In Romania things went pretty good in 2012 with the application and the
impplementation of the Grundtvig programme. It covers not only teachers, trainers, staff and
organisations working in the sector, but also learners in adult education. These include
relevant associations, counselling organisations, information services, policy-making bodies
and others such as NGOs, enterprises, voluntary groups and research centres. The adult
learners participated in Workshops (learning events and seminars) taking place in others
European countries participating in the Lifelong Learning Programme.
People from Romania participated at workshops in others European countries.
Workshops bring together individuals or small groups of learners (10-20 people) from several
countries for their personal development and learning needs. Learners are also encouraged to
share their competences and insights with others. Workshops are organised on many different
topics, including:
-visual arts, music, the environment, creativity, numeracy, mathematics, science, and
other topics which are not too heavily dependent on foreign language competence;
-language-learning, particularly for people wishing to build on basic competences (or
improve in specialised areas) in the language of the country where the workshop is organised,
notably where this is a less widely-used and less taught language;
-discussion groups on issues of common interest across Europe, with a view to
stimulating greater interest in European affairs among the adult population;
-active citizenship and intercultural dialogue;
-health education.
The EU Lifelong Learning Programme (2007-213) was considered as relevant in
reaching the key "Education and Training" objectives agreed at EU level and thereby
contributing to the overarching strategic objectives of the European Union. Three years after
the start of the Lifelong Learning Programme the European Commission decided to launch an
interim evaluation, looking at the results achieved and examining the strengths and
weaknesses of the entire Programme as well as its sub-programme Grundtvig. One of the
quantified targets set, was the mobility of 7,000 individuals involved in adult education per
year by 2013 in the framework of the Grundtvig programme. The evaluation found that in its
first three years of implementation the Lifelong Learning Programme successfully progressed
towards its objectives. However, owing to the insufficient size of the budget and other
barriers, there is a risk that some of the Programme quantified targets will not be reached.
Nevertheless, in particular the implementation of new Grundtvig actions gains momentum
and this sectoral programme faces the lowest risk of non-achieving its target.
The specific aims of the Grundtvig programme ,in the future, are to:
-increase the number of people in adult education to 25 000 by 2013, and improve the
quality of their experience, whether at home or abroad
-improve conditions for mobility so that at least 7 000 people per year by 2013 can
benefit from adult education abroad;
-improve the quality and amount of co-operation between adult education
organisations;
-develop innovative adult education and management practices, and encourage
widespread implementation;
-ensure that people on the margins of society have access to adult education,
especially older people and those who left education without basic qualifications;
-support innovative ICT-based educational content, services and practices.
