MUNICIPAL RESOLUTION NO. 03-2013


RESPECTFULLY REQUESTING/RECOMMENDING TO THE LOCAL CHIEF EXECUTIVE, HON.
ANN Y. ONGJOCO OF GUINOBATAN, ALBAY AN ACROSS THE BOARD
ADJUSTMENT/INCREASE ON THE DAILY WAGE OF PERSONNEL HIRED ON JOB ORDER
STATUS BY THE MUNICIPALITY FROM PHP160.00 TO A MINIMUM OF NOT LESS THAN PHP
200.00 BUT NOT MORE PHP 250.00 A DAY TO COPE UP WITH THE PRESENT AND
UNDENIABLE HIGH COST OF LIVING CONDITIONS.
WHEREAS, with the high cost of daily living needs, such as but not limited to food,
transportation, clothing, power, communication, education and the like, the present Php 160.00
daily wage of personnel hired on Job Order status of the municipality is no longer sufficient,
reasonable, and economically viable for them to make both ends meet;
WHEREAS, as public officials and as the policy making body of the LGU, we are duty
bound to provide not only protection but as well as promotion of the general welfare of our men and
women whom we consider as our partners in attaining and sustaining our vision and mission for
our beloved community;
WHEREAS, the increase/adjustment, subject of this resolution, may be sourced out from
the budget surplus realized by the LGU for the fiscal year ended Decemebr 31, 2012, wherein with
the help of these job order personnel, the LGU netted/posted a surplus amounting to Php
21,379,060.09. Of this amount, Php 7,788,368.42 is under the general fund while the three (3)
economic enterprises had a combined net surplus/equity of Php1,472,336.55, aside from the
special accounts on 20% development fund, MDRRMF and the MUDHB fund which posted also a
combined net surplus of Php 12,118,355.12;
WHEREAS, adjusting/increasing their wages is also a way of boosting their morale thereby
creating upon them a positive attitude towards assigned works/tasks that will surely contribute in
attaining a higher level of success and the continued realization of LGUs goals towards excellence
in local governance;
WHEREFORE, in view of the foregoing premises, be it now:

RESOLVED, as it hereby resolved by the Sangguniang Bayan in session assembled, to


respectfully request/recommend as it respectfully requests/recommends to the LCE an across the
board adjustment on the Daily Wage of Job Order Personnel of the LGU from Php 160.00 to a
minimum of not less than Php 200.00 but not more than Php 250.00 a day to cope up with the
present and undeniable high cost of living condition.
RESOLVED FURTHER, that in case the existing savings/surplus cannot suffice the
recommended or requested adjustment under the supplemental budget as there may be other
priority needs that the LGU may attend to, it is further recommended that the same be duly
considered in the succeeding budgets of the municipality most especially in the annual budget of
the locality.
RESOLVED FINALLY, that upon approval of this resolution, the Hon. Mayor, the
Honorable Members of the Local Finance Committee and the 44 barangays through their
respective barangay captains be furnished a copy of this resolution for their information and
appropriate action.
APPROVED UNANIMOUSLY on motion of the Lead Sponsoring Committee Chairman,
Hon. FJ M. Oxales, duly seconded by the members present this15 th day of July, 2013 at the SB
Session Hall during their 3rd Regular Session.
