curious turn with a Delhi
court which is overseeing
the prosecution summoning the wife of R. K. Verma,
an IAS officer and controversial power secretary in
the Dikshit government,
for allegedly stashing
unaccounted money in offshore banks of British
Virgin Islands.
The move against Ritu Verma came
after the court took cognisance of
the prosecution initiated by the
Income Tax department against her.

EVERY YEAR medical colleges


across India need to renew their
recognition from the Medical Council of India (MCI). But this year that
process is moving at a snails pace
as the government doctors who
assess these colleges are not getting
leave. All the medical colleges must
renew their MCI recognition by
March 31, but that seems to be a
tough task now. A desperate MCI
has now written to the government
hospitals and colleges to grant leave
to the doctors and professors so
that they get time to assess the
medical colleges.
MCI secretary-in-charge Reena Nayyar
recently reached out to deans and principals of all the government medical colleges and hospitals in this regard.

THE National Centre for Disease Control (NCDC), which is one of the nodal

its employees from the virus. No wonder, doctors are demanding effective
methods to stop it from proliferating.

tested positive for the H1N1 virus. Interestingly, even after repeated training sessions

According to sources, the Delhi health department has been regularly focusing on the safety
of the medical staff working in various health
centres and the government hospitals. However,

Doctors suggest that the government should
adopt better methods. A senior NCDC doctor,
speaking on condition of anonymity, said: They
have been asking us to wear masks, gloves and
head cover while dealing with the samples, and
we have been doing that. But still one of our
doctors fell ill. Our centre doesnt have any
patients and we are only involved in research.

out for better ways to deal with
this virus.

Mujahideen (IM) and the communally-sensitive coastal town
of Bhatkal, where the terror outfit took
shape nearly 10 years ago, was over.
However, with the arrest of three
alleged operatives of the IM on
Thursday, the focus has yet again
shifted to Bhatkal that witnessed several communal riots in the past.
Bhatkal had not been under the intelligence
scanner ever since Abdul Samad Siddibappa

Muhammad Ahmad Zarar Siddibappa (also
known as Yasin Bhatkal) was let off by the
Maharashtra ATS after arresting him for his
suspected role in the 2010 Germany Bakery
Blast case in Pune. The ATS, according to
sources, could not establish his links in the blast
case. The police and agencies also learnt that
Riyaz Bhatkal also had shifted his base reportedly to the India-Nepal border.

his friend Riyaz Ismail Shahbandri (Riyaz
Bhatkal) were not in touch with any youths
from Bhatkal, a minimum surveillance was

also cleared for training purpose.
The police were of the opinion
that IM operatives might have
carried out target practice and
training in assembling bombs in
the jungles. The police are
quizzing the three Church Street
blast suspects arrested on Thursday to ascertain how they learnt
to assemble a bomb.
The influence of IM in Bhatkal
is strong. The police missed an
excellent opportunity to nab
Riyaz when he was organising
training camps in these jungles.

Tharoor must
end hostility
towards cops
From accusations of harassing his
staff, to doubting the probe, Tharoors stance does him no good
NE WOULD have expected
Shashi Tharoor to welcome the
fact the police were re-investigating the Sunanda Pushkar case.
But he has instead raised eyebrows
by dashing off a letter to Delhi
Police Commissioner BS Bassi,
accusing his officers of harassing
his staff. Given that the police have
started re-investigating the case
this is not a fair allegation to make.
Tharoor has not stopped there.
He held a press conference where
he said there should be a professional investigation without any
pre-determined outcome. This
implies he neither thinks the
police are being professional, nor
are they capable of being impartial. These are serious implications to make, which ill behoves a
man of his standing.
Though Tharoor has said he will
cooperate fully with the investigators his confrontationist stance is
something the Delhi Police will not
take well. His saying he has no reason to believe there was foul play
serves no purpose. The fact is the
murder case was registered after
the police received expert opinion
from AIIMS stating that Sunanda
was poisoned, perhaps forcefully.
While Tharoors concern about
distortion of facts is understandable, he must repose some confidence in the police and criminal
justice system. This is the beginning
of the investigation as far as the
murder angle is concerned. It is still
not clear what poison killed
Sunanda and what could be the
possible motive for the murder.
A year after the incident, the
investigators have their task cut
out. Its not an easy investigation
and more than anybody else, it
should be Tharoor providing the
finer details to investigators about
Sunanda, that can provide the necessary leads to this case.
But if he questions the probe from
the onset, it will create an atmosphere of mistrust between him and
the cops. That will only make things
ugly and do little to get to the truth.
This is something neither Tharoor
nor the police would want.

