candidates who do not report for provisional admission are considered to have opted out of
system and their allotted seat is declared as vacant for next round. Hence, candidate has to report at
some reporting centre and pay the requisite fees. These fees are to be adjusted at the time of final
admission at finally allotted institute depending upon the nature of up-gradation and fully
refundable if candidate withdraws at reporting centre after 1st, 2nd and 3rd round of allotment. But
the provisional admission fee will not be refunded thereafter, if the candidate fails to physically
report to the allotted institute after 3rd round.
After final selection of the institution, the candidate is required to deposit admission fee, Book-bank
and/or Library fee etc. as per notified fee structure. Please refer order under Govt. Order link on
portal.
13. What is the fee structure for TFW seat?
No tuition fee is charged from the student admitted under TFW Scheme. Their entire Tuition Fee
stands waived during its entire course duration. Other fees, like admission fee, Library Fee, caution
deposits, etc shall have to be paid by students. All these fees are to be adjusted at the time of final
admission at finally allotted institute depending upon the nature of up-gradation and fully
refundable if candidate withdraws at reporting centre after 1st, 2nd and 3rd round of allotment. But
the provisional admission fee will not be refunded thereafter, if the candidate fails to physically
report to the allotted institute after 3rd round.
Five percentage (5%) Seats, on supernumerary basis i.e. over and above the approved intake in each
of the AICTE approved Course in all Engineering, Technology, Pharmacy and Architecture Colleges as
well as in Universities/ University Departments of the State are available under this TFW Scheme.
14. My JEE MAIN Rank is xxx. How many choices I can exercise?
There is no restriction in number of choice-filling. However, there must be available seats as per
eligibility criterion for which choices have to submitted or filled-up.

15. My WBJEE Rank is XXXX and JEE MAIN Rank is YYYY. Can I register for Counselling for both?
Yes. A student can participate in the e-Counselling and give a single set of choices for both the
WBJEEM~2014 and JEE MAIN~2014 quota seats.
17. Is there any restriction for number of choices?
No, there is no restriction. However, there is an Upper-limit of available seats as per eligibility
criterion for which choices have to submitted or filled-up. The seats are shown to Candidates as per
their category, sub-category and eligibility.
18. What preparation is needed to fill the choices?
A student must be registered for e- Counselling. Besides a student must have created own secured
Password and must have deposited requisite Counselling Fee through e-Challan.
19. Can I exercise On-Line Counselling from any place of my choice?
Yes, a student can register into e-Counselling from any Computer having internet facilities and by
visiting the Boards portal at http://www.wbjeeb.nic.in
20. Is there any Institute for Women only?
There is only one college located at Durgapur which is entirely for Women.

Eligibility Requirement
1. Can a candidate change any wrong entry or photo/signature during on-line registration?
Any wrong entry can be rectified within the period of Registration by approaching the Board except
incorrect entries related to marks obtained in 10th and 10+2 standard board examinations will be
corrected by the RC officials at the Reporting Centre. Besides in order to register into the eCounselling process one needs to use the correct Roll No., Application Form No., Name and Date of
Birth (as appeared in the Admit Card, if not corrected later as per request of the candidates). Once
the Registration is complete, these details cannot be changed.
Similarly, candidates having wrong photograph or signature uploaded in the system must
approach Board office for rectification. Wrong photograph or signature detected at the time of
provisional reporting will disqualify candidature.
2. Final Result / Mark-sheet of qualifying examination (QE) is not available due to delay in
publication of result, is he/she allowed?
No. Candidate has to produce his final result at the Reporting Centre. He/she has to mention his/her
marks details during his/her registration.
3. If a candidate is appearing in supplementary qualifying examination, is he / she allowed?
If a candidate has either remained with incomplete results or has applied for revision or taken
supplementary test, he/she can complete the registration by choosing INCOMPLETE under

Whether Passed 10+2 link. He / She is required to submit complete details of marks obtained at
the time of Reporting Centre.
4. Original mark sheet / document are deposited somewhere else, and a certificate regarding this
is available. Can such candidates report to reporting centre after allotment?
No. Original documents must be produced at the Reporting Centre for verification.
5. What specific conditions are there for marine engineering course?
A general candidate must pass H.S. (10+2) or its equivalent examination with a minimum of 60%
marks in Physics, Chemistry and Mathematics taken Together and with at least 50% marks in English
either in 10th. or in 12th. Standard and with individual pass marks in Physics, Chemistry,
Mathematics, English and Vernacular (or any fifth subject) for all category of candidates.
6. What eligibility criteria are there for B.Arch. course in Jadavpur University / Bengal Engineering
and Science University?
For the B. Arch. Course in Jadavpur University or Bengal Engineering and Science University, students
must be merit listed under the WBJEEM-2014 and must have a valid NATA Score.
7. What minimum score in NATA is required for B. Arch. Course?
A valid Score Card in NATA is required to become eligible for B. Arch. Course.
8. I have entered mark-details wrongly during my registration, how can I rectify?
If any candidate enters wrong marks during registration and it affects his eligibility and choice-filling
process, the Board must be approached. If it is a simple typographical error and doesnt lead to any
difficulty in choice-filling, the said mistake will be corrected by the officials at the Reporting Centre
during reporting after allotment in any round of e-Counselling.
9. I am eligible for Pharmacy but not eligible for Engg. How can I apply through eCounselling ?
Such candidates will be shown only the Pharmacy seats of institutes other than Jadavpur University
and can fill choices only from this subset.

