a. General:
The electrical works shall be designed according to the latest technology and to the
requirements of the client.
The design of the electrical services shall be made in accordance with international
standards and the criteria stated herein, as well as complying with local codes.
b. Codes and Standards:

3. Requirements for Electrical Installations (IEE Wiring Regulations).
4. British Standards (BS).

e. System description.
1. Medium Voltage Power Supply & Distribution:
Medium voltage network consists of ring main unit and power transformers and will
be fed from the project medium voltage switchgear ( Distributor).
Medium voltage is 11KV or 22 KV according to Egyptian Electric Company.
The power transformers will be divided into two types, (type 1 to feed the public
loads which will be paid by the client and the other will feed the tenants through
electrical company energy-meter).
The retail units and offices will only be supplied through load break switch in the
entrance.
The residential units will be completely designed including panel board, lighting,
power.etc.
2. Low Voltage (LV) Power Distribution:
i.

The secondary distribution will be at 380/220 volts, 50Hz,3-phase & neutral and
protective conductor PE.

ii.

Each Main LV switchboard will distribute the electrical power (with the use of
conventional simple radial cable or busway network) to feed various individual
loads within or outside the buildings such as mechanical equipment, air
conditioning system, water pumps serving various water systems, sub-main
distribution boards and panel boards.

iii.

The short circuit rating shall be coordinated with circuit breakers with the
prospective short circuit currents at respective location in the system and shall
ensure

that

their

operating

characteristics provide correct discrimination

between devices under fault and overload conditions.


iv.

The electrical sub-main distribution boards and panel boards shall serve
the lighting and small power loads (including low current systems devices/
equipment loads). The sub-main distribution boards and panel boards will be
located in coordination with the architectural design, to suit the load that they
serve, to achieve the reasonable cable/wire sizes and to keep the power
supply within the allowable voltage drop limits and other desired parameters
at the destination.

v.

The load on the three phases shall be balanced on all panels.

vi.

Calculations shall be made for the sizes of cables based upon IEC-364 taking in
consideration the current capacity, de-rating factors and voltage drop as per the
standard.

vii.

The sizes cable trays shall be determined to match the requirements of the
standards. Allow 20% space on each cable tray for future cables.

viii.

There might be some nonlinear loads which will create harmonics. This shall be
studied very carefully and suggest the installation of harmonics filters
wherever it

is

required

to

avoid overheating of the cables and the

transformers.
ix.

The designer shall verify that the power factor should not go less than0.85, and
shall indicate the size and location of the required capacitor bank to raise the
power factor up to 0.95 wherever it is required.

x.

The distribution boards will be (Main distribution boards free standing, factory
assembled, with thickness 2mm and sub main which will be wall mounted with
thickness 2mm and final distribution boards flush or surface mounted according
to location.

xi.

The distribution board shall be of the totally enclosed, indoor type of size, rating
and arrangement as indicated in the drawings. Distribution board shall be
completely enclosed on front sides, top and rear with removable steel covers.

xii.

Electrical MDBs are monitored.

xiii.

EMDBs are monitored and controlled.

xiv.

Light control panel of corridors are monitored and controlled.

3. Power Cables and its accessories:


i.

All cables shall have CU/XLPE/PVC and/or CU/PVC/PVC for

indoor

use

and

CU/XLPE/SWA/PVC for direct buried outdoor use, all the LV cables rated at 1000V.
ii.

Separate conduits raceways or trunking with separators shall be provided for


each of the following circuits.

iii.

Normal lighting.

Emergency lighting.

Normal power.

Essential power.

Communication.

Fire alarm.

Security.

The conductor sizes shall be calculated as per international and local codes and
according to load requirements.

iv.

External cabling for different circuits shall be directly buried underground


or run through underground UPVC ducts concrete encased.

v.
vi.

The three phase loads shall be balanced in all panels.


XLPE/SWA/PVC cables external to the building shall not be exposed to sunlight

otherwise sun shield shall be provided to prevent exposure to direct sunlight.


vii.

Color code of electrical wires and cables shall be as per the latest IEC standard.

viii.

The minimum size of all circuit conductors shall be coordinated with the starting and
operating characteristics of the equipment they serve.

ix.

Coordination with short circuit rating of circuit breakers of the distribution boards
with the prospective short circuit currents shall be associated with their location and
shall ensure that their operating characteristics provide correct discrimination
between devices under fault and overload conditions.

x.

