MUNICIPAL RESOLUTION NO. 033-2014

GRANTING AUTHORITY TO HONORABLE MAYOR ANN Y. ONGJOCO OF GUINOBATAN,
ALBAY, TO ENTER INTO A MEMORANDUM OF UNDERSTANDING WITH THE UNITED
STATES FORCES TO THE CONDUCT OF BALIKATAN 2014 AND ASSOCIATED
COOPERATIVE HEALTH ENGAGEMENT (ACHE).
Proponent/Sponsor:

WHEREAS,
the BALIKATAN Exercises (shoulder-to-shoulder), which are being
conducted annually, are joint military exercises conducted by the Philippines and the United States
and which are about working together and attaining heightened cooperation between the two;
WHEREAS,
under the BALIKATAN 2014, soldiers from both the Philippines and the
US are also trained for humanitarian disaster responses, aside from the traditional military
exercises;
WHEREAS,
one of the humanitarian projects under the BALIKATAN 2014 includes the
Associated Cooperative Health Engagement (ACHE) which aims to provide civic assistances
through medical and dental action projects, among others;
WHEREAS,
this august body supports both the bilateral exercises and the projects
under the ACHE as it is believed that the implementation of the same within the municipal level
would provide necessary and beneficial civic assistances to our constituency with the end in view
of improving their well-being;
WHEREFORE, in view of the foregoing premises, be it now:
RESOLVED, as it is hereby resolved by the Sangguniang Bayan of Guinobatan, Albay in
session assembled, to grant as it hereby grants authority to Honorable Mayor Ann Y. Ongjoco of
Guinobatan, Albay, to enter into a Memorandum of Understanding with the United States Forces to
the Conduct of BALIKATAN 2014 and Associated Cooperative Health Engagement (ACHE).

RESOLVED FURTHER, that the provisions of the Memorandum of Understanding be

made an integral part of this resolution.
RESOLVED FURTHERMORE, that a copy of this resolution be furnished the Office of the
Municipal Mayor, and such other concerned offices/agencies, for their information and guidance.
APPROVED UNANIMOUSLY on motion of the Honorable Councilor Frances John M.
Oxales and duly seconded by the members present this 24 th day of February, 2014 during their 8 th
Regular Session.
