BLOCK III INCIDENT LOG (Provide a detailed account of any significant incidents)
At 19:59 while out on lunch at the Idlewood Pizza Stack, I was flagged down by a civilian who reported that
another civilian who was riding around the parking lot had struck his vehicle and damaged the headlight and
was refusing to compensate him for it.

I spoke with the individual on the bike who stated that he was new to San Andreas and had just recently
arrived and is just enjoying his time here, but did not damage the vehicle as earlier reported. I spoke to the
initial complainant who was able to repair the damage on-site and was fine with simply having the subject
warned to be careful while riding his bike and leave the area.
End of incident 20:11.
At 20:21 I stopped a bike that was circling an active intersection in Idlewood just north of the Pizza Stack; it
was the same individual from the previous incident.

I spoke to the individual and warned him of the dangers of riding around in the street like that on a bike. He
asked where there was a safe location to ride his bike and I directed him to the skate park in Jefferson. He
being new to the State of San Andreas was unfamiliar so I showed him the way.

At 20:31 while heading northbound on the Market strip, I noticed a white 4 door truck and blue 4 door
sedan that had appeared to have been involved in a traffic accident on the way into Downtown Los Santos.
As I passed I heard one tell the other to hand over the money and then he would give him weed. I pulled up
around them and got out, attempting to make contact.

The subjects behaved almost like wax statues and categorically refused to acknowledge my presence for
nearly the entire encounter. They did not speak while I was there despite multiple attempts to communicate
with them, both visually and verbally. Then minutes later they both got in there vehicles and said the only
thing uttered by either party while I was there get out of my way, cop. I stepped out of the road and told
them that they should deal weed in privacy next time if they didnt want to be disturbed.
The individual that indicated he had the weed by the one sentence I managed to catch as I drove by initially
was later found dead out in Flint County; suspected to be a victim of a deal-gone-wrong wherein he tried
to pull a fast one on the buyer, winding up dead.

It seemed that on this second shift of the day, people were shut-in to their homes or otherwise off the streets
which were left a virtual wasteland. I managed however to make several positive encounters with civilians, not all
of which documented here, and hopefully promoted a positive policing image; for that I consider it a successful
night.