All lighting and power distribution boards shall be flush mounted type in all public
and circulation areas and surface mounted in electrical/mechanical and plant
room, unless otherwise indicated.

xi.

All multi-core cables inside the building shall be installed on cable tray or cable
ladder according to manufacturer's recommendations. Raised sun shades (covers)
shall be provided for all roof mounted cable trays/ladders.

xii.

The LV circuits in building shall be installed at a minimum distance of 300mm from


hot water line and 150mm from other service pipes.

xiii.

Where external cables are direct buried in the ground, these shall run through
underground concrete encased UPVC ducts where passing under roads and
building.

xiv.

All bends in ducts and conduits shall be suitable to allow minimum cable bending
radius in accordance with the respective manufacturer's recommendations.

xv.

Wall mounted extract fans shall be supplied from flex outlets, and controlled via local
wall mounted switch.

xvi.

All HVAC equipment such as FCUs, AHUs, condensing units, etc. Shall
connected via suitable isolators and connection boxes installed close to them.

xvii.

Isolators for HVAC equipment shall be 'on load' type and suitably rated, taking into
consideration

normal and starting currents of the equipment and the ambient

temperature of the operating area.


xviii.

All panel boards shall conform to IEC 439-1 and shall be complete with lockable
doors.

xix.

Electrical installation works shall comply with the various subsections of IEC-364.

4. Bus Bar Trunking System:


i.

The bus bar according to the design shall be used to provide power supply from the
power transformers to the main distribution board.
ii.
The low voltage bus duct shall be of the highest available reliability index, in order to
ensure maximum continuity of service, as well as operating staff and equipment safety.
Furthermore, the low voltage bus duct must be easy to install, requiring simplified civil
works, and to operate, requiring minimum maintenance.
5. Small Power and Wiring Installation:
i.
The size of wiring shall be calculated based on the current capacity and voltage drop,
and the size of the wires shall coordinated with the protective devices such as
circuit breakers and contactors as per IEC-60364 (all sections).
ii.
Minimum wire size to be 2.5mm2 for lighting circuits and 4mm2 for power circuits.
iii.
Lighting and small power installation shall be carried out using single core PVC
insulated cables rated 450/750V.
iv. The locations of all outlets shall be coordinated with the final approved furniture
layout on site.
v. All socket outlets located above worktop shall be mounted at 1200mm above
finish floor.
vi.
All circuits serving wet areas such as kitchens, toilets, outdoor, etc., shall be protected
by residual current circuit breaker (RCCB).
vii.
PVC conduits shall be heavy gauge, polished and smooth inside and outside, flameretardant and according to BS 6099.
viii.
RSC (rigid steel conduits) shall be heavy gauge, hot dip galvanized, smooth inside and
outside, and according to BS 4568.
ix.
EMT (electrical metallic tubing) shall be in accordance with US federal
specification number WCC 563 (USA) and as per ANSI/UL number 797.
x. All steel boxes shall be heavy gauge, hot dip galvanized according to latest standard
specifications.

xi.

All PVC boxes shall be rigid, flame-retardant, smooth and according to latest standard
specifications.
xii.
Brass bushings and rings shall be used to secure steel conduits with steel boxes.
xiii.
All steel couplers shall be painted suitably, immediately after installation.
xiv. All materials and equipment must be of the best quality and according to the
latest international specifications.
xv. All RCCBs shall conform to BS-4293.
6. Emergency Power and Distribution:
i.
The system shall conform to NFPA 110-Standard for Emergency and Standby power
System.
ii.
Generator will be stand-alone for phase (F) and monitored.
iii.
The power system shall include power sources, automatic transfer switch and all
related electrical and mechanical auxiliary and accessory equipment needed to
supply electrical power to load terminals of the emergency loads.
iv. Emergency Power shall be provided by 380/220v 60 Hz. Emergency power supply
shall be distributed via 380/220v Radial Feeders .
v. Suitably sized diesel-driven generator(s) will be provided in the generator room(s)
to provide emergency / standby power supply to feed the following systems in case of
mains power failure:
Fire alarm system and fire pumps.
Telephone & Data systems.
Security systems.
Selected/ Emergency lighting in all areas.
Life safety equipment.
Elevators.
Smoke control. viii. Sump pumps, Water pumps and Fire pumps.
Any other load or systems requested by the client.
vi.

vii.

