Section1.WEDECLARE,Thatallpeoplearecreatedequal;thatthey
areendowedbytheirCREATORwithcertaininalienablerights;that
amongthesearelife,liberty,andthepursuitofhappiness;thatall
powerisinherentinthePeople;andthatallfreegovernmentsare,
andofrightoughttobe,foundedontheirauthority,andinstituted

Section11.TwothirdsofeachHouseshallconstituteaquorumtodo
business;butasmallernumbermaymeet,adjournfromdaytoday,and
compeltheattendanceofabsentmembers.Aquorumbeinginattendance,
ifeitherHousefailtoeffectanorganizationwithinthefirstfive
daysthereafter,themembersoftheHousesofailing,shallbe
entitledtonocompensation,fromtheendofthesaidfivedaysuntil
anorganizationshallhavebeeneffected.

WheneveritisprovidedinthisConstitution,orinanylawwhichmay
behereafterpassed,thatanyofficer,otherthanamemberofthe
GeneralAssembly,shallholdhisofficeforanygiventerm,thesame
shallbeconstruedtomean,thatsuchofficershallholdhisoffice
forsuchterm,anduntilhissuccessorshallhavebeenelectedand
qualified.
Section4.Oathoraffirmationofoffice
Section4.Everypersonelectedorappointedtoanyofficeunderthis
Constitution,shall,beforeenteringonthedutiesthereof,takean
oathoraffirmation,tosupporttheConstitutionofthisState,andof
theUnitedStates,andalsoanoathofoffice.
Section5.Sealofstate
Section5.ThereshallbeaSealofState,keptbytheGovernorfor
officialpurposes,whichshallbecalledtheSealoftheStateof
Indiana.
Section6.Commissionissuedbystate
Section6.AllcommissionsshallissueinthenameoftheState,shall
besignedbytheGovernor,sealedwiththeStateSeal,andattestedby
theSecretaryofState.
Section7.Areasofcounties
Section7.Nocountyshallbereducedtoanarealessthanfour
hundredsquaremiles;norshallanycounty,underthatarea,be
furtherreduced.
Section8.Repealed

Section9.StategroundsinIndianapolis
Section9.ThefollowinggroundsownedbytheStateinIndianapolis,
namely:theStateHouseSquare,theGovernor'sCircle,andsomuchof
outlotnumberedonehundredandfortyseven,asliesnorthofthearm
oftheCentralCanal,shallnotbesoldorleased.
Section10.TippecanoeBattleGround
Section10.ItshallbethedutyoftheGeneralAssembly,toprovide
forthepermanentenclosureandpreservationoftheTippecanoeBattle
Ground.

Section1.Constitutionalamendments;procedure
Section1.AnyamendmentoramendmentstothisConstitution,maybe
proposedineitherbranchoftheGeneralAssembly;and,ifthesame
shallbeagreedtobyamajorityofthememberselectedtoeachofthe
twohouses,suchproposedamendmentoramendmentsshall,withtheyeas
andnaysthereon,beenteredontheirjournals,andreferredtothe
GeneralAssemblytobechosenatthenextgeneralelection;andif,in
theGeneralAssemblysonextchosen,suchproposedamendmentor
amendmentsshallbeagreedtobyamajorityofallthememberselected
toeachHouse,thenitshallbethedutyoftheGeneralAssemblyto
submitsuchamendmentoramendmentstotheelectorsoftheState;and
ifamajorityofsaidelectorsshallratifythesame,suchamendment
oramendmentsshallbecomeapartofthisConstitution.
Section2.Multipleamendments;separatevote
Section2.Iftwoormoreamendmentsshallbesubmittedatthesame
time,theyshallbesubmittedinsuchmannerthattheelectorsshall
votefororagainsteachofsuchamendmentsseparately.

SCHEDULE
WheneveraportionofthecitizensofthecountiesofPerryand
Spencer,shalldeemitexpedienttoform,ofthecontiguousterritory
ofsaidcounties,anewCounty,itshallbethedutyofthose
interestedintheorganizationofsuchnewcounty,tolayoffthe
same,bypropermetesandbounds,ofequalportionsasnearlyas
practicable,nottoexceedonethirdoftheterritoryofeachofsaid
counties.Theproposaltocreatesuchnewcountyshallbesubmittedto
thevotersofsaidcounties,atageneralelection,insuchmanneras
shallbeprescribedbylaw.Andifamajorityofallthevotesgiven
atsaidelection,shallbeinfavoroftheorganizationofsaidnew
county,itshallbethedutyoftheGeneralAssemblytoorganizethe
same,outoftheterritorythusdesignated.
TheGeneralAssemblymayalteroramendthecharterofClarksville,
andmakesuchregulationsasmaybenecessaryforcarryingintoeffect
theobjectscontemplatedingrantingthesame;andthefundsbelonging
tosaidtownshallbeapplied.accordingtotheintentionofthe
grantor.
