MUNICIPAL RESOLUTION NO. 032-2014

GRANTING AUTHORITY TO HONORABLE MAYOR ANN Y. ONGJOCO OF GUINOBATAN,
ALBAY, TO ENTER INTO A MEMORANDUM OF UNDERSTANDING WITH THE UNITED
STATES ARMED FORCES ENGINEERS AND THE PHILIPPINE ARMED FORCES ENGINEERS
TO THE CONDUCT OF BALIKATAN 2014 THROUGH THE ENGINEERS CIVIC ACTION
PROJECTS (ENCAP).

WHEREAS,
under the BALIKATAN 2014 between the Philippines and the United
States, soldiers of both the Philippines and the US are also trained for humanitarian disaster
response and provision of improvement projects, aside from the traditional military exercises;
WHEREAS,
apart from the humanitarian assistances, the projects engaged soldiers
(army engineers) in community development such as the construction of school buildings and
community centers through the Engineers Civic Action Projects (ENCAP) whereby army engineers
from both the Philippines and the US work shoulder-to-shoulder in executing improved
infrastructure projects;
WHEREAS,
this august body supports the projects of the bilateral exercises,
particularly those under the ENCAP as it is believed that the implementation of the same within the
municipal level would provide necessary and beneficial infrastructure projects for the development
of the municipality and the improvement of the quality of life of our constituency;
WHEREFORE, in view of the foregoing premises, be it now:
RESOLVED, as it is hereby resolved by the Sangguniang Bayan of Guinobatan, Albay in
session assembled, to grant as it hereby grants authority to Honorable Mayor Ann Y. Ongjoco of
Guinobatan, Albay, to enter into a Memorandum of Understanding with the United States Armed
Forces Engineers and the Philippine Armed Forces Engineers to the Conduct of BALIKATAN 2014
through the Engineers Civic Action Projects (ENCAP).

RESOLVED FURTHER, that the provisions of the Memorandum of Understanding be

made an integral part of this resolution.
RESOLVED FURTHERMORE, that a copy of this resolution be furnished the Office of the
Municipal Mayor, and such other concerned offices/agencies, for their information and guidance.
APPROVED UNANIMOUSLY on motion of the Honorable Councilor Frances John M.
Oxales and duly seconded by the members present this 24 th day of February, 2014 during their 8 th
Regular Session.
