EXECUTIVE ORDER NO.

2013-002
RECONSTITUTING CITY LOCAL POVERTY REDUCTION
ACTION TEAM (LPRAT)
WHEREAS, in pursuit of the policy of the national government and other
key stakeholders to significantly reduce poverty in the country by 2016, the BottomUp Approach to Planning and Budgeting Process shall again be implemented in 109
focus cities and municipalities in the Bicol Region;
WHEREAS, this project aims to ensure the inclusion of funding requirements
for the development needs of these priority LGUs in the budget proposals of
participating national government agencies;
WHEREAS, project implementation will be under the Anti-Poverty
Convergence Program of the National Anti-Poverty Commission (NAPC), in
collaboration with the Department of Interior and Local Government (DILG),
Department of Social Welfare and Development (DSWD), Department of Budget
and Management (DBM) and civil society organizations (CSOs);
WHEREAS, the City Government of Naga believes that poverty reduction is
the concern of every Nagueo, especially the city government and other stakeholders
of Nagas sustainable development;
WHEREAS, there is a need to reconstitute the City Local Poverty Reduction
Action Team (LPRAT) created under Executive Order no. 2012-005;
NOW THEREFORE, I, JOHN G. BONGAT, City Mayor of Naga, by
virtue of powers vested upon me by law do hereby order the following:
Section 1. A City Local Poverty Reduction Action Team (LPRAT) is hereby
reconstituted to be composed of the following:

Section 2. The City Local Poverty Reduction Action Team (LPRAT) shall
have the following functions and responsibilities:
1. Organize and facilitate the conduct of a Local Poverty Reduction Action
Planning Workshop for the formulation of the LPRAP and the identification
of priority poverty reduction projects;
2. Agree on the list of priority poverty reduction projects for 2014 based on the
LPRAP and submit it to the RPRAT; and,
3. Conduct quarterly meetings to monitor the status of the approval and
integration of the priority poverty reduction projects into the budgets of
participating agencies and monitor the implementation and status of the
projects.

Section 3. This Executive Order shall take effect immediately.