Diesel generators shall be provided with bulk fuel storage tanks and day tanks to
support a minimum of 24 hours operation at full load. Automatic Transfer Switches
(ATS) shall also be provided to transfer power source from normal power to the
standby generators automatically.
All wiring/cabling from emergency source to emergency loads must be kept separate
from all other wiring and equipment in its own distribution and raceway system except
in transfer equipment enclosure and similar location.

7. Internal, External & Special Lighting:


i.
Lighting of all offices, rooms and various areas, with ceiling height lower than 4
Meter, shall be with Fluorescent luminaries and/or Compact Fluorescent luminaries for
back of house areas. For Front of house areas, down lights with halogen/compact
fluorescent Lamps shall be provided as per architectural requirement. Chandeliers
and Decorative wall lights shall be provided to match the interiors.
ii.
All areas having ceiling height between 4 and 7 Meters shall be illuminated with
Compact Fluorescent or Metal Halide luminaires.
iii.
All luminaires for ceiling height higher than 7 Meter shall be illuminated with Metal
Halide lamp.
iv. The type, quantity and distribution of lighting fixtures shall be done in accordance with
general specifications, taking in consideration the level of illumination, type of lamps
and other conditions mentioned here in the performance specs and/or other
documents.
v. Control of lighting for public areas shall be via central control system such as BMS,
with manual override possibility.
vi.
Elevators' shafts shall be provided with lighting at each level.
vii.
Building Exterior shall have unique and special effect lighting as centre of attraction.
viii.
All the water fountains & water features shall have fountain lights.
ix.
All luminaries with Fluorescent tubes or compact fluorescent shall have energy saving
(High frequency) electronic ballasts and compatible lamps.
x. The control of lighting in technical and confined areas shall be through local switches.
xi.
Lighting control system with dimmers may be provided in some areas where dimming
facility is required, such as meeting rooms, banquet halls etc.
xii.
Unless otherwise indicated, minimum wire size shall be 2.5mm for internal lighting and
6mm for external lighting (and as per design).
xiii.
Basement lighting was decided to be separated per area and controlled through the
BMS.
8. Exit and emergency lighting fixtures:
i.
Self contained lighting fixtures.
ii.
The self contained lighting fixture should consist of a carefully designed automatic
charging system coupled to re-chargeable sealed cells of the nickel cadmium type.
iii.
All cells should be of the high temperature type suitable for use up to a case of
temperature of 650 C.
iv. The mains supply and continuity of the battery charging circuit should be monitored by
light emitting diode (LED) which shows when conditions are healthy.
v. The equipment should be maintenance free and requires no attention apart from
routine checks and cleaning, etc.
9. Grounding & Lightning Protection:
i.
Risk analysis will be done to know if lightning protection is needed or not.
ii.

The Lightning Protection System shall be designed as per IEC 62305 Part 1 to 4.

iii.

Air termination, down conductors and earth termination shall be designed to


suite the building and its aesthetic view.

iv.

The grounding resistance of the Lightning Protection System shall not exceed 10
Ohms.

v.

The overall resistance between any point of the grounding system installation and
general mass of the earth shall not exceed 5 Ohms. The grounding system will also
provide the minimum earth fault loop impedance required for operation of the
protective devices during faults.

vi.

Conductors for the grounding loop buried underground will be bare stranded copper.
For power distribution installations, PVC insulated copper cable will be used along
with the cables and conduit wiring.

vii.

The earthing system shall follow the principles of TN-S system i.e. Separate earth
and neutral conductor. The system earth resistance shall be 5 ohms or less.

viii.

A separate grounding conductor shall be run with each circuit. All lighting fixtures,
receptacles, switches, metallic junction boxes and fittings shall be effectively and
properly earthed.

ix.

Earthing

conductor

of

the

respective

circuit

shall

run

in

the

same

trench/pipe/trunking or on same cable tray/ladder as the associated cable.


x.

Extraneous metalwork as metallic pipes, ducting, cable trays, metalwork in toilets,


etc. shall be bonded to earthing system by PVC insulated cable in accordance with
standards.

xi.

A separate grounding system will be provided for low current /communication


systems in accordance with TIA/EIA-607.

xii.

Protective earth and bounding shall be single core, PVC insulated. In general
minimum size for protective conductor shall be the same size of the phase conductor
size if the phase conductor size is equal or less than 16 mm2 (35mm2), and half the
size of associated cable if the phase conductor size is above 16 mm2 (35mm2).