HE BRUTAL massacre of journalists in


Paris has brought people together the world
over, unified by firm
resolve to stand up
against barbarous acts of terror.
Violent extremism, practiced by private
citizens or states, must be denounced.
Terrorism, is a global scourge. An irony of
contemporary life is that stability and
security were supposed to be the payoffs
for living in an era of united nations and
welfare states. Also disturbing is that the
perpetrators were home grown, rather
than other alien outsiders incapable of
appreciating a country from within.

Condemnation
When suspects were connected to Reims,
the capital of the bucolic Champagne
region, emails from IM Ghaziabad friends
who studied in Reims, flooded my inbox.
How could this delightful city breed a terrorist? Curiously, the prominent hotel in
Reims central square is called lHotel de la
Paix (Hotel of Peace). Attempts to understand perpetrators of atrocities confront a
fallacy that engaging with explanation is
tantamount to justifying heinous acts or
mitigating agency of the actors.
Interrogating conditions surrounding
what occurred is neither defending the
indefensible, nor is it rescinding moral
authority to condemn without condoning.
If were to combat terrorism meaningfully,
we need to recognize its causal roots,
wrench them out, and avoid providing
pathways for recruitment and radicalization of those vulnerable to extremism.
Its also wrong conflating Paris with
Mumbai, and other terrorist acts, as some
have done. The French case shares similarities, but its also freighted with a particular colonial history, along with the contemporary reality of dystopic French
banlieues, populated with disaffected
North African youth where law and order
have broken down. Construed as an
affront to liberty, the Paris attack strikes
at a core value of secular democratic pluralism. Liberty unpacked includes freedom
of expression and of the press. But despite
consensus about the general concept of
liberty, disagreements have always existed
around what particular conceptions

press freedom through the following example, with a caveat: this is not a defence of
terrorist religious extremism, nor suggesting we should capitulate to it.
A hypothetical rag Down Under, known
for irreverent satire and critique, purveys
cartoonish portrayals of aborigines casting them as drunks, on the dole and a drain
on public coffers. Its an opinion Ive heard
people privately express. Yet no reasonable
publication, no matter how provocative or
puerile, would print anything like this. Simply unacceptable, it transgresses bounds of
decent and responsible journalism.

Satire
In tandem, the same rag puts out caricatures of aboriginal animistic religious
ceremonies, portraying them as primitive, superstitious and at odds with
mainstream Aussie values. Both depictions would be deeply offensive to aborigines, a point that takes little imagination to conceive. Were the religious
caricatures more acceptable and defensible than the cartoons? And would they
be more palatable if aboriginal extremists were specifically singled out?
John Stuart Mill argued liberty, and by
extension freedom of the press, is an
absolute right conditioned only by a harm
principle. On this account, any form of censorship takes us down a slippery slope;
press freedom is viewed as a sine qua non of
a properly functioning democracy. Yet,
even in the most liberal regimes, lines of
demarcation do exist. Electing to privilege

the most extensive liberty possible, liberalism also entertains the notion that certain things are repugnant and should never
be endorsed. At issue is how are boundaries drawn, by whom and where.
Rightfully, the people are cast as the
major arbiters in the marketplace of ideas.
A free press is balanced by plurality of opinion from diverse press sources. In addition,
principles of journalistic integrity and
responsibility hold sway. Liberalism also
demands neutrality about religion, religious practice being a personal matter relegated to the private domain within a secular state. As such, theres an enduring
tension for religious people who might seek
to have their values spill over into the public arena, particularly when those values
cannot be justified on secular grounds. Its
a tradeoff. The religious receive tolerance
and respect in return for giving up the will
to impose religious convictions on those
who do not share their views. This is the
basis for a truce which avoids a culture war.