Score Card/ Admit Card


1. I have not received my WBJEE M-2014 Rank card / JEE MAIN -2014 Rank card. Is it required for
participation in on-line Counselling?
Downloaded Rank card or whatever result sheet was shown to the candidate after results were
published should be treated as Rank Card and will also be acceptable for the purpose. Admit card in
original is a mandatory requirement.
2. Is downloaded Rank-Card / Score Card acceptable for Counselling?
Yes, it is acceptable.
3. I have lost my WBJEE / JEE MAIN Admit Card? How can I participate in on-line Counselling?

A candidate has to produce original Admit card available as download.

Category Rules
1. As per WBJEEM~2014 record, category is OPEN. Can the category be changed from OPEN to
SC/ST/PWD at this stage?
No. All certificate dates must be within last date of online form submission i.e. 31st January, 2014.
2. Is category change possible during online registration?
Normally NO but in case of extreme necessity please contact WBJEEB for clarifications. But
specifically request pertaining to TFW category from NO to YES will not be done except for
those cases where candidates had earlier applied for TFW during online application process but
denied due to lack of proper and requisite documentation. Now, there is no scope for applying
under TFW if not already done during online-application process for WBJEEM~2014.
3. Is there any reservation for OBC-category?
Yes, there is reservation of seats under OBC-A and OBC-B Category.
4. Defence Quota Seats are not included in this Counselling. How a candidate under Defence
Quota can get admission in West Bengal?
Candidates applied for Defence Quota Seats may communicate to the West Bengal Joint Entrance
Examination Board for detailed information on allotment procedure.

Persons with Disabilities


1. Who is a 'Persons with Disabilities (PwD) candidate?
The candidate who has requisite certificate in this respect from Competent Authority as per
Government of West Bengal orders in vogue in this regard.
2. Whether marks relaxation is applicable for PwD candidates?
Yes. It is applicable as is applicable for SC/ST candidates.
3. My WBJEE-PwD Rank is xxxx. Can I opt for General seats?
Yes. It is automatically done.
4. My JEE MAIN Rank is PwD-xxxx. Can I opt for any PwD seat?
No. For JEE MAIN -2014 Rank Holders, there is No reserved category seat.
5. I am SC (/ST/OBC-A/OBC-B) and additionally PwD candidate. What are seat options for me?
All OP, OP-Pwd, all category seats (SC etc) and all sub-category seats (SC-PwD) seats are available in
that order. See the appropriate links for allotment logic.
6. What happens when some category or sub-category seats remain vacant?

These seats are converted as per conversion rules described in separate link.

Online Registration
1. What happens if I do not register during the period as mentioned for On-line Registration?
Without Registration, no candidate can participate in On-Line Counselling until 3rd round of
allotment.
2. If a candidate forgets his/her password, what is the procedure to get a new password?
The RESET PASSWORD button is available for resetting the forgotten password. In case of any
difficulty faced by the candidate, please contact the West Bengal Joint Entrance Examinations Board
for necessary advice/assistance.
3. Can the candidate change his/her password?
A registered candidate can change his/her password as many times as he/she wants. Rather, it is
advised that the candidate regularly changes the password to maintain secrecy and if forgets, use
the forgot password link to reset the same.
5. Is there any compulsion to register online only at help centre?
A candidate can access the website http://www.wbjeeb.nic.in from any location as per ones
convenience and there is no compulsion for such action.