10. Elevators:
i.
We shall select in our design elevators with VVVF drive ( Variable voltage variable
frequency closed loop circuit ) to achieve more smooth running, highly comfortable
performance and highly accurate stopping of elevators at floor levels.
ii.

Style of cars with matching floors, ceilings and lighting will be selected carefully to
meet demands and looks perfect.

iii.

Elevators will provided with emergency landing device for automatic rescue for
traped passengers to nearest floor when power supply failure.

iv.

Our design will integrated with fire alarm system in the building and fire man
operation in case of fire.

v.

Choosing machine room less elevators will save up spaces of shaft and machine
room, over head that required in ordinary lifts.

vi.

Using hoisting compact permanent imagnet AC motor will reduce torque ripple to
achieve comfortable smooth ride and giving enough torque to begin with low starting
current and saving power consumption and increasing efficiency.

vii.

In our design we shall also choose VVVF drive for the automatic doors to give more
smooth opening and closing, good performance and reliable operation.

viii.

The automatic doors shall be covered with multiple infra/light beams to

detect

passengers or objects and reopen the door immediately.


ix.

The elevators shall be designed for accessibility and use by physically handicapped
and disabled in accordance with international standards.

x.

Interfacing with monitoring and remote control existing systems will be considered.

xi.

Regulations of

latest edition of international standards and Europe and Japan

codes will be respected.


xii.

Voice guidance systems in elevators shall be conform in our design to help


passengers to reach their desired floor easily.

xiii.

Elevators are monitored and controlled.

11. Escalators:
i.
Escalators will go to low standby mode with low speed at low crowded intervals of
passengers.
ii.

Choosing for step width, speed, degree of inclination will be selected to satisfy with
traffic in the building.

iii.

Style of escalators, steps, Balustrades, deck board, skirt guard will be selected
carefully to meet demands and looks perfect.

iv.

Demarcation lines at side and front edges of each step will be recommended for
safety.

v.

We shall select our design with vvvf

The design works will be executed with the help of computer programs such as:
*Ecodial or Doc program for calculating the following:
Cable selection.
Short circuit calculations.
Voltage drop calculations.
Circuit breaker selection.
Power factor correction.
*Lighting calculation programs for luminaries type, Lux intensity, and Lux distribution
by using one of the following programs:
Siemens Program.
Philips Program.
Dialux Program.
Thorn Program.
The a/m programs help the designer to select the optimum solution for lighting
applications , in terms of quality , performance and economy .
Drawings:
By using drafting program; AutoCAD ver 2007 and 2010.

e. Design Methodology
a. General
This concept design is according to co-ordination with consultants of previous phases and
according to previous questionnaire to achieve optimum performance for the whole project
to complete previous methodologies or to add new advanced methodologies in phase "F"
according to our point of view for the owner interest.
This concept covers the owner requirements and compatibility with other phases in the
project.
The low current systems shall include all essential services, which facilitate linking phase
"F" nationally and internationally by telephone lines, internet access, and satellite TV
channels over a unified optical fiber network with FTTH infrastructure technique based on
GPON technology meanwhile providing security systems as well as life safety systems.
The design of the low current services for phase "F" office area shall be made in
accordance with international standards and the criteria stated herein, as well as complying
with local codes.
Tenants which is based on core and shell structure shall have Tie-in points carrying basic
services including 2 telephone lines (one external other is standby) either for residential
,retail, or office, , TV outlet , internet access through telephone line at the entrance of each
tenant, while interior installations shall be the responsibility of retails and offices.
External services feeding phase "F" such as Telephone, Internet , .etc shall need coordination for locations of Tie-in points of these services to phase "F" from OLT of previous
phases (in later design phase ACE will provide the capacity required for these services).

The low current systems shall meet the international standards and achieve high level of
quality and performance with better mobility saving time and cost.
LEED design directions will be considered in the design development & phases. It will takes
all precautions for good selection of the electrical equipment according to following :-Recycled content in materials shall be considered.
-Power saving equipment shall be utilized.
b. Codes and Standards
The following regulations, codes and standards will be followed in the design of low current
systems installations:

c. Scope of Work
The low current systems shall comprise the following sub-systems:
-

Fire Alarm System


Telecommunications systems.
Sound and Public Address System.
Closed circuit television system (CCTV)
Access control system
Security scanning devices (Optional)
Car parking control.
Building Management System (BMS).
Satellite Master Antenna Television ( SMATV) or Cable TV system .

d. Systems Description
1)

Fire Alarm System


For life and property safety, an analog intelligent addressable fire detection and alarm
system shall be designed.
System shall self adjust its sensitivity in analogue form to adapted to changing
environmental conditions and address electronically every part of the system to easy
identify source of fire.