Conviction
Today we see sophistic politicians stirring
up the mob with claims that theyre at war.
The idea of polarising the situation as a
battle over ideology is hardly something to
be invoked as a sensible discourse within
the body politic. George Bush set the stage
after 9-11 when he came up with the binary

than tapping into a global sentiment of solidarity and goodwill, he chose to be divisive, preferring sectarianism over humanism. It was the best thing that ever
happened for extremists. People taking to
the streets across the world demonstrates
a glorious picture of personal engagement

brute nationalism and wholesale identification with a magazine in a slogan that
smacks of a PR campaign, should give us
pause. The rallying cries should be repudiating violence and expressing grief at the
vicious slayings of other human beings.
Freedom of expression in the West is not
at risk at all. Extremists of every ilk must
face the reality that theyre a small minority and their cause is already lost. Immigration also is here to stay which right wing
parties have to accept. Tolerance and
respect for persons are principles that
trump all others. On occasion, artistic freedom too perhaps must yield to the imperatives of an ethic of responsibility. As the
world becomes more porous and permeable, and enclaves of ethnic and value
purity erode, the only currency we have is
our thread of common humanity and need

division with commissioner
Bareilly, IG zone and DIG. He
also took stock of development

SC allows Sahara to raise loan for Roys bail

THE Sahara Groups persistent efforts to
raise `10,000 crore for securing bail for its
incarcerated chairman Subrata Roy got a
shot in the arm on Friday with the Supreme
Court (SC) allowing it to go ahead with
its proposed transactions for a loan of
around $1,050 million from abroad.
However, the apex court put conditions, including the Reserve Bank of
Indias (RBI) approval for transfer of
funds raised in the US to India to
meet the requirement set for release
of Roy, who is in Tihar jail for more
than nine months for non-refund of
over `20,000 crore with interest to
depositors. The SC,
which had asked Roy
to pay `10,000 crore

to get bail, out of which `5,000 crore should


be paid in cash and rest in bank guarantee,
extended its August 1 order for conference
facility for him in the jail to deal with the
nitty-gritty of transactions till February 20.
A Bench headed by Justice T.S. Thakur
passed the order after the Securities and
Exchange Board of India (Sebi) and senior advocate Shekhar Naphade, who is

will not be free to claim any equity on the

rates to around $50 per barrel.
Upstream producers ONGC and
Oil made good nearly half of the
revenue loss, or under-recoveries, that fuel retailers incurred on
selling cooking fuel and diesel
until recently at governmentcontrolled rates. This subsidy
contribution was by way of discount on crude oil they sold to
downstream firms and it was
capped at $56 per barrel in 2013.
But with global oil prices tumbling to its lowest level since April
2009, the continuation of the subsidy-sharing formula would mean
that ONGC will not just have to sell
crude oil to refiners like Indian Oil
Corporation (IOC) for free but also
pay another $6 per barrel from its
pocket. In such a scenario, the
government is considering
exempting ONGC and Oil from payment of subsidy during reminder

crore and Gail (India) `1,000 crore.
The government provided cash
subsidy to cover the rest of it. For
the remainder of the fiscal,
another `21,000-`22,000 crore of
under-recoveries are estimated,
which can easily be met by government subsidy from budget and
sparing ONGC, they said.
Sources said that the oil ministry is of the view that unless sufficient funds are available for
increased oil recovery and
enhanced oil recovery schemes
from the ageing oil fields, the
country may notionally lose
more than 70 million tonnes of
indigenous crude oil production
during next 10 years. This may
increase the import bill by
`3,33,000 crore. However, if this
crude is produced indigenously,
it will cost only `112,000 crore
resulting in a substantial saving of
`2,21,000 crore.

AUSTRALIA captain Steve
Smith continued his magical
form with the bat to reach a
beautiful cricketing crescendo
at the SCG on Friday.
The 25-year old, who scored 71
in the second innings, eclipsed
Sir Donald Bradmans 65-yearold record of 715 runs in an
India-Australia series. Smith
accumulated 769 runs in the
series at an average of 128.16
runs, scoring hundreds in the
first innings of all four Tests.
Only four other Australians
have ever hit a century in four
straight matches Jack Fingleton, Neil Harvey, Matthew
Hayden and Bradman.
Amazingly, Hayden and Bradman completed the feat twice,
while Bradman also holds the
overall record after hitting six
hundreds in as many matches
from January 1937 to July 1938.