Choice filling and Locking


1. How many choices can a candidate give?
The number of choices available for a candidate based on the eligibility criterion details submitted
by one during registration. Within that limit, there is NO UPPER-LIMIT.
2. What is indicative seat?
On at least two occasions, up till locking of choices is made; there will be an Indicative seat detail to
be extended to the candidates registered and choice-filled into the e-Counselling process till 8 am on
the day before. The registered candidates would get an indication of probable allocation depending
upon number of registrations done and choices filled up till 8 am the earlier day.
3. What is locking?
Between 9th and 12th July, 2014; this Choice-Locking facility will be made available to the registered
students. After finalization of set of choices to be submitted by the candidate, one has to LOCK the
same by clicking this link. Once locked, the choices can be seen but cant be unlocked. In any
candidate forgets to LOCK ones choice; the same will be locked as per procedure mentioned in the
guidelines enumerated in the related government order because unlocked choices will not be
considered for seat allotment through this e-Counselling process.
4. If a candidate doesn't lock his/her choices, will they be processed for seat allotment?

If any candidate forgets to LOCK ones choice; the same will be locked as per procedure mentioned
enumerated in the government order on e-Counselling because only locked choices will be
processed for seat allotment through this e-Counselling process.
5. Can the candidate modify the choices after locking?
No. Once locked, the choices can be seen but cant be unlocked.
6. Can I change my Option?
Before locking, YES. After locking, NO.
7. Can any other person change my order of preference?
If the User-id and Password are securely protected, none other than the candidate concerned can
change ones details including the order of preference.

Fee Rules
1. What is Initial fee? How is this adjusted?
In order to register for Online Counselling: Rs. 506/- (non-refundable)
For Provisional Admission at Reporting Centre:
Rs. 4,000/- for TFW candidates in any Institute;
Rs. 5,000/- for any candidate in any of Govt. Engineering Colleges and University Departments;
Rs. 20,000/- for any candidate in any of Private/Self financing Colleges.

2. What are the modes of Initial fee payment?

3. What are the Seat Cancellation and Fee refund rules?

4. I have GMR ZZZZ and notional TFW rank MMMM. If I am allotted a Private College in 1st round
and then upgraded to a Government College in 2nd round and upgraded to a TFW seat in a
university in 3rd round of allocation, what will be the fate of my deposited Provisional Admission
Fee?
Firstly after 1st round of allocation, the student has to report to the Reporting Centre and deposit
crossed Demand Draft amounting Rs. 20,000/- (Rupees twenty thousand) only drawn on WEST
BENGAL JOINT ENTRANCE EXAMINATIONS BOARD or WBJEEB payable at KOLKATA. There he/she will

be provisionally admitted against the allotted seat in Private College with YES to UPGRADATION.
After 2nd round, he/she is upgraded to Government College but he/she is not required to report to
Reporting Centre once again. After 3rd round he/she is upgraded to TFW seat in the university, now
he/she is required to physically report to the said university. The candidate will be refunded Rs.
16,000/- (i.e. 20,000 4,000) by the Board.
5. I am allotted a seat in University/Govt College in first round and subsequently moved to SFI in
next rounds. What will be the provisional fees payable?
IN first round, payment of 5,000 INR has to be made. The rest of the amount payable due to
subsequent upgradation (i.e. INR 20,000 INR 5,000 = INR 15,000) will be adjusted during payment
of final admission fees at the time of physical reporting at the finally allotted institute.
6. What is West Bengal Free-ship Scheme? How can I apply for the same?
West Bengal Free-ship Scheme (WBFS) was first introduced in 2011 and has been amended
subsequently. Candidates, who already applied for TFW during online application for WBJEEM ~2014
but cannot be allotted a seat under TFW due to availability of fixed number seats under the same
through forthcoming e-Counselling process, will subsequently be considered under WBFS. Criteria
for both the Scheme are same. Candidates who submitted their annual family income certificate
along with application form and afterwards notionally listed in TFW category will firstly be allotted
from 5% supernumerary seats under TFW across all institutions. At the end of e-Counselling, these
eligible candidates will be enlisted for WBFS for each of the institution on the basis of their
WBJEEM~2014 GMR. The institute specific WBFS will be made on inter-se merit. The affiliating
university is responsible for implementation of the admitted candidates under WBFS. The related
Government Orders may be referred for further clarification.
7. What are the differences between TFW and WBFS?
TFW is a category seat in which an eligible candidate is allotted and it is supernumerary in nature.
The total number of seats available under TFW is 5% of the total approved intake across all
institutions in the State. Its allotment is made during e-Counselling. If any seat under TFW falls
vacant after e-Counselling Process is over, the same will remain vacant and cannot be converted into
an OPEN category seat. Moreover, it is seat specific. So, if a candidate is upgraded from a seat with
TFW to a seat without TFW, his/her facility of getting fee-waiver under TFW is gone. Now
he/she will stand eligible under WBFS.
On the other hand, WBFS is a free-ship form of scholarship whereby eligible candidate is
extended benefit of free-ship up to full waiver of his/her tuition fees or half waiver of his/her
tuition fees. This facility is extended after the eligible candidate is admitted in an institution. It is
not seat specific but candidate specific. Even if a candidate is upgraded from one choice to another,
his/her eligibility under WBFS remains. But the benefit of fee-waiver is only extended after the
candidate gets admitted and starts classes.
Therefore, all such candidates having listed under TFW category stand eligible under WBFS.