The proposed fire alarm system shall include Analogue Addressable main control panel
at security room or control center of phase "F" with voice command center for voice
evacuation , connected to annunciation panels for monitoring only at entrance,
addressable smoke sensors, heat sensors, line isolators, alarm indicating appliances,
wiring, termination, electrical boxes, and all other necessary material for a complete
operating system.
Meanwhile, different retails and offices spaces shall be equipped with suitable number
of interface unit (IFU) so that in the future, the retail and office shall connect their fire
alarm devices to the IFU according to final design and partitioning of his space, while
for Residential units internal installation inside the wall including conduits , wiring,
outlets shall be installed .
Project areas shall be divided via programmable software into specific fire zones
according to architect design to allow isolated area in evacuation and runway.
The system shall cover but not limited to the areas listed below:
-The entire route of egress to include corridors, stairs, elevators, reception areas, exits,
etc.
-Public or common access to include administration, and indoor parking area.
-Special hazard areas to include mechanical equipment rooms, electrical rooms,
storage rooms, etc.
-Areas or rooms by the owner to deserve special protection due to high value of
security such as main control room, BMS room, etc.
The system shall provide manual means of alarm initiation at every exit for every floor
level.
Each and all items of the fire alarm system including the amplifiers and loudspeakers
for voice evacuation shall be listed as products of a single fire alarm system
manufacturing.
The system shall incorporate single channel two-way voice communication and tone
generating capabilities.
The control panel voice command center shall be equipped with master telephone for
two-way voice combination with remote phones.
The system shall have a single key that will allow the operator to display all alarm,
troubles, and supervisory service conditions including the time of each occurrence.
The system shall be provided with sufficient battery capacity to operate the entire
system upon loss of normal power in a normal supervisory mode for a period of 24
hours with 30 minutes of alarm operation at the end of this period.
The control panel shall be Analogue Addressable type of adequate point capacity with
20% spare and the construction shall be modular with solid state, microprocessorbased electronics.
An online printer shall be provided to print out all alarm and trouble events.
The printer shall receive English language text from the fire alarm control via an RS232 connection. All printed information shall include time and date.

The system control panel must be capable of communicating with following types of
addressable devices:
-Addressable detector Bases
-Addressable Sensors ( Heat sensor , photoelectric sensors &flame sensors)
-Addressable pull station
-Control modules
-Monitor modules
-Line isolators
System also shall include Fire fighter's phone jack, Audible and visible notification
appliances and Graphic command center.
In case of confirmed fire, the Fire Alarm System shall control but not limited to the
following:
-Shutdown of air handling equipment
-Operation of smoke purge system
-Move Elevators to ground floor
The Fire Alarm system shall monitor the status of the following systems:
-Fire Fighting Systems (CO2, FE13, etc.)
-Fire Pumps, Water Storage and water network
-Smoke Purge System
The Fire Alarm shall be interfaced with public address system , BMS, CCTV, Access
control and any other related system.
The system shall be wired using fire resistant cable.
2)

Telecommunications Systems
Telecommunications services such as Telephone and internet shall be provided from
the OLT of previous phases via fiber optic link whose rate and number of cores are
identified according to the total number of units (retails, offices and residential ) which
will be identified according to architectural design of phase "F" .

Local Area Network(LAN) Infrastructure


A unified Local Area Network (LAN) shall serve phase "F" for TV , telephone and
data (video , voice and data) and billing system of utilities (cooled water and potable
water) .
The network shall support the requirements for fast data communications including
file transfer, Internet access, multimedia, .. . etc, and shall be based on GPON
technology using FTTH (Fiber To The Home) topology . Each retail , office and
residential will be provided with fiber core handling all traffic.
The network shall be designed according to ANSI/EIA structured cable network
standards.
The Network Topology shall be based on structured cabling System with fiber optic
cables extended from OLT that accommodate and multiplex services (TV ,
telephone, data) to splitters (1/32)(one core is splitted into 32 cores each core serve
a unit) located at each floor then to the ONU of each unit using drop cables from

