MUNICIPAL RESOLUTION NO. 022-2014

RESPECTFULLY REQUESTING THE HONORABLE SENATOR CYNTHIA A. VILLAR TO
ALLOCATE DECORTICATING MACHINES IN FAVOR OF THE MUNICIPALITY OF
GUINOBATAN, PROVINCE OF ALBAY, TO BE USED FOR EXTRACTING COCO COIR, IN
PURSUANCE OF THE DEPARTMENT OF LABOR AND EMPLOYMENT (DOLE) LIVELIHOOD
PROGRAM.

WHEREAS,
this august body supports the implementation of livelihood programs as a
poverty alleviation scheme through the creation of job opportunities for the benefit of those
residents who are either unemployed or have lost their source of income due to natural disasters or
otherwise, among others;
WHEREAS,
agriculture remains as the primary source of livelihood/income of the
constituents of the Municipality of Guinobatan. In fact, two-thirds (2/3) of its land area is covered
with coconut trees and vastly produces coconut husks. For this, the Local Government of
Guinobatan, Province of Albay had been a recipient of a livelihood program implemented by the
Department of Labor and Employment (DOLE), and benefits more or less 180 recipients;
WHEREAS,
said program includes, among others, the distribution of coconut husks
with the objective of extracting coconut coir from them and utilizing the same in making different
coconut by-products such as doormats, placemats and the like. However, the process of extracting
coconut coir from the husks requires technical precision and can be best done through the use of a
decorticating machine which this local government does not possess;
WHEREAS,
it has been observed that the implementation of the DOLE Livelihood
Program has made existing livelihood undertakings grow into viable and sustainable businesses
and has restored lost livelihood. Thus, this august body has the full intention of continuing the
program were it not for its lack of capacity to purchase decorticating machines. It now therefore

seeks the most indispensable assistance of the Honorable Senator to provide the Municipality of
Guinobatan with decorticating machines for us to be able to cater a larger number of recipients and
thereby produce sustainable supply of coco coir;
WHEREFORE, in view of the foregoing premises, be it now:
RESOLVED, as it is hereby resolved by the Sangguniang Bayan of Guinobatan, Albay in
session assembled, to respectfully request as it hereby respectfully requests the Honorable
Cynthia A. Villar to allocate decorticating machines in favor of the Municipality of Guinobatan, to be
used for extracting coco coir, in pursuance of the Department of Labor and Employment (DOLE)
Livelihood Program.
RESOLVED FURTHER, that a copy of this resolution be furnished the Office of the
Honorable Senator Cynthia A. Villar, and such other concerned offices/agencies, for their
information and appropriate action.
APPROVED UNANIMOUSLY on motion of Honorable Councilor Robert M. Baaga and
duly seconded by the members present this 24 th day of February, 2014 during their 8 th Regular
Session.
