MUNICIPAL RESOLUTION NO. 036-2014

RESPECTFULLY REQUESTING THE HONORABLE CONGRESSMAN FERNANDO V.
GONZALEZ OF THE 3RD DISTRICT OF ALBAY TO HELP THE MUNICIPAL GOVERNMENT OF
GUINOBATAN IN SOURCING OUT FUNDS TO FINANCE THE CONSTRUCTION OF DEEP
WELL PUMPING STATION AT BARANGAY MASARAWAG, THIS MUNICIPALITY, IN THE
AMOUNT OF FIVE MILLION PESOS (PHP5,000,000.00).

WHEREAS,
water is one of the basic commodities of every individual as the same is
being used primarily for sanitary and health purposes, aside from the fact that without which, life on
earth would not be possible. There arises, therefore, the need for the provision of a clean, potable,
safe and continuous supply of water in every household to ensure that every member of the family
is living as healthy individuals;
WHEREAS,
there exists a scarcity in water supply in Barangay Masarawag due
primarily to the fact that said barangay is so located in an area elevated from the water source, and
most especially during warmer/summer seasons;
WHEREAS,
this representation as well as the local officials of the barangay, after
much deliberation, taking into consideration the welfare of the constituents residing therein, both
finds that construction of a deep well pumping station is the best, if not the only, solution to this
seemingly unrelenting problem being experienced by them;
WHEREAS,
every local government unit shall exercise the powers expressly granted,
those necessarily implied therefrom, as well as powers necessary, appropriate or incidental for its
efficient and effective governance, and more importantly, those which are essential to the
promotion of the general welfare. They are also mandated to ensure and support, among other
things, the promotion of health and safety within their territorial jurisdiction. Thus, with the great
importance of a sustainable water supply in every community, this august body, as much as it is

willing to provide for the same, does not possess the necessary source and is thereby now
obligated to seek the indispensable assistance, in the sourcing out of funds, of the Honorable
Congressman whom we believe to possess both the authority to realize the same and the concern
for our constituents;
WHEREFORE, in view of the foregoing premises, be it now:
RESOLVED, as it is hereby resolved by the Sangguniang Bayan of Guinobatan, Albay in
session assembled, to request as it hereby requests the Honorable Congressman Fernando V.
Gonzalez of the 3rd District of Albay to Help the Municipal Government of Guinobatan in Sourcing
Out Funds to Finance the Construction of Deep Well Pumping Station at Barangay Masarawag,
this municipality, in the Amount of Five Million Pesos (Php5,000,000.00).
RESOLVED FURTHER, that a copy of this resolution be furnished the Office of the
Honorable Congressman of the 3 rd District of Albay, and such other concerned offices/agencies, for
their information and appropriate action.
APPROVED UNANIMOUSLY on motion of the Honorable Councilor Frances John M.
Oxales, and duly seconded by the members present this 12 th day of March, 2014 during their 5 th
Special Session.
