BLOCK III INCIDENT LOG (Provide a detailed account of any significant incidents)
At 16:55 at officer requested that a unit assist in conducting an investigation with a subject that he arrested
for failing to pull over for a traffic stop. I arrived at 16:57 at the Los Santos Police Department and met with
the officer inside the main floor processing room. I introduced myself to the subject and began taking his
statement.

The subject stated that he got in his vehicle and started the engine at which point the officer attempted to
pull him over he felt that he was being stopped because of his race and that the officer had no legitimate
reason to stop him, prompting him to drive away ignoring the officers commands. The officer gave chase
and additional units joined the pursuit. The individual stated officers opened fire later on at which point he
surrendered for fear of his life.
The officer stated in his statement that the subject started his vehicle and reversed into his patrol car,
prompting the traffic stop. From that point on his story mirrors the suspects, however the officer insisted
that he himself did not open fire and the subject admits it may have been the other units in the chase.
Because the subject failed to provide compelling evidence that the officer held a racial bias against him
and admitted that he did not pull over, I determined that the charges were legitimate. I indicated that if the
subject was not satisfied, he should file a complaint against the officer with the department.

At 17:18 an FBI operative on board a helicopter reported that he witnessed a man kill another man with a
knife along the East Beach freeway and took off in a fast vehicle. The agent was unable to maintain a
visual but with the assistance of the last known location I was able to locate the subject vehicle in southern
Las Venturas at 17:21.

I attempted to catch up to the vehicle but was unable to maintain visual as he headed northbound on the
Julius Thruway (East). While heading northbound I saw the vehicle stopped facing southbound in the
opposite lane I spun the vehicle around at the nearest point and pulled up behind the vehicle at 17:22.
The subject exited the vehicle while an unknown passenger remained in the side seat. I stated that we
needed to talk at which point the subject revealed a firearm and stated that we could talk but alone. At that
point the FBI agent arrived and landed opposite the freeway and opened fire, prompting the subject to
shoot towards me and then back at the agent. I returned fire, striking and killing the subject.

This was a rather short shift due because of conditions within the state of San Andreas, however one takeaway I
have at this time is that some officers are concerned that they do not know the basics in regards to conducting
an investigation and are uncomfortable in doing so. Providing training and resources on this topic would benefit
not only officers understanding of investigations but law enforcement and the criminal code in general.