Rounds of Counselling

1. How many rounds of Counselling/allotment are there?


There are THREE rounds of Counselling.
2. What are those rounds of Allotment/Counselling?
1st round of allotment / counselling: After choices of registered candidates of e-Counselling 2014 are
locked, total number of seats (around 34,000) seats will be allotted to such candidates depending
upon their rank vis-a-vis choice given. After such allotted candidates complete reporting at
concerned Reporting Centres and vacant seats are generated thereof 2nd round of allotment is
made;
2nd round of allotment / counselling: Now, these vacant seats will be allotted from amongst the
remaining un-allotted candidates and up-gradation of choices amongst the allotted candidates will
also take place. But the upgraded candidates need not report to the Reporting Centre again if they
do not want to change the choice of UPGRADATION from YES to NO;
After fresh allotees complete their reporting at concerned reporting centres and vacant seats are
generated thereof, 3rd round of allotment is made;
3rd round of allotment / counselling: Now, these vacant seats will be allotted from amongst the
remaining un-allotted candidates and up-gradation of choices amongst the allotted candidates will
also take place. But the upgraded candidates need not report to the Reporting Centre again if they
do not want to change the choice of UPGRADATION from YES to NO;
Here fresh allotees complete their reporting at concerned reporting centres while already upgraded
candidates or otherewise go on to physically report to the finally allotted institutes. Now through
non-reported candidates at finally allotted institutes lead to creation of vacant Seats.

Reporting Procedure
1. Can a candidate be allowed for reporting after scheduled date?
No. Please refer Schedule of Counselling on the Home page of the website of Counselling.
2. Can a candidate be permitted to report if he/she brings part of the required documents to the
Reporting Centre?
No.
3. What are the working hours of Reporting Centers, Help Centers, Participating Institutes and
Board Headquarters?
Normally Between 10.30 am and 4.30 pm.
4. What is the procedure of reporting?
After 1st round of allotment, successful candidates will be intimated through sms and email about
their respective allocation. Thereafter they have to make Demand Draft as Provisional Admission Fee
amounting Rs. 20,000/- (Rupees twenty thousand) only for Private College or Rs. 5,000/- (Rupees

five thousand) for Government College/University Department or Rs. 4,000/- (Rupees four thousand)
for seat allocated under TFW quota in any institute, drawn on WEST BENGAL JOINT ENTRANCE
EXAMINATIONS BOARD or WBJEEB payable at KOLKATA;
Then they will report to the Reporting Centre concerned and submit the draft along with the
original testimonials for verification and provisional admission;
At this point, the candidate MUST submit his/her choice regarding UPGRADATION. For example, if
the candidate has been allotted a seat as per choice serial no. 59, it is his/her decision whether
he/she wants to upgrade to any one of the choices lying between 1st and 58th choice in his list. If
he/she does, then YES to UPGRADATION option has to be submitted by signing a declaration which
needs to be downloaded by clicking the link on the Provisional Allotment Letter and filling it up. If
he/she thinks that this seat is acceptable and doesnt desire further up-gradation then NO to
UPGRADATION option has to be submitted similarly.
After such provisional admission is complete, the candidate will wait for either up-gradation up till
3rd round or otherwise to report to the finally allotted institute. After 3rd round of allocation, the
candidate needs to report physically to the finally allotted institute for candidates desiring YES to
UPGRADATION as well as for those who have not been up-graded as they have not desired upgradation and have chosen NO to UPGRADATION during reporting at the Reporting Centre. If the
candidate fails to report either to the Reporting Centre after allocation or to the finally allotted
institute after 3rd round, the seat of the candidate will be cancelled. In the meantime, a provisionally
admitted candidate can either
(a) change option for UPGRADATION from YES to NO but never the vice-versa or
(b) withdraw from the e-Counselling process. Until 3rd round of allotment and reporting, if a
provisionally admitted candidate withdraws, he/she will get FULL refund of his/her provisional
admission fee. But if he/she chooses not to report to the finally allotted institute after 3rd round, the
entire admission fee will be forfeited. Any candidate who is allotted a seat through any of the three
rounds of Counselling is required to report to the Reporting Centre only once unless he/she chooses
to change UPGRADATION option from YES to NO. The activity of the Reporting Centre completes
when reporting is over after 3rd round of allotment.
5. Where are these centres located?
The Reporting Centres are located at 24 places in the State of West Bengal and 1 at Agartala,