The network management shall be based on the hierarchy of the three layers:Access layer which consists of splitters and drop cables located at each floor,
distribution layer which consists of fiber riser cables from OLT to splitters and core
layer which represent the OLT unit that accommodate services servers and multiplex
them over unified network.
The network shall provide multicast traffic units and shall maintain QoS(Quality of
Service) performance for all provided services based on type of service and class of
service.
Different security techniques shall be used to guarantee network security using
centralized management system.
Each fiber core handle voice , video, data traffic which is terminated to ONU unit
provided with input output interfaces , the outputs can be connected to telephone
(RJ11) , fax ,TV set (RF out) and inputs can accommodate the metering devices for
cooled water and potable water for each unit and each individual ONU bill and
charges can be calculated separately using the BMS system software.
Single mode fiber optic cable shall be used for backbone cabling between Splitters
and OLT in a star form as well as drop cables to ONU (Single mode for large
bandwidth of GPON which is 2.4 Gbps and to support 10 Gbps in the future).

Telephone System
The telephone service for office, retail and residential shall be managed via central
OLT of previous phases . This OLT act as a part of data center which is connected
to OLT with other services.
This service shall utilize FTTH data network infrastructure to transport
telecommunications including voice and data with 2 telephone lines to each unit
(retail , office, residential).
Reselling of telephone and internet services shall need co-ordination with Telecom
Egypt company otherwise the billing will be direct between tenants and Telecom
Egypt

Sound and Public Address System


The public address system shall be used to provide background music, public
announcements and evacuation messages for public areas, corridors and any other
required areas.
The public address system shall receive a stop signal from fire alarm system to allow
for fire alarm systems voice evacuation messages in case of confirmed fire.
The system shall be expandable for future extension of the facility.
Private sound system of retail can interface directly to fire alarm system or through
the central system for integration of emergency and evacuation messages.
For paging purposes the entire area shall be divided into a number of zones.
Separate amplifiers shall be provided for the music and for paging, so that paging
any zone shall not interrupt music in other zones.
A dedicated sound system shall be installed in prayer areas. Call for the prayer shall
be sent to the main system at time of prayers.
The public address system shall be flexible and shall divide the outputs to different
zone according to architecture design to allow broadcast special and specific
message to specific zone.

All zones shall be monitored by zone selector unit and different size of amplifier shall
be used. Different type of speakers should be used according to area architecture,
area application and acoustic studies (wherever needed).
System network and devices shall be monitored for connectivity and steady
operation.
All system devices (speakers, accessories, etc.) shall be decorative with project
architecture.
The public address system includes, but shall not be limited to, the following:
-

Audio matrix
Preamplifiers, power amplifiers
Program sources (CD player, double cassette)
Zone selector
Loudspeakers
Paging microphone
System racks and console.
Monitoring unit.

The amplifiers and associated equipment shall be housed in a standard 19" rack with
plexi-glass door.

Closed Circuit Television CCTV


The CCTV system shall be modular and digital CCTV system. CCTV cameras located
within basement car parking and car gates, and within the commercial part in
entrances, exists, and in specific locations to video surveillance of all area in phase
"F". The system shall allow scheduled, manual or motion detected recording of
selected cameras. The system shall be constructed with high resolution and high
sensitivity digital color cameras, connected to Digital Video Recorders. The monitoring
console shall include 32-inch monitors, one per DVR in the system and at least two 23
inch for managing the system. It shall be possible to monitor any DVR in the system
from any selected monitor in the console.
The video and control signals shall be transmitted through twisted pair cables and
control signals shall be transmitted through shielded dual twisted pair cables.
It shall be possible to program the contrast, brightness, recording modes, video
compression, frame rate, motion region etc of each camera individually or for all
cameras together through the menu driven user interface or through remote control at
each DVR. It shall also be possible to start recording and initiating alarm outputs using
external alarm devices such as motion detectors or magnetic door contacts.
Each Digital Video Recorder shall be capable of supporting high capacity HDD (hard
disk drive) storage capacity.
System shall include but not limited to following equipment:
-Indoor Fixed and moving Cameras
-Outdoor fixed and moving camera with PTZ functions
-Lenses
-Camera housing for outdoor cameras.
-Mounting Brackets
-Monitors
-Digital video Recorders with HDD
-Equipment Rack and consol

A custom built metal rack and wooden consol shall be provided as a part of the system
to accommodate all control and monitoring equipment.

