ofthecustomergeneratorslast12monthsofmeteredenergyload,eachmeterisevaluatedindividuallyandmaynotbe
aggregated.UndernocircumstancesmaythePVsystemelectricproductionexceed100%ofthecustomergenerators
historicalmeteredload.

TheProgramHandbook,CustomerChecklist,ProjectFlowProcessDiagram,ConstructionStandardsandinformational
linksprovidedaredesignedtoguideyouthroughthisprocessandidentifieswhatneedstobecompletepriortoandafter
theconstructionprocess.
Theapplicantisrequiredtopaymeterupgradechargefortherequirednetmeter.Themeterupgradechargeissubjectto
change
AllbusinesscustomergeneratorPVprojectsmustapplyunderthisprogramandreceiveaFORMFApprovaltoInterconnectpriortooperatingthePVsystem.
BUILDINGPERMITREQUIRED
InadditiontomeetingtheSolarEnergyProgramRequirements,businessapplicantsmustapplyforabuildingpermitandreceivefinalpermitapprovalpriortobeing
awardedaSolarEnergyProgramFORMFApprovaltoInterconnectform.ContactthePermitDepartmentformoreinformation.BuildingDepartmentfeesand
applicablemeterupgradechargeswillbecollectedbythebuildingdepartmentaspartofthepermitprocess.
CHOOSEREBATESORNOREBATES
RosevilleElectric'sBusinessSolarEnergyProgramalignswithCaliforniasMillionSolarRoofInitiative(SenateBill1),whererebatelevelsarereducedovertime.SB1
alsorequiresbusinesscustomergeneratorsrequestingrebatestolearnaboutenergyefficiency,conductenergyaudits,andbenchmarkingwithENERGYSTAR
PortfolioManagerpriortoreceivingrebates.
RosevilleElectricallowsbusinesscustomergeneratorstoapplyfor:
1. Interconnectiononly,norebaterequested
CustomergeneratorswithaPVprojectthatdoesnotrequestrebatesfollowasimplifiedprocessforinterconnection.Thesystemsizemaynotexceed100%of
thecustomergeneratorsmeteredload.
2. InterconnectionwithaPVrebate
Businesscustomergeneratorswhoown,leaseorenterintoPPAagreementstoobtaintheirsolarsystemmayrequestrebatesforasystemupto100kWCEC
ACwattinsize.
Onsystemsover10kWCECACwatts,thecustomergeneratorisresponsibleforprovidingrequiredproductionmeteringinfrastructureforPBIincentives,
includingapplicablephonelines,forrebates.ItishighlyrecommendedtheRosevilleElectricconstructionstandardsandHandbookbethoroughlyreviewedto
learnRosevilleElectricsrequirementsandtounderstandthecostimplicationswithPBIsystems.
Forsystemsgreaterthan100kW,customergeneratormustsubmitanapplicationforthe100kWsystemwithrequiredmeteringequipmentandphoneline
thensubmita2ndapplicationfortheadditionalequipmentbeyondthe100kWsystemthatisdesiredtobeinstalled.Thebalanceofsystemabovethe100kW
mustbeisolatedelectricallyandphysicallyfromthe100kWrebatedsystem.Thetotalsystemsizemaynotexceed100%ofthecustomergeneratorsmetered
load.

Aonetimeestimatedperformancebasedincentive(EPBI)ispaidforsystemslessthan10kWCECACwatts.Quarterlyperformancebasedincentives(PBI)
arepaidonsystems10kWCECACwattsandlarger,paymentsarebasedonactualsystemenergyproductionfor5to10yearsdependingonsystemsize.
CustomergeneratorsmustobtainaperformancemonitoringcontractforthelengthofthePBIpayment.

FundingfortheBusinessSolarEnergyProgramislimitedandcustomergeneratorsmustreservefundsfortheirprojectpriortoconstructionofthePV
system.

proceed.OncecustomergeneratorreceivesbothapprovalstheymayproceedwithinstallationofthePVsystem.
5. InstallYourPVsystem
AdviseSolarEnergyProgrammanagerofanychangesfromwhatwassubmittedontheFORMA,updateddocumentationmayberequireddependingonthe
change.Onceinstalled,thePVsystemsafetydisconnectmustremainintheopen(off)positionuntiltheFORMFApprovaltoInterconnectformis

1. AnelectricsiteinspectionwillbeorderedbytheBusinessSolarEnergyProgramProjectmanager.
2. IfprojectmeetsRosevilleElectricrequirements,themetertechnicalwillsignthegreenpermitcardshowingfortheelectricdepartmentapproval.
3. AfterREsignsthegreencard,customergeneratororcontractorwillcontactthebuildingdepartment(9167745333)toschedulefinalpermitinspection
andapproval.
4. Afterbuildingdepartmentsignsthegreenpermitcard,EmailsignedgreencardtotheBusinessSolarEnergyProgramManager.

8. TurningOnThePVSystem
AfterthesignedgreencardissubmittedtoRosevilleElectric,thecustomerwillreceiveFORMF"ApprovaltoInterconnect".Oncereceived,thecustomermayturn
thesystemontooperate.ThecustomermaynotoperatethePVsystemuntilFormFhasbeenreceived.
PVSYSTEMREBATEPAYMENTSTRUCTUREANDLEVELSEFFECTIVE11515
TheserebatelevelswilldiminishovertimeallowingustostayincompliancewithCaliforniasMillionSolarRoofInitiative(SenateBill1).
Systemsowned,leased,orunderPPAagreementsmayapplyforrebates.
Rebatereservationshavea120daylimittocompletethesysteminstallationandsubmitofallrequiredprogramdocumentation.