Access Control System


The access control system shall control access to certain areas and give alarm in case
of unauthorized activities, in order to achieve maximum-security for phase "F".
The system shall include control panels, proximity and biometric card readers (as
required), proximity cards, magnetic door contacts, magnetic locks and networking.
The access control system shall cover BMS rooms , IT rooms, main server room,
electrical rooms, entrances and other areas considered as secured areas and for
offices that requires access control will be provided with a provision according to their
needs.
Different control panel configurations for one, two, four, six and eight door controlling
shall be available to allow various combinations of card/biometric readers or keypad
inputs, relay outputs, and alarm inputs to maximize system hardware flexibility. Panels
can be combined to provide the exact number of inputs and outputs required for each
application. All panels shall support a fully distributed architecture with all real-time
processing done at each panel.
The access control system software shall utilize a Windows XP operating system or
later version according to system manufacturer recommendations and support system
integration (interfacing) for CCTV, BMS, Fire, etc. The application software shall be
capable of running on either a single PC or on a multi-user LAN.
The system shall be provided with self contained battery and charger to feed
equipment, during mains power failure.
Access control system shall control and monitor the following locations:
- All control rooms (BMS room)
- All security rooms
- All low current rooms (IT room , control center.)
- Specific Entrances
- Stores if exist
- All Electrical rooms
- All Mechanical rooms.
-Provision only for offices or residential that needs high security level.

Scanning Devices (optional)


A number of different technologies shall be provided to scan cars, personnel
possessions and parcels for explosives materials and metal objects.
These technologies comprise:
- Archway metal detectors: shall be installed at main entrance, where people are to
walk through the archway to get into the building, an audio visual alarm shall be
generated in case of metal object presence indicating the approximate level of the
object. This unit is to be manned during times of detection in order to direct people
through the inspection process.
- X-ray machines for handbags shall be installed at main entrance.
- Under vehicle surveillance system shall be utilized to scan the underneath of cars
getting into the parking where number of cameras are taking images of the area
underneath the car and deliver it to a special device where these images are
processed to show the whole underneath of the car as one picture. This gives operator
at the reception gate as well as the Central Control Room to inspect each car getting
into the parking. This image is to be recorded on a digital recording system for future
retrieval.
- A number of handheld metal detectors to detect metal weapons with personnel and
handheld explosive detectors to detect parcels for explosives.

Parking Management System


The parking controller shall manage the entire parking facility operation to guarantee
stable and speed flow of traffic and facilitate entry and exit to parking and prevent
cases of traffic or parking space congestion and should meet international standards.
System shall have digital counting facility for entrances and exits and indicate parking
occupancy status in real time mode. Underground magnetic loops at entrance and exit,
which shall sense the presence of a car before and after passing.
Traffic lights as well as road blockers of with car barriers shall control access to parking
according to control commands from the system controller.
Entrance/exit manned booth can manually control the traffic in addition to the automatic
operation. Some areas can be named for payment for external visitors or magnetic card
access for employees of offices , retails and residential.
Each office, retails and residential shall have designated parking while visitors shall
also have designated parking area .
Variable message signs shall guide visitors to suitable parking routes and shall display
status of each parking area.

Building Management System


8-1) System Description
A building management system (BMS) shall be provided to manage Phase "F"
Electromechanical resources in a high efficient and economic manner.
distributed DDC controllers will be linked via the communication channel backbone in
Phase "F".
The system shall allow central monitoring, and supervising of phase "F" services
including
1. HVAC system (monitored and controlled)
2. Smoke fans (monitored and controlled)
3. Basement Exhaust and fresh and jet fans (monitored and
controlled)
4. Plumbing fire pumps (monitored and controlled), submersible
pumps monitored only
5. Electrical :MDBs monitored only
6. EMDBs (monitored and controlled)
7. Gen-sets monitored only
8. Light current systems (Fire Alarm , Public address ,CCTV) systems
(monitored and controlled),(Access Control, Parking Management )
systems monitored only .
9. Elevators (monitored and controlled) , escalators monitored only.
10. Lighting control panel of corridors
System shall be open system, which can deal with most used protocols such as
Bacnet, Lonworks , Modbus and other used protocols.
Central alarm handling and reporting ensure that faults can be quickly identified, and
dealt with. The processing of alarms and activities of different system users can be
tracked back whenever necessary by reference to the log, thus ensuring an overall
picture of events.

The BMS shall consist of a hardware dual central system in hot standby configuration
complete with PC and printers and BMS station software, modular clear-in structure,
freely programmable modules, system controllers complete with the necessary
interfaces (integration platform), DDC controllers, peripheral units and fittings.
The BMS management station software shall run on standard PCs or notebook
computers without additional hardware.
The system shall use graphic user-interface (GUI)and use most common software
applications operating under MS/windows operating systems.

Utility metering & billing System

With rising energy costs there is an increased need to identify utility consumptions,
utility costs, reducing losses and waste. To manage utility consumption a remote
management Automatic Meter Reading (AMR) system with efficient products and
technology shall be provided for phase "F".
Metering monitoring system shall determine usage over time, identifies peaks and
compares results.
Metering system shall achieve following goals:
Revenue billing (the way utilities are paid) and managing costs and energy-use.
Time-of-use metering and real-time pricing, which allow for smart management of
peak load use and demand cost savings.
Load aggregation for streamlined service acquisition and lower rates.
Sub-metering for analyzing the distribution of loads and equitably billing retails,
offices and residential Energy use diagnostics to spot problems and improve
operations.
Collecting, reducing, and presenting information for planning and reporting
requirements.
An electronic meter with AMR (automated meter reading) shall be equipped with IP
Ethernet interface and shall read billing information and performs meter diagnostics
automatically and communicates that information over existing FTTH network
infrastructure to provide the data to utility management server through input interface
of the ONU installed at each office, retails and residential
Moreover it achieves integration (reduced component count) and smaller packages
making the electronic solution smaller and more reliable.
Electronic meters shall offer several additional advantages to the utility, whether it is
cooled water, potable water being measured . These features shall apply: Improved reliability and ruggedness
Improved accuracy
Support of low-power factor loads
Ease of calibration
Anti-tampering protection
Automated meter reading
Security
Advanced billing (time-of-use, prepay, etc.)
Metering system shall consist of the following basic components: Meters (cooled water , potable water..etc)

System can be managed and controlled by BMS system via suitable interfacing.

Satellite Master Antenna Television ( SMATV)


The whole project shall be provided with main SMATV head end in previous phases to
receive satellite and off-air TV channels.
The distribution of combined RF signal shall be via optical fiber cables to different
users through the FTTH network to the ONU which shall be provided with RF out for
connection with TV sets.
Retail and offices spaces shall have SMATV distribution box near their ONU, and
internal installations shall be at their own responsibility.
- Distribution network will be through the FTTH network while TV Sockets and 75 ohm
terminating resistance coaxial cables, conduits, junction boxes and all necessary
accessories inside the retail or offices shall be at their own responsibility (provision to
the ONU will only be provided), while residential internal network including cables ,
conduits, outlets shall be designed.
e. Design Methodology
1-Investigate the existing installations:
Investigate the existing installations for other phases of the project to aid in the coordination with the technologies of the existing utilities.

Study the existing utilities and reporting installations affected by the existing works.

2-Collecting data:
Data related to new applications ,techniques, technologies, industries, standardsetc,
from different sources such as Manufacturers, Norms, Institutionsetc which can help
upgrading project systems according to latest data collected.
3-Design Aids:
The methodology followed in the design work of low current systems will be clarified
here under:- The design works will be executed with the help of computer programs such as Ease
software for sound system, calculator for CCTV cameras,ect.
These aids shall help the designer to select the optimum solution for the relevant
system.

All documents shall be formally and thoroughly checked by the Team leader prior to

The scope of the check should include but not limited to the following:
-Conformity with all relevant information used in preparation of the
drawings/documents, e.g. client requirements, data from other design disciplines,
design intent completeness and accuracy of information.
-Overall presentation
- Preparing check lists, client brief graphics and technical information.
- Conformance with requirements of this procedure and the project Quality Plan.
- Cross checking and referencing with other drawings and documents.
- Correct use of symbols.
- Consistent use of terminologys and spellings.
- Items requiring close tolerance shall receive two independent parallel checks. The
checker shall sign the data and check print before returning it to the Project Manager
for security.
- When the full checking procedure has not been implemented due to client
requirement for issue, this shall be identified on the drawings as required in the
scope of agreement.
- All correct details shall be highlighted on a check print in yellow, errors clearly marked
in red. Alternative colors may be used at the discretion of the of the Team
Leader/Head of Section.
- Back-drafting and re-check.
- The checker shall re-check the back drafting and mark corrected details in blue on the
original check print.
- When satisfied with the back drafted document the checker shall sign the appropriate
copy
